Abstract

Coastal areas have an important role in economic development. Development activities carried out on land and at sea can put pressure on ecosystems in coastal areas, thereby reducing the quality of the ecosystem services provided. Understanding the impact of development on ecosystems in coastal areas requires an economic assessment in order to provide input in the formulation of sustainable development policies. This article aims to estimate the economic value of ecosystems in coastal areas based on spatial. The economic valuation method used is the benefit transfer method, the travel cost method, and the replacement cost method. Mapping the economic value of coastal ecosystems based on spatial using Geographic Information System (GIS). The economic value of the coastal area is divided into 3 zones, namely zone 1, in the northern part of the Bontang River estuary, amounting to IDR 21,85 trillion/year; zone 2, between the Bontang River estuary and the Blusu River estuary amounting to IDR 48,20 trillion/year; and zone 3, in the southern part of the Blusu River estuary, amounting to IDR 45,67 trillion/year. The economic value of ecosystems in coastal areas based on the spatial obtained can explain the value lost due to ecosystem disturbances more specifically and clearly in certain zones.

Abstract

Mangrove ecosystems become an important ecosystem for the community of Mandah district, this is because the community uses the mangrove ecosystem as a producer of mangrove wood, as well as a place to catch fish, shrimp, and crabs. Therefore, it is important to maintain the sustainability of mangrove ecosystems in multiple ways; one option is by providing an economic report regarding the mangrove ecosystem. The purpose of this study is to estimate the economic value of mangrove ecosystems. This research was conducted in Mandah District using the survey method. Data analysis using economic valuation by calculating the total economic value of mangrove ecosystem services, comprising: supporting services, provisioning services, regulating services, and cultural services. The results showed that the total economic value of mangrove ecosystem services which has an area of 31,007 Ha amounting to IDR 6,100,130,675,685/year or IDR 196,733,985/Ha/year consisting of the value of supporting services amounting to IDR 2,843,521,034,280/year, the value of provisioning services IDR 120,274,922,887/year, the cost of regulatory services is IDR 3,132,894,718,518/year, and the value of cultural services is IDR 3,440,000,000/year. The high economic value of regulating and supporting services indicates that the mangrove ecosystem has a high value of environmental services, so it needs to be preserved and the sustainability of the mangrove ecosystem to remain of high economic value.

Abstract

Resilience is a concept that cannot be generalized. This is because in analyzing resilience, the parameters that have been used for the resilience analysis is depend on the resilience context itself. It is important to establish which parameters are most important to be used for analyzing resilience of fishermen related to fisheries resources. Fishers' are the most vulnerable community and have a high depencency on natural resources. It is necessary to analyze of fishers' resiliences.  The resilient fishing communities can increase their capacity to cope on socio-economic change. The purpose of this study is to determine the parameters that can be used to analyze resilience of the fishermen in small islands. The study was conducted from February to April 2018. The method used in this studyis expert judgment. Based on previous studies to analyze resilience used 6 dimensions, namely: social (21 parameters), economic (26 parameters), institutional (13 parameters), infrastructure (12 parameters), resources (9 parameters), and potential disaster (2 parameters), the total parameters are 83 parameters. Based on the result, 83 parameters were being indexing and only 53 parameters having values above 3,50 are used to analyze resilience assessment. The parameters that have the highest index in each dimension are the level of poverty (social dimension), number of livelihood (economic dimension), government role (institutional dimension), and fish catch (resource dimension).The selected parameters are used to analyze the fisher’s resilience in Karimunjawa islands.

Abstract

Lampung Province has a large potential of coastal and marine resources, but its utilization is not optimal. The aim of the research is to study the potential of coastal and marine resources and identification issues and problems for coastal and marine development program of the Lampung Bay with a social ecological system (SES) approach. The research location is the coastal area of Lampung Bay (Pesawaran District, South Lampung District, and Bandar Lampung City). The data collected by surveys and interviews, while also conducted Focus Group Discussion (FGD). Analysis of the data using the important value index (IVI). The interaction between the components of the resource with resource users, namely commodity of shrimp aquaculture, hatchery of shrimp seeds, seaweed, grouper aquaculture (KJA), capture fisheries, and ecotourism (marine tourism). Interaction between infrastructure components and infrastructure providers, namely long international port commodities, container terminals, jetties, and fish landing base (TPI). The important value index which is included in the category of issues and issues that are very important in carrying out development in the coastal area of Teluk Lampung is the economic field with a value of 2.55 and socio-institutional values of 2.52. Abstract

