Abstract

The purpose of this study is to identify forms of expression of social organization identity in development policy and political agendas; analyze the function and role of HIKMA as a political actor in development. This research use desciptive qualitative approach. The results showed that the activities and management practices in the social and political environment of the development of the HIKMA organization carried out contained the causality of the cultural and religious traditions of the Mandailing people. From the values and character of the Mandailing community, found a number of basic principles that reinforce the practice of local wisdom at the community level, namely the value of expediency, cohesiveness, kinship of the community members as well as the values of love and unity that are part of Mandailing's noble culture; and Islamic values. HIKMA has a strong connection with the traces of political development activities with the culture and traditions of the people of Mandailing in the past, which are recorded in symbolic expressions through actions, languages, and traditions in daily life. HIKMA and its relation to development politics, do not involve themselves in practical politics but critically encourage political struggles that are practical or oriented and collaborate on power to develop their regions. In this case the political struggle carried out by the political forces of HIKMA really put the interests of the Mandailing people in particular and the community at large. These cultural values are the basic spirit and purpose of the HIKMA struggle.

Abstract

This research explains the change in the nomination quota for members of the Provincial DPRD (DPRA) and Regency / City DPRD (DPRK) members for local political parties in the 2019 Election in Aceh Province from a quota of 100 percent to 120 percent based on the number of seats that have been assigned to each electoral district, because the provisions of the LoGA stipulated in the Aceh Qanun are different from the national provisions. The change in the quota cannot be separated from the influence of requests made by DPRA members who are cadres of one of the local political parties. As a political actor at the local level, this request is supported by various motives. To analyze motives, the researchers looked at the reasons local actors asked for changes in nomination quotas. This research is a type of qualitative research by collecting data through interviews, observation and library data, then the data that has been obtained is analyzed by content. Research findings show that actors use an integrative model to get special treatment for local political parties in the 2019 elections, actor actions in achieving preferences, interactions between institutions and instruments or institutional rules, it is found that apart from maintaining the specificity of Aceh, the request for a 120 percent quota for political parties is found. The local background is also motivated by the motive of the interests of actors and their groups, namely becoming incumbent candidates and accommodating many candidates for DPRA and DPRK candidates from the Aceh Party.

Abstract

Patient satisfaction is a level of patient feeling that arises as a result of the performance of health services obtained after the patient compares it with what is expected. The patient of Zubir Mahmud Hospital complains of difficulties in getting a room for his family who will perform the operation even though he already has a BPJS Health card besides that the patient is disappointed with the handling and services of Zubir Mahmud Hospital, so that it can cause a bad image of the hospital in the eyes of the patient. This type of research is a survey explanatory with a cross sectional approach. The population in this study were all patients who had used the services of the Regional General Hospital dr. Zubir Mahmud, East Aceh Regency in 2020, as many as 43,216 patients. The research sample consisted of 100 people. The data collection technique uses the documentation method, the interview method and the questionnaire method. The data analysis technique used the chi square test and multiple logistic regression tests at the 95% confidence level. The results showed that there was a significant effect between facilities (p = 0.000) and image (p = 0.001) on patient satisfaction. Facility factor with Exp value (B) of 14.489 is the most dominant factor affecting patient satisfaction of the Regional General Hospital dr. Zubir Mahmud, East Aceh Regency To the Regional General Hospital dr. Zubir Mahmud, East Aceh Regency is expected to increase the number of specialist medical services so that it can reduce cases of patient referrals to other districts so as to create a good image in the eyes of the community.

Abstract

Digitalization is an important need, during the pandemic there is an increase in consumer demand for e-commerce, digital literacy, and delivery requests. This is felt in the Micro, Small and Medium Enterprises of food and beverages through the increasing demand for take away, delivery, and e-commerce sales. The understanding of Micro, Small and Medium Enterprises actors on technology, limited online marketing, production processes, and online market access are still considered not optimal enough. On the other hand, consumers feel insecure in conducting digital transactions. The production sector must foster awareness and build a framework of thinking on business strategies in e-commerce, namely producing competitive products, targeted promotions and creativity in product delivery, while management must provide knowledge of e-commerce law. , regarding trademark protection, electronic payments, obligations and responsibilities of e-commerce actors. The conclusion that the authors get is that the evaluation of the strategy of the Micro, Small and Medium Enterprises of the Indonesian Indigenous Entrepreneurs Association in e-commerce is that there is no proper e-commerce business strategy for Micro, Small, and Medium Enterprises which results in problems or obstacles in supporting business digitization. Abstract

As much as 80% of oil imports pass through this strait, while we know that industrialization in China is going very fast, and requires oil energy so that the industrial wheels continue to spin. This situation inevitably brought the Malacca Strait to the dilemma position of China (Malacca Dilemma). On the one hand, the Chinese government wants to reduce its dependence on oil imports through the strait given the vulnerability to sabotage, piracy and intervention from major countries (America and India), which have proxies in countries adjacent to the Malacca Strait. The theories used in this study are the theory of maritime strategy by Alfred T. Mahan, Sir Balford Mackinder's Geopolitical Theory, and the Balance of Power Theory of Nye. then the method used is a qualitative data analysis method. A series of steps to reduce dependence on the Malacca Strait is aggressively carried out by the Chinese government, such as Belt and Road Initiative (BRI), String of Pearls, Nine Dash Line, and Construction of the Kra Canal in Thailand. Facing this condition, it is also necessary to review Indonesia's position in the face of the complexity of the problems in the Malacca Strait in order to deal with the various maneuvers that took place in the Straits of Malacca.

