Abstract

The purpose of this study was to determine the effect of the Indonesian Ministry of Youth and Sports Ship Youth Nusantara program on the sense of Youth Nationalism, the influence of the Indonesian Ministry of Youth and Sports Ship Youth Nusantara program on National Insight. The research method used is descriptive quantitative by using the average test and multiple regression test. The results showed that the influence of the Nusantara Youth Ship Program (X1) on Youth Nationalism (Y1) showed that the X1 variable had a significant effect on Youth Nationalism (Y1), the Nusantara Youth Ship Program (X1) on National Insight (Y2) showed its value was greater than ( 0.05), then the basic provisions of the partial test of the Pemuda Nusantara Ship (X1) do not have a significant effect on National Insight (Y2).

Abstract

Perguruan tinggi sebagai institusi yang menjalankan fungsi peningkatan dan penguatan kualitas sumberdaya manusia harus mampu melakukan inovasi dan kreatif dalam mengikuti dan menghadapi perubahan-perubahan yang demikian cepatnya. Khususnya di bidang penelitian, Perguruan Tinggi harus mampu melakukan penelitian-penelitian yang dapat menghasilkan produk-produk inovatif sesuai dengan tuntutan perubahan yang semakin cepat, khususnya era Revolusi Industri 4.0. Permasalahannya, bagaimana peneliti di institusi Perguruan Tinggi melalui Tridarmanya (bidang Penelitian) di Era Revolusi 4.0  ini mampu melakukan transformasi inovasi produk penelitiannya. Kritik banyak orang terhadap produk hasil penelitian di Indoneisa saat ini adalah bahwa hasil penelitian yang ada belum banyak yang memberi manfaat bagi peningkatan kualitas hidup masyarakat. Artinya hasil-hasil penelitian tersebut belum mampu menghasilkan produk-produk yang memiliki nilai inovasi. Program-program insentif yang diberikan oleh pemerintah lewat Kemenristek dan Dikti hendaknya mampu merangsang dan memotivasi para peneliti untuk dapat melakukan penelitian-penelitian dengan luaran inovasi produk melalui kerjasama/kolaborasi dengan dunia usaha/industri.

Abstract

Penelitian ini dilakukan di Desa Pegagan Julu X Kecamatan Sumbul Kabupaten Dairi yang bertujuan untuk menganalisis peran pemuda sebagai dinamisator, motivator, dan innovator dalam perencanaan pembangunan wilayah pedesaan dan untuk menganalisis kendala yang dihadapi pemuda dalam perencanaan pembangunan wilayah pedesaan di desa Pegagan Julu X Kecamatan Sumbul Kabupaten Dairi. Metode yang digunakan dalam penelitian ini yaitu metode deskriptif dengan pendekatan kualitatif. Adapun teknik pengumpulan data dilakukan dengan tiga cara, yaitu observasi, wawancara dan dokumentasi. Analisis data menggunakan reduksi data, penyajian data, dan menarik kesimpulan. Hasil dari penelitian ini yaitu: 1) pemuda di desa Pegagan Julu X Kecamatan Sumbul Kabupaten Dairi memiliki peran sebagai dinamisator, motivator, dan innovator dalam perencanaan pembangunan wilayah pedesaan; 2) Kendala-kendala yang dihadapi pemuda dalam perencanaan pembangunan wilayah pedesaan di Desa Pegagan Julu X dalam melaksanakan pembangunan wilayah desa yaitu terdapat dalam faktor, antara lain: kurangnya kepedulian dari pemerintah terhadap pembangunan desa Pegagan Julu X, Kurangnya pemahaman mengenai konsep perencanaan pembangunan desa yang dimiliki pemuda, Tingkat kepedulian pemuda rendah, dan sifat ego pemuda yang masih tinggi.

Abstract

BUMDes Maju Bersama is a government program to help the economy of the people of Sei Jawi-jawi Village and achieve community welfare so that the Sei Jawi-jawi people get a decent living. This study aims to determine the role of social capital which is a driving force in the management of the Joint Forward BUMDes in Sei Jawi-jawi Village, Sei Kepayang Barat District, Asahan Regency. Social capital plays an important role in strengthening village communities. BUMDes can advance together with social capital. BUMDes Maju Bersama was established as an effort to increase the economic development of rural communities and create independence for the people in Sei Jawi-jawi Village. This research is a qualitative descriptive study. The location of the study was in Sei Jawi-jawi Village, Sei Kepayang Barat District, Asahan Regency. The object of this research is BUMDes Maju Bersama Sei Jawi-jawi Village. Data collection techniques using observation, interviews, and documentation. The results showed that the formation of BUMDes Maju Bersama was carried out in 3 (three) stages, namely the pre-village deliberations, village deliberations and post-village deliberations. So, this deliberation activity aims to determine what type of BUMDes will be formed in the hope that it will benefit the community. Social capital in the form of networks, norms and beliefs that play a role in the management of BUMDes Maju Bersama can be said to be not good enough even though BUMDes Maju Bersama is already operational and can contribute to the Village. This can be seen from the BUMDes Maju Bersama cooperation network that is still small, with collateral or collateral provided by BUMDes, the interest given by the management is too high, almost the same as the existing cooperatives and there is still public debt arrears. The informant's subjects from this study were the Village Head, Village Officials, BUMDes Maju Bersama Management, BUMDes Supervisor, parties who knew BUMDes and the Community who knew about BUMDes Maju Bersama.

