Abstract

Smart Village is defined as a service that utilizes information technology in carrying out various activities in the village and is managed by the community effectively and efficiently. Limpung Village is one of the pilot villages for the implementation of the smart village program in Batang Regency. The existence of the implementation of the smart village program has created changes in the order of public services that concern the interests of the wider community in Limpung Village. This study aims to examine the influence of the implementation of the smart village program in relation to socio-cultural transformation in a smart governance perspective. The data in this study will be obtained by means of interviews and observations and presented with a qualitative descriptive method. The results of this study can be seen that in the perspective of smart governance which is one of the components of the smart village concept in relation to the implementation of the smart village program, it has created a social transformation of society seen from the cultural background and the direction of socio-cultural transformation. In the focus of the cultural background, a significant influence occurs in a pattern of community transformation that previously carried out public services manually, now starting to switch to using digital methods. In terms of direction and socio-cultural transformation, it shows that the implementation of the smart governance component is aimed at creating an advanced society in accordance with the era of society 5.0.

Abstract

In realizing good governance or good governance the government takes one step through e-procurement activities. PT Jatim Prasarana Utama as one of the BUMD companies also participates in making changes by participating through electronic procurement procedures. The study aims to understand and analyze whether the implementation of e-procurement that has been issued by the government can run effectively from the point of view of the provider of goods or services in its use. The research method used is descriptive qualitative research, in this study using three indicators of integration, purpose, and adaptation from Ducan's theory. The results obtained in this study indicate that the implementation of electronic-based goods or services procurement activities or e-procurement activities from the point of view of PT Jatim Prasarana Utama as a provider of goods or services can be said to be running effectively.

Abstract

Melalui strategi pemantauan dan pengendalian kualitas udara yang dilakukan oleh Dinas Lingkungan Hidup Kota Surabaya menjadi upaya untuk mencegah, menanggulangi, dan memulihkan kualitas udara agar senantiasa pada kondisi layak hirup. Tujuan penelitian ini untuk mengetahui dan menganalisis strategi Dinas Lingkungan Hidup Kota Surabaya dalam pemantauan dan pengendalian kualitas udara. Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan teori manajemen strategi oleh Fred R. David yang berdasar pada tiga indikator fokus, yaitu perumusan strategi, implementasi strategi, dan evaluasi strategi. Hasil penelitian ini menunjukkan bahwa strategi DLH Kota Surabaya dalam pemantauan dan pengendalian kualitas udara dapat dikatakan berhasil karena capaian nilai Indeks Standar Pencemaran Udara (ISPU) yang senantiasa berada pada kategori sedang dan baik sehingga dapat dikatakan layak hirup. Strategi ini dilakukan melalui program kegiatan pemantauan pada Stasiun Pemantau Kualitas Udara Ambien (SPKUA) dan pengendalian melalui pengawasan kegiatan usaha, pelaksanaan car free day, serta yustisi terkait pembakaran sampah.

Abstract

The existence of a Disaster Resilient Village (Destana) is very important for the region in mitigating flood disasters. Destana has the function of protecting the community, increasing community participation, increasing capacity, increasing government capacity in providing resource and technical support for disaster risk reduction, and increasing cooperation between stakeholders. This function will be achieved well if there is collaboration with other stakeholders.  Destana's performance will be better if it can create collaborative governance through the right process. The process begins with face-to-face, namely conducting dialogue on existing problems with stakeholders. Followed by a trust-building process, namely creating a sense of trust because of shared interests, after that, the commitment to the process is a joint agreement to carry out the program. The next process is sharing understanding, which is raising awareness together to overcome floods followed by the Intermediate outcomes process, which is evaluating the temporary results of the collaborative process. These steps will be able to run optimally to improve Destana's performance if the right organization is selected to collaborate with so that a scheme is needed that fits the conditions of each village.

