Abstract

Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis Inovasi Program Aplikasi Jatirenggo Layanan Terpadu Online (JALANTOL) di Desa Jatirenggo Kecamatan Glagah Kabupaten Lamongan. Dijelaskan dengan teori atribut inovasi Rogers dalam (Suwarno, 2008) yang meliputi: : Relatif Advantage atau keuntungan relatif, Compability atau kesesuaian, Complexity atau kerumitan, Triability atau kemungkinan dicoba, Observability atau kemudahan diamati. Pemerintah Desa Jatirenggo membuat sebuah terobosan baru yaitu inovasi program Aplikasi Jatirenggo Layanan Terpadu Online (JALANTOL). Aplikasi ini merupakan aplikasi berbasis website dan mobile yang dapat diunduh melalui playstore di HP/Smartphone andorid untuk mendapatkan pelayanan desa tanpa harus datang terlebih dahulu ke kantor desa sehingga mempermudah proses pelayanan. Dalam penelitian ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data dengan cara wawancara, observasi dan dokumentasi. Hasil dari penelitian ini menjelaskan bahwa adanya inovasi program aplikasi JALANTOL dapat membantu mempermudah proses pelayanan. Dalam penelitian ini juga dijelaskan bahwa inovasi program aplikasi JALANTOL telah dilaksanakan dengan baik meskipun masih ada beberapa kekurangan dan kendala, namun hal tersebut dapat diatasi dengan baik dan tidak mengganggu proses pelayanan.

Abstract

Smart Village is defined as a service that utilizes information technology in carrying out various activities in the village and is managed by the community effectively and efficiently. Limpung Village is one of the pilot villages for the implementation of the smart village program in Batang Regency. The existence of the implementation of the smart village program has created changes in the order of public services that concern the interests of the wider community in Limpung Village. This study aims to examine the influence of the implementation of the smart village program in relation to socio-cultural transformation in a smart governance perspective. The data in this study will be obtained by means of interviews and observations and presented with a qualitative descriptive method. The results of this study can be seen that in the perspective of smart governance which is one of the components of the smart village concept in relation to the implementation of the smart village program, it has created a social transformation of society seen from the cultural background and the direction of socio-cultural transformation. In the focus of the cultural background, a significant influence occurs in a pattern of community transformation that previously carried out public services manually, now starting to switch to using digital methods. In terms of direction and socio-cultural transformation, it shows that the implementation of the smart governance component is aimed at creating an advanced society in accordance with the era of society 5.0.

Abstract

The development of information technology has made the government continuously innovate by implementing the concept of digitalizing public services, including in the scope of population administration. Surabaya, with a population of 2,893,698 people, certainly faces various dynamics of population administration issues that demand the government to effectively and efficiently address these problems through the e-Government system. One of them is by launching the Digital Population Identity application that includes the ID card and family card with a centralized system under the Ministry of Home Affairs, starting from 2023. The aim of this research is to determine the optimization efforts of the IKD activation service in supporting the digital transformation of population administration in the Kalisari sub-district of Surabaya. In this research, the author uses a qualitative method with a descriptive approach model and utilizes primary data obtained from observations, interviews, and direct documentation at the research site. Meanwhile, secondary data is obtained through literature studies by tracing references such as books, scientific articles, data graphics, and previous research. The research results with optimization theory show that the efforts to optimize the IKD activation service in Kalisari sub-district can be categorized as good, but have not yet reached maximum evenness due to the presence of residents who are not aware of the urgency of population administration order. Therefore, there is a need for a new, more intensive strategy to increase the percentage of IKD ownership in the Kalisari sub-district of Surabaya.

Abstract

A novelty is needed for government administrators and community development to be more effective and efficient. The Surabaya City Government seeks to provide services in managing information accurately. It is necessary to have the role of the community, namely cadres to contribute in conducting survey services for citizen data collection in order to improve the quality of public services in the city of Surabaya. Information from the survey results can be uploaded via the Sayang Warga application. The purpose of this study is to describe the "Sayang Warga" Application Innovation in increasing the ease of citizen data collection by cadres in the city of Surabaya. This study uses qualitative methods with data collection techniques in the form of interviews, observation and documentation. The theory used in this study is the attribute of innovation according to Rogers in Suwarno (2008) which includes Relative Advantage, Compatibility, Complexity, Triability, and Observability. The results of the study show that the application of the Sayang Warga application in the city of Surabaya can be said to make it easier for cadres to carry out the citizen data collection process. The application of this application also provides benefits in making service easier and does not require a long time, only in its implementation there are still some obstacles in the Sayang Warga application making it difficult to access.

