The simultaneous regional elections which will be held in December 2020 are marked by new democratic and political dynamics. The dynamics of the ITU are the birth of a single candidate in several regions that will carry out the regional elections. On the one hand, this shows that the dynamics of democracy on the ground are increasingly showing progress and our society is increasingly "literate" and politically savvy, but on the other hand, it creates new problems whether the regional election will be postponed or issued a Perpu. This happens because legislators do not predict the birth of a single candidate. This fact shows that legislators have not been able to make laws that fulfill philosophical and sociological aspects so that the presence of laws can be well accepted in the midst of society without causing conflict and having a long life. Because it is commonplace in Indonesia that the invitation is only corn.

In the 2019 concurrent election, the General Election Commission of Palembang City was prosecuted due to the accusation of not executing recommendations and not protecting voting rights. This research aims to : (1) identify the source of internal conflict; (2) identify the source of external conflict, and (3) analyze conflict management applied to resolve the conflict. This research’s method is qualitative descriptive, data were collected through interviews with purposive informants and documentation. Research shows that conflict was mainly caused by lack of regulation and human resources factors which can be specified into internal conflict were caused by personal factors such as (1) communicational barrier; (2) conflict of interest in recruitment; (3) character differences. Functional factors were disproportioned structure and lack of competence. External conflicts were mainly caused by lack of regulation resulted in misperceptions and also personal and intervention factors. By using the framework of organizational conflict management, it has become clear that the General Election Commission of Palembang applied different approaches to conflict management: forcing and withdrawal for ad hoc electoral body, and institutional (legal approach) in dealing with the Election Supervisory Agency of Palembang. Although they might produce some agreements, those types of conflict management were not leading to genuine resolution since it was a win-lose pattern. It is important to formulate rigid regulation, enhance the competence of election organizers, develop check and balance coordination, and synergize as fellow election organizers to avoid conflict reoccurrence in the future.

This article aims to measure the participation of novice voters in the regional head election during the Covid-19 pandemic in the election of mayor and deputy mayor in Bandar Lampung in 2020. The problem is focused on beginner voters who have a strategic position in the 2020 Bandar Lampung Election. beginners in the 2019 election is 20% of the total voter turnout as a whole. In order to approach this problem, Gabriel Almond's theoretical reference on forms of political participation is used. The data was collected through an online survey using google form and analyzed qualitatively. This study concludes that, first, 92% of respondents know that in December 2020 in Bandar Lampung there will be an election for Wakot and 79.5% of novice voters exercise their right to vote voluntarily. Second, 47.3% of novice voters have protested against policies made by the government and 70.5% of respondents did not participate in the public debate of the mayor and deputy mayor of Bandar Lampung in 2020. Third, novice voters in choosing a candidate for mayor and the deputy mayor is not influenced by money politics with a percentage of 96.4%. Fourth, 81.3% of novice voters answered that they were not influenced by their parents in using their right to vote and Awareness of novice voters using their right to vote as citizens was 97.3%.

This study aims to see the relationship between patterns of patronage, clientelism, money politics, and campaign financing within the framework of patronage democracy that occurs in Indonesia. This paper uses the literature review method, the use of this method is related to the practice of patronage democracy and campaign financing which limits researchers in data collection. Data collection is done by collecting various books, scientific articles or journals related to the problem and research objectives. The results of this paper describe the pattern of patronage causing the large campaign costs incurred by each party and the candidate it nominates. The amount of money spent on campaigns can lead to acts of corruption. The solution offered in this paper has two points. First, campaign funding is financed 100% by the state, meaning that no other source of funds is allowed to enter the party. Thus, parties and candidates do not need to look for other sources of funds, so as to avoid the political potential of the party's debt of gratitude to fund owners from outside the party. Second, utilizing social media by conducting campaigns through social media because social media provides an open space with available features. Campaigns using social media can also minimize the expenditure of funds disbursed by the candidates. Thus, efforts to carry out money politics or vote buying will be reduced.

The 2024 Simultaneous Elections have attracted public participation by forming political volunteers supporting presidential candidates even before the candidates who will run in the election are determined. This qualitative research use observation and literature studies to examine the political participation of people who form political volunteers and the variety of clientelism practices based on market approaches according to Aspinal and Berenshot (2019). This study discovered that political volunteers grew and developed because of presidential candidates' need for political marketing services in the 2024 presidential election, which were offered to maximize the potential of Lampung Province's people, which has the eighth-largest population in the country and diverse demographic conditions. In conclusion, political volunteers act as brokers in clientelistic relations with candidates to increase popularity and build a base of supporters based on the segmentation of certain communities.

