Abstract

Empowerment is a process of strengthening and developing personal and community capacity. Thus, the success or failure of empowerment depends on how much the community is able to capitalize on the capital and develop the capacity they have. The main argument in this study is the difference in empowerment success caused by the role of social capital in the community. This research is in the form of a case study conducted in Painan Selatan Village and Carocok Anau Village. Using a semi-structured approach by conducting in-depth interviews. The results showed that fishermen in Painan Selatan Village were able to strengthen trust, increase participation and develop their social values, conditions that were not found in the Carocok Anau Village. This is due to differences in their perceptions of empowerment. Painan Selatan fishermen formulate empowerment as an ongoing process while Carocok Anau Village fishermen consider empowerment as a program sourced from the government.

Abstract

Geothermal is one of the potential renewable energy sources in Indonesia. This great potential makes the government try to develop geothermal energy development, one of which is in Mount Talang. However, the development received a rejection from the community, including non-state actors. This study looks at the strategy of the YLBHI Padang Legal Aid Institute in advocating the movement against the construction of geothermal energy-powered power plants. The studying conducted for 6 (six) months. This research design uses qualitative methods. The data sources we collect are interview data, observation results, official texts or policies, journal articles, websites on the internet, newspapers, social media, and youtube. The advocacy strategies carried out by LBH YLBHI Padang are; understanding strategic issues, building opinions and facts to the public, building coalition networks with civil society such as local communities, NGOs, students, national networks, and academics, designing goals and strategies as well as monitor and assess movements. The result of the advocacy carried out by LBH YLBHI Padang was the "temporary" suspension of constructing a geothermal energy power plant in Mount Talang. This research ends with research recommendations such as the need for inclusive stakeholder involvement in the formulation of development policies and 2) the need to grow civil society in the regions to become non-structural control for the government.

Abstract

Analisis bibliometrik adalah pemetaan trend riset penelitian dengan pengelolaan metadata dari google scholar. Tujuannya untuk mengetahui trend riset tentang kapasitas non state actor dalam  pelestarian hutan mangrove. Riset dilakukan pada 12 April 2023 melalui penelusuran database google scholar dengan keywords capacity; non state actor; mangrove menggunakan aplikasi Publish of Perish (POP) versi 2023.1.6.19. Data hasil PoP kemudian dianalisis secara deskriptif berdasarkan tahun terbit publikasi, nama publisher, produktivitas peneliti dan rangking jurnal. Untuk mendapatkan peta perkembangan riset secara akurat, data PoP diekspor ke format file Excel CSV dan Result as RIS. Data CVS dibuat pivot tabel dan data RIS dianalisis menggunakan aplikasi VOSviewer (VV). Hasil riset menunjukkan bahwa jumlah publikasi hasil riset di tahun 2012-2022 mengalami peningkatan secara fluktuatif dan sudah banyak terindeks scopus. Melalui visualisasi VV menunjukkan bahwa peta perkembangan riset non state actor terbagi menjadi 4 klaster. Klaster 1 disimbolkan berwarna merah  terdiri dari collective action, forest, local communities, political ecology dan Redd+. Klaster 2 disimbolkan berwarna hijau terdiri dari adaption, implementing entity, risk, sustainability dan vulnerability. Klaster 3 disimbolkan berwarna biru terdiri dari mangrove dan mitigation. Klaster 4 disimbolkan berwarna kuning terdiri dari climate change dan security.

Abstract

The aim of this study is to assess the depth of research on power relations in the development of community-based tourist governance using a bibliometric approach. The database is searched using the Publish or Perish program, and the search results are extracted using VOSviewer. The topics were connected, according to the data analysis of the 5 clusters. VOSviewer can provide bibliometric mapping using the three primary visualization types of network visualization, overlay visualization, and density visualization. The two words that are used most frequently are community-based tourism and sustainable tourism. Through VOSviewer, several published articles were analyzed regarding power relations in the development of community-based tourism governance and found that research on power relations had never been carried out in community-based tourism.

Abstract

Penelitian ini tentang evaluasi faktor pendukung dan faktor penghambat dalam pengelolaan kebijakan kepariwisataan pada objek wisata Danau Diatas, Kecamatan Lembah Gumanti Kabupaten Solok serta memberikan strategi yang sesuai. Penelitian ini menggunakan deskriptif analisis dengan pendekatan kualitatif. Data dikumpulkan melalui observasi, wawancara, dan studi dokumentasi dari berbagai informan yang terkait dengan objek wisata. Data dianalisis dengan teknik reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa pengelolaan objek wisata Danau Diatas dilaksanakan dalam bentuk pengembangan atraksi wisata, peningkatan fasilitas dan pelibatan masyarakat. Namun demikian pengelolaan pariwisaja ini dihadapkan pada permasalahan, perencanaan atraksi wisata belum optimal, belum ada pengembangan atraksi pendukung, Sarana dan prasana atraksi wisata belum didukung standar keamanan, dan rendahnya keterlibatan masyarakat. Saran dari penelitian ini adalah perlunya perhatian dan inovasi pemerintah daerah dalam pengelolaan atraksi wisata dalam bentuk prasarana, kemanan dan kenyamanan, pelibatan masyarakat agar potensi objek wisata di kawasan Danau Diatas berdampak bagi kemajuan daerah.

Abstract

This service program aims to increase the knowledge and capacity of BUMNag Duo Baleh Suku managers regarding business management competence and financial governance of village-owned enterprises. The method used in implementing this community partnership service is Participatory Learning Action (PLA). While the activity implementation technique is offline, with several stages, namely the preparation stage, the implementation stage and the monitoring and evaluation stage. The instrument for evaluating this activity is through questionnaires and interviews which are analyzed descriptively. The results of this dedication show that there is an increase in the capacity of BUMNag Duo Suku managers in business management and financial governance. In making decisions, management is able to read market orientation while still minimizing production costs without reducing quality. For financial governance along with the preparation of financial reports (cash flow statements, profit and loss statements and company balance sheets) made by the treasurer already follow the SAK financial accounting standards and are made using Microsoft Excel.
