Abstract

This study aims to determine the evaluation of employee placement policies in South Tangerang City. The method used in this study is a qualitative method with a descriptive approach which is collected through documentation, observation, and interview methods. The results of this study indicate that this policy succeeded in achieving the expected results. Several Mayor Regulations have been issued to regulate the placement of employees, so that there is a clear legal basis in South Tangerang City. Efforts such as employee assessment and merit application design programs have made staffing more efficient, helping to apply the principle of "the right person in the right position" more effectively, therefore this policy has sufficient alternatives and is able to solve problems, but still has problems which is still influenced by the political element in policy making.

Abstract

The involvement of MSMEs in the country's economic development has significant benefits for economic growth. The development of MSMEs is one of the commitments of the Indonesian Government because MSMEs are considered to be one of the supporters of the country's GDP. However, MSME business actors still face obstacles in understanding the benefits of using technology for their businesses, including digital technology. This research then aims to see how the implementation of integrated entrepreneurship development policies occurs in East Jakarta. This research was carried out using a descriptive qualitative approach. The data obtained in this research came from interviews, observation, and documentation. The results of this research then found that the policy standards and targets refer to DKI Jakarta Gubernatorial Regulation Number 2 of 2020 but do not specifically regulate the use of digital media. The resources used in the integrated entrepreneurship development policy are 8 entrepreneurship assistants. The government provides technical and non-technical training. The government is socializing the use of digital media among business actors. Coordination is carried out in stages up to the sub-district level. The use of digital media has an impact on aspects of increasing income, increasing digital literacy, and changing policies.

Abstract

Pembentukan daerah otonomi baru menjadi salah satu instrumen kebijakan yang penting dalam upaya memperluas jangkauan pemerintahan dan pelayanan publik. Penelitian ini membahas respon kebijakan terhadap pembentukan Provinsi Baru Kotawaringin Raya di Kalimantan Tengah. Metode analisis kebijakan digunakan untuk memahami konteks, proses, dan dampak dari kebijakan pemekaran tersebut. Hasil analisis menunjukkan bahwa pembentukan Provinsi Baru Kotawaringin Raya merupakan upaya pemerintah dalam mendekatkan pelayanan publik kepada masyarakat, meningkatkan efektivitas dan efisiensi administrasi pemerintahan, serta mengoptimalkan pemanfaatan sumber daya lokal. Namun, respon terhadap kebijakan ini juga menghadapi tantangan seperti pengelolaan sumber daya, pembangunan infrastruktur, dan harmonisasi kepentingan antarwilayah. Implikasi kebijakan yang dihasilkan menekankan perlunya sinergi antara pemerintah pusat dan daerah dalam mengelola dampak positif dan negatif dari pemekaran provinsi baru tersebut untuk mencapai pembangunan yang berkelanjutan dan inklusif di Kalimantan Tengah.

Abstract

Pemilu legislatif merupakan instrumen utama dalam mewujudkan demokrasi lokal yang berkualitas. Namun, dalam praktiknya, penyelenggaraan pemilu di tingkat daerah masih diwarnai oleh praktik politik transaksional yang berpotensi memengaruhi perilaku pemilih. Penelitian ini bertujuan untuk menganalisis bentuk dan pola praktik politik transaksional, faktor-faktor yang mendorong terjadinya praktik tersebut, serta implikasinya terhadap perilaku pemilih pada Pemilu Anggota DPRD Kabupaten Padang Pariaman Tahun 2024. Penelitian ini menggunakan pendekatan kualitatif dengan desain deskriptif-analitis. Data diperoleh melalui wawancara mendalam dan studi dokumentasi dengan informan yang dipilih secara purposive, meliputi penyelenggara pemilu (KPU dan Bawaslu), calon legislatif atau tim sukses, tokoh masyarakat dan tokoh adat, serta pemilih di beberapa daerah pemilihan di Kabupaten Padang Pariaman. Analisis data dilakukan melalui tahapan reduksi data, penyajian data, dan penarikan kesimpulan dengan teknik triangulasi untuk menjamin keabsahan data. Hasil penelitian menunjukkan bahwa praktik politik transaksional masih berlangsung dalam berbagai bentuk, seperti pemberian uang, barang kebutuhan pokok, bantuan sosial, serta janji politik yang bersifat personal. Praktik tersebut didorong oleh kondisi sosial-ekonomi masyarakat, budaya politik lokal yang permisif, lemahnya literasi politik pemilih, serta strategi pragmatis aktor politik. Implikasi dari praktik ini adalah terbentuknya perilaku pemilih yang cenderung pragmatis dan berorientasi jangka pendek, yang berdampak pada menurunnya kualitas partisipasi politik dan legitimasi demokrasi lokal. Oleh karena itu, penguatan pendidikan politik, literasi pemilih, serta penegakan hukum pemilu secara konsisten menjadi kebutuhan mendesak dalam meningkatkan kualitas demokrasi lokal