Abstract

Ngepung Village is one of the villages with the highest category of vulnerable to food insecurity in Nganjuk Regency based on data from the Nganjuk Regency Food Security and Fisheries Department. Ngepung Village experiences problems related to access to the macadam road so that it is difficult for the community to access food sources and this village experiences a shortage of clean water when the dry season arrives, while clean water is related to food processing. From the existing problems, food security in Ngepung Village is still lacking, therefore efforts are needed from the village government to improve food security. The purpose of this study was to determine village government governance in improving food security in Ngepung Village based on the Decree of the Minister of Villages, Development of Disadvantaged Regions and Transmigration No. 82 of 2022 concerning guidelines for food security in villages. The research method used is descriptive qualitative method. The results of the study show that the governance of the Ngepung Village government in improving food security in Ngepung Village is in accordance with the Decree of the Village Minister, PDTT No. 82 of 2022 concerning guidelines for food security in villages, but Ngepung Village still does not have a food barn, so development is needed related to the food barn. Then the road access problem is still in the gradual development process and the clean water problem can be resolved if the PAMSIMAS program has begun to be realized by the village government. Abstract

Housing needs are one of the basic human requirements. The construction of simple rental apartment buildings, owned by the East Java Provincial Government and referred to as simple apartments, is expected to help meet the housing needs of the population residing in Surabaya and its surrounding areas. This should requires effective management for proper operation. PT. Jatim Grha Utama, through the Badan Pelaksana Aparna Graha Utama A. Yani, is authorized to carry out operational activities for managing the provincial government's apartment buildings. This research employs a qualitative method with primary data sources obtained from interviews with management officials and secondary data derived from articles, journals, books, and internal documents. The study's findings on the functions of the POAC management indicate that the management conducted by Bapel Aparna Graha Utama A. Yani is generally in line with expectations, although occasional challenges are encountered in the implementation phase, such as resident complaints, which are effectively addressed.

Abstract

The problem statement of this research pertains to the enhancement of micro, small, and medium-sized enterprises (MSMEs) to foster economic growth within the culinary tourism hub of Dharmahusada, Surabaya. This study aims to provide a descriptive account of the Development of Micro, Small, and Medium-Sized Enterprises in Elevating the Economic Landscape within the MSME Sector of the Culinary Tourism Hub in Dharmahusada, Surabaya. Employing a qualitative methodology with a descriptive approach, the research delves into the strategies employed for business development in boosting the economic facet of the MSME sector within the Dharmahusada Culinary Tourism Hub in Surabaya.The findings of the research underscore that the Surabaya City government has formulated rational, proportionate, and well-organized policies for the organization and provision of space for street food vendors within the Dharmahusada Culinary Tourism Hub. However, the implementation of these policies is impeded by various challenges, including inadequate dissemination of information, limited access to information, and insufficient support or guidance. To address these issues, effective dissemination of information concerning tax incentives for MSMEs, the establishment of comprehensive information systems, the creation of centers for consultation and development of MSMEs, as well as the establishment of a joint marketing system, are imperative. Abstract

Program Jaringan Pelayanan Penyandang Disabilitas (Jalan Pintas) merupakan program yang dibuat oleh Dispendukcapil Kabupaten Pasuruan karena arahan dari Dirjen Dukcapil untuk membuat gerakan program jemput bola bagi penyandang disabilitas dalam pelayanan administrasi kependudukan. Tujuan penelitian ini adalah untuk mengetahui implementasi program Jaringan Layanan Disabilitas (Jalan Pintas) dalam pelayanan administrasi kependudukan di Dispendukcapil Kabupaten Pasuruan. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif dengan teknik penentuan informan melalui purposive dan snowball sampling. Teori yang digunakan adalah teori implementasi menurut David C. Korten yang dikutip oleh (Christianingrum & Djumiarti, 2019) yang mempunyai 3 indikator antara lain kesesuaian program dengan kelompok sasaran, kesesuaian program dengan organisasi pelaksana, dan kesesuaian kelompok sasaran ke organisasi pelaksana. Hasil penelitian menunjukkan bahwa implementasi program Jalan Pintas dalam pelayanan administrasi kependudukan telah berjalan dengan baik. Hal ini dibuktikan dengan puluhan kali aksi jemput bola yang menandakan bahwa program Jalan Pintas merupakan program yang tepat dan dibutuhkan oleh para penyandang disabilitas. Namun pada indikator kesesuaian kelompok sasaran dengan organisasi pelaksana, ditemukan bahwa program Jalan Pintas tergolong pasif karena menunggu laporan dari pemerintah desa, masyarakat, atau Dinas Sosial agar program tersebut dapat dilaksanakan. bisa diimplementasikan.

