Abstract

Roads are the basic infrastructure that humans need most to be able to move from one place to another to meet their daily needs. According to the Central Statistics Agency, the Mentawai Islands area, the percentage of stable roads available in the Mentawai Islands is only around 10%, so that for Road infrastructure development in the Mentawai Islands is the main target for the local government. The funding system provided is mostly a single year funding system. Single year funding is defined as project activities where the work implementation period corresponds to or is equal to one budget year. The development of road infrastructure with a single year funding system in the Mentawai Islands will certainly not be without the name project risk. The aim of this research is to create risk management in road construction with a single year funding system in the Mentawai Islands. The interview method was conducted to informants. There are 15 risks identified for the Mentawai Islands Regency. The highest potential loss obtained from the contractor is the delay in the tender and the risk aggregate from the contractor is IDR. 40,300,000,000,- . The highest potential loss obtained from the owner is a natural disaster and the aggregate risk from the owner is Rp. 26,880,000,000,-. The highest potential loss that can be obtained from the contractor is the delay in the tender and the aggregate risk from the contractor is Rp. 40,300,000,000,- . Abstract

Padang pariaman district is one of potential region to develop being residence and settlement. From 2018 until these days, the subsidized housing is the dominated housing which been realised to be distributed for the low income community. Behind the developments, obstacles will be certainly faced by developers on the project fluidity. The adversity on building permits with stakeholder and developer deficiency of expertise are factors causing the housing project failure. This study purposes on discovering the success factor of housing project from perspectives of each stakeholder. The method of the study is mix methods. The study concludes that there are some successes factors of housing project based on perspective of each stakeholder. There is the commitment factor from the government institution perspective. While from the developer perspective, there are factors such as location, building quality, company management and guaranty. From consumer perspective, it associates with housing location, housing facility, housing quality and guaranty from developer. The dominant factor from the questionnaires’s result is the housing quality factor, so this can achive great influence category from the consumers.

Abstract

Kota Padang berada pada jalur Ring of Fire yang memiliki risiko yang cukup besar terhadap ancaman gempa dan tsunami yang juga berdampak terhadap fasilitas infrastruktur sanitasi. Penelitian ini bertujuan untuk melakukan penilaian kerentanan infrastruktur sanitasi saat menghadapi skenario bencana gempa dan tsunami di Kota Padang. Metode yang dipakai dengan memberikan bobot nilai kerentanan melalui pendekatan & penyesuaian. Nilai kerentanan yang diperoleh berupa 1 untuk tingkat kerentanan rendah dan 3 untuk kerentanan tinggi dengan menghitung setiap parameter fasilitas sanitasi. Hasil penilaian kerentanan fasilitas sanitasi terhadap skenario gempa berada pada tingkat kerentanan rendah. Hasil penilaian kerentanan terhadap skenario tsunami memiliki nilai yang beragam, diantaranya 26,3% sistem drainase primer memiliki kerentanan rendah, 68,4% lainnya memiliki kerentanan tinggi. TPA memiliki kerentanan rendah. 78,7% kontainer sampah memiliki kerentanan tinggi dan 21,2% memiliki kerentanan rendah. IPLT memiliki kerentanan kerentanan tinggi. 44,7% TPST3R memiliki nilai kerentanan tinggi dan sisanya memiliki tingkat kerentanan rendah. 55% IPAL komunal memiliki nilai kerentanan rendah dan 45% memiliki kerentanan tinggi. Rekomendasi yang diberikan kepada Pemkot Padang yaitu mengaplikasikan metode pembangunan sesuai standar dan peraturan terkait cara membangun fasilitas di daerah rawan bencana gempa dan tsunami serta mengaplikasikan teknologi yang diperlukan pada banguunan sanitasi agar mampu bertahan terhadap bencana gempa dan tsunami.

Abstract

Pembangunan Rumah Susun di Kota Padang belum selesai dengan baik. Proyek masih sulit diselesaikan sebelum batas akhir kontrak. Data dari Satuan Kerja SATKER Penyediaan Perumahan Provinsi Sumatera Barat menunjukkan bahwa pada tahun 2019 setengah dari total kegiatan Rumah Susun tertunda; pada tahun 2020, keterlambatan penyelesaian proyek sebesar 75%, dan pada tahun 2021, keterlambatan penyelesaian proyek sebesar 50%. Tujuan dari penelitian ini yaitu mengidentifikasi Faktor keterlambatan Rumah Susun dan menganalisis Faktor Dominan Penyebab Keterlambatan Rumah Susun. pendekatan yang digunakan dalam penelitian ini adalah pendekatan kombinasi antara pendekatan Kualitatif dan Kuantitatif ada pun Metode yang digunakan dalam penelitian ini adalah metoda penyebaran kuisioner kepada konsumen. terdapat 10 (Sepuluh) faktor yang menyebabkan proyek Rumah Susun Kota Padang tertunda adalah desain dan perencanaan, owner, perubahan, komunikasi, manajerial, finansial, sumber daya manusia, material, peralatan dan metode pelaksanaan.

Abstract

The success in the implementation of construction projects is determined by the quality of the people involved in handling them, especially those who play an important role in the process of implementing construction projects such as supervisory consultants, supervisory consultants must meet the necessary criteria. In addition, the competence of supervisory consultants is very important so that the implementation of construction projects can produce good performance. Competence of supervisory consultants can improve performance in project implementation. supervisory consultants who carry out strategic supervision such as choosing the necessary implementation methods, as well as providing the best solution if there are obstacles or obstacles in the implementation of construction projects. The formulation of the problem in this study is to find out how the classification of the competence of supervisory consultants on construction projects and find out what are the competency factors possessed by supervisory consultants on the implementation of construction projects. The method of data collection carried out is by means of literature studies and surveys on the required sources of information in the form of interviews and research instruments, namely questionnaires in the form of multiple choice questions consisting of 100 items for each expert. Data analysis was carried out with statistics using the help of the Microsoft excel program and the SPSS Version 23 program.

