Abstract

According to UNWTO (2020), during the pandemic period there was a significant decline in the tourism sector, such as travel and hospitality. This condition occurs throughout the country, including on the island of Bali as a world tourist destination. During the COVID-19 pandemic, Bali's economic dependence on the tourism industry was felt. Coupled with policies that continue to change along with scientific developments related to COVID-19 and efforts to deal with it, the tourism industry inevitably has to 'adapt' more quickly. This article attempts to describe government policies that have had an impact on the travel industry, especially in Bali. The government policy that is being studied is the policy published in the first and second quarters of 2020. The data collection method is carried out only by literature review. The discussion is presented in a descriptive-qualitative nature, and is critically reviewed on the phenomena depicted from secondary data and documentations of pre-existing research on the same topic. The results found that the Indonesian government's policy is absolute to be used as a reference for the travel industry sector to clean up and adapt to developments in handling COVID-19 even though the related policies always change from time to time with dynamism.

Abstract

This study describes the public policy making process in Yogyakarta during the COVID-19 pandemic by determining the level of consistency of the government policy in opening and closing tourist attractions and its relationship to the decision of the possession of a COVID-19 free letter. The qualitative method was used because the approach was deemed capable of identifying various perspectives and points of view of the reality related to the process of tourism policy making during the COVID-19 pandemic condition in Yogyakarta City. The results showed that policies made were plagued by lack of adequate preparation and consistency. Not all tourist destinations were closed during the pandemic to prevent the spread of COVID-19. The decision did not have strong legality because as it was based on executive orders. Consequently, weak policy framework had adverse impact on cases of COVID-19. The surge in COVID-19 cases was also as a result of disagreement among the executives on the kind of sanctions that were meted out to violators of health protocols and the ineffectiveness of sanctions given. The implementation of the COVID-19 free letter for tourists from certain zones did not guarantee that visitors were free from COVID19. Policy recommendations for inconsistent and unequivocal policy implementation are expected to be further formulated. Thus, the policy implementers could adopt a flexible approach in interpreting policies in a proper manner.

Abstract

Expanding the workforce in the tourism sector is a key aspect of the Rebuild Tourism for the Future via Sustainable Development initiative of which tour guides may become an essential part. Tour guide positions involve providing detailed explanations about heritage attractions and instructing tourists on acceptable behaviour during their investigation of these sites. This research is significant because tour guides play a crucial role in the preservation of tourism by safeguarding cultural treasures. Research on tour guides involves analyses that explore the subject from the viewpoints of their function, history, and structure. This study aims to enhance our understanding of the ecology of the tourism industry and heritage destinations by developing a model for the competent development of tour guides at Borobudur. Data was collected through participatory observation and in-depth interviews with six tour guides in Borobudur who are members of the Indonesian Tour Guides Association. The data were examined utilising Atlas Ti version 9. The study's findings suggest that implementing a high-quality curriculum and training programmes could lead to an exceptional performance model for tour guides at the Borobudur. The curriculum encompasses the implementation of four key components: (1) the scope of study, (2) content standards, (3) the teaching process, and (4) the assessment process. On the other hand, the training aspect covers four elements: (1) training needs, (2) types of training, (3) trainers, and (4) evaluation

Abstract

Abstract

Workers, including women with maternity needs, possess legally protected rights. However, online motorcycle taxi drivers in Indonesia face different circumstances due to the partnership model promoted by online transport service companies, classifying them as partners and thus preventing unionization. Nonetheless, ASPEK Indonesia considers online motorcycle taxi drivers as workers who need to unionize. By posing the question of how trade unions strive to protect the maternity rights of online motorcycle taxi drivers, this study aims to investigate the efforts made by Serikat Pekerja Platform Daring to safeguard these rights. The research adopts a qualitative approach with a case study strategy. Data were collected through interviews, observations, and documentation, and analyzed through data reduction, data display, and conclusion drawing/verification. The findings indicate that maternity rights for online motorcycle taxi drivers have not been pursued by trade unions or the female drivers themselves. According to social reproduction theory, this disregardment will negatively impact the future workforce's health and education. Therefore, the maternity rights of informal workers, such as women driving for digital transportation platforms, need to be responsibly addressed.

Abstract

The commodification of local community livelihoods occurs in many tourism destinations. How community responds to this does not seem to have been discussed much in previous researches. This paper aims to explore the response of local communities to the increasing practice of commodifying livelihoods in the super priority destination Borobudur based on their three socio-economic variables, namely: social position, education and the volume of assets owned. A survey method has been chosen to collect main data which is analysed using inferential statistics. It was found that the commodification of livelihood assets occurred intensively due to the development of tourism in these destinations. It has been proven that the commodification of livelihoods has been responded differently by local communities. The differences in responses are clearly shown by socio-economic background. Those with higher education are more responsive in the sense of agreeing with commodification compared to those with low education. Apart from that, the social position also influences different responses to the commodification of livelihoods in the tourism destination. Likewise, the volume of assets owned also differentiates their response to the commodification of livelihoods. From these findings it was concluded that the response to the commodification of livelihoods related to the development of tourism destinations was responded differently by local communities. The implication is that destination development needs to pay attention to preserving the livelihoods of local communities as one of the strengths of attraction.