Abstract

Currently, Indonesia offers a lot of jobs to minimize the number of unemployed. In minimizing the number of unemployed people, which can cause various negative effects, it is necessary to improve the quality of human resources, namely empowerment. So, the Surabaya city government provided a place for helpless street vendors in the form of a Culinary Tourism Center. This study aims to determine the Empowerment of Street Vendors (PKL) in the Karah Culinary Tourism Center, Surabaya City. According to Kartasasmita in Mardikanto, this study uses empowerment theory: enabling, empowering process, and protecting. The method used in this study is qualitative. The results of this study are the Surabaya City Office of Cooperatives, and Micro Enterprises create a climate that can encourage the development of the potential of traders by providing facilities to SWK Karah PKL. There is an empowerment process in SWK Karah City of Surabaya; the Office of Cooperatives and Surabaya City Micro Enterprises carry out routine monitoring/supervision of PKL SWK Karah City of Surabaya. The Cooperative Service and Surabaya City Government relocate street vendors while at the same time providing empowerment to street vendors who are in SWK Karah City of Surabaya. Besides that, there is a negative impact in terms of gross income (turnover), as the turnover of traders decreases during the month of Ramadan and COVID-19.Saat ini Indonesia menawarkan lapangan pekerjaan yang banyak untuk meminimalisir banyaknya pengangguran. Dalam meminimalisir banyaknya pengangguran yang dapat menimbulkan berbagai pengaruh negatif, maka perlu adanya peningkatan kualitas Sumber Daya Manusia yaitu pemberdayaan. Maka pemerintah kota Surabaya memberikan wadah kepada para PKL yang tidak berdaya berupa Sentra Wisata Kuliner. Tujuan dari penelitian ini yaitu untuk mengetahui Pemberdayaan Pedagang Kaki Lima (PKL) di Sentra Wisata Kuliner Karah Kota Surabaya. Penelitian ini menggunakan teori pemberdayaan menurut Kartasasmita dalam Mardikanto yaitu enabling, empowering dan protecting. Metode yang digunakan dalam penelitian ini yaitu metode kualitatif. Hasil dari penelitian ini menunjukkan Dinas Koperasi dan Usaha Mikro Kota Surabaya menciptakan iklim yang mampu mendorong berkembangnya potensi dari pedagang dengan cara memberikan fasilitas kepada PKL SWK Karah. Terdapat proses pemberdayaan yang berada di SWK Karah Kota Surabaya, Dinas Koperasi dan Usaha Mikro Kota Surabaya melakukan rutin melakukan pemantauan/pengawasan terhadap PKL SWK Karah Kota Surabaya, Dinas Koperasi dan Pemerintah Kota Surabaya merelokasikan para PKL sekaligus memberikan pemberdayaan kepada PKL yang berada di SWK Karah Kota Surabaya. Disamping itu terdapat dampak negatif dari segi pendapatan kotor (omset), bahwa omset pedagang menurun ketika bulan ramadhan dan pada saat covid.

Abstract

The most important thing to monitor in registering marriages to the public is employee performance which will later become an indicator of the organization's success in carrying out its duties and obligations. This research aims to determine the effectiveness of employee performance in marriage registration services at the Religious Affairs Office of Pare District, Kediri Regency. This research uses a qualitative approach. Data collection techniques use interview, observation and documentation techniques which are linked to the theory of employee performance effectiveness according to Admosoeprapto (2016). The results of the research show that the performance of the employees of the Religious Affairs Office of Pare District, Kediri Regency can be said to be effective in meeting the needs of the community in marriage registration services. However, the Religious Affairs Office of Pare District, Kediri Regency, in terms of quantity of work, needs to increase the number of employees to make it easier for employees to serve the large number of marriage registration requests from the public every year.

Abstract

In realizing good governance or good governance the government takes one step through e-procurement activities. PT Jatim Prasarana Utama as one of the BUMD companies also participates in making changes by participating through electronic procurement procedures. The study aims to understand and analyze whether the implementation of e-procurement that has been issued by the government can run effectively from the point of view of the provider of goods or services in its use. The research method used is descriptive qualitative research, in this study using three indicators of integration, purpose, and adaptation from Ducan's theory. The results obtained in this study indicate that the implementation of electronic-based goods or services procurement activities or e-procurement activities from the point of view of PT Jatim Prasarana Utama as a provider of goods or services can be said to be running effectively.

