Abstract

Semarang Municipality is passed by Babon river in the Eastern part. This river  flows from Ungaran in Semarang Regency at the upper-stream  and  streams down to Java sea  in Demak Regency.This river is utilised by various parties for multi-purposes. Thus, to manage Babon river and its watershed need coordination among the stakeholders. In this case, community as one of the competent stakeholders  is considered as the most important  role player who determine the success of sustainable river management. Babon river passes Semarang City longer than Semarang and Demak regencies. It seems  when the stakeholders  of Semarang pay more attention to Babon river will harvest more benefits compared to its costs. It  indeed needs  sharing in responsibility and understanding among the stakeholders along the watershed of Babon river. Collaborations between G to G (such as Germany and Indonesia) and Local Government (LG) to  LG are seriously needed to support the success of the river management. Nevertheless, many efforts have been made  on  it. As mentioned by Lilin (2000), the existing participation contributed by  community and key-persons along the Babon watershed in Semarang City were relatively low. The preliminary survey indicated that introducing co-management approach among the stakeholders  in managing Babon river will  provide  a good prospect in the future. Many evidences have shown the success of  co-management approach in managing natural resources in the third world countries in Asia, Africa and the developed ones. Babon river is a common resource, open-access to any parties and transboundary along three regions, thereby, need  protocol concept  to achieve the optimal  management. What are the priority and how co-management should be implemented in  Babon river are not easy questions but subject to further research.

Abstract

Ikan Larangan is a good example of the revived traditional community-based resource management in Indonesia. Purposive sampling was employed to withdraw 99 household samples in the study area. A research framework for institutional analysis as recommended by ICLARM (Pomeroy, 1993) was applied to this study. The results found that the average score of the 11 key-conditions for successful Co-management is close to 4. This indicates  that the prospects  for Co-management application of Ikan Larangan system is sound. Therefore, the salient approach of Co-management could be adopted to prescribe acceptable fisheries resource management in Indonesia.

Abstract

Non compliance incidence in the fisheries of Indonesia, Malaysia and the Philippines were found relatively high. The fisheries management is effectively applied when compliance is attained. In order to secure the compliance enforcement and surveillance are needed. In fact, enforcement is costly. This paper suggests adopting the ‘cheap’ enforcement and surveillance strategy using co-management approach.

Abstract

Compliance is necessary for successful management of the fisheries. In fact, to secure compliance, enforcement and surveillance, which are quite costly, are needed . It is realized that enforcement inputs in Indonesia is limited and not sufficient to watch the waters of this country. Therefore, it needs a lot of effort to improve the enforcement and surveillance schemes. It is necessary to find out new alternatives or paradigms of  monitoring, controlling and surveillance (MCS) in such a way in order to ensure the sustainability of the fisheries resource.

Abstract

Perlindungan dan Konservasi Sumber Daya Air adalah upaya pengamanan sumber air dari kerusakan yang ditimbulkan, baik akibat tindakan manusia maupun gangguan yang disebabkan oleh daya alam. Perlindungan dan Konservasi Sumber Daya Air juga merupakan upaya memelihara keberadaan serta keberlanjutan keadaan,  sifat, dan fungsi sumber daya air agar senantiasa tersedia dalam kuantitas dan kualitas yang memadai untuk memenuhi kebutuhan mahluk hidup, baik pada waktu sekarang maupun generasi yang akan datang. Konservasi sumberdaya air dapat dilakukan melalui konservasi lahan dengan salah satunya melalui kegiatan penghijauan dengan tujuan meningkatkan fungsi ekologis daerah imbuhan air tanah. Kabupaten Boyolali telah melakukan upaya-upaya Perlindungan dan Konservasi Sumber Daya Air antara lain berupa : Penghijauan di daerah imbuhan air tanah ataupun di lahan kritis, Pembangunan sumur resapan dan biopori, Pembangunan Ruang Terbuka Hijau, dan Budidaya Pertanian Hemat Air. Penanaman pohon/reboisasi dapat meningkatkan kualitas lingkungan hidup serta upaya peningkatan penyerapan air ke dalam tanah sehingga dapat menambah volume cadangan air di Kabupaten Boyolali. Pembangunan ruang terbuka hijau dalam kaitannya dengan perlindungan dan konservasi sumberdaya air dapat meningkatkan fungsi ekologis yaitu sebagai daerah resapan air, sehingga berpotensi untuk menambah resapan air ke dalam tanah.

