Abstract

Population Administration is an important part of the government system that manages data and information regarding population from birth to death. In accordance with the implementation of Perwali Number 93 of 2023 concerning Amendments to Surabaya Mayor Regulation Number 10 of 2022 concerning Procedures for Implementing Population Administration. Efficient population management is the core of quality public services and has an impact on various aspects of people's lives. However, in reality classic challenges such as complicated bureaucracy and difficult access often become obstacles for people in managing population administration. With the importance of providing administrative services that are more efficient and responsive to community needs, the Surabaya City Government has innovated the Jebol Anduk Program (Pick Up Adminduk Ball). In this approach, sub-district officers and writers actively visit the community at the RW Hall. The goal is to increase efficiency and reduce waiting times and complicated bureaucratic procedures. Apart from that, it can increase accessibility which makes it easier for people to access and manage population administration without having to come to the Subdistrict Office or Dispendukcapil Office. Thus, the Jebol Anduk Program at the Gayungan Subdistrict RW Hall is a positive step towards increasing the efficiency of population administration services and can be an example for other subdistricts in similar efforts.

Abstract

Community participation is very necessary for the success of a program in developing and improving the quality of community life. Community participation in the empowered village program is proof of awareness, concern and responsibility for developing village potential in improving the quality of life of the community. The active involvement of the community has great significance in the success of a program to achieve successful village development and the government also collaborates as a facilitator to drive development at the village level. This type of research uses descriptive qualitative research which aims to determine the form of community participation in the Empowered Village Program in the form of the construction of the Pring Jenggala Buffet and Café in Kedungpring Village. This descriptive qualitative research was carried out with the aim of finding out how the community participated in the Empowered Village Program, namely the construction of the Pring Jenggala Buffet and Cafe in Kedungpring Village. This research collects data through literature research as well as written words. The results of research and discussions show that the people of Kedungpring Village are well involved in the empowered village program. The community is always involved in the form of thought, energy, expertise and participation in the form of goods in the introduction, planning, implementation, monitoring and evaluation stages of empowered village program activities. However, the form of participation that is less involved is monetary participation. Because the community has not been given the obligation to make contributions to the empowered village program.

Abstract

Penelitian ini dilatarbelakangi oleh banyaknya keluhan dan aduan masyarakat mengenai lambatnya pelayanan di RSUD dr. Mohamad Soewandhie Surabaya yang pada dasarnya sudah menerapkan layanan kesehatan semi digital mmenggunakan aplikasi E-health yang telah resmi di luncurkan pada tahun 2014. Namun pada akhir tahun 2022 hingga tahun 2023 banyak keluhan tersebut yang menjadikan Wali Kota Surabaya Eri Cahyadi sangat kecewa. Untuk itu penelitian ini dilakukan guna mengetahui data terupdate mengenai kualitas pelayanan E-health terhadap kepuasan masyarakat di RSUD dr. M. Soewandhie Surabaya.Selanjutnya dalam penelitian yang telah dilakukan penulis, penelitian ini memiliki 2 macam variabel yakni variabel independen yang mewakili oleh pengaruh kualitas pelayanan E-Health serta pengaruh kualitas pelayanan E-Health di RSUD dr. M. Soewandhie Surabaya yang diwakili oleh variabel dependen. Penulis menggunakan Skala Likert sebagai jenis pengukuran dalam penelitian ini. Selain itu teknik pengumpulan data yang digunakan oleh penulis adalah data primer yang didapatkan langsung dari responden penelitian dengan menggunakan kuesioner (angket), serta data sekunder seperti struktur kepegawaian rumah sakit, visi misi, dan data rata-rata kunjungan pasien yang diperoleh dari pihak rumah sakit terkait. Teori pada penelitian ini adalah teori menurut Parasuraman (1990) dan teori Kepuasan Men.PAN : Kep/25/M.PAN/2/2004. Sehingga dalam penelitian ini dapat di tarik kesimpulan bahwa Kualitas Pelayanan E-Health (X) memiliki pengaruh nyata terhadap kepuasan masyarakat (Y). Dan saran yang dapat penulis berikan diharapkan RSUD dr. Mohamad Soewandhie Surabaya tetap mempertahankan kualitas pelayanan kesehatan yang baik untuk selalu memberikan kepuasan kepada pada pasien dan tidak terjadi komplain komplain lagi Kata Kunci : E-Health, Kualitas Pelayanan, Kepuasan Masyarakat, RSUD dr. Abstract

