Abstract

The purpose of this investigation is to ascertain the scope of the Ombudsman's function as a state institution with the authority to oversee the implementation of public services organized by state and government administrators. These public services include those held by State-Owned Enterprises, Regional-Owned Enterprises, and State-Owned Legal Entities, as well as private entities or individuals tasked with managing specific public services in the Medan City region.An interview and observation-based qualitative descriptive research approach was utilized in this study. "Key informants, main informants, and additional informants" were utilized in the study. This study's findings explain how the Ombudsman of the Republic of Indonesia and the Kedan Ombudsman were able to set up a supervisory mechanism that was appropriate for its responsibilities. The partnership process that has been established between the Representative for North Sumatra of the Ombudsman of the Republic of Indonesia and the Representative for North Sumatra of the Kedan Ombudsman demonstrates this. The goal of this partnership, which is to improve the quality of public services in the Medan City region, will remain a priority.

Abstract

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan technological pedagogical content knowledge (TPACK) bagi guru kimia di Musyawarah Guru Mata Pelajaran (MGMP) kimia Madrasah Aliyah (MA) Daerah Ibu Kota Jakarta melalui implementasi augmented reality terintegrasi dengan virtual reality. Metode kegiatan yang digunakan dalam kegiatan ini mencakup Focus Group Discussion (FGD), sesi pelatihan dan workshop, serta evaluasi program. Hasil evaluasi tentang pengetahuan media digital menunjukkan bahwa nilai post-test adalah 85,83 atau terdapat kenaikan nilai sebesar 16,25 point dibandingkan sebelum pelatihan. Sebanyak 93,2% peserta memberikan tanggapan positif terhadap program pelatih ini. Penilaian TPACK peserta menunjukkan bahwa pada aspek Technological Knowledge (TK) diperoleh skor di atas 75%, pada aspek Content Knowledge (CK) diperoleh skor sebesar 78%, dan pada aspek Pedagogical Knowledge (PK) dperoleh skor di atas 75%. Integrasi ketiga aspek (TK, PK, dan CK) dalam bentuk TPACK diperoleh penilaian maksimal sebesar 85,7%. Hal ini menunjukkan bahwa pendekatan teknologi media digital  berbasis AR dan VR sangat relevan dan potensial untuk diterapkan dalam meningkatkan TPACK guru-guru kimia. ABSTRACT This community service activity aims to enhance the Technological Pedagogical Content Knowledge (TPACK) of chemistry teachers in the Chemistry Subject Teacher Forum (MGMP) at Madrasah Aliyah (MA) in the Jakarta Capital Region through the implementation of augmented reality integrated with virtual reality. The methods applied in this program included Focus Group Discussions (FGD), training and workshop sessions, as well as program evaluation. The evaluation results on digital media knowledge showed that the post-test score was 85.83, indicating an increase of 16.25 points compared to the pre-test. A total of 93.2% of participants gave positive responses to the training program. The TPACK assessment revealed that participants scored above 75% in the Technological Knowledge (TK) aspect, 78% in the Content Knowledge (CK) aspect, and above 75% in the Pedagogical Knowledge (PK) aspect. The integration of these three aspects (TK, PK, and CK) into TPACK resulted in a maximum score of 85.7%. These findings demonstrate that digital media technology based on AR and VR is highly relevant and has strong potential to be applied in enhancing the TPACK of chemistry teachers.

Abstract

Setiap sistem kelistrikan bergantung pada ketersediaan energi yang berkelanjutan untuk menjaga produktivitas industri tetap berjalan. Gangguan listrik akan merusak peralatan listrik. Sistem proteksi berfungsi untuk meminimalkan hingga menghilangkan gangguan secara cepat, selektif, dan terkoordinasi demi meminimalkan kerusakan sistem dan memastikan pasokan listrik yang tidak terputus. Khususnya untuk rele arus lebih, time dial setting (TDS) merupakan aspek penting yang harus dipertimbangkan perihal koordinasi proteksi. TDS mengatur waktu operasi rele untuk mengamankan sistem kelistrikan. Umumnya, perhitungan manual digunakan untuk menentukan nilai TDS. Metode trial and error sering digunakan untuk mengoordinasikan rele satu sama lain. Metode ini telah berkembang menjadi algoritma cerdas yang dapat menemukan solusi secara efektif dan cepat, salah satu algoritmanya adalah grasshopper optimization algorithm (GOA). Hasil dari simulasi pada penelitian ini didapatkan nilai koordinasi antara rele 4 bekerja pada 0,1 detik & rele 3 bekerja pada 0,3 detik saat timbul gangguan pada trafo 2, rele 3 bekerja pada 0,297 detik & rele 2 bekerja pada 0,496 detik saat timbul arus gangguan pada bus 4, rele 2 bekerja pada 0,492 detik & rele 1 bekerja pada 0,493 saat timbul arus gangguan pada bus 3 serta kinerja rele 1 yang hanya sebagai primer untuk mengamankan generator bekerja pada 0,354 detik saat timbul arus gangguan pada bus 2 telah menghasilkan nilai perhitungan TDS yang akurat serta masih mematuhi aturan pengaturan minimum nilai coordination time interval (CTI) antara rele primer dan rele backup yaitu 0,2 detik dalam satu rating tegangan dan mendekati 0 di rating tegangan yang berbeda.

Abstract

This study aims to analyze the optimization of regional expenditure in the education sector of Surabaya City for the 2025 fiscal year in supporting regional development. The research uses a descriptive qualitative approach through observation, interviews, and documentation studies conducted at the Surabaya City Education Office. Data were obtained from relevant stakeholders involved in education budget management and supported by official documents related to policies and the implementation of education programs. The results show that the management of education expenditure has been aligned with the Regional Medium-Term Development Plan (RPJMD) and applies the money follow program principle, which prioritizes programs based on community needs and development priorities. Programs such as Regional School Operational Assistance (BOPDA), educational assistance for students, school infrastructure development, and community-based learning innovations have contributed to expanding access to education, improving the equity of educational services, and reducing dropout rates. In addition, the use of monitoring systems, periodic evaluation, and the involvement of multiple stakeholders in supervision has strengthened transparency and accountability in budget management. However, several challenges remain, including limited implementation time, procurement constraints, and economic conditions such as inflation. Overall, education expenditure in Surabaya has been managed relatively well in terms of effectiveness, efficiency, and accountability while still requiring continuous improvement
