Abstract

SKCK Online merupakan inovasi yang dilakukan Mabes Polri untuk diimplementasikan di lingkungan kepolisian dengan tujuan untuk memudahkan dalam memberikan pelayanan kepada masyarakat. Namun berdasarkan data yang diperoleh, animo masyarakat terhadap SKCK Online di Polrestabes Sukabumi masih sangat kecil. Penelitian ini bertujuan untuk mengetahui inovasi dan menganalisis faktor-faktor apa saja yang menghambat penerapan inovasi.  Penelitian ini merupakan penelitian deskriptif kualitatif dengan teknik wawancara dan observasi. Penelitian ini dianalisis dengan melihat komponen-komponen SOP yang meliputi: persyaratan layanan, mekanisme, prosedur, waktu penyelesaian, biaya layanan, produk layanan, penanganan keluhan dan saran, infrastruktur, kompetensi pelaksana, jumlah pelaksana, jaminan layanan.  Hasil penelitian menunjukkan bahwa tidak menunjukkan kesesuaian antara mekanisme dan prosedur pelayanan yang lama, kompetensi pelaksana, dan jumlah pelaksana. Dan faktor penghambat implementasi inovasi masih dipengaruhi oleh ketergantungan yang berlebihan pada kinerja tinggi, teknologi yang tersedia, tetapi terkendala oleh budaya atau organisasi, kurangnya penghargaan atau insentif, ketidak mampuan menghadapi resiko dan perubahan, keterbatasan anggaran dan perencanaan serta dipengaruhi oleh faktor eksternal yaitu pandangan masyarakat. Saran yang diberikan adalah: membuat pembagian tugas dan tugas pada Service Center SKCK agar tidak ada kesan “kerja sambilan” akibat pembagian kerja yang tidak jelas, perlu merekrut pegawai, merubah tampilan print out bukti pendaftaran online oleh pemberian tanggal, memberikan pelatihan khusus kepada seluruh petugas pelaksana SKCK Online, memberikan hadiah kepada petugas pelaksana SKCK Online, membuat loket khusus bagi pengguna SKCK Online, bekerja sama dengan Dispendukcapil, terus melakukan sosialisasi SKCK Online.

Abstract

This research aims to improve the competence and scientific literacy of madrasah Tsanawiah and Aliyah teachers through MOOC. The Research and Development approach was carried out in training class using Software Tracker phase 1, Physics lesson. The data were collected through classroom participatory observation, interviews, and questionnaires. The subjects were online training participants consisting of madrasah teachers throughout West Java. The result shows that the achievements increased competence and scientific literacy with a very good score of 94,60% and the value of program activities 81%. This study concludes that the training can improve the competence and scientific literacy of teachers and other educational personnel, yet the completeness in all training sessions is still very low (12%). It is suggested that the training should highlight the period by considering materials and characteristic of the participants.                                      Keywords: Literacy; Madrasah Science Teachers; Massive and Open Online Learning; Competence

Abstract

In order to improve public services, the City of Bandung as one of the cities in Indonesia that has implemented a smart city is increasingly trying to optimize its services, including health services, one of which is in dealing with the problem of stunting. Where in 2020, the stunting rate in the city of Bandung increased to 8.86%. To that end, the Bandung City government created the Bandung Tanginas program (Tanggap Stunting Dengan Pangan Aman Dan Sehat) which is a program aimed at enabling the City of Bandung to become a City with Zero News Stunting. Therefore, the goal to be achieved in this research is to find out how to optimize the Tanginas Program in Bandung City from a Smart city Perspective. This research is descriptive with a qualitative approach. The results of this study indicate that the optimization of the Tanginas program in the city of Bandung seen from the smart city perspective is still not optimal. This is based on the limited amount of healthy food intake, population density, lack of green open space and the lack of use of information technology.

Abstract

This study aims to evaluate the Village Fund Direct Cash Assistance (BLT) program in Batujaya Village. This research is a qualitative research. By using the program evaluation model according to Stufflebeam which consists of context evaluation, input evaluation, process evaluation, and product evaluation. Sources of data in this study came from primary data sources and secondary data sources with data collection techniques using observation, interviews, and documentation studies. The data analysis technique is done through data reduction, data presentation, and drawing conclusions. The result of the study that this program is indeed needed by the Batujaya Village community affected by the Covid-19. The implementation of the Village Fund Direct Cash Assistance program in Batujaya Village has also been carried out well. However, at the stage of collecting data on potential beneficiaries, there ware problems, namely it was difficult to determine which people really matched the established criteria, and the data in DTKS did not match the current conditions in the community. The limited village fund in the distribution of BLT Village Fund, which are only at least 40% of village fund, make this program not fully equitable. Regardless of that, this program is quite helpful in alleviating the needs of the affected village communities.therefore, there must be regular updating of DTKS data in order to minimize data that is not on target. Keywords: Policy, Policy Evaluation, Village Fund Direct Cash Assistance (BLT), Covid-19.