Penelitian ini bertujuan untuk mengevaluasi implementasi Program Keluarga Harapan (PKH) dalam upaya pengentasan kemiskinan di Kecamatan Mojoagung, Kabupaten Jombang, berdasarkan enam indikator evaluasi kebijakan William N. Dunn, yaitu efektivitas, efisiensi, responsivitas, kecukupan, ketepatan, dan pemerataan. Hasil penelitian menunjukkan bahwa PKH memberikan dampak positif dalam meningkatkan kesejahteraan keluarga penerima manfaat (KPM). Program ini masih menghadapi tantangan operasional, seperti keterlambatan pencairan bantuan, kesalahan pendataan, dan keterbatasan cakupan. Untuk mengatasi kendala tersebut, disarankan untuk meningkatkan pelatihan petugas, menyederhanakan prosedur pendaftaran, memperkuat koordinasi antar pihak terkait, dan meningkatkan akurasi verifikasi data. Dengan penyempurnaan berkelanjutan, PKH di Kecamatan Mojoagung diharapkan dapat berjalan lebih efektif, efisien, dan merata, sehingga memberikan dampak yang lebih signifikan dalam pengentasan kemiskinan. Kata Kunci : Program Keluarga Harapan, pengentasan kemiskinan, evaluasi kebijakan, kesejahteraan masyarakat, Kecamatan Mojoagung.

Abstract

Perwujudan fungsi aparatur negara dalam mengabdi kepada masyarakat merupakan pengertian dari pelayanan publik. Pelayanan publik yang dimaksudkan sebagai bentuk untuk mensejah terahkan rakyat. Pemerintah Kota Surabaya melalui Dinas Kpendudukan dan Pencatatan Sipil membuat suatu trobosan yang dinamakan Klampid New Generation guna untuk mempermudah menyatukan segala aspek bidang administrasi kependudukan bagi warga Surabaya. Dengan munculnya aplikasi Klampid New Genefration ini dapat memenuhi layana publik di bidang pelayanan kependudukan hanya dalam satu layanan aplikasi saja. Tujuan dari penelitian ini adalah untuk mendeskripsikan implementasi e-government di bidang pelayanan publik dengan menggunakan aplikasi Klampid New Generation. Metode yang digunakan dalam penelitian ini yaitu menggunakan tiipe penelitian deskriptif dengan pendekatan kualitatif. Terkait dengan adanya aplikasi KNG ini telah menunjukan implementasi Electronic Government yang mendapat respon baik dari masyarakat apalagi di pada saat ini pemerintah Kota Surabaya gencar melaksanakan program kalimasada guna terciptanya lingkungabn masyarakat yang sadar akan pentingnya pembaharuan dokumen kependudukan. Penerapan aplikasi Klamnpid New Generation ini diharapkan dapat memaksimalkan pentingnya membantu mengelola pelayanan bidang pelayanan administrasi kependudukan, serta mengembangkannya secara lebih efektif dan efisien.

Abstract

Klampid New Generation (KNG) is an application and an official website owned by the Surabaya City Population and Civil Registry Service. This application is used to make it easier to manage population administration online, including: Public services, namely the validity of deeds, legalization, Updating Population Data, namely unblocking, blank data, removing duplicate data, deleting dead data, red KK, SKPTI, and adding lives, Civil Registration, namely deed (birth, death, legalization of children, divorce, marriage), reprint of deed, reporting abroad (birth, death, divorce, marriage), correction of certificates issued less than 2 years, adoption, etc., Resident Registration, i.e. migration , moving in, moving out, reprinting KK, KIA, splitting KK, updating titles, submitting electronic KTP (lost, damaged, element changes) changing biodata, etc. Events experienced by residents that must be reported because they result in the issuance or change of family card documents, identity cards, and/or include moving in, moving out, changing address, and limited status of residence to permanent residence. In an effort to optimize the use of the KNG application, the Surabaya city government also disciplines the community in population registration or what is commonly called KALIMASADA (Adminduk Aware Environmental Area). The author uses a measurement of effectiveness according to Sutrisno (2007) in (Haqq & Umiyati, 2022) consisting of; (1) Program Understanding, (2) Right on Target, (3) Measurable on time, (4) Measurable goal achievement, (5) Real change.

