Abstract

This study aims to describe the management of the implementation of Women's Savings and Loans revolving funds and find the factors that cause the implementation of Women's Savings and Loans revolving funds by BKAN in Lembah Gumanti District to continue. The method used in this research is descriptive qualitative by conducting in-depth interviews with key informants and triangulation informants. The results of this study indicate that the management functions consisting of planning, organizing, actuating and controlling have been carried out in accordance with operational standards and procedures (SOP) which are guided by the Solok Regent Regulation Number 26 Year 2016 concerning Protection and Preservation of the Results of the Activities of the Kecamatan Development Program and the Independent Rural Empowerment Community National Program in Solok Regency. The success factor for the SPP revolving fund is due to the use of the Grameen Bank principle, the existence of social capital and social control within the group.

Abstract

Pelayanan perizinan khususnya Izin Mendirikan Bangunan (IMB), pemerintah berusaha menciptakan suatu sistem pelayanan yang optimal. Untuk mewujudkan tertib penyelenggaraan bangunan, menjamin keandalan teknis bangunan serta terwujudnya kepastian hukum dalam penyelenggaraan bangunan, maka setiap pendirian bangunan harus berdasarkan Izin Mendirikan Bangunan (IMB).Penelitian ini dilatarbelakangi oleh Seringnya masyarakat mengajukan permohonan IMB dengan keadaan sudah terbangun terlebih dahulu. Hal ini sangat bertentangan dengan ketentuan yang ada karena pada dasarnya IMB diberikan untuk bangunan yang belum berdiri atau hendak mendirikan bangunan. Tidak teraturnya pembangunan Jarak dari jalan ke bangunan, luas ruang terbuka, dan lain-lain. Tanpa pengaturan, bangunan-bangunan akan semakin semrawut dan tidak memperhatikan kaidah-kaidah yang berlaku, dengan tidak melapor IMB dapat juga menyebabkan Pembangunan yang tidak terkendalikan bisa muncul dimana-mana seperti jamur tanpa memperhatikan peraturan yang berlaku. Lahan yang dimaksudkan menjadi taman bisa saja diubah menjadi rumah tanpa pengendalian. Selain itu laju pembangunan perlu diperhatikan. Pembangunan yang begitu pesat juga bisa membawa dampak buruk bagi lingkungan.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan pelayanan kesehatan dan untuk melihat tingkat kepuasan masyarakat terhadap pelayanan kesehatan pada Puskesmas terakreditasi dasar di Kabupaten Lima Puluh Kota. Penelitian ini mengunakan pendekatan deskriptif kuantitatif dengan lokasi penelitian pada Puskesmas Taram Kecamatan Haru Kabupaten Lima Puluh Kota. Pengumpulan data dilakukan dengan metode wawancara menggunakan kuesioner, wawancara mendalam terhadap kepala puskesmas dan penanggung  jawab program, data sekunder bersumber dari laporan pelaksanaan kegiatan pelayanan sebelum dan sesudah Puskesmas Taram terakreditasi dasar (tahun 2015-2019). Hasil penelitian memperlihatkan cakupan pelayanan kesehatan pada Puskesmas Taram meningkat setelah puskesmas terakreditasi, dari 5 jenis pelayanan UKM, 4 jenis pelayanan meningkat cakupan pelayananya  dan 1 jenis : Pelayanan kesehatan ibu, anak dan KB, penurunan cakupan terjadi pada 2 kegiataan pelayanan yaitu penangan komplikasi kebidanan dan pelayanan KB berkualitas. Cakupan pelayanan UKP : jumlah kunjungan rawat jalan meningkat setelah puskesmas Taram terakreditasi dasar.Indeks kepuasan masyarakat (IKM) yaitu 79.72, mutu pelayanan B, kinerja unit pelayanan baik. Masyarakat/pasien puas terhadap pelayanan kesehatan yang diberikan oleh Puskesmas Taram. Kata Kunci: Akreditasi, Puskesmas Taram, Pelayanan Kesehatn, IKM.

