Abstract

Kegiatan Pengabdian Masyarakat merupakan kegiatan yang dilaksanakan oleh instansi perguruan tinggi setiap tahunnya yang dilaksanakan oleh dosen dan mahasiswa dengan objek sasaran yang terdapat dalam sebuah desa binaan. Upaya pemerintah dalam penanggulangan sampah di Indonesia tidak hanya pada penyediaan saran dan prasana tetapi juga pemerintah bertanggungjawab dengan terselenggaranya pengelolaan sampah. Pemerintah bertugas untuk menumbuhkan kesadaran masyarakat, mengadakanpenelitian, pengembangan alat dan teknologi, serta memfasilitasi pengembangan manfaat hasil dari pengelolaan sampah. penguatan dan pemanfaatan modal sosial dalam upaya mewujudkan desa bersih, sehat, hijau dan nyaman melalui pembentukan Bank Sampah. Implementasi Perilaku Hidup Bersih dan Sehat (PHBS) mempunyai manfaat di masyarakat agar mampu menciptakan lingkungan hidup yang sehat, melaksanakan pencegahan penyebaran wabah penyakit, Kegiatan ini diantaranya : koordinasi, sosialisasi dan pendampingan, penyampaian materi. Dari kegiaatn ini bertujuan agar dapat dilakukan secara berkelanjutan kedepannya guna menciptakan desa yang bersih dan sehat, selain itu juga dapat memberdayakan sistem pengelolaan sampah agar dapat menjadi barang yang bemanfaat

Abstract

Pada artikel ini, penulis berusahan mendalami pemaknaan ilmu pengetahuan, etika, dan moral manusia seperti yang dituliskan Kant pada beberapa karyanya yang fenomenal. Manusia sebagai aktor utama pada semesta memegang peranan paling dominan pada terbentuknya Ilmu pengetahuan. Ilmu Pengetahuan sesungguhnya memiliki abstrak yang memiliki etika dan moral. Pengetahuan akan bermanfaat bagi manusia bila memiliki etika dan moral yang mampu dikendalikan. Etika Kantian merupakan rangkaian perlakuan unik yang universal. Pemikiran Etika Kantian merupakan salah satu penyumbang pemikiran dari sistem besar etika normatif saat ini. Semua manusia berbagi kapasitas ini secara setara, karena itu dasar dari persamaan moral dasar semua orang, membuat manusia berkewajiban menjaga moral. Prinsip dasar moralitas menurut Kant bersandar pada sifat rasional dari kehendak, dan persyaratan moral tertentu bersandar pada prinsip-prinsip yang kita buat secara independen dari diri kita sendiri melalui akal. Aspek pemikiran moralnya ini tercermin dalam gagasan kita menentukan isi moralitas.

Abstract

Abstract: This study aimed to analyze the extent to which infrastructure development in Indonesia has a positive impact on an area, where the impact is not only seen from an economic perspective but also from a sociocultural and environmental perspective in the region. A systematic literature review was used as a method in this study to show various cases of infrastructure development and the impacts that occur in each of these development activities. Several cases from South Sumatra, East Kalimantan, East Nusa Tenggara, Sulawesi, and Papua were used in this paper to demonstrate the impact of inclusive and sustainable development on equity efforts in Indonesia comprehensively. The results of this study show a positive relationship between each case, where inclusive development can strengthen a region’s potential. Community involvement during and after development has a positive impact, either directly through the employment opportunities provided, or indirectly through economic potentials, such as post-development business development. Some factors to consider include the role of the government and development implementers in increasing community participation in all development activities in their area, where there are still some unresolved coordination issues.

Abstract

Dalam artikel ini hasil yang diperoleh adalah keadaan industri padat modal dan kondisi tenaga kerja lokal. Saat ini industri padat modal berada dalam situasi yang sulit bagi negara berkembang, dilema yang terjadi dalam industri ini adalah negara berkembang ingin menggunakan industri padat modal namun karena industri padat modal membutuhkan peran teknologi dan biaya yang cukup besar membuat negara berkembang menjadi dilema dan khawatir dengan berhasil atau tidaknya industri ini jika diterapkan untuk kedepannya. Dilema yang terjadi pada tenaga kerja lokal adalah pengangguran karena banyaknya SDM dibanding dengan lapangan kerja, sedangkan tuntutan yang dihadapi saat ini adalah upah yang tidak sesuai dengan pekerjaan dan mutu tenaga kerja lokal yang masih rendah. Solusi untuk mengatasi dilema-dilema yang terjadi yaitu meningkatkan kualitas SDM, mengurangi kerja sama dengan negara asing termasuk juga investor asing serta tenaga kerja asing, menciptakan lapangan kerja untuk mengurangi pengangguran, menyesuaikan upah dengan pekerjaan, meningkatkan mutu pendidikan dan menumbuhkan rasa cinta tanah air agar mencintai produk negeri sendiri. Metode penelitian ini menggunakan metode studi literatur. Dengan demikian penelitian ini hanya menyelidiki keadaan, kondisi atau hal-hal lain yang sudah disebutkan, yang hasilnya dipaparkan dalam bentuk laporan yang diperolah dari berbagai sumber seperti jurnal dan buku yang relevan.