Abstract

The change in the paradigm of village development from "building villages" to "developing village" forced the village government to provide the right policies so that the expected development could be realized. However, the data that has so far been associated with the developing village index is quantitative and tends to be stagnant. This study aims to evaluate the village development index qualitatively. By using a comparative program after only evaluation approach and a qualitative descriptive research method that emphasizes how the community and village government interpret the programs that have been given before. The results of the study show different findings from the quantitative approach, especially on the Economic Resilience index, which seems to be no different from other villages in general in Indonesia. Even though it has the ideal potential to become an independent village. The recommendations resulting from this research are that it is necessary to maximize Access to Financial Institutions and Trade Service Centers so that their potential can be developed towards an independent village.

Abstract

Desa Bejijong, Kecamatan Trowulan, Kabupaten Mojokerto merupakan salah satu desa yang memiliki potensi peternakan yang cukup besar. Namun, produktivitas ternak di desa tersebut masih belum optimal. Salah satu faktor yang mempengaruhinya adalah penggunaan pakan ternak yang kurang efisien. Kegiatan pengabdian masyarakat ini bertujuan untuk meningkatkan produktivitas ternak di Desa Bejijong melalui sosialisasi penggunaan alat pencacah rumput dan sosialisasi pencegahan penyakit mulut dan kuku (PMK). Kegiatan pengabdian masyarakat ini telah memberikan hasil yang positif. Para peternak di Desa Bejijong telah mendapatkan pengetahuan dan keterampilan baru tentang penggunaan alat pencacah rumput dan pencegahan PMK. Dengan menggunakan alat pencacah rumput, para peternak dapat menghemat waktu dan tenaga dalam menyiapkan pakan ternak. Selain itu, dengan mengetahui cara pencegahan PMK, para peternak dapat mencegah penyebaran penyakit tersebut. Berdasarkan hasil kegiatan pengabdian masyarakat ini, direkomendasikan agar pemerintah desa dan instansi terkait dapat memberikan bantuan alat pencacah rumput kepada para peternak di Desa Bejijong. Selain itu, direkomendasikan agar pemerintah desa dan instansi terkait dapat memberikan pelatihan dan sosialisasi pencegahan PMK secara berkelanjutan.

Abstract

This study aims to analyze the conflict and ambiguity in the implementation of Sidoarjo Regent Regulation Number 84 of 2017 concerning the Arrangement and Empowerment of Street Vendors (PKL). The research applies a descriptive qualitative approach, using interviews, observation, and documentation as data collection techniques. The findings indicate that conflicts arise due to differing approaches among implementing agencies—particularly between the Department of Cooperatives and the Civil Service Police Unit (Satpol PP)—as well as enforcement procedures that do not meet the expectations of street vendors. Ambiguity stems from unclear authority distribution, weak data collection, overlapping regulations, and uncertainty in relocation and empowerment programs. Based on Richard E. Matland’s Ambiguity-Conflict Model, the policy’s implementation falls under the Symbolic Implementation category, marked by both high conflict and high ambiguity, leading to ineffective execution and stakeholder frustration. These findings highlight the need for better inter-agency coordination, regulatory socialization, and the development of strategic vendor locations to ensure a fair and sustainable policy implementation. Abstract

The Family Hope Program (PKH) is a social protection policy aimed at reducing poverty through conditional cash transfers to low-income families. This study analyzes the implementation of PKH in Kedungrejo Village, Waru District, Sidoarjo Regency, using a descriptive qualitative approach and the policy implementation theory by Van Meter and Van Horn. The findings indicate that the implementation of PKH has been effective, as seen in the implementers’ understanding of the program, inter-agency communication, and stable socio-political support. However, challenges remain, including delays in fund disbursement, limited technical capacity at the sub-district level, and public dissatisfaction with beneficiary data validation. Therefore, the study recommends a more structured disbursement schedule, improved technical capacity of implementers, and the involvement of community leaders in the data collection process to ensure better targeting and sustainability of the program.