Perikanan tangkap di Indonesia memiliki peran strategis, namun dalam pelaksanaannya tidak terlepas dari kompleksitasnya pemasalahan yang dihadapi. Ancaman terhadap keberlanjutan sumber daya ikan dan kapasitas pelaku usaha menjadi perhatian utama dalam mewujudkan perikanan tangkap berkelanjutan. Penelitian ini bertujuan unutk mengkaji kondisi pembangunan perikanan tangkap yang telah dilaksanakan di Indonesia, yang difokuskan pada pada dua aspek utama, yaitu komoditas utama perikanan tangkap tuna, tongkol dan cakalang (TTC) dan pelakunya serta bagaimana strategi keberlanjutannya. Selain itu, penelitian ini juga mencoba merumuskan indikator prioritas yang dapat digunakan untuk mengukur keberlanjutan pembangunan perikanan tangkap. Penelitian ini menggunakan metode analisis isi dan untuk mengetahui prioritas indikator digunakan pendekatan metode urgency, seriousness and growth (USG). Hasil kajian memberikan gambaran bahwa manfaat dari perikanan tangkap di Indonesia belum merata dirasakan. Struktur perikanan tangkap di Indonesia masih didominasi nelayan skala kecil dan berpengaruh terhadap produksi komoditas utama (TTC), Illegal, Unreported and Unregulated Fishing (IUUF) menjadi ancaman terbesar bagi keberlanjutan perikanan tangkap. Kondisi sumber daya ikan dan perikanan skala kecil menjadi indikator prioritas utama untuk mengukur keberhasilan perikanan tangkap yang berkelanjutan, sehingga kedepannya diperlukan perbaikan terhadap pengelolaan perikanan yang dapat ditempuh melalui pengelolaan sumberdaya ikan berbasis WPP melalui penguatan kelembagaan dan dukungan sarana prasarana. Title: Capture Fisheries in Indonesia: Portraits and Challenges of SustainabilityCapture fisheriy in Indonesia has a strategic role, though its implementation encounter such a complex problem. The threat on the sustainability of fish resources and fisher capacity are the major concern in creating sustainable capture fisheries. This study aims to examine the condition of capture fisheries development in Indonesia that focused on two main aspects: (1) the main commodities of tuna, little tuna and skipjack (TTC) and its fishers, and (2) the strategy for its sustainability. In addition, this study tries to formulate priority indicators to measure the sustainability of capture fisheries development. The research used content analysis method as well as Urgency, Seriousness and Growth (USG) method to determine priority indicators. Results of the study showed that the benefits of capture fisheries in Indonesia are not evenly distributed. Small-scale fishers dominate the structure of capture fisheries in Indonesia and affect the production of major commodities (TTC). In addition, Illegal, Unreported and Unregulated Fishing (IUUF) is the biggest threat to the sustainability of capture fisheries. The condition of fish resources and small-scale fishers is a top priority indicator to measure the success of sustainable capture fisheries, so it is necessary to improve future fisheries management based on WPP through institutional strengthening and infrastructure support.

Abstract

Pemodelan dalam pengembangan kawasan pesisir dan pulau-pulau kecil di Teluk Weda bertujuan untuk mengkaji bentuk kelembagaan bagi pengelolaan kawasan pesisir dan pulau-pulau kecil dengan menggunakan metode Interpretative Structural Modeling (ISM) telah dilakukan pada daerah Teluk Weda, Kabupaten Halmahera Tengah. Hasil analisis Interpretative Structural Modeling (ISM) menyimpulkan bahwa kelembagaan pengelolaan yang perlu dipertimbangkan untuk mewujudkan pembangunan kawasan pesisir dan pulau-pulau kecil di Teluk Weda yang berkelanjutan adalah pemerintah, wisatawan, dan perguruan tinggi lewat pengembangan wisata. Upaya yang harus dilakukan adalah meningkatkan produktifitas pemanfaatan sumberdaya alam, mutu produk perikanan dan jumlah permodalan kegiatan perikanan tangkap dengan membantu nelayan dalam menentukan harga perikanan, mengelola sumberdaya alam, peraturan investasi daerah dan membuat kebijakan yang konsisten memegang peranan penting pada pengembangan kawasan pesisir dan pulau-pulau kecil di Teluk Weda. Implikasi kebijakan yang perlu dilakukan yaitu: membuat peraturan daerah yang dapat menunjang kegiatan; mensosialisasikan undang-undang yang telah ditetapkan pemerintah; melakukan pelatihan yang menyangkut undang-undang yang telah ditetapkan pemerintah; mempertahankan peraturan dan adat istiadat yang masih ada sesuai dengan pengelolaan kawasan dan membentuk kelompok swadaya masyarakat yang berkaitan dengan penetapan kawasan.