Abstract

In connection with general elections, the role of political advertising is very important because it is considered to be a political engine for candidates in an effort to show their existence and efforts to attract and gain support during the campaign period. The use of identity in political advertising is used to influence voters' political choices. The 2018 North Sumatra regional election was attended by two pairs of candidates who met the requirements of the KPU. They are Edy Rahmayadi and Musa Rajeck Shah who are familiarly called Ijeck (Eramas) and Djarot Saiful Hidayat and Sihar Sitorus (Djoss). The two candidates played the issue of identity together in their political advertisements. This study aims to explain what identities are used in the candidates' political advertisements. From the results of the study it can also be concluded that the issue of identity politics can still be seen from the advertisements of both pairs of candidates and they also use identity issues to increase support.

Abstract

Corruption has become one of the most extraordinary phenomena that occur in various democratic countries, including in Indonesia, so that it makes Indonesia ranked 96th in the world as one of the most corrupt countries, and the most dominated by legislative institutions whose members are elected through electoral system. The purpose of this study is to analyze the relationship and corruption factors of the Central Tapanuli legislature by using qualitative research methods with a type of descriptive analysis research and using electoral system theory, legislative corruption and types of political corruption. The results in this study that general election focused on people (people centered) makes political costs very expensive, also makes the attitude of patron-client between the regional head and members of the legislature, and raises a practical political attitude in society and the politicians of Central Tapanuli

Abstract

Business legality is a standard that must be fulfilled by business actors. Micro Small and Medium Enterprises (UMKM) entrepreneurs are required to fulfill these requirements in order to compete in the free market era. The demand is a problem because not a few business actors do not have business legality. Various obstacles were obtained such as the absence of funds to manage legality, the difficulty of correspondence, lack of knowledge and so on. In this paper, we will present the results of community service that have been carried out, namely the importance of business legality for UMKM. The purpose of this service is to foster sensitivity (awareness) and build a framework of thinking on the importance of business legality for UMKM in order to compete in the free market.

Abstract

Regular School Operational Assistance (BOS) is a central government program to provide funding for operational costs for schools sourced from non- physical special allocation funds, in its implementation technically experiencing problems, including slow BOS management, misuse of the BOS budget, incomplete accountability reports and late data synchronization. SMA Negeri 8 is one of the school as recipients of the Regular School Operational Assistance in the city of Medan.This study aims to identify and analyze the policy implementation of the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 8 of 2020 concerning the Technical Guidelines for Regular School Operational Assistance at SMA Negeri 8 Medan and to find out what factors are obstacles/ obstacles in the implementation of the Regulation of the Minister of Education and Culture Number 8 Tahun 2020 regarding Regular School Operational Assistance Technical Guidelines.The research method used is a descriptive method with qualitative approach, with the research informants being the Regular BOS Team at SMA Negeri 8 Medan.The theory used is George C Edward III’s public policy theory. The influencing factors are communication, resources, disposition and bureaucratic structure. The results of this study indicate that The implementation of the regulation of the minister of education and culure of the Republic of Indonesia Number 8 of 2022 has been carried out but not yet with optimal results. The succes of policy implementation.

Abstract

This study aims to determine the effect of leadership style, work environment and performance benefits on employee performance at the Service Office for Placement and Protection of Indonesian Migrant Workers (BP3TKI) Medan. The effect of these variables on employee performance was studied using statistical analysis. The sampling technique used in this study is saturated sampling. Scaled surveys has been done by 116 employees of Service Office for Placement and Protection of Indonesian Migrant Workers (BP3TKI) Medan. The statistical tool used is the Structural Equation Modelling (SEM), and analysed using LISREL 8.80 statistic software. The model developed fulfil Goodness of Fit (GoF) requirements from LISREL 8.80 to which shows that it is good enough. The most significant sub-variables are no strong grip and low confidence from leader, legislations related to employee’s performance benefits, and good air circulations in the workspace, which strongly affect work quality, time efficiency, and cooperation from employees in Medan BP3TKI office. For further research, other researchers, institutions, or parties, could use this research conclusion and suggestions as foundation or additional information for similar problems, that is to improve employee performance in an office.