Abstract

The Service Network for Persons with Disabilities (Jalan Pintas) program is a program created by the Pasuruan Regency Dispendukcapil because of the direction from the Director General of Dukcapil to create a ball pick-up program movement for persons with disabilities in population administration services. The purpose of this study was to determine the implementation of the Disability Service Network (Jalan Pintas) program in population administration services at the Dispendukcapil of Pasuruan Regency. This research uses descriptive qualitative research with the technique of determining informants through purposive and snowball sampling. The theory used is the implementation theory according to David C. Korten cited by (Christianingrum & Djumiarti, 2019) which has 3 indicators including the suitability of the program to the target group, the suitability of the program to the implementing organization, and the suitability of the target group to the implementing organization. The results showed that the implementation of the Jalan Pintas program in population administration services had gone well. This is evidenced by the dozens of times of picking up the ball which indicates that the Jalan Pintas program is the right program and is needed by people with disabilities. However, on the indicator of the suitability of the target group with the implementing organization, it was found that the Jalan Pintas program was classified as passive because it waited for a report from the village government, community, or Social Services Office so that the program could be implemented.

Abstract

Melalui strategi pemantauan dan pengendalian kualitas udara yang dilakukan oleh Dinas Lingkungan Hidup Kota Surabaya menjadi upaya untuk mencegah, menanggulangi, dan memulihkan kualitas udara agar senantiasa pada kondisi layak hirup. Tujuan penelitian ini untuk mengetahui dan menganalisis strategi Dinas Lingkungan Hidup Kota Surabaya dalam pemantauan dan pengendalian kualitas udara. Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan teori manajemen strategi oleh Fred R. David yang berdasar pada tiga indikator fokus, yaitu perumusan strategi, implementasi strategi, dan evaluasi strategi. Hasil penelitian ini menunjukkan bahwa strategi DLH Kota Surabaya dalam pemantauan dan pengendalian kualitas udara dapat dikatakan berhasil karena capaian nilai Indeks Standar Pencemaran Udara (ISPU) yang senantiasa berada pada kategori sedang dan baik sehingga dapat dikatakan layak hirup. Strategi ini dilakukan melalui program kegiatan pemantauan pada Stasiun Pemantau Kualitas Udara Ambien (SPKUA) dan pengendalian melalui pengawasan kegiatan usaha, pelaksanaan car free day, serta yustisi terkait pembakaran sampah.

Abstract

Kepengurusan Administrasi Kependudukan merupakan suatu proses sistematis dalam memenuhi kebutuhan pelayanan dokumen kependudukan yang bermanfaat bagi masyarakat dan pemerintah. Seringkali masyarakat beranggapan bahwa proses Adminitrasi Kependudukan yang berbelit-belit dan memakan waktu. Hal tersebut mengakibatkan keengganan masyarakat dalam mengurus dokumen kependudukan. Pemerintah Kota Surabaya mengeluarkan kebijakan mengenai program tambahan jam pelayanan yang akan dilakukan serentak di Balai RW secara bergantian pada setiap kelurahan, kecamatan dan puskesmas sebagai salah satu upaya pendekatan pemerintah dalam meningkatkan kesadaran warga mengenai pentingnya administrasi kependudukan, serta mengoptimalkan administrasi pelayanan dokumen kependudukan tanpa harus pergi ke kelurahan ataupun Mal Pelayanan Publik. Tujuan penelitian ini adalah untuk mengetahui bagaimana pelaksanaan Program Pelayanan Malam di Kelurahan Jambangan, Surabaya. Penelitian ini menggunakan teori Implementasi Program oleh David C. Korten. Penelitian ini merupakan penelitian kualitatif. Sumber data diperoleh melalui proses wawancara, observasi dan dokumentasi. Narasumber penelitian terdiri atas Ketua Rukun Warga (RW), Ketua Rukun Tetangga (RT), staf bagian pelayanan, mahasiswa magang bagian pelayanan dan warga Kelurahan Jambangan. Hasil penelitian ini menunjukkan bahwa warga Jambangan sangat antusias untuk mengikuti program pelayanan malam karena sesuai dengan kebutuhan dan keluhan masyarakat. Selain mudah dan tepat waktu, pemahaman petugas terhadap proses dan persyaratan sangat memadai dan sesuai dengan prosedur yang ada. Masyarakat juga berperan penting untuk menilai kinerja petugas kelurahan sebagai bahan evaluasi untuk meningkatkan kualitas pelayanan publik di Kelurahan Jambangan.