Abstract

Pemerintah sebagai wadah untuk memberikan pelayanan dan mewujudkan kesejahteraan masyarakat. Untuk mewujudkan hal tersebut diperlukan pemerintahan yang baik dan cepat yaitu Agile Governance. Namun pemanfaatan teknologi informasi dalam pelayanan dan kualitas aparatur Disdukcapil belum optimal dan belum memenuhi harapan masyarakat. Oleh karena itu, tujuan dari penelitian ini adalah untuk mengetahui bagaimana penerapan agile governance di Dinas Kependudukan dan Pencatatan Sipil Kota Bandung dengan menggunakan metode penelitian kualitatif, jenis penelitian deskriptif. Hasil penelitian ini menunjukkan bahwa penerapan prinsip-prinsip agile governance sudah cukup baik untuk membantu masyarakat mendapatkan pelayanan yang cepat, namun penerapannya masih belum optimal karena dimensi Human Focused dalam menyediakan ruang pengaduan masyarakat tidak selalu mendapat respon. yang dapat membantu terkait pengaduan yang disampaikan masyarakat sehingga tidak memenuhi harapan masyarakat.

Abstract

Pengadilan Negeri Indramayu dalam rangka meningkatkan pelayanan prima kepada masyarakat, berusaha  menanggapi keluhan masyarakat melalui inovasi program One Hour Service di Pengadilan Negeri Indramayu. Penelitian ini bertujuan untuk menganalisis inovasi pelayanan publik melalui Program One Hour Service pada Pengadilan Negeri Kelas IB Indramayu. Metode yang digunakan dalam penelitian ini adalah pendekatan dengan pendekatan studi kasus, teknik pengumpulan data yang digunakan adalah melalui observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa program inovasi layanan satu jam di Pengadilan Negeri Indramayu dapat dikatakan berjalan dengan baik dan diterima oleh masyarakat khususnya pengguna pengadilan dimana program inovasi One Hour Service ini memiliki keunggulan dalam hal waktu pelayanan yang diberikan cepat oleh Pengadilan Negeri Indramayu. Walaupun secara umum program inovasi One Hour Service sudah berjalan dengan baik, namun masih terdapat sedikit kendala di bidang teknologi informasi dan jaringan yang sewaktu-waktu dapat menghambat proses One Hour Service terealisasi. The Indramayu District Court in order to improve excellent service to the community, seeks to respond to public complaints through the One Hour Service program innovation at the Indramayu District Court. This study aims to analyze the innovation of public services through the One Hour Service Program at the Class IB Indramayu District Court. The method used in this research is a case study approach, data collection techniques used are observation, interviews and documentation. The results show that the one hour service innovation program at the Indramayu District Court can be said to run well and is accepted by the community, especially court users where the One Hour Service innovation program has advantages in terms of fast service time provided by the Indramayu District Court. Although in general the One Hour Service innovation program has been running well, there are still a few obstacles in the field of information technology and networks that can at any time hinder the One Hour Service process from being realized.