Abstract

Penelitian yang bertujuan untuk merumuskan arahan kebijakan pengembangan sumber daya perikanan yang berkelanjutan dan berperspektif mitigasi bencana telah dilakukan di Kota Padang Tahun 2012. Metode penelitian menggunakan pendekatan sensus. Data yang dikumpulkan terdiri dari data primer dan skunder. Pengambilan data dilakukan secara purposive sampling. Responden terdiri dari nelayan yang mendaratkan ikan di Pelabuhan Perikanan Samudera (PPS) Bungus dengan komoditas tuna. Metode analisis data menggunakan analisis bioekonomi, kelayakan investasi, Analytical Hierarchy Process (AHP) dan analisis kelembagaan. Hasil penelitian menunjukkan bahwa sub-sektor perikanan memberikan pengaruh cukup besar bagi perekonomian Kota Padang. Pemanfaatan sumber daya tuna masih berada dibawah optimalnya. Pengelolaan optimal tuna dengan menggunakan rezim pengelolaan Maximum Equilibrium Yied (MEY) dengan discount rate sebesar 16% yaitu dengan meningkatkan upaya sebesar 133 trip dan produksi sebesar 418,53 ton. Potensi bencana terbesar di Padang yang berdampak pada perikanan yaitu gempa bumi. Dari hasil penelitian tersebut menunjukkan bahwa arahan kebijakan yang tepat untuk diterapkan di Kota Padang yaitu mengembangkan sarana dan prasarana perikanan yang berperspektif mitigasi bencana dengan mempertimbangkan karakteristik masyarakat lokal dan kondisi daerah serta meningkatkan partisipasi pemangku kepentingan dalam rangka optimasi produktivitas perikanan yang berkelanjutan. Title: Development Policies for Sustainable Fishery Resources with Disaster Mitigation Prespective in Padang, West Sumatra Research purposed to formulate the orientation of policy of sustainable fishery resources development with disaster mitigation perspective has been conducted in 2012. Method of the study was census approach. Data consists of primary and secondary data. Data were collected by purposive sampling. Respondents were fishers who landed their fishes at the Ocean Fishing Port (PPS) Bungus with tuna commodity. Analysis data method employs bio-economy analysis of investment feasibility, Analytical Hierarchy Process (AHP), and institutional analysis. Results showed that fishery sub-sector gave significant impact for the economy of Padang City. Utilization of tuna resource was still under its optimum value. Optimum tuna management using Maximum Equilibrium Yield (MEY) management regime with rate discount 16% was done by increasing effort to 133 trips and production to 418,53 tons. Most potential disaster in Padang influencing fishery sector was earthquake. Research showed that proper policy implemented in Padang was to develop fishery infrastructure with disaster mitigation perspective by considering local society characteristics and regional condition as well as by increasing stakeholder participation in order to optimize sustainable fishery productivity

Abstract

Maternity Waiting Homes is a regional government program that aims to reduce maternal mortality. But in reality, there are still many people who do not utilize this facility. The purpose of this study is to determine the relationship of maternal health conditions on the utilization of maternity waiting homes for maternity motherhood. This research is an explanatory survey research with cross sectional design. The study was conducted in Langkat Regency, North Sumatra. The results showed that there was a relationship between maternal health conditions and the utilization of the maternity waiting house for maternity motherhood in Langkat Regency (p = 0.027).

