Abstract

This study explores the development of a village financial governance model in Indonesia, with a specific focus on Maitara Tengah Village, Tidore Islands City. It addresses four critical issues commonly encountered in village financial management: lack of transparency, weak accountability, limited community participation, and inadequate financial planning and reporting capacity. Employing a qualitative methodology, data were collected through interviews, field observations, and document analysis conducted between 2022 and 2024. The findings reveal that the effective use of village funds is constrained by limited administrative capacity, poor regulatory enforcement, and largely symbolic participatory mechanisms. To address these challenges, the research proposes a context-sensitive governance model that integrates principles of good governance, collaborative planning, and adaptive institutional design. The model aims to enhance transparency, accountability, and participatory engagement while accommodating the unique socio-cultural and geographic characteristics of remote and island communities. This study contributes to the broader discourse on village autonomy and decentralized rural development by offering a scalable and inclusive governance framework suited to the Indonesian context.

Abstract

Digital transformation in public service has encouraged governments to adopt artificial intelligence (AI) technologies to enhance service effectiveness and responsiveness, including in the context of protecting citizens abroad. This study compares Indonesia’s digital innovation through the Portal Peduli WNI and Singapore’s Digital Consular Services (DCS), focusing on technological integration, system design, and protection effectiveness. The research adopts a qualitative-descriptive approach using document analysis and in-depth interviews with officials from the Ministries of Foreign Affairs of Indonesia and Singapore. The analysis covers ten key aspects: system architecture, functions, technological infrastructure, inter-agency integration, proactive services, scalability and connectivity, key features, system orientation, emergency coordination, national system integration, and data utilization. The findings reveal that Singapore's DCS is structurally and functionally more advanced. It is designed with a modular, cloud-based architecture, integrated with national platforms such as SingPass and MyInfo, and equipped with predictive analytics, automated notifications, and digital case management. In contrast, Indonesia's Portal Peduli WNI remains reactive, lacks comprehensive integration, and has yet to support real-time, data-driven service automation. The study concludes by emphasizing the importance of adopting a whole-of-government approach, improving system interoperability, and applying AI to detect risks and accelerate emergency response for Indonesian citizens abroad. These findings are expected to serve as a foundation for more inclusive, responsive, and sustainable digital public service reform in Indonesia.

Abstract

This study aims to develop an effective and accountable village financial governance model in Maitara Tengah Village, North Tidore District, Tidore Islands City. Departing from the challenges of low accountability, transparency, and participation in village fund management, this study uses a descriptive qualitative approach with a single case study. Data was obtained through in-depth interviews, participatory observation, and document analysis. The findings indicate that limited use of information technology, the absence of reporting SOPs, and weak institutional capacity are the main inhibiting factors. Based on this analysis, this study offers a collaborative-participatory village financial governance model that emphasizes the integration of the role of BUMDes and the village financial information system. This model is expected to be able to increase the efficiency of financial management, strengthen the original village income (PADes), and support the achievement of sustainable development at the regional level. The theoretical contribution of this study lies in enriching governance studies through a practical approach in small villages, while its practical contribution provides concrete recommendations for policy makers in designing an adaptive and sustainable village financial management system.

Abstract

The Cabinet Secretariat is one of the institutions within the Presidency whose job is to provide support for the management of the cabinet to the President and Vice President in administering government. The duties of the Cabinet Secretariat, based on Presidential Regulation Number 55 of 2020 concerning the Cabinet Secretariat, are the newest duties and roles that the Cabinet Secretariat has after it continues to change every time there is a change in national leadership. This research discusses the organizational transformation of the Cabinet Secretariat under six presidents (Suharto, Habibie, Abdurrahman Wahid, Megawati, Yudhoyono, and Jokowi). The results of this study indicate that the organization of the Cabinet Secretariat changes every time there is a change of President, with significant changes seen after 2019, namely the Cabinet Secretariat is no longer specifically an institution that provides support in the field of legislation to the President, as was the task of the Cabinet Secretariat since the New Order era in 1960s. The organizational arrangement of the Cabinet Secretariat was greatly influenced by the situation that occurred (particularly political considerations) when the organizational arrangement was carried out.

Abstract

Regionally-Owned Enterprises (BUMD) have the goal of managing strategic sectors for the regions, supervising, and ensuring the benefits of resource management in order to achieve optimal community welfare. PT. PITS is engaged in the provision of drinking water, but in reality it has not yet achieved its goals. The post-positivist approach is used so that this research can combine theory with phenomena found in the field. The results of this study show that there are problems in the dimensions of shared values, styles, and skills. These problems are expected to be solved by using a collaborative governance approach. PT. PITS must be problem-driven first, when the problem has been solved, PT. PITS must also be opportunity-driven. With the involvement of non-state actors , it is hoped that it can help the performance of PT. PITS in achieving its goals.

