This study aims to determine the implementation of the regulation of the Minister of Administrative Reform and Bureaucratic Reform number 17 of 2021 concerning the equalization of administrative positions into functional positions at the Organization Bureau of the Regional Secretariat of Riau province. The type of research used in this journal is a type of qualitative research. The method of data collection that the authors use in this study is the technique of observation, interviews, and documentation with informants in the organizational Bureau of the Regional Secretariat of Riau province. Based on the results of research related to the implementation of the regulation of the Minister of Administrative Reform and Bureaucratic Reform number 17 of 2021 on the equalization of administrative positions into functional positions at the Riau provincial secretariat Organization Bureau, the results obtained that the equalization of administrative positions into functional positions at the riau provincial secretariat Organization Bureau has been implemented properly and on time. In its implementation, there are constraints in proposing the name of the functional position that matches the previous structural position to fill the functional position to be equalized. In addition, many functional officials who still do not understand the job system and mechanism of work as a functional position.

This study aims to analyze the flood prevention strategy by the Public Works and Spatial Planning (PUPR) Office in Pekanbaru City. The type of research used is descriptive qualitative with analytical techniques. The theory used to achieve the desired target is Rangkuti's theory of SWOT analysis which is to determine strengths, weaknesses, opportunities and threats in looking at internal and external factors in flood control and then create a SWOT matrix based on the results of internal environmental analysis (IFAS) and external environmental analysis (EFAS) so that it can determine the best strategy in the flood management process in Pekanbaru city. From the results of the internal environment analysis (IFAS), the strengths of the strategic factors obtained a total score of -0.62 and their weaknesses with a total score of -0.3. And the results of the analysis of the external environment (EFAS) the opportunity factor obtained a score of -1.14 and a threat with a total score of -0.6. The analysis on the SWOT diagram illustrates that the flood management strategy by the public works and spatial planning department in Pekanbaru City is in the implementation of a weak but very good strategy. This was obtained based on the results of the SWOT analysis diagram coordinates where the X value (-0.3) and Y value (-0.6).

So far, villages have often been neglected due to the tendency of development in urban areas. This study aims to realize the implementation of the Sustainable Development Goals of the Village through a healthy and prosperous village program in Suka Damai Village, North Tambusai District. The research method uses qualitative data collection techniques of observation, interviews and documentation. Based on the results of the study, it can be concluded that the implementation of the Sustainable Development Goals of the Village in healthy and prosperous villages has achieved indicators, namely births in health service facilities and using skilled health workers reaching 100%, maternal mortality rates reaching 0%, infant mortality rates reaching 0%, basic infant immunization reaching 100%, deaths and serious injuries due to traffic accidents reaching 0% and access to proper sanitation reaching 100%. While the indicators that have not been achieved are BPJS Kesehatan which has not reached 100% of the population, the percentage of smokers ≤18 years has not reached 0%, the prevalence of contraceptive use in married residents aged 18-49 years has not reached 100%, the birth rate in adolescents aged 15-19 years has not reached 0% and access to clean drinking water has not reached 100%. The achievement of the Village SDGs indicators in this case is driven by good cooperation and coordination between village governments.

This community service program aims to raise awareness among teenagers in Payakumbuh City about the wise use of digital technology through the concept of digital mindfulness. The background for this activity is the high level of digital media usage among teenagers, which has not been balanced by adequate digital literacy, potentially leading to negative impacts on mental health. The activity was conducted at SMA Negeri 1 Situjuah Limo Nagari on April 22–23, 2025, with 50 students and 3 accompanying teachers participating.The method used was a participatory educational approach, consisting of three stages: preparation, implementation, and evaluation. The training was conducted through interactive lectures, group discussions, and simulations of digital mindfulness practices such as breathing techniques before using social media, setting gadget usage time, and daily digital reflection. Evaluation was conducted using pre-tests and post-tests, as well as direct observation of participant engagement.The results of the activity showed a significant improvement in participants' digital awareness and behavior. Awareness of gadget usage time increased from 48% to 82%, understanding of the risks of digital addiction from 55% to 88%, and mindfulness practices from 42% to 79%. These findings indicate that digital mindfulness training is effective in fostering healthy digital habits and can be replicated in other schools. .

