Abstract

This study explores the dynamics of Pekalongan’s sustainability as a UNESCO Creative City through the lens of the Collaborative Governance Regime (CGR). The research addresses the complexity of governance arising from government dominance and the weak integration among the quadruple helix actors: academia, business, community, and government (ABCG). Using a qualitative interpretive approach with in-depth interviews involving 14 key informants, this study aims to analyze the driving elements that influence collaborative dynamics and to design an adaptive CGR model for creative city sustainability. The findings reveal that the sustainability of the creative city depends on the interaction between cultural capital, shared motivation, and principled engagement among stakeholders. Pekalongan’s creative ecosystem still faces fragmented collaboration and limited institutional capacity. However, enabling factors such as local cultural values and leadership commitment strengthen the collaborative process. The proposed CGR-based model emphasizes the importance of integrative and dynamic governance practices to enhance city resilience, inclusivity, and creative survivability. These findings contribute both conceptually and practically to the development of collaborative governance frameworks that support the Sustainable Development Goals (SDGs), particularly in fostering inclusive and sustainable urban development

Abstract

Village-owned enterprises hold a strategic role in driving economic empowerment and improving the welfare of rural communities. In the digital era, Village-Owned Enterprises face new challenges and opportunities influencing their management and business development. Effective strategic management is a crucial element in optimizing governance and accelerating business growth. This article aims to explore the role of strategic management in overcoming various challenges and harnessing the potential of digitalization to enhance the performance of Village-Owned Enterprises. The study employs a qualitative approach, focusing on several Village-Owned Enterprises in Indonesia that have implemented digital technologies in their management and business development processes. The findings reveal that adopting management information systems (MIS) and using digital platforms, such as e-commerce and social media, have significantly improved operational efficiency and governance transparency and expanded Village-Owned Enterprises's market reach to national and international levels. The study also identifies significant challenges faced by Village-Owned Enterprises, including limited human resources with digital skills, uneven telecommunications infrastructure, and insufficient funding for technology investment. Without adequate support, many Village-Owned Enterprises struggle to adopt technology effectively. Additionally, low digital literacy among managers and rural community members impedes the successful implementation of digital strategies. Based on these findings, the study emphasizes the importance of cross-sector collaboration involving the government, private sector, and local communities to accelerate digital transformation in rural areas. This includes enhancing internet infrastructure, providing digital skills training, and facilitating access to financing for technology investments.

Abstract

This study aims to analyze the governance of collaboration of the Belitung Ecotourism UNESCO Global Geopark. Attention is given to the study of collaboration governance considered one of the key issues of success in the context of Belitung tourism development as part of the UNESCO Global Geopark network. The contribution and role of each actor whether from the government, private sector, community, or community has made a positive contribution to building sustainable and environmentally sound tourism quality. This research uses a sequential mixed methods research exploratory approach, in this research data is obtained through in-depth interviews, document reviews, and surveys so that the triangulation process can be carried out more completely. Research informants consisted of elements of government, the private sector, associations, society, and communities. A total of 13 informants were interviewed and 31 people responded to the survey. The results show that trust, values, and social networks have become the glue and bind each actor so that they function as a basic element to form a good collaboration.