Abstract

Globalisasi yang pesat dalam lingkungan bisnis telah meningkatkan interaksi antara berbagai budaya, yang menghadirkan tantangan dan peluang unik dalam konteks organisasi. Penelitian ini menelaah perbedaan budaya antara Jerman dan Indonesia, dengan fokus pada gaya kepemimpinan dan komunikasi. Tujuan dari penelitian ini adalah untuk mengeksplorasi bagaimana perbedaan budaya ini mempengaruhi praktik bisnis di kedua negara. Metode yang digunakan adalah tinjauan pustaka, dengan menganalisis data sekunder dari buku, jurnal, dan laporan ilmiah. Hasil penelitian menunjukkan adanya perbedaan budaya yang signifikan: kepemimpinan di Jerman menekankan tanggung jawab individu, komunikasi yang faktual, dan penyelesaian masalah teknis, sementara kepemimpinan di Indonesia lebih hierarkis, dengan penekanan pada menjaga harmoni dan rasa hormat. Perbedaan dalam gaya komunikasi dan kepemimpinan ini dapat menimbulkan tantangan dalam organisasi multikultural, namun juga menawarkan peluang untuk inovasi dan peningkatan produktivitas jika dikelola dengan baik. Penelitian ini menyimpulkan bahwa pemahaman dan penghargaan terhadap perbedaan budaya sangat penting untuk kolaborasi lintas budaya yang efektif, serta memberikan keunggulan kompetitif dalam bisnis global

Abstract

Transformation in the public service sector is taking place so quickly and significantly, this is in line with advances in various sectors, especially the information technology sector. Public services in Indonesia today lead to a New Public Services (NPS) paradigm where the focus of the services provided is on fulfilling public interests and satisfaction. In achieving and or realizing this paradigm, it is very necessary to have an integral and comprehensive policy innovation, where a policy innovation must focus on creating high value or value and come from a collaboration carried out by all parties to improve the quality of performance of the organization. Policy innovations related to public services that will be discussed in this study, aim to describe the efforts made by the Government through a Digital Population Identity (IKD) policy innovation which will lead to the realization of a Single Identity Number (SIN) in the future to provide convenience in services. The research method to be carried out is a qualitative approach, namely literature review techniques and literature reviews derived from academic literacy and other supporting references, and strengthened by interview techniques for the fulfillment of data and other supporting information.

Abstract

Pada era globalisasi, inovasi adalah satu hal yang banyak dibicarakan oleh manusia dalam rangka berusaha untuk menciptakan suatu bentuk atau hal atau benda yang dapat membuat suatu kegiatan lebih efektif dan efisien. Tantangan untuk terus berinovasi tidak hanya datang kepada manusia secara individu namun juga merambah hingga ke lingkup organisasi. Penelitian ini bertujuan untuk melihat dinamika yang terjadi pada proses inovasi yang dijalankan oleh BPJS Kesehatan dengan mengambil studi kasus pada sistem manajemen kinerja SDM. Data diperoleh melalui wawancara mendalam terhadap lima orang narasumber penelitian dengan menggunakan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa terdapat tiga dimensi utama proses pengembangan inovasi sistem manajemen kinerja SDM di BPJS Kesehatan yaitu: membentuk kesatuan data dari sistem-sistem di bidang kepegawaian yang telah ada, membangun satu sistem yang dapat mengintegrasikan modul untuk kinerja, talenta dan karir, dan membangun pengembangan sistem. Dimensi mengintegrasikan modul kinerja, talenta dan karir menjadi satu sistem yang terintegrasi menjadi ciri khas dalam penelitian ini jika dibandingkan dengan temuan lain mengenai proses dan tahapan inovasi. Inovasi sistem manajemen kinerja di BPJS Kesehatan merupakan bentuk nyata bahwa organisasi melihat pegawai adalah talent dan merupakan aset kompetitif utama dan faktor kunci bagi kesuksesan organisasi di masa depan.

Abstract

This study presents a systematic literature review (SLR) examining the application, adaptation, and reinterpretation of the SECI model (Socialization, Externalization, Combination, Internalization) within the context of agricultural and aquaculture communities in the digital era. Drawing on 44 peer-reviewed articles published between 2016 and 2026, sourced from Scopus-indexed journals, this review addresses three research questions: (1) how the SECI model has been employed to explain community-based knowledge creation; (2) how SECI-based knowledge creation contributes to innovation and business sustainability; and (3) what economic, social, and environmental sustainability outcomes emerge from community-based knowledge creation, and what future research agenda can be developed for seaweed farming communities. The findings indicate that the SECI model remains a robust yet underutilized framework in agricultural and aquaculture settings, where tacit and explicit knowledge conversion drives collective learning, innovation, and sustainable development. Digital technologies function as enabling infrastructures that accelerate SECI cycles. This review identifies critical research gaps and proposes a future research agenda directed toward seaweed farming communities, a sector where knowledge creation mechanisms remain largely unexplored.

Abstract

Today, the world has entered the industry revolution 4.0 era. It is inevitable that higher education institutions become the agents of change of civilizations that support the phenomenon. Some conceptions related to knowledge-based economy, entrepreneurial university or third-generation university, became the frame of thinking of experts who encourage university policies and strategies. This literature review is intended as an analysis on the current condition of higher education institutions in Indonesia, especially Universitas Indonesia and Universitas Gajah Mada, both of which are leading universities in Indonesia. As a state-owned university that is given an autonomy, the government restricts their subsidy, and this has put both state-owned universities (PTNBH) in a dilemma in an attempt to implement their Tri Dharma's activities, mainly because unclear policy to get the financial income from non-educational costs. This article will highlight some thoughts related to entrepreneurial universities, such as definitions, transformation models, and challenges to become entrepreneurial universities.