Abstract

This study examines the application of diversion in the juvenile criminal justice system with a focus on the role of community research (litmas) and the recommendations of Community Supervisors (PK) in Bapas Class I Palembang. This study highlights the practice of diversion in handling children's cases, the position of litmas and PK recommendations in decision-making, as well as institutional barriers that affect its effectiveness. The research uses a socio-legal qualitative approach with a case study design, through interviews with PK, law enforcement officials, and related stakeholders, as well as a review of litmas documents, diversion agreements, case decisions, and regulations. The analysis was carried out thematically by triangulating sources. The results of the study show that the success of diversion is highly dependent on the quality of social assessment in litmas, the ability to facilitate deliberation, and the sustainability of post-agreement supervision. Litmas acts as a tool for mapping children's needs and risks, the basis for guidance recommendations, and a means of accountability. The main obstacles include weak coordination across institutions, differences in interpretation of procedures, limited resources, and non-optimal monitoring mechanisms. This study recommends strengthening the standardization of litmas, increasing the capacity of diversion facilitators, integrating support services, and developing a measurable monitoring system so that diversion is truly oriented towards the recovery of children and victims.

Abstract

This study examines the implementation of the Government Internal Control System (Sistem Pengendalian Intern Pemerintah/SPIP) in the Palembang City Government and analyses how local government capability shapes its contribution to good governance. Using a qualitative approach with a grounded theory design, data were collected through interviews and document review involving the Inspectorate, regional apparatus organisations, and relevant oversight actors. Data were analysed using the interactive model of Miles, Huberman, and Saldaña. The findings show three main points. First, SPIP has been formally institutionalised and is procedurally active, particularly within the Inspectorate through validation, quality assurance, and monitoring routines. Second, implementation remains uneven across regional agencies and is often treated as an administrative requirement rather than an embedded managerial practice. Third, leadership commitment, supervisory capacity, human resource capability, inter-unit coordination, and organisational learning are the main factors influencing implementation quality. The study concludes that government capability plays a central role in linking formal internal control design to good governance outcomes. These findings suggest that strengthening SPIP requires adaptive institutional capability across government units.

Abstract

This study looks at policy feedback as a factor that influences the governance capacity in Indonesia’s tobacco excise policy. While previous studies have explored fiscal performance, economic implications and public health consequences, there has been limited attention on how excise policy affects governance in the post-implementation stage. This study addresses the gap by examining structural, interpretive and behavioural feedbacks and the role of narrative coalitions in the development of policy legitimacy. An embedded mixed-methods design was employed using policy documents, media coverage, academic literature, and a survey of 100 tobacco consumers. Qualitative data were analysed through open, axial, and selective coding, while survey data were analysed descriptively. The findings show that structural feedback reinforces fiscal-administrative routines more strongly than public-health objectives. Interpretive feedback reveals competing health, economic-security and cultural-identity narratives that affect policy legitimacy. Many smokers reacted to excise increases with consumption changes, product switching, and rolling-your-own tobacco rather than cessation. Drawing on policy feedback theory, this study shows how governance capacity is built through the interaction of institutions, narratives and citizen adaptation. This study provides a governance-based explanation of tobacco excise policy by combining structural, interpretive and behavioral feedback within a common analytical framework.

Abstract

The licensing process at the regional level is often convoluted, slow, and prone to information asymmetry. The digitalization initiative through the Online Single Submission Risk-Based Approach (OSS-RBA) in Lubuk Linggau City aims to simplify procedures and increase transparency. This study explores applicants’ and officials’ experiences with OSS-RBA, identifying factors that facilitate or hinder its implementation in local business licensing. Using a descriptive qualitative approach, data were gathered through semi-structured interviews with business actors of various scales and government officers, observations of service flows both at counters and online, and reviews of SOPs and related documents. Findings are presented narratively, highlighting categories and illustrative quotes. Respondents noted a clearer process flow, greater certainty about requirements, and easier tracking of application status through system notifications. Positive experiences were most common with low-risk licenses and among applicants familiar with OSS-RBA. New users expressed a need for initial guidance, detailed instructions, and accessible consultation channels. Key obstacles included digital literacy, network stability, inter-system connectivity, adaptation to new workflows, and SOP updates within local agencies. Stakeholders perceive OSS-RBA in Lubuk Linggau City as a more accessible, transparent, and consistent service. The results emphasize the need to improve communication about requirements, provide early support for new applicants, and enhance system integration to deliver a uniform user experience and sustain the benefits of digitalization.

Abstract

Regional data integration is a crucial element in the digital transformation of bureaucracy, but its implementation is often faced with structural tensions between technical regulatory demands and strong sectoral egos. In South Sumatra Province, the One Data Information System (SIMATA) was initiated as a form of public innovation to break the information fragmentation impasse between Regional Apparatus Organizations (OPDs). This study aims to examine the implementation of SIMATA policies using the analytical framework of Public Innovation Governance. Through a qualitative method with a policy analysis approach, this study dissects strategic documents, regulatory instruments managed by the South Sumatra Provincial Diskominfo, and data governance practices at the regional level. The results of the analysis show that the effectiveness of SIMATA implementation is not solely determined by technological determination, but is highly dependent on the capacity of actor orchestration and administrative regularization. It was found that there is a contradiction between the formal data integration mandate and the institutional readiness of OPDs in the field. In this context, the Public Innovation Governance model serves as a bridging instrument capable of shifting passive bureaucratic compliance patterns into proactive network collaboration. This study concludes that the sustainability of SIMATA requires governance adaptation that goes beyond traditional hierarchical approaches, leading to a more adaptive innovation ecosystem. This study makes a theoretical contribution to the digital governance policy literature and offers practical recommendations for strengthening the One Data governance architecture at the local government level.