This article aims to analyze the corruption committed by party elites in the reform era. The problem is focused on cases of criminal acts of corruption involving a number of Indonesian politicians from 2016 to 2021 with data on various cases of political corruption carried out collaboratively by politicians, bureaucrats, and law enforcement officers. Political corruption is characterized by a state corporatic, because it is initiated by the political elite. In order to approach this problem, the reference to the theory of kleptocracy and political oligarchy as a result of research from Marwing (2021). qualitative. This study concludes that the factor of corruption comes from human greed and waste. Another factor is that it comes from outside the person, because the current corruption is sometimes a factor for coercing the perpetrators because they are bound in a system. Political parties are the dominant entities that influence the emergence of corruption. Because the findings of political corruption state that corruption is carried out to finance political activities, both personally for party cadres, as well as for party political activities.

The formula for the most votes in determining the list of candidates who win seats in each constituency makes all candidates have the same opportunity to be elected. Therefore, it is not uncommon for elite political parties to be unable to compete with external candidates who are recruited just before the election. Political party elites who are not elected have the potential to commit fraud. With the party's infrastructure, the political party elites who are not elected have the potential to change vote acquisition. To anticipate this fraud, the KPU carried out Digital Engineering by implementing the Vote Counting Information System (Situng). Through Sitting, the results of the legislative candidates' votes will be published quickly to the public. That way, the public can participate in exercising control over the recapitulation stages of counting the votes acquired by political parties and their candidates. This study uses a qualitative descriptive research method. Data was obtained and processed to be used as material for conducting interviews with informants related to Sitting. The research location is at KPU Bandar Lampung City. The conclusion of this study is that the Open Proportional System with the most votes has resulted in the failure of a number of political party elites in Bandar Lampung City to sit in parliament. Digital engineering in the form of implementing Situng KPU is an anticipation of the potential for fraud committed by political party elites.

Pemilihan umum merupakan sarana untuk mewujudkan kedaulatan rakyat yang diselenggarakan oleh pemerintah, dalamhal ini Komisi Pemilihan Umum (KPU), Badan Pengawas Pemilu (BAWASLU), dan Dewan Kehormatan Penyelenggara Pemilu (DKPP). Penyelenggaraan pemilu adalah untuk mewujudkan pemerintahan yang demokratis. Realitasnya, penyelenggaraan pemilu, baik pemilu legislatif, pemilihan presiden, maupun pemilihan kepala daerah belum sepenuhnya luber dan jurdil karena terjadi pelangaran atau kecurangan yang justru dilakukan oleh penyelenggara pemilu. Salah satu bentuk pelanggaran tersebut adalah pelanggaran etika pemilu. Oleh karena itu perlu penguatan etika kepada para penyelenggara pemilu. Pengabdian dilaksanakan menggunakan metode focus group discussion secara daring menggunakan platform zoom meeting. Kegiatan diikuti oleh komisioner dan ketua sekretariat KPU dan Bawaslu Provinsi serta 14 Kabupaten/Kota di Lampung serta mahasiswa, alumni, dan masyarakat. Setelah mengikuti FGD pemahaman dan afeksi tentang etika dan regulasi cukup baik dan meningkat setelah mengikuti FGD. Kegiatan pengabdian ini memiliki makna yang penting dan strategis untuk peningkatan kualitas penyelenggaraan pemilu di Provinsi Lampung ke depan.

The adjustment/ bypassing policy is devoted to simplification of the bureaucracy which has already experienced enlargement and also burdens the government with regard to the salary payment budget. This simplification of the bureaucracy was also carried out within the Sekretariat Daerah Regency Pesisir Barat so that a rationality analysis of this policy was carried out. This descriptive research uses a qualitative approach because the study of the rationality of employee inpassing/adjustment policies within the Sekretariat Daerah Regency Pesisir Barat requires data that are not statistical or are not taken into account in the number system. This problem is analyzed using the views according to Dunn (2003) about the basis of rationality in choices. The results of this study are that the policy of inpassing/adjusting positions to functional positions is very rational in the Sekretariat Daerah Regency Pesisir Barat, this is based on the results of an analysis of the rationality aspect according to Dunn (2003). Aspects of rationality achieved in this study are aspects of economic, legal, social, and substantive rationality.

To increase neutrality, the government has made various arrangements to limit the relationship between Civil Servants (PNS) and practical political activities. Still, every General Election activity is always coloured by widespread reporting about neutrality violations by unscrupulous Civil Servants. This research aims to determine the Neutrality of The State Civil Apparatus In The Convenient Elections In 2024. This research method uses descriptive qualitative data from reviewing documents, observations, and interviews with Bawaslu of Central Lampung Regency. As a result, the neutrality of ASN is heavily influenced by the wishes of legislators. Public officials, whether from politics or independence, should not place ASN as a tool to maintain their power. Furthermore, regulations are needed in the context of tightening access for public officials to abuse authority, as well as providing access to strict supervision from parties, including internal ASN, to be able to report all forms of intervention. ASN should have a neutral nature in politics to protect society. ASN must also be free from the influence and intervention of all groups from political parties; this must be strictly prevented because it can lead to self-interest in practical politics