Abstract

Masyarakat Desa Sendang Sikucing Kecamatan Rowosari Kabupaten Kendal sebagian besar merupakan masyarakat dengan dua mata pencaharian yaitu nelayan dan bertani pada saat musim tertentu menjadi nelayan.  Permasalahan terbesar adalah masih sangat rendahnyakeikutsertaan masyarakat dalam pembangunan kawasan pesisir, masyarakat lokal terkesan hanya sebagai “penonton” dalam pembangunan di kawasan pesisir. Hal ini menyebabkan masyarakat lokal kurang memiliki keterikatan dengan lingkungannya, terutama dalam halmata pencaharian mereka, maka sering kali menjadi agak terabaikan terutama daerah perdesaan di kawasan pesisir. Selain itu pula masyarakat lokal masih belum menggunakan teknologi tepat guna (TTG) yang dapat mempermudah nelayan dalam mencari ikan serta masyarakat sekitar untuk mengolah hasil laut. Tujuan pelaksanaan program pengabdiankepada masyarakat ini adalah untuk meminimalisir permasalahan yang terjadi khususnya sektor perikanan di Desa Sendang Sikucing dengan beberapa program yang mendukung tercapainya kesejahteraan masyarakat lokal Desa Sendang Sikucing.Metode pelaksanaan program pengabdian masyarakat dilakukan dengan pendekatan partisipatif LogicalFramework Approach (LFA) dengan sasaran program pengabdian adalah kelompok nelayan Desa Sendang Sikucing. Pelaksanaan program pengabdian kepada masyarakat yang ditujukan pada masyakarat lokal Desa Sendang Sikucing khususnya kelompok nelayan mendapattanggapan positif. Upaya pemberdayaan kelompok nelayan dilakukan dengan peningkatan pengetahuan terkait fishing ground dan pengelolaan hasil tangkap dengan menerapkan TTG fiber box untuk menjaga kesegaran ikan hasil tangkapan.    Kata kunci: pembangunan pedesaan, pesisir, teknologi tepat guna

Abstract

ABSTRACT The study was done in order to identify whether the level of public perception in assessing environmental management in Semarang city seen from the Pressure, State, and Response (PSR) on several indicators or object to the research of green open space (RTH), urban forests, surface water, ground water, air, and coastal (OECD, 2008, and Kenneth, 2008). It is also providing strategic advice on sustainable environmental management to be applied. It used primary and secondary data with Quoted purposive sampling. Respondent sample was taken as the city of Semarang about 110 people respondents, and 8 respondent’s key persons. Analytical methods used were mixed method with a quantitative approach used is descriptive statistics and qualitative approach is done by direct observation in the field and in-depth interviews with key persons respondents. Efforts toward improvement by the community activities in the role in environmental management, among others: (1) Reduce or restrict the use of electronic equipment, (2) Reduce or restrict the use of clean water, (3) Purchase of environmentally friendly products, (4) Recycling waste household, (5) Plant a tree in the neighborhood (reforestation), (6) Participate in managing the environment well, (7) Use of public transportation services in order to reduce pollution levels.

