Abstract

The research aims to find out and describe the Implementation of the Family Hope Program (PKH) policy in improving family welfare in Huangobotu Village, Kabila Bone Subdistrict, Bone Bolango Regency, viewed from aspects such as standards and targets, resources, inter-organizational communication, social, economic, and political conditions, characteristics of implementing organizations, and the attitudes of implementers. This research uses a descriptive approach with qualitative data analysis. Data collection techniques include observation, interviews, and documentation. Based on the research findings, it was found that the implementation of the Family Hope Program (PKH) policy in improving family welfare in Huangobotu Village, Kabila Bone Subdistrict, Bone Bolango Regency has been implemented following Minister of Social Affairs Regulation Number 1 Of 2018 regarding the Family Hope Program (PKH), viewed from aspects such as standards and targets, resources, inter-organizational communication, social, economic, and political conditions, characteristics of implementing organizations, and the attitudes of implementers. However, several issues were encountered during is implementation, including insufficient coordination between policy implementers and all relevant parties, lack of updating of beneficiary data resulting in ineffective implementation, and misallocating aid recipients. Thus, it can be concluded that implementing the Family Hope Program (PKH) policy to improve community welfare in Huangobotu Village, Kabila Bone Subdistrict, and Bone Bolango Regency has not been optimally executed. There are still aspects such as standards and targets, inter-organizational communication, and social, economic, and political conditions that need to be improved.

Abstract

This study aims to describe: 1) the KUBE Bintang Terang Program, 2) the role of KUBE in increasing community income, the success of the KUBE Bintang Terang program, 3) supporting and inhibiting factors for the implementation of the KUBE Bintang Terang program. This research use desciptive qualitative approach. The research subjects were managers and members of the KUBE program. Data analysis techniques used are data reduction, data presentation, and conclusion. Triangulation used is source triangulation and technique. The results of the study show that: 1) the KUBE program is a group / place for learning to obtain knowledge and skills and get the opportunity through activities in making embroidery clothes and beautiful brooches. 2) The role of KUBE in binding community income is a benchmark for KUBE programs. 3) The success of the KUBE program to be able to increase income and family welfare which is characterized by increasing members' income, social relations are well established. 4) Factors supporting the establishment of cooperation between managers, members, suppliers of raw materials, markets, government, the motivation for entrepreneurship, maintaining trust and market demand. The inhibiting factor is the lack of capital, sometimes there are unfavorable relationships between members, giving rise to a sense of boredom, lack of market demand in certain months and the number of competitors. The recommendation for the KUBE Bintang Terang program is to hold regular meetings, increase capital, and carry out promotions to areas that have not been reached. Abstract

The research aims to investigate (1) The stages of the Policy Implementation Process of the Livable House Program in Gorontalo City, with sub-focuses on Planning, Implementation, and Evaluation. (2) The factors supporting implementing the Livable House Program Policy in Gorontalo City, with sub-focuses on Communication, Resources, Disposition, and Bureaucratic Structure. This research method utilizes a qualitative approach with a descriptive qualitative research design, employing data collection techniques such as observation, interviews, and documentation. Based on the result of the research found in the field, it is evident that (1) The stages of the Policy Implementation Process of the Livable Housing Program in Gorontalo City, focusing on Planning, Implementation, and Evaluation, have been effectively implemented in accordance with the Gorontalo City’s Regional Regulation Number 5 of 2018. Nevertheless, several challenges remain, including; budget limitations, budget disbursement stages, and the proposal submissions process. Therefor, the government must ensure efficient, transparent, and accountable budget management to overcome these challenges. (2) The Factors supporting the Implementation of the Livable House Program Policy in Gorontalo City, such as Communication, Resources, Disposition, and Bureaucratic Structure, have been successfully implemented.

Abstract

The study aimed to discover how the implementation of the Slum Settlement Handling Policy in Gorontalo City is executed using indicators, managing policy processes, managing inter-organizational relationships, and managing both external and internal relations. This study used a qualitative approach with a qualitative descriptive research type. Moreover, the data were collected using observation, interviews, and documentation. Based on the study findings and discussions, the following study conclusions can be drawn: The Implementation of the Slum Settlement Handling Policy in Gorontalo City using indicators such as managing policy processes, managing inter- organizational relationships, and managing internal and external aspects. From an implementation perspective, this policy has been effectively executed in accordance with the provisions of Regional Regulations (Perda) of Gorontalo City Number 19 of 2017 concerning the prevention and improvement of the quality of slum housing and settlements. This regulation is aimed at addressing the issues of slum housing and settlements in Gorontalo City, enhancing the quality of life for the residents, and reducing poverty In handling slum settlement areas, the government has adopted policies involving cooperation and coordination with various relevant agencies, such as relevant departments, provincial government, local government, districts, and sub- districts. This policy aims to develop settlement areas and avoid slum conditions permanently. However, there are challenges to be faced, such as difficulties in implementing development plans due to the lack of coordination and synergy among government agencies and stakeholders. Insufficient resources, including budget constraints and limited infrastructure availability, often hinder development plans.

