Abstract

The purpose of this study is to describe the general conditions of regional science, technology and innovation (Iptekin) development, analyze opportunities and threats in the external environment as well as strengths and weaknesses in the internal environment, and formulate a strategic goals and objectives for the development of effective regional Iptekin in Southeast Sulawesi. This research uses a qualitative approach with an interpretive perspective. Data collection techniques used include interviews, document studies, benchmarking, and focus group discussions. Qualitative data analysis of the interactive model found that regional Iptekin development in Southeast Sulawesi is characterized by weak institutional and social and organizational fragmentation, and lack of resources. The overall factors of the political, economic, social, technological and legal environment contain opportunities and threats to the development of regional Iptekin but the dominant one is from the political environment. The factor of creating public value and assets/inventory are both internal strengths and weaknesses for the development of regional Iptekin. The strategic objective of regional Iptekin development based on environmental assessment is to increase the capacity of science and technology and the effectiveness of the implementation and utilization of regional science and technology.

Abstract

The purpose of this study was to find out and analyze the effect of division of tasks, work climate and additional employee income on employee performance. The research uses a quantitative approach, involving 37 respondents taken randomly from 58 employees who make up the study population. The questionnaire uses a Likert scale, (1-5), data analysis uses a multiple regression model with SPSS version 26.0 facilities and hypothesis testing uses an alpha of 0.05. Research results 1) The division of tasks, work climate and provision of TPP have a significant effect on employee performance. The three variables show a significant positive effect on employee performance, meaning that the better the division of tasks, the conducive work climate and the fair provision of TPP, the higher the employee performance; 2) The results of the partial test also prove that the division of tasks has a significant effect on employee performance, the effect is positive and significant, meaning that a proportional division of tasks increases employee performance; 3) Work climate has a significant and positive effect on employee performance, meaning that the more conducive the work climate is, the higher the employee performance in carrying out their duties; 4) Provision of TPP has a significant and positive effect on employee performance, meaning that the fairer the TPP is, the employee's performance will also increase.

Abstract

Context is recognized as having an influence on the efficient operation of public administration, including the management of local government assets. However, there is a lack of research exploring the topic. The purpose of this study is to analyze the context of asset management of the South Konawe Regency government. The context of asset management is analyzed from four aspects, namely needs, root problems, opportunities, and objectives of asset management. This research uses a qualitative method approach. Data were collected through semi-structured interviews. The data analysis technique used is a qualitative analysis of interactive models. The results show that there is a lack of clarity in the context of regional asset management, with differences between ideality and reality, which has the potential to harm the efficiency and achievement of long-term goals of local governments.

Abstract

The important role of employees in interactions between government and society in sub-districts attracts attention, especially regarding discretionary behavior such as job crafting which is considered to improve public services. The aim of this research is to determine the proportion of employees in the sub-district who are actively involved in job crafting behavior in improving public services, and to identify variations in the level of involvement among employees in the three dimensions of job crafting. This research used quantitative methods and involved all 39 employees from a sub-district government in Kendari City. Data was obtained through the use of a questionnaire with a Likert scale and distributed directly manually, and then analyzed using descriptive statistical analysis methods. The data analysis technique used was descriptive statistical analysis. The research results show that the majority of employees in this sub-district are active in job crafting, achieving around 75.9% ideal scores. However, variations in the level of involvement are seen among the dimensions of job crafting, namely seeking resources, seeking challenges, and reducing demands on the job. With a high standard deviation, it shows significant variation in the level of job crafting.