Abstract

Penelitian ini bertujuan untuk mengetahui, mendeskripsikan, dan menganalisis terkait penerapan aplikasi “SALAMAN” dalam pelayanan administrasi kependudukan di Dinas Kependudukan dan Catatan Sipil Kota Bandung. Metode penelitian yang digunakan dalam penelitian ini menggunakan kualitatif dengan pendekatan deskriptif dengan teknik pengumpulan data berupa wawancara,observasi, dan dokumentasi. Teori yang digunakan pada penelitian ini adalah teori elemen sukses penerapan e-government berdasarkan hasil kajian dan riset Harvard JFK School of Government yang terdiri dari Support, Capacity, dan Value. Hasil penelitian menunjukkan bahwa penerapan aplikasi salaman dalam pelayanan administrasi kependudukan sudah dinilai sukses, hal tersebut dibuktikan, antara lain dengan: 1) Adanya support atau dukungan  berupa visi misi, peraturan serta perundangan yang jelas, adanya dukungan alokasi dari pihak lain serta sosialisasi yang baik kepada masyarakat 2) Capacity atau kapasitas yang memadai yaitu mulai dari finansial yang cukup, kelengkapan infrastruktur teknologi informasi, serta sumber daya manusia yang kompeten 3) Value atau manfaat yang dirasakan oleh disdukcapil berupa pelayanan yang transparan,cepat, mudah, dan prinsip zero visit dapat terlaksana dengan baik. Begitu pula dengan masyarakat yang menerima manfaat berupa pelayanan yang praktis, hemat biaya dan dapat dijangkau kapan saja

Abstract

Tujuan penelitian ini adalah untuk mengetahui, mendeskripsikan, dan menganalisis evaluasi kebijakan Ruang Terbuka Hijau Taman Suroboyo Kota Surabaya. Dalam penelitian ini metode yang digunakan adalah deskriptif dengan  pendekatan kualitatif. Fokus penelitian ini menggunakan teori enam kriteria William N. Dunn (2003) diantaranya efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan ketepatan. Hasil penelitian yang diperoleh dari efektivitas menunjukkan sudah baik dengan ketercapaian tujuan dan realisasi yang dilakukan warga. Dari segi efisiensi kurang terlaksana dengan baik karena pada pengelolaan Taman Suroboyo kurang melibatkan warga sekitar dan mayoritas dilakukan oleh Pihak Dinas Lingkungan Hidup. Dari segi kecukupan dapat memecahkan masalah dengan cukup baik karena perekonomian dan lingkungan tempat tinggal warga secara perlahan bisa lebih baik. Dari segi perataan dapat dijelaskan bahwa kurang didistribusikan secara merata karena penyampaian informasi dan pemberitahuan dilakukan secara rapat tertutup sehingga terdapat beberapa warga yang tidak mengetahuinya. Pada indikator responsivitas dapat dikatakan bahwa warga masih memberikan tanggapan yang kurang baik karena ketidaksediaan lahan pengganti untuk melakukan berbagai aktivitasnya. Pada indikator ketepatan dapat dikatakan bahwa ketepatan Taman Suroboyo sudah tepat karena telah memberikan manfaat yang berguna kepada warga dan hasil yang ada telah sesuai dengan tujuan yang diinginkan.