This research aims to determine the extent of the implementation of Gender Responsive Higher Education (PTRG) at the State Islamic University Sultan Syarif Kasim Riau (UIN Suska Riau) using the collaborative governance model by Ansel and Gash. Collaborative governance is a part that supports the implementation of gender-responsive indicators in higher education. It examines the commitment and trust built by stakeholders in addressing gender disparities. The methodology used in this research is descriptive qualitative, with data obtained from observations in various faculties of UIN Suska Riau and interviews with 23 informants consisting of 19 academic members, 1 private sector representative, 2 Non-Government Organization (NGO) members, and 1 community member. The findings show that the implementation of Gender Responsive Higher Education at UIN Suska Riau is carried out by various actors in line with collaborative governance actors, including the government, private sector, and community. In this research, the campus community acts as the government actor on behalf of the university institution, PT. Orbit Ventura Indonesia as the private sector actor, Rumah KitaB and AMAN as NGOs, and the community has been optimal. This is evident from most of the gender-responsive higher education indicators is well achieved. Stakeholder collaboration leads to actions that strengthen planning in the implementation of gender responsiveness.Abstrak: Penelitian ini bertujuan untuk mengetahui sejauh mana pelaksanaan Perguruan Tinggi Responsive Gender (PTRG) di Universitas Islam Negeri Sultan Syarif Kasim Riau (UIN Suska Riau) dengan menggunakan teori tata kelola kolaboratif model Ansel dan Gash. Tata kelola kolaboratif menjadi bagian yang mendukung pelaksanaan indikator responsif gender Perguruan Tinggi. Melihat komitmen dan kepercayaan yang dibangun oleh para pemangku kepentingan dalam menyelesaikan ketimpangan gender. Metodologi yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan perolehan data dari observasi ke berbagai fakultas UIN Suska Riau dan wawancara dengan 23 informan yang terdiri dari sivitas akademika sebanyak 19 orang, sektor swasta 1 orang, anggota Lembaga Swadaya Masyarakat (LSM) 2 orang dan masyarakat 1 orang. Temuan penelitian menunjukkan bahwasanya pelaksanaan Perguruan Tinggi Responsive Gender di UIN Suska Riau dilakukan oleh berbagai aktor sesuai dengan aktor tata kelola kolaboratif yang terdiri dari pemerintah, sektor swasta dan masyarakat maka aktor dalam penelitian ini warga kampus sebagai aktor pemerintah atas nama instansi perguruan tinggi, PT. Orbit Ventura Indonesia sebagai aktor swasta, Rumah KitaB dan AMAN sebagai LSM serta masyarakat dalam pelaksanaannya sudah optimal. Hal ini terlihat dari sebagaian besar indikator Perguruan Tinggi Responsive Gender yang tercapai dengan baik. Kolaborasi pemangku kepentingan menimbulkan tindakan yang mengarah pada penguatan perencanaan dalam pelaksanaan responsif gender.

The seriousness of the Government in preventing sexual violence against children can be seen from the formation of Law of the Republic of Indonesia Number 35 of 2014 concerning child protection. Prevention of sexual violence against children needs to get more attention through collaboration carried out by stakeholders. Many cases are not reported because the victims are helpless and ashamed. Currently, prevention of sexual violence is only focused on rehabilitation, and not focused on the initial stages of prevention. This requires collaboration between actors to be able to build commitment and trust in carrying out prevention. The purpose of this study is to describe collaborative governance in preventing sexual violence against children in Islamic boarding schools in Rian Province. This study uses a descriptive qualitative research method with data collection methods through stages of observation, interviews, and documentation. The research sample consisted of 30 people. The existing data is grouped, analyzed and summarized the findings. The results of this study are that collaboration between stakeholders is quite good, this can be seen from the full awareness of stakeholders to be able to synergize in preventing sexual violence in Islamic boarding schools. The Pekanbaru City Women's Empowerment, Child Protection and Community Empowerment Service provides educational information and socialization to the community so that children do not become perpetrators and victims of sexual violence. The formation of the PPKS task force is the beginning of the process of preventing sexual violence in Islamic boarding schools.

This research-based community service aims to provide assistance to village officials in the preparation of gender-responsive village budgets. This assistance is intended to provide understanding to the village community and especially to village government officials so that village funds can be used to develop gender-responsive village development programs. Gender responsive village budgets are a pillar in disseminating ideas that lead to improved village governance. This community service uses an Asset-based community development (ABCD) approach that emphasizes the assets and potential owned by Wonosari village, Rangsang district, MeraSSnti Islands regency. One of the things that is seen as an asset is the involvement of women in strategic positions as village government officials who handle village finances. In addition, the head of her village has had a gender justice perspective. The result of this community service is the achievement of changes in the understanding of village officials who already have a good understanding of gender response budgets

The prevalence of stunting in Indonesia in 2022 is 21.6%. The issuance of Presidential Regulation of the Republic of Indonesia Number 2 of 2021 concerning the acceleration of stunting reduction is an effort and commitment of the government to accelerate the reduction of stunting. Stunting is a depiction of chronic malnutrition during the growth and development period since the beginning of an individual's life. In Riau Province, the highest prevalence of stunting is in Indragiri Hilir Regency, reaching 28.5%. The purpose of this research-based service is to describe the prevention of stunting through the optimization of local food processing of the remote indigenous community of the Sea Tribe (Duano) in Tanah Merah District, Indragiri Hilir Regency, Riau. This research-based service uses the Asset-based community development (ABCD) approach. The ABCD approach utilizes natural resource assets owned by the community. Data collection was carried out through the stages of observation and interviews with the indigenous community of the Sea Tribe (Duano) where 50 people were involved in this research-based service. The data that has been obtained was analyzed and concluded descriptively. The result of this research-based service is the formation of an integrated nutritional improvement collaboration between the government, health workers, and the Suku Laut (Duano) indigenous community based on local wisdom. This collaboration raises public awareness to strive to prevent stunting through optimizing the use and processing of local food ingredients creatively and innovatively according to nutritional needs.

This study aims to determine the implementation of the OMASUKA (Mandau Special Healthy Food Taxi for Toddlers) program by TP-PKK in tackling stunting in Gajah Sakti Village, Mandau District, Bengkalis Regency. This program is one of the community-based service innovations in the form of providing supplementary food delivered directly to the homes of toddlers with stunting status. The background of this study is based on the high rate of stunting in the area and the need for community-based interventions to overcome stunting. This study uses a qualitative descriptive approach with data collection techniques in the form of interviews, observation, documentation and triangulation. The theory used as an analytical tool is the theory of policy implementation according to George Edward III, which includes communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of the OMASUKA program has been running quite well. However, several inhibiting factors were found, firstly in the communication aspect, although coordination between policy implementers is running well, mothers of toddlers who receive benefits still have minimal understanding of the OMASUKA program and the issue of stunting. Then, the program implementation has not been consistent due to the uncertain frequency of activities. As well as limited operational facilities are inadequate.
