Abstract

This study examines the implementation of public service ethics at the Regional Civil Service Agency (BKD) of West Sumatra Province as an effort to achieve good governance. Good public service ethics contribute to enhancing service quality and transparency in personnel administration. The findings indicate that BKD has implemented various standard operating procedures (SOPs) and communication strategies, including the use of social media, to improve information access and responsiveness to complaints. Despite challenges such as maladministration and insufficient socialization, BKD is committed to improving services and building trust among the public and civil servants.

Abstract

This study examines how traditional fishermen in Padang Coastal Area, West Sumatra, utilize social media to expand their market reach and improve economic welfare. Using a qualitative descriptive method, data were collected through interviews, observations, and documentation with three fishermen who have adopted digital platforms such as WhatsApp, Facebook, and TikTok for marketing. The findings reveal that social media enables fishermen to bypass middlemen, establish direct consumer relationships, and implement pre-order systems, leading to higher profits and market stability. Key strategies include visual content marketing (e.g., real-time stories, videos) and personalized communication via WhatsApp. Despite generational gaps in digital literacy, younger fishermen exhibit greater adaptability to newer platforms like TikTok. The study highlights social media's role not only as a marketing tool but also as a catalyst for structural economic transformation, fostering trust, sustainability, and community-based digital ecosystems. Challenges include uneven digital access and the need for institutional support to strengthen infrastructure and skills. This research contributes to the discourse on digital empowerment in traditional sectors, offering insights for policymakers and stakeholders to enhance inclusive digital fisheries economies.

Abstract

Community empowerment is a strategic approach to increasing economic independence, especially in rural areas. This study aims to analyze the impact of micro-enterprise programs on increasing economic independence of the community in Maninjau Village, West Sumatra. The method used is a descriptive qualitative approach with interview techniques, field observation, and documentation. The results of the study indicate that the implementation of micro-enterprise training programs such as entrepreneurship, capital assistance, and business assistance can encourage the growth of new business units managed by the local community, especially by women and village youth. A significant impact can be seen from the increase in family income, expansion of local economic networks, and increased knowledge and entrepreneurial skills. However, challenges such as limited market access, low financial literacy, and program desires are still challenges that need to be overcome. Overall, this empowerment program shows great potential in changing the pattern of economic independence into a more independent and sustainable pattern. This study recommends the need for synergy between local governments, financial institutions, and local assistants in strengthening the micro- enterprise ecosystem in the village.

Abstract

This study aims to examine community empowerment strategies in the development of the Adityawarman Museum as a cultural-based tourist attraction in Padang City. The museum holds significant potential in preserving the historical and cultural values of the Minangkabau people while serving as an educational tourism site. However, local community involvement in its management and promotion remains limited. Using a literature review method, this research identifies challenges and opportunities in empowering the community and formulates relevant strategies such as engaging local communities in cultural events, implementing digital promotion, and improving supporting facilities. The findings suggest that effective community empowerment can enhance local participation, strengthen cultural identity, and support the sustainability of the museum as an inclusive and competitive tourism destination.

Abstract

Housing is a basic human need that directly affects family welfare, yet many low income households in Indonesia still live in inadequate dwellings. The National Statistics Agency's 2024 report shows that only around 65 percent of Indonesian households occupy a proper house. This condition pushed the government to run the Housing Self Help Stimulant Assistance Program, known as BSPS, which helps low income families build or renovate their houses independently. This study aims to evaluate the implementation of BSPS toward community welfare in Kuranji Subdistrict, Padang City. The research applies a qualitative descriptive method, with data gathered through interviews, observation, and document review. Thirteen informants were selected through purposive and snowball sampling, consisting of beneficiaries, a field facilitator, staff of the Provincial Housing Unit, and a subdistrict officer. Data were analyzed using William N. Dunn's six evaluation criteria, namely effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. Findings show that BSPS brought real benefit by improving the physical condition of houses, making them safer and more comfortable. However, the program has not run optimally, since the assistance fund of twenty million rupiah is insufficient to cover rising material and labor costs, the beneficiary data still contains inaccuracies, and the quota provided cannot cover the number of substandard houses in the area. Communal land ownership issues also limit access for some eligible households. Overall, the program has a positive impact on housing quality, though improvements are needed in data accuracy, aid amount, and implementation mechanism to make it more effective and equitable.

Abstract

This study examines the effectiveness of post-disaster relocation policy following the Galodo disaster in Nagari Bukik Batabuah, Canduang District, Agam Regency. The issue arises from the gap between the government’s objective to protect affected residents by relocating them to safer areas and the reality that many residents still choose to remain in disaster-prone zones. This study aims to analyze the implementation effectiveness of the relocation policy and identify the factors influencing its effectiveness. The research used a descriptive qualitative method, with data collected through interviews, observation, and documentation. The analysis was based on the organizational effectiveness theory of Richard M. Steers, which includes goal achievement, integration, and adaptation. The results show that the relocation policy has not been fully effective. In terms of goal achievement, the government has provided permanent housing and relocated some residents, but community participation remains low. In terms of integration, coordination among BPBD, PERKIM, the nagari government, and customary leaders has been carried out, yet policy communication and public understanding remain limited. In terms of adaptation, basic facilities and empowerment programs have been provided, but residents still face difficulties related to livelihoods, economic access, and socio-cultural attachment to their original settlement. Therefore, the effectiveness of this policy needs to be improved through stronger communication, community participation, economic recovery, and involvement of local customary leaders.

Abstract

The implementation of the M-Passport application is a digital-based public service innovation aimed at improving the quality of passport services and public satisfaction. However, its implementation still faces several obstacles, such as system disruptions, limited service quotas, and low digital literacy among some residents. This study aims to evaluate the quality of online passport services (M-Passport) in improving public satisfaction at the Class I Immigration Office (TPI) in Padang. The study used a qualitative approach with descriptive methods. Data were obtained through observation, interviews, and documentation, then analyzed using the Miles, Huberman, and Saldana model. The service evaluation refers to William N. Dunn's six indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results indicate that the M-Passport service has been running well and has facilitated the passport application process. Officers were deemed responsive, friendly, and communicative in serving the public. However, improvements are still needed to improve the stability of the application system, service capacity, and socialization of M-Passport use to continuously improve service quality and public satisfaction.