Abstract

Considering that the city of Padang is the capital city of West Sumatra province which apart from being the center of government, is also the center for economic activities, education, trade and other informal sectors, the need for housing for the community needs attention. Because proper housing is a basic need for humans to carry out life and daily activities. The geographical condition of the city of Padang is in the area along the earthquake path following the 6,500 km subduction zone to the west of Sumatra Island. Apart from earthquakes, there are many disasters that have the potential to occur in the city of Padang such as tsunamis, landslides, floods, flash floods, tornadoes, and others. These potential disasters must be considered by consumers in making decisions in choosing housing that is appropriate and has a small disaster risk. The purpose of this research is to identify the reasons for consumers in making decisions about choosing housing in the city of Padang and also to analyze consumer considerations regarding disaster risk in making decisions about choosing housing in the city of Padang. The study was conducted on 60 respondents with 33 indicators which were divided into six general variables, namely price, location, building architecture, ease of transportation, environmental facilities and infrastructure and psychology then two disaster risk variables, namely disaster-free locations and building structures. In this study, the most influential variables in consumer decision making in choosing housing in the city of Padang sequentially were disaster-free locations, building structures, building architecture, environmental facilities and infrastructure, psychology, price, location and ease of transportation. And also the six general variables regarding consumer considerations in making decisions on choosing housing in Padang City simultaneously or as a whole have an influence on the two disaster risk variables studied, namely disaster-free locations and building structures.

Abstract

This research addresses the problem of public knowledge of uninhabitable houses and the difficulty in identifying houses that do not meet community housing standards, to provide criteria for uninhabitable houses as well as optimize the rehabilitation assistance budget carried out by the Government. This research uses a quantitative descriptive method by collecting data through questionnaires, field observations, and documentation on 69 sample houses. The results of the analysis categorize the level of damage to the house into three categories, namely heavy, moderate, and light damage. From the research results of 69 sample houses, it was found that only 59 houses met the requirements for the uninhabitable house rehabilitation assistance program. In optimizing the allocation of aid funds, the level of damage to the house must be taken into account. With a more objective approach, rehabilitation housing programs can be more effective and provide greater benefits to people in need.

Abstract

The development of information and communication technology is increasing every year, contruction sector indeed. The rapid increase in technology in the construction sector has forced all AEC actors in Indonesia to follow these developments as an effort to increase work productivity. The breakthrough that can support infrastructure development to follow the digitalization era is the use of various technologies and applications of Building Information Modeling (BIM) which have many benefits. However, for the implementation of BIM in Jambi City itself still relatively low, from the maturity level of BIM based on the model (Succar, 2010) obtained a value of 0.719 at the non-existence level, which means that the use of BIM in construction companies in Jambi City has not yet been implemented. the discovery of the potential use of BIM, even seen from the optimism of the implementation of BIM in the company, not all informants have high optimism. Therefore, a study was conducted on the inhibiting factors that hindered the implementation of BIM in construction companies in Jambi City, using interview techniques to determine the actual obstacles. The 5 highest barriers factors were identified, that is Lack of understanding of BIM and its benefits, Lack of government support, Requires high hardware specifications, High investment costs for BIM official licenses, Lack of market demand (Clients). With this research, it is hoped that the application of BIM can be better and provide maximum benefits to construction companies in Jambi City.

Abstract

Planning consultant play a very important role in the success of a project, the consultant task in general is to translate the wishes and needs of the client in the design process which is poured into document drawings, structural calculations, costs, time and other supporting documents. Then supervise and provide assistance to contractors in the construction implementation phase, careful planning at the beginning of the project will produce an accurate implementation guideline product which will greatly determine the success of a project. Direct interviews were used in this study as data collection, designing questionnaires and determining variables. Questionnaires were distributed to 37 respondents and analyzed using the SEM (Structural Equation Modeling) method. The results of the analysis of the SEM method for the Interrelation of Design Performance Against Construction Performance showed that construction performance was affected by 97.3% by design and intervening performance. Human Resources is the most influential indicator in performance and design results and indicators in the design performance variables and construction performance variables are the success criteria for the design or planning document.

Abstract

This research is about the risk analysis of the selection of contractors in the procurement of construction works. The method used to carry out the existing risk analysis is the Failure Mode and Effect Analysis method. The research was conducted on five Work Units for Procurement of Goods and Services (UKPBJ) with the highest number of failed tenders from 2021 to 2022. Risk identification was carried out by means of literature studies and pilot surveys in the form of interviews with several selection working groups. It was found that there were 26 risks to be analyzed. Data collection was carried out by distributing questionnaires to the selection working group, where the selection working group was asked to fill in the levels of severity, occurrence, and detection for the 26 existing risks. Then analyzed using the RPN method for each risk. The results obtained show that of the 26 existing risks, there are 10 that have an RPN value above the critical value. These risks are delays in procurement preparation documents from PPK SKPD, failed auctions, qualification results that are not the actual ability of participants, shortage of uploading tender documents, goods and services providers not interested in participating in the auction, objections or complaints from bidders, misunderstanding of information in the auction, Details of HPS known by bidders, Intimidation from Providers, NGOs, and law enforcement officials, and Mistakes in choosing a provider Then the level of importance of the risk is also determined by multiplying the frequency with the impact so that there is one risk that is at a moderate level, namely the risk of delay in procurement preparation documents from PPK SKPD. For the ten risks that are above the critical value, mitigation measures are carried out in order to minimize the impact that occurs.