Abstract

ABSTRACT The Undip’s campus movement from Undip Pleburan to Tembalang in academic year 2010/2011 has made positive and negative impact for the region and community in Tembalang. The impact of that campus movement involve socio-cultural, economy, and environment aspect. This study intend to (1) identify the impact in socio-cultural, economy, and environment aspect due to Undip’s campus movement from undip Pleburan to Tembalang; (2) estimate positive and negative impact in socio-cultural, economy, and environment aspect that due to Undip’s campus movement from undip Pleburan to Tembalang; (3) build the development strategy for region around the Undip’s Tembalang campus. This study used primary and secondary data. The primary data of this study got from 41 respondents as sample used purposive sampling method. The secondary data got from academic administration office of Diponegoro university. To achieve the first and second purpose this study used economic valuation method namely B/C analysis and risk assessment. Analysis Hierarchy Proccess used to achieve the third purpose. The Undip’s campus movement from Undip Pleburan to Tembalang is a feasible project. It is based on benefit and cost analysis where benefit/cost is 8.43 means >1. However, development strategies is still be required to make the region around the Undip’s Tembalang campus better. There are three aspect that considered to build the development strategy namely socio-cultural, economy, and environment aspect. Based on analysis, the first priority in build development strategy is (1) repair damage roads (value 0.126); (2) new shops licensing arrangements (value 0.10); (3) build the alternative pathway (value 0.90). The results showed that special attention to solve negative impact in socio-cultural and environment impact especially for criminality and congestion. The ways to do are repair damage roads, new shops licensing arrangements, build the alternative pathway, and community assembly.

Abstract

The law education program implemented in Cempaka Putih Subdistrict, East Jakarta, aims to increase legal awareness among the community, particularly those aged 23-60 who do not have a permanent job. This program uses interactive presentation methods and participatory discussion to facilitate a deeper understanding of citizens' rights and obligations. The results of the program's implementation show a significant increase in participants' understanding of law, as reflected in a survey that shows a surge in awareness and ability to resolve legal conflicts peacefully. The program also successfully increased community participation and built a stronger legal support network among participants. The positive response from the community and requests for further programs demonstrate the program's success and relevance in empowering the community. Through a suitable approach, this law education program has had a positive impact, reducing minor legal issues, and promoting active participation in social and economic activities. Therefore, the development of additional materials is necessary to further explore more specific legal issues, ensuring the continuation of the program's benefits for the community of Cempaka Putih Subdistrict Abstrak Penyuluhan hukum yang dilaksanakan di Kecamatan Cempaka Putih, Jakarta Timur, bertujuan untuk meningkatkan kesadaran hukum masyarakat, khususnya mereka yang tidak memiliki pekerjaan tetap berusia 23-60 tahun. Program ini menggunakan metode presentasi interaktif dan diskusi partisipatif untuk memfasilitasi pemahaman yang lebih dalam tentang hak dan kewajiban warga negara. Hasil pelaksanaan menunjukkan peningkatan signifikan dalam pemahaman hukum peserta, dengan hasil survei yang memperlihatkan lonjakan kesadaran dan kemampuan menyelesaikan konflik hukum secara damai. Program ini juga berhasil meningkatkan partisipasi komunitas dan membangun jaringan dukungan hukum yang lebih kuat di kalangan peserta. Respon positif dari masyarakat dan permintaan untuk program lanjutan menunjukkan keberhasilan dan relevansi program ini dalam memberdayakan masyarakat. Melalui pendekatan yang tepat, program penyuluhan ini memberikan dampak positif yang nyata, mengurangi permasalahan hukum kecil, dan mendorong partisipasi aktif dalam kegiatan sosial dan ekonomi. Oleh karena itu, pengembangan materi lanjutan diperlukan untuk lebih mendalami isu-isu hukum yang lebih spesifik, memastikan keberlanjutan manfaat program bagi masyarakat Kecamatan Cempaka Putih.

Abstract

This article examines the evolving legal frameworks governing data privacy and cybersecurity in the contemporary digital landscape. As technological advancements continue to reshape how personal data is collected, processed, and utilized, legal systems worldwide are confronted with unprecedented challenges in balancing innovation with individual rights protection. Through comparative analysis of major jurisdictional approaches including the European Union's General Data Protection Regulation (GDPR), the California Consumer Privacy Act (CCPA), and emerging regulatory frameworks in Asia-Pacific regions, this study identifies key convergence points and divergences in global data protection regimes. The research further explores the legal implications of emerging technologies such as artificial intelligence, biometrics, and the Internet of Things (IoT) on privacy and security paradigms. Findings indicate that while regulatory fragmentation remains a significant challenge, there is growing international consensus around core principles of transparency, consent, data minimization, and security by design. The article concludes by proposing a harmonized approach to data privacy and cybersecurity regulation that accommodates technological innovation while ensuring robust protection of fundamental rights in the digital age.