Abstract

Studi ini bertujuan untuk menganalisis efektivitas Program Public Address di Direktorat Binmas Polda Jawa Barat. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif deskriptif, teknik pengumpulan data yang digunakan adalah melalui pengamatan, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa Program Public Address berjalan dengan baik, tim pelaksana Program Public Address mampu meminimalisir biaya yang ada. Namun dari lima indikator ditemukan beberapa indikator yang belum berjalan dengan baik diantaranya mengenai hasil dari Program Public Address belum optimal dikarenakan fakta dilapangan yang ditemukan masyarakat masih banyak yang acuh dan tidak taat dengan protokol kesehatan, dampak yang diberikan program ini pun tidak terlalu signifikan hanya sebagian masyarakat saja yang merasakan dampak yang dihasilkan dari Program Public Address. This study aims to analyze the effectiveness of the Public Address Program at the Directorate of Binmas Polda West Java. The method used in this study is a descriptive qualitative approach, data collection techniques used are through observation, interviews and documentation. The results showed that the Public Address Program was running well, the Public Address Program implementing team was able to streamline the existing costs, although minimal, but from the five indicators it was found that several indicators had not gone well including the results and impacts of the Public Address Program which were not optimal because in fact they were still found. people who are ignorant and do not comply with health protocols and what was conveyed during this program were not implemented properly.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas pelaksanaan aplikasi simakci di badan kepegawaian dan pengembangan sumber daya manusia kota cimahi. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif deskriptif, teknik pengumpulan data yang digunakan yaitu melalui pengamatan, wawancara dan dokumentasi. Hasil penelitian menunjukan bahwa  pelaksanaan aplikasi simakci belum berjalan dengan semestinya, meski begitu dalam indikator adaptasi dan pencapaian tujuan sudah cukup ada perkembangan. Adapun beberapa indikasi dari hambatan-hambatan yang menyebabkan pelaksanaan aplikasi ini belum berjalan seperti semestinya seperti dalam indikator integrasi dikarenakan kurangnya sosialisasi dan pelatihan serta tidak terhubungnya antar aplikasi dengan pemerintah pusat yang menyebabkan para administrator untuk bekerja dua kali dalam penginputan data. This study aims to analyze the effectiveness of the implementation of the cimahi application in the civil service and human resource development agency in the city of cimahi. The method used in this study is a descriptive qualitative approach, data collection techniques used are through observation, interviews and documentation. The results of the study show that the implementation of the bacaci application has not run properly, even so in the indicators of adaptation and achievement of goals there has been enough progress. There are several indications of the obstacles that cause the implementation of this application to not run properly as in the integration indicator due to the lack of socialization and training and the lack of connection between applications and the central government which causes administrators to work twice in inputting data.

Abstract

Regional levies are one of the sources of regional income that can fulfill finance regions to carry out their autonomy. Business service levies are fees for services provided by the government that are commercial in nature because basically these services can also be provided by the private sector. Recreation and sporting venues that are increasingly in demand by the community are example of business service fees that have significant potential to increase local income. The purpose of this study is to analyze the potential for levies for recreational and sports venues in Ciamis Regency, obstacles  in determining potential levies for recreational and sports venues, as well as efforts made to increase the potential for levies for recreation and sports venues. The method used in this reseach is a qualitative methode with a case study approach. Data collection technique are carried out in several ways including observation, interviews, documentation and audio visuals. The result of data analysis conclude that the average revenue from recreation and sports in the last five years is still low around 3,66%, this means that a wider potential is nedeed, while at the level implementation of the collection there are several obstacles such as low public awareness, lack of facilities, and adequate infrastructure.

Abstract

Covid 19 is a challenge for the government to continue to maximize the provision of services to the community. The Ciamis subdistrict religious affairs office is committed to continuing to improve work services through the effectiveness of the performance of its employees. However, there are still obstacles in this service, including the lack of information delivery to the public regarding pre-marital registration provisions so that the services provided are ineffective. The purpose of this study was to determine the effectiveness of employee performance in improving services during the Covid-19 period using a qualitative research method with a qualitative descriptive type of approach. The results of the study show that the effectiveness of employee performance is quite effective, but there are still obstacles in aspects of tasks or functions due to a lack of human resources and aspects of plans and programs that have not gone well due to the lack of widespread socialization programs related to service provisions during the Covid 19 period. Covid 19 menjadi suatu tantangan bagi pemerintah untuk tetap memaksimalkan pemberian pelayanan kepada masyarakat. Kantor urusan agama kecamatan ciamis berkomitmen untuk terus meningkatkan pelayanan kerja melalui efektivitas kinerja pegawainya. Namun dalam pelayanan tersebut masih ada kendala diantaranya kurangnya penyampaian informasi kepada masyarakat terkait ketentuan pendaftaran pranikah sehingga pelayanan yang diberikan tidak efektif. Tujuan dari penelitian ini untuk mengetahui efektivitas kinerja pegawai untuk meningkatkan pelayanan pada masa covid 19 menggunakan metode penelitian kualitatif dengan jenis pendekatan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa efektivitas kinerja pegawai sudah cukup efektif akan tetapi masih terdapat kendala pada aspek tugas atau fungsi dikarenakan kurangnya sumber daya manusia dan aspek rencana dan program yang belum berjalan dengan baik karena masih kurang meluasnya program sosialisasi terkait ketentuan-ketentuan pelayanan pada masa covid 19.