Abstract

The development of the Ketapang Integrated Livestock Area (KPTK) in Linge Sub-district, Central Aceh District is one of the implementation of local poverty alleviation policies initiated by Central Aceh District Government. This study aims to determine the implementation of KPTK development as an effort to alleviate poverty in Central Aceh District. This research used survey method with data collection in the form of field observation, in-depth interview, and focus group discussion. Data were analysed using descriptive qualitative. This study found that KPTK development has become a commitment to poverty alleviation. This is found in the central Aceh district development planning system. However, in the implementation there are several obstacles to its development, namely: (1) no synchronization of activities/ programs among related sectors; (2) from a technical point of view, some physical facilities such as roads, bridges and housing and settlement enclosures have been damaged and cannot be used anymore.

Abstract

This study aims to describe the management pattern of corn farming financing in West Pasaman Regency and analyze problems in the management of corn farming financing in West Pasaman Regency and analyze factors related to the financing management of corn farming activities in West Pasaman Regency. The study used a simple random sampling method with a survey design. Data were collected by in-depth interviews with 8 key informants, and respondents with a questionnaire of 125 samples. Data analysis was carried out using a qualitative descriptive method to describe the pattern of financing management for corn farming activities, and analyze problems in the management of corn farming financing and quantitative analysis to analyze factors related to the management of corn farming financing in West Pasaman Regency by coding. (1, 2, 3 and 4) to all statements in the questionnaire. The results showed that there were 3 (toga) patterns of sources of financing for corn farming in West Pasaman Regency, including: 1) self-financing patterns of 57.6%, 2) private financing patterns of 40.0%, and 3) government financing patterns of 57.6%. 2.4%. The use of the pattern of sources of financing for corn farming by farmers is equally good, but the pattern of self-financing tends to be more in demand by farmers, while the pattern of private and government financing is only of interest to certain farmers. The three patterns of financing corn farming, both independent, private and government patterns did not find significant problems for farmers in corn farming, either individually or in partnership. There is a strong relationship between the characteristics of farmers and sources of financing, and a strong relationship between the characteristics of farmers and farming activities at the production activity stage as well as a strong relationship between the source of financing and the stages of business activities contained in the activity and post-production stages.

Abstract

Most of the rural population depend on agriculture for their livelihood. Indonesia is a country that has vast agricultural land. Based on data from the Central Statistics Agency in 2016, for rice fields in Indonesia reached 8.19 million hectares. Population census data shows the number of rural residents is 50.21% (BPS, 2010). West Pasaman Regency from Agricultural Statistics data for five years from 2020 to 2016 has an average planting area of 78,950 hectares of food crops. Great potential in agriculture, of course, this requires the support of agricultural resources for food crops at the farmer group level which are sufficient and easy to obtain to support food crop farming at the farmer group level in West Pasaman Regency. Agricultural resources in the form of internal resources and external resources. Internal resources are all resources that are controlled or owned by farmer groups, while external resources are agricultural resources for food crops originating from outside the farmer groups, namely government resources and private resources. How farmer groups can obtain, use, and how farmer groups can return or account for food crop agricultural resources at the farmer group level in West Pasaman Regency.

Abstract

This study aimed to identify and describe the clove agribusiness system and its economic prospects in supporting local economic development in Lede District, Taliabu Island Regency, North Maluku Province. The research was conducted using descriptive qualitative method. The results of this study suggest that Lede sub-district is one of the sub-district areas that is the base of clove agricultural development in Taliabu Island district. The developed clove commodity involves most of the farmers in the Lede Sub-district area, with a large development area, coupled with a high level of productivity. The clove commodity has potential economic value and has contributed to household income and the quality of clove farmers' welfare. To realize local economic development efforts based on the clove commodity, it is necessary to have the intervention of various parties, especially the local government and the private sector, both on the intervention in the scale of on farm and off farm activities, especially on a number of interventions related to infrastructure and superstructure supporting agricultural production activities, capital, to marketing management aspects and efforts to increase the economic added value of the clove commodity developed.