Abstract

This research aims to explain how the implementation of the village's Explore service program is picking up taxes related to UN-P2 services at the Langkat District Revenue Board. In addition, the research aims to determine what factors that can encourage and inhibit the implementation of the village-exploring program to pick up taxes on the district Revenue Board of Langkat. The form of research used in this study is descriptive research with a qualitative approach. This study used Edward III's theory. The informant used in this study was the head of the Langkat District Revenue board and the officers who conducted UN services-P2 as well as taxpayers in Langkat district. The data used in this research is primary data as well as secondary data as complementary data. Qualitative analysis in this study was conducted with an inductive logic approach. Based on the results of the research can be noted that the implementation of the program to explore the village picking up taxes in the District Revenue Board of Langkat is generally well-done. Contributing factors to the success of implementation of village-exploring program to collect tax in the Regional Revenue Board of Langkat District are: Commitment of leadership and resources. The Factor is a low community awareness inhibitor, and there are some cases where taxpayers do not want to pay the UN for reasons that they are not the owner of a tax object but only contracted or so on. Abstract

This study aims to see the economic motives of the Karo ethnic group in developing and surviving in the USU region. This type of research uses a qualitative approach, the research location is in Jalan Jamin Ginting Medan or specifically in the Padang Bulan area, precisely from the campus intersection to the Harmonika Road intersection and the Road Development area to the Kampung Susuk intersection. Taking this location is intended to be more detailed and specific to see how the existence of USU becomes a central point for Ethnic Karo to adapt to follow development by mingling in the provision of student needs. The results showed that the motives that influenced the ethnic karo to survive were the land they owned as an inheritance and believed that the land had a living spirit (ertendi); strategic land with the existence of USU as the main attraction of their business. the motive influencing the ethnic karo to develop is to look at the short-term opportunities of their efforts to just survive, only see the opportunities available and only be able to provide the needs of students in accordance with the times. The conclusion from the iani research is that the Karo Ethnic survive in the area around the University of Sumatra because they have strong motives in themselves, how they maintain their assets. Karo ethnic develops because of the opportunities presented. A character that is found in the field of how ethnic karo who love to gamble with luck is implemented in the way they see business opportunities. USU as an opportunity was recognized as their way to reap profits and develop businesses.

Abstract

Rural development is a priority of national development program in Indonesia. A number of measures have been taken such as decentralization of authority, capacity building, and budget approach. The most recently used action to accelerate rural development is through the village assistance program. Each village has a local village assistant to optimize the village administration performance and build the village community capacity in the rural development process. This research aims to explore the concept of village assistance program and the role of local village assistants in Batu Layan Village, Padangsidempuan City, North Sumatra Province. This research used qualitative research. The data were obtained through in-depth interviews, library research, and documentation studies. The research results indicated that the concept of village assistance was applied in stages following the governance structure in Indonesia to encourage the realization of the functions and authorities of each government structure in achieving development targets. Village local assistants in this research were able to perform their functions skillfully through a persuasive communication approach based on local values in the local area.

Abstract

This study aims to determine the implementation of the Electronic Identity Card (e-KTP) policy in the Population and Civil Registry Office of Padangsidimpuan City. In this study using the George C Edward III implementation model that is considered very appropriate and has detailed variables. This study uses a qualitative approach to data collection techniques through observation, interviews, and documentation. Data analysis techniques using data reduction, data presentation, and drawing conclusions. The results of this study indicate, the implementation of the Electronic Identity Card (e-KTP) policy has been running since 2015. However, there are still some problems encountered. Of the 4 variables in the George C Edward III implementation model namely communication, resources, disposition and bureaucrat structure. The results showed that the Disduk Capil Kota Padang Sidempuan only fulfilled 2 variables. The 2 variables are fulfilled namely disposition and bureaucrat structure. While two more variables that are not fulfilled are communication and resources.

Abstract

The purpose of the study was to determine and analyze the quality of service for issuing micro business license recommendations and their constraints at the Lae Parira sub-district office, Dairi Regency. The research method used in this research is descriptive qualitative method, which is a method that only describes situations and events that aims to systematically describe the characteristics of a population or certain fields in a factual and accurate manner without looking for or explaining a relationship. The results of the study found that the quality of service for issuing recommendations for micro business licenses at the Lae Parira District Office of Dairi Regency was still not good. This can be seen from the complaints of the public or micro business actors who require licensing recommendations so that the general public has a negative view or picture of the agency. The constraint factors faced in improving the quality of services for issuing recommendations for micro business licenses are: the presence of officers who seek to obtain personal benefits from the licensing recommendation service process, employees do not try to avoid a negative public image of the institution so that many people are reluctant to deal with business administration, and lack of employee commitment to improving service quality so that employees tend to prioritize personal matters over service work to the community

Abstract

This study aims to determine, analyze and factor constraints in the application of non-cash transaction systems in regional financial management at the Regional Finance and Assets Agency of Dairi Regency. This study uses a descriptive method with a qualitative approach, namely taking data related to the problems to be studied so that it can be described descriptively, qualitatively and comprehensively, which describes the prevailing reality and discusses the problems raised related to the Application of the Non-Cash Transaction System. In Regional Financial Management at the Regional Finance and Assets Agency of Dairi Regency. The results showed that the Regional Finance and Assets Agency of Dairi Regency has not been able to fully implement non-cash financial transactions on revenue receipts and expenditures as stipulated in Perbup Dairi No. 43 of 2020. The obstacles faced in implementing or implementing transactions have not been overcome, because there are indeed many field conditions that are not in accordance with the implementation of non-cash transactions. Employees are still not able to handle non-cash transaction processing, while the training program is inadequate because the available equipment, especially for practicing, is very limited.
