Abstract

The increasingly dynamic global strategic environment has generated various forms of non-traditional transnational threats, such as narcotics trafficking, human trafficking, cybercrime, and maritime terrorism. This situation requires the Indonesian National Armed Forces (TNI) to strengthen synergy and enhance the effectiveness of Tri-Service cooperation in responding to threats that are multidimensional and cross-domain in nature. However, the implementation of Integrated Tri-Service Cooperation still encounters a number of challenges, particularly in the aspects of command structure, system interoperability, organizational culture, and resource support. This study aims to formulate effective, integrated, and sustainable strategies to strengthen TNI Tri-Service cooperation in preventing non-traditional transnational crimes. The research employs a quasi-quantitative approach by combining Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis to formulate strategies, followed by the Analytical Hierarchy Process (AHP) to determine strategic priorities. The findings of this study highlight four key points. First, five major inhibiting factors were identified: limited interoperability, the absence of a permanent joint command structure, sectoral ego and differing organizational cultures, weak regulatory and legal authority, and limitations in budget and logistics. Second, six priority strategies were formulated: strengthening cross-service C4ISR systems, fostering a collaborative work culture and joint discipline, developing a Joint Command Information System (JCIS), establishing a permanent Joint Training Center (JTC), forming a permanent Tri-Service joint command structure, and developing a digital-based joint logistics system. Third, the priority ranking of these strategies is: strengthening cross-service C4ISR systems (0.261), forming a permanent Tri-Service joint command structure (0.174), developing JCIS (0.174), developing a digital joint logistics system (0.147), establishing a permanent JTC (0.134), and fostering collaborative work culture and joint discipline (0.109). Fourth, this study establishes a comprehensive and adaptive strategic model in which the integration of C4ISR–JCIS systems serves as the core of interoperability, strengthened by a permanent command structure, digital joint logistics, and a cross-service collaborative culture as the foundation for sustainable TNI synergy.

Abstract

Pasmar 1 has a significant role in flood disaster management through collaboration with various agencies such as the National Disaster Management Agency (BNPB). However, its implementation still faces several obstacles, particularly related to inter-agency coordination. This study aims to analyze the collaborative leadership model implemented by Pasmar 1 in integrated joint operations for flood disaster management in the Jakarta and Bekasi areas, analyze the obstacles that arise in this collaborative leadership in increasing the success of the operation, and formulate strategic recommendations to strengthen the effectiveness of Pasmar 1's collaborative leadership in future emergency response operations. The research method uses a qualitative, descriptive, and analytical approach. The research subjects included six members of the leadership, the National Disaster Management Agency (BNPB), and the Jakarta and Bekasi regional governments. Data were collected through interviews and analyzed using qualitative descriptive analysis techniques. The results showed that the collaborative leadership model of Pasmar 1 in flood management operations was realized through the active involvement of all stakeholders, effective dialogue, the sustainability of long-term coordination processes, and the guarantee of equal roles and rights between institutions. Barriers identified included limited coordination and communication between institutions, technical and geographical constraints in the field, a command structure that tends to be hierarchical, limited resources and logistics, and differences in perceptions regarding roles and responsibilities between institutions. Strategies to improve the effectiveness of collaborative leadership include strengthening cross-sector human resource capacity, digitizing command and coordination systems, institutionalizing a collaborative culture, improving organizational evaluation and learning, and strengthening the role of commanders as transformational leaders.

Abstract

This research aims to analyze the role and contribution of field leadership in strengthening the synergy between the National Police and the TNI in facing global challenges. The research method used is qualitative phenomenological. Data sources were taken based on interviews with representative informants at the level of National Police Headquarters and TNI Headquarters, Bekasi Resort Police and Sleman Yogyakarta Police, Sleman Dandim and Bekasi Dandim. Research period March - August 2024, data analysis using an interactive model. The results of the research show that future global challenges that will be faced by the National Police and TNI will focus on acts of terrorism, regional conflicts and asymmetric wars, maritime security issues, threats of damage to natural resources, natural disasters, climate change and cyber threats, cross-border crime, trafficking. drugs, acts of separatism and armed crime in addition to conventional threats, both horizontal and vertical. Successful leadership that builds Polri-TNI synergy is leadership that is communicative, collaborative and able to build coordination between the two institutions and other ministries/institutions with a vision of national interests.