Abstract

Pada tahun 2017 Kementerian Riset, Teknologi dan Pendidikan Tinggi menganggarkan dana riset sebesar  Rp 1,395 Triliun. Dana  tersebut digunakan untuk membiayai penelitian dan pengabdian masyarakat termasuk dibidang pangan. Anggaran ini diharapkan dapat mendorong tumbuhnya inovasi bidang pangan, terutama pada komoditi pangan strategis. Penelitian ini menganalisis pola penciptaan pengetahuan dan inovasi, terminal hilirisasi inovasi dan tingkat inklusifitas inovasi bidang pangan padi dan sapi potong yang berkembang di Universitas Andalas. Data dikumpulkan dari peneliti bidang pangan Padi dan Sapi Potong Universitas Andalas serta dari dokumen penelitian yang tersedia. Temuan penelitian menunjukkan bahwa tipologi penelitian pangan padi dan sapi potong di Unand masih didominasi oleh penelitian yang bersifat subject matter dan inovasi yang dihasilkan tidak bersifat inklusif. Akan tetapi terdapat kecendrungan perubahan meskipun sangat tidak signifikan. Di sisi lain terdapat peluang untuk masuk kepada penelitian pemecahan masalah dengan melihat minat peneliti pangan padi yang tersebar pada berbagai fakultas yang berbeda. Besarnya dana penelitian bidang pangan yang terus meningkat adalah potensi besar untuk mendorong penelitian problem solving terlaksana lebih banyak. Abstract

Pencapaian surplus pangan ternyata tidak otomatis mewujudkan pemenuhan hak pangan bergizi bagi masyarakat. Meningkatnya prevalensi ketidakcukupan pangan pada daerah surplus pangan mengindikasikan bahwa ketahanan pangan merupakan sistem yang kompleks, tidak hanya mencakup produksi, melainkan juga aspek distribusi, pengolahan, dan konsumsi. Penelitian ini bertujuan untuk (1) mengidentifikasi format bisnis sistem pangan rumah tangga pedesaan; (2) merumuskan model sistem ketahanan pangan berbasis inclusive closed loop. Penelitian dilakukan di Kabupaten Padang Pariaman sebagai daerah surplus pangan namun juga mengalami peningkatan prevalensi ketidakcukupan pangan tahun 2022-2023. Penelitian menggunakan pendekatan Rapid Rural Appraisal (RRA) melalui komunikasi langsung secara intensif dengan key informan dari petani, masyarakat, pemerintah, swasta, Gapoktan, dan lembaga keuangan. Hasil penelitian menunjukkan bahwa sistem pangan rumah tangga memiliki tiga format bisnis yakni: (1) sistim pangan dengan proses bisnis privat yang beroperasi melalui mekanisme pasar, (2) sistim pangan dengan proses bisnis publik yang berbasis intervensi pemerintah, dan (3) sistim pangan sebagai bisnis masyarakat lokal yang berbasis pada hubungan resiprositas sosial. Ketiga sistem pangan ini eksis di masyarakat dan tidak terpisah secara ekslusif. Ketiga tipe sistem pangan ini melibatkan kemitraan multi aktor yakni petani, pemerintah, perusahaan, koperasi, dan lembaga pembiayaan. Petani sebagai faktor pengungkit utama peningkatan produktifitas. Pemerintah sebagai regulator terkait subsidi, kompensasi, insentif dan penyediaan infrastruktur. Perusahaan sebagai pendamping paraktek pertanian terbaik, Koperasi sebagai lembaga pemberdayaan petani, meningkatkan effisiensi usaha tani dan posisi tawar petani, serta lembaga keuangan sebagai penyedia bantuan modal. Kemitraan multi aktor dari hulu ke hilir yang saling terintegrasi berbasis inclusive closed loop  dapat memperkuat sistem ketahanan pangan daerah.