Abstract

This research examines land tenure and social conflicts arising from the Rempang Eco City National Strategic Project (NSP) on Rempang Island, Riau Islands Province, Indonesia. The goal is to identify the root causes of the conflict and propose a policy model to resolve land disputes in strategic development projects involving indigenous communities. A qualitative case study approach was used, with data collected through in-depth interviews, document analysis, and field observations, followed by thematic analysis using NVivo 12 software. The findings reveal that the Rempang conflict is a multidimensional issue rooted in structural inequality, marginalization of indigenous identity, and policy failures. The conflict reflects tensions between national economic development goals and the socio-cultural rights of indigenous communities over their traditional lands. Key factors driving the conflict include unclear land tenure, weak recognition of indigenous land rights, inadequate policy communication, limited public participation, and fragmented bureaucratic coordination. The conflict has been exacerbated by a security-based approach, leading to social and psychological impacts on affected communities. Drawing on policy implementation theories (Van Meter & Van Horn; Mazmanian & Sabatier) and conflict theories (resource conflict and identity conflict), the study proposes an Adaptive Collaborative Conflict Resolution Policy Model. This model emphasizes deliberative dialogue, recognition of local identity, agrarian justice, and adaptive policy implementation, providing a framework for resolving land tenure conflicts in National Strategic Projects and similar development contexts.

Abstract

Greater Jakarta, a densely populated metropolitan area, continues to face persistent and complex flooding challenges. Despite flood control efforts in the environmental sector, these initiatives remain fragmented and lack integration. This research aims to integrate river management policies to reduce flood risks in Greater Jakarta, a critical economic region. By developing a cohesive approach, the study seeks to formulate effective mitigation strategies focused on sustainable river management planning, enhanced coordination among stakeholders, and the development of adaptive flood management solutions. The research proposes an innovative model for integrated flood management under the concept of "One River, One Planning, One Integrated Management," which addresses the fragmentation of river management through a holistic approach. This model incorporates key aspects such as groundwater resources, sanitation, and agricultural irrigation. The study employs an Explanatory Sequential Design methodology, integrating quantitative and qualitative data analysis in two stages. In the first stage, quantitative data were collected through surveys with 350 respondents from seven areas in Greater Jakarta, representing diverse community demographics. In the second stage, qualitative data were gathered through interviews with seven heads of the Environmental Agency (DLH) across these regions, as well as group discussions with 25 representatives from government, academia, and Watershed Forums. The research utilizes multiple indicators to assess the effectiveness of the proposed policy model, including technical infrastructure, stakeholder coordination, and community participation. The findings suggest that integrated flood management strategies can enhance collaboration among stakeholders, improve flood mitigation practices, and strengthen the capacity of the River Authority Agency (BOS) in Greater Jakarta. Statistical results and qualitative insights from the study highlight the potential for policy innovation, particularly in fostering inter-agency collaboration. The research’s main outputs include a Sinta 2 Journal article, policy briefs, intellectual property rights (IPR), and proposals to the government for strengthening flood management frameworks. The study demonstrates practical contributions to flood management, providing actionable insights for improving policy implementation and coordination across multiple governance levels.