Abstract

Distribusi spasio-temporal populasi rajungan betina yang mengerami telur (BEF) telah dikaji di perairan pesisir Lampung Timur. Penelitian dilakukan pada tiga stratifikasi kedalaman perairan: <5 m (strata S1), antara 5-10 m (strata S2), dan >10 m (strata S3) serta empat sub-area (A1-A4) di setiap stratum dari bulan Maret 2012-Februari 2013. Kelimpahan populasi rajungan BEF diindikasikan dengan proporsi rajungan BEF/betina tidak mengerami telur (NBF) dan BEF/total individu. Perbedaan proporsi dianalisis dengan uji ANOVA satu arah. Hasil penelitian menunjukan bahwa proporsi rajungan BEF bervariasi secara spasial, ditemukan mulai dari strata S1 dan meningkat ke strata S3. Daerah pemijahan dan pembiakan yang dominan terdapat pada kedalaman air >5 m dan di sub-area A2 dan A3. Secara agregat, BEF ditemukan sepanjang tahun dengan dua puncak kelimpahan (Mei dan September-Oktober) sebagai puncakmusimpemijahan dan pembiakan. Proporsi rajungan BEF secara spasio temporal tumpang tindih dengan daerah penangkapan rajungan pada hampir semua musim. Diperlukan strategi pengelolaan pemanfataan yang sesuai untukmenunjang keberhasilan reproduksi, diantaranya penangkapan menggunakan alat yang dapat mempertahankan BEF dalam keadaan hidup selama terperangkap, kemudian melepaskannya atau memeliharanya di area tertentu sampai menetaskan telurnya sehingga dapat meningkatkan produksi larva dan pada akhirnya dapat mempertahankan populasi dan stok.Spatial-temporal distribution of berried females (BEFs) Portunus pelagicus was studied in East Lampung coastal waters. An investigation was conducted at three water depth stratifications, i.e., less than 5 m (stratum S1), between 5-10 m (stratum S2) and more than 10 m (stratum S3), as well as four sub-areas (A1 A4) in each of stratifications from March 2012 to February 2013. The abundance of BEF population was indicated by their proportion to non-berried females (NBFs) and to the total individual crabs, while the differences among the results were tested by one-way ANOVA test. The results showed that the proportions of BEFs varied spatially, increased from stratum S1 to S3. Spawning and breeding seemed to dominantly occur at water depth more than 5 m and A2 and A3 sub-areas. BEFs were found throughout the year with two peaks of its occurrence, i.e. in May and in September to October, and those months were considered as peak of spawning and breeding seasons. The spatial and temporal occurrence of BEFs overlapped with crab fishing grounds in most fishing seasons. An appropriate fisheries management strategy is required for their reproduction success. Capturing crab by using eco-friendly fishing gear that render caught BEFs alive and releasing them or keeping them in certain area for hatching their eggs would enhance larvae production to maintain population and stock.

Abstract

Sistem Informasi Geografis (SIG) merupakan salah satu sistem informasi yang sedang berkembang pesat saat ini dan banyak dimanfaatkan untuk analisis dan pemetaan sumberdaya alam, termasuk di dalamnya melakukan penyajian data potensi perikanan berbasis data spasial. Tujuan penelitian ini, yaitu menyajikan analisis hasil survei akustik dalam pendugaan potensi perikanan dengan menggunakan Sistem Informasi Geografis. Pengambilan data di lapangan dilakukan pada bulan Mei hingga Agustus 2013. Pada Bulan Mei, nilai fluktuasi kelimpahan ikan terbesar terdapat pada kedalaman 64–84 m diikuti oleh kedalaman 4–24 m, sedangkan kelimpahan ikan dengan nilai terkecil terdapat pada kedalaman 44–64 m. Fluktuasi kelimpahan ikan pada bulan Juni menggambar-kan rata-rata kelimpahan terbesar pada kedalaman 4–24 m, kemudian nilai rata-rata kelimpahan terkecil terdapat pada kedalaman 64–84 m. kemudian, fluktuasi kelimpahan ikan pada bulan Juli terlihat bahwa kelimpahan terbesar berada pada kedalaman 4–24 m sebesar 19167 ikan/1000m3. Ratarata sebaran kelimpahan ikan bulan Agustus, kelimpahan rata-rata sebesar 3114 ikan/1000 m3 dengan kategori melimpah. Hampir seluruh wilayah yang di survei dengan metode akustik cocok dijadikan sebagai wilayah penangkapan.
