Abstract

This article aims to measure the participation of novice voters in the regional head election during the Covid-19 pandemic in the election of mayor and deputy mayor in Bandar Lampung in 2020. The problem is focused on beginner voters who have a strategic position in the 2020 Bandar Lampung Election. beginners in the 2019 election is 20% of the total voter turnout as a whole. In order to approach this problem, Gabriel Almond's theoretical reference on forms of political participation is used. The data was collected through an online survey using google form and analyzed qualitatively. This study concludes that, first, 92% of respondents know that in December 2020 in Bandar Lampung there will be an election for Wakot and 79.5% of novice voters exercise their right to vote voluntarily. Second, 47.3% of novice voters have protested against policies made by the government and 70.5% of respondents did not participate in the public debate of the mayor and deputy mayor of Bandar Lampung in 2020. Third, novice voters in choosing a candidate for mayor and the deputy mayor is not influenced by money politics with a percentage of 96.4%. Fourth, 81.3% of novice voters answered that they were not influenced by their parents in using their right to vote and Awareness of novice voters using their right to vote as citizens was 97.3%.

Abstract

This study aims to see the relationship between patterns of patronage, clientelism, money politics, and campaign financing within the framework of patronage democracy that occurs in Indonesia. This paper uses the literature review method, the use of this method is related to the practice of patronage democracy and campaign financing which limits researchers in data collection. Data collection is done by collecting various books, scientific articles or journals related to the problem and research objectives. The results of this paper describe the pattern of patronage causing the large campaign costs incurred by each party and the candidate it nominates. The amount of money spent on campaigns can lead to acts of corruption. The solution offered in this paper has two points. First, campaign funding is financed 100% by the state, meaning that no other source of funds is allowed to enter the party. Thus, parties and candidates do not need to look for other sources of funds, so as to avoid the political potential of the party's debt of gratitude to fund owners from outside the party. Second, utilizing social media by conducting campaigns through social media because social media provides an open space with available features. Campaigns using social media can also minimize the expenditure of funds disbursed by the candidates. Thus, efforts to carry out money politics or vote buying will be reduced.

Abstract

The 2024 Simultaneous Elections have attracted public participation by forming political volunteers supporting presidential candidates even before the candidates who will run in the election are determined. This qualitative research use observation and literature studies to examine the political participation of people who form political volunteers and the variety of clientelism practices based on market approaches according to Aspinal and Berenshot (2019). This study discovered that political volunteers grew and developed because of presidential candidates' need for political marketing services in the 2024 presidential election, which were offered to maximize the potential of Lampung Province's people, which has the eighth-largest population in the country and diverse demographic conditions. In conclusion, political volunteers act as brokers in clientelistic relations with candidates to increase popularity and build a base of supporters based on the segmentation of certain communities.

Abstract

This article aims to analyze the corruption committed by party elites in the reform era. The problem is focused on cases of criminal acts of corruption involving a number of Indonesian politicians from 2016 to 2021 with data on various cases of political corruption carried out collaboratively by politicians, bureaucrats, and law enforcement officers. Political corruption is characterized by a state corporatic, because it is initiated by the political elite. In order to approach this problem, the reference to the theory of kleptocracy and political oligarchy as a result of research from Marwing (2021). qualitative. This study concludes that the factor of corruption comes from human greed and waste. Another factor is that it comes from outside the person, because the current corruption is sometimes a factor for coercing the perpetrators because they are bound in a system. Political parties are the dominant entities that influence the emergence of corruption. Because the findings of political corruption state that corruption is carried out to finance political activities, both personally for party cadres, as well as for party political activities.

Abstract

The adjustment/ bypassing policy is devoted to simplification of the bureaucracy which has already experienced enlargement and also burdens the government with regard to the salary payment budget. This simplification of the bureaucracy was also carried out within the Sekretariat Daerah Regency Pesisir Barat so that a rationality analysis of this policy was carried out. This descriptive research uses a qualitative approach because the study of the rationality of employee inpassing/adjustment policies within the Sekretariat Daerah Regency Pesisir Barat requires data that are not statistical or are not taken into account in the number system. This problem is analyzed using the views according to Dunn (2003) about the basis of rationality in choices. The results of this study are that the policy of inpassing/adjusting positions to functional positions is very rational in the Sekretariat Daerah Regency Pesisir Barat, this is based on the results of an analysis of the rationality aspect according to Dunn (2003). Aspects of rationality achieved in this study are aspects of economic, legal, social, and substantive rationality.

Abstract

This article aims to examine Collaborative Governance for Handling People with Mental Disorders (ODGJ) in the City of Bandar Lampung. The problem is focused on the process and success of Collaboration. To approach this problem, Emerson et al., (2012) used collaborative governance theory as a reference. Data was collected through a literature study and analyzed qualitatively. This study concludes that Collaborative Governance for Handling People with Mental Disorders (ODGJ) in Bandar Lampung City is carried out by the Bandar Lampung City Government through the Social Service, Satpol PP, District-level Government (Camat) and Kelurahan (Lurah and RT/RW), Community, The Aulia Rahmah Foundation Social Institution, and Srikandi in Central Lampung. The process of collaboration has not gone well. This can be seen from the collaboration component which was carried out only in collaborative actions including complaints, raids, and submissions, although this implementation was not preceded by good collaboration dynamics. The components of the dynamics of collaboration are not implemented properly and the impact of collaboration tends to be dominated by negative results and no adaptation has been made by collaboration actors.