Abstract

This article explores the implications of government science theory regarding cultural diversity in the context of public administration and multicultural management. Using a theoretical framework that includes organizational theory, policy theory, and collective action theory, this research in-depth understands the role and influence of cultural diversity on various aspects of public administration, including public policy, administration, and interactions between individuals. This article also explores how some public administration entities have successfully integrated multicultural management. The data analysis method involves a triangulation approach, combining qualitative data and interview data analyzed using the NVivo 12 application. The research results highlight challenges and opportunities in improving multicultural management, with a focus on cultural education, technology, community participation and cultural inclusion. The implications of government science theory in this context strengthen the urgency to address cultural diversity as an important element in modern and multicultural public administration.

Abstract

This article analyzes the shift in the advocacy strategy of the Civil Society Coalition (KMS) in Indonesia in influencing the internal policies of the National Police of the Republic of Indonesia (Polri). From confrontational street protests, KMS transformed into a more structured, collaborative, and focused approach on regulatory advocacy (lobbying and influencing the Disciplinary Regulations and Code of Ethics). This study aims to explore the factors driving this strategic shift and analyze its impact on internal police reform. Using a qualitative approach with a case study design, data were collected through in-depth interviews, Focus Group Discussions (FGDs), and document analysis. The theoretical framework of Policy Advocacy and Social Networks is used to understand these dynamics. The results are expected to provide in-depth insights into the irreplaceable role of civil society in spurring accountability in law enforcement institutions and increasing public trust. The study found that structured, regulation-based advocacy—supported by multi-stakeholder networks and data utilization—proved more effective than confrontational approaches in driving long-term institutional reform.

Abstract

This study analyzes in depth the strategic role of the National Police of the Republic of Indonesia (Polri) in empowering the three pillars of the state as a vital instrument to achieve National Security and Public Order (Kamtibmas) stability. Domestic political dynamics show high complexity, exacerbated by fluctuations in public participation that indicate a crisis of trust and potential social conflict. The National Police is positioned not only as a law enforcement actor but also as a political communication actor that functions as a mediator of the articulation of public interests and government policies. This qualitative research focuses on the effectiveness of the state tripillar synergy between the Executive, Legislature, and Judiciary, with an emphasis on the role of facilitation and education by the National Police. Specifically, this study finds that: the National Police's digital communication platforms reached over 170 million users but face credibility challenges due to past human rights violations; the mediation role of the Police in Musrenbang forums successfully bridged community-government communication gaps;  legislative facilitation programs enhanced public access to the legislative process; and legal education initiatives by the Police improved community understanding of judicial procedures by enabling better access to justice. The results show that the integration of Political Communication Theory, Responsive Government Theory, and Community Policing Theory is absolutely necessary. The success of the National Police in utilizing digital platforms and dialogue forums will be decisive in building social trust and creating deliberative governance, which in turn is a prerequisite for achieving sustainable Kamtibmas.

Abstract

This study examined the limitations of bureaucratic rationality in public service delivery and explored how Islamic education and da’wah functioned as ethical foundations for human- centred public services. The research was conducted using a qualitative approach grounded in document analysis, normative Islamic texts, and selected empirical studies on public administration and religious ethics. Data were analysed thematically to identify points of tension between procedural rationality, efficiency-oriented governance, and human values such as dignity, empathy, and moral responsibility. The study found that bureaucratic rationality, while JSPAI effective in ensuring order, predictability, and accountability, often reduced citizens to administrative objects and neglected lived human experiences. Islamic education was shown to cultivate ethical awareness, moral reasoning, and character formation, while da’wah operated as a communicative and transformative process that internalised values of justice, compassion, and public responsibility among service providers. The results indicate that the integration of Islamic educational values and da’wah ethics reorients public services towards human-centred practices, where rules are balanced with moral judgement and social sensitivity. The study concludes that Islamic education and da’wah provide a viable ethical framework for humanising public service delivery without undermining bureaucratic structure. This approach offers an alternative paradigm in which efficiency and regulation coexist with ethical consciousness, empathy, and social justice. The findings contribute to international discussions on public administration, ethics, and religion by proposing a culturally grounded yet universally relevant model of human-centred public services.