Abstract

This research aims to ascertain and analyze This study employed a quantitative method with simple regression analysis. The population for this study was 34 employees at the Office of Archives and Library of Gorontalo Province. Moreover, the sample consisted of the entire population using the saturation sampling method. Based on the results of hypothesis testing/partial t-test, which demonstrated that the calculated t-value exceeded the tabulated value (2,738 1,693), and the significance value (0,001) was lower than the alpha probability value (0,05). Based on this explanation, it can be concluded that the hypothesis of this study was accepted or Ho was rejected, and Ha was confirmed, indicating that, individually, the Archival Management variable had a positive and significant influence on Employee Work Efficiency at the Office of Archives and Library of Gorontalo Province. The magnitude of the influence of archival management on employee work efficiency at the Office of Archives and Library of Gorontalo Province was 30,4%, while the remaining 69,6% was influenced by factors such as; work desire, work abulity, and work skills in performing tasks.

Abstract

The purpose of this research is to describe the effectiveness of Land and Building tax collection in at the office of Bongohulawa village, Limboto subdistrict of Gorontalo Regancy, according to four indicators; input, throughput, output, and outcome. The object is the office og Bongohulawa village in Limboto Subdistrict of Gorontalo Regency. This is a descriptive qualitative research, the data is collected through observation, interviews, and documentation to be analysed qualitatively. The result of this research shows that (1) the input had been done effectively according to the procedures established by the office, (2) throughput or informing about the land and building tax by giving the tax return to every head of the villages to facilitate the payment at the post office, bank, or directly to the head of the village, (3) the output indicator shows that the tax collection had not done according to the target, and (4) outcome indicatortells that the tax payment procedures and mechanism implemented at the office had been done effectively. Therefore, according to the result above it can be concluded that the effectiveness of Land and Building tax collection had not been done effectively and led to the tax revenue target unachieved. It means that not all the people living in Bongohulawa village were aware of the tax payment, and that it is recommended to recognize the important of settling the tax payment.

Abstract

The purpose of this study was to find out and describe Implementation of Tourism Development Policies in Olele Village, Bone Bolango Regency and the Factors that influence the Implementation of Tourism Development Policies. The research method used is descriptive qualitative, using data collection techniques through interviews, observation and documentation studies. The data analysis technique uses the Miles Huberman model with the stages of data collection, data reduction, data presentation, and drawing conclusions. The results of this study found that the Implementation of Tourism Development Policies in Olele Village, Bone Bolango Regency, has been going well in terms of planning which has used ecological studies. The implementation has been running quite well in accordance with the planning. The Regular monitoring and evaluation is carried out. However, in its implementation there are still several obstacles.The obstacle lies in the communication factor where there is still a lack of coordination and tourism promotion. Insufficient resource management. As well as the Disposition orthe implementor behavior where problems arise from community who do not yet have compliance in the effort to implement tourism development policies in Olele Village. However, the distribution of authority and tourism CSR also the SOP has been carried out properly.

Abstract

This study aims to determine (1) Implementation of Slum Handling Policy (Self-help Housing Stimulant Assistance) in Supporting the Development of the Tomini Bay Area in Dumbo Raya District by using planning, implementation and reporting indicators. (2) Factors Determining the Success of Implementation of Slum Handling Policy (Self-help Housing Stimulant Assistance) in Supporting the Development of the Tomini Bay Area in Dumbo Raya District by using organizational indicators, interpretation, and implementation. This research method uses a qualitative approach with a qualitative descriptive research type, while the data collection techniques used are observation, interviews and documentation. Based on the results of research analyzed in the field that (1) Implementation of Slum Handling Policy (Self-help Housing Stimulant Assistance) in Supporting the Development of the Tomini Bay Area in Dumbo Raya District using planning, implementation and reporting indicators has been carried out properly. However, based on findings in the field, several obstacles were encountered by Recipients of Self-Help Housing Stimulant Assistance (BSPS), namely difficulty finding building materials due to many queues of buyers, also complaining that the building materials ordered were not sufficient for the construction of their houses, so KPB overcame the shortage using his personal money. (2) Factors that determine the success of the implementation of Slum Handling Policy (Self-help Housing Stimulant Assistance) in supporting the development of the Tomini Bay area in Dumbo Raya District using organizational indicators, interpretation and implementation that have been carried out properly.

Abstract

This study aims to analyze the policy of collecting restaurant taxes to increase local revenue (PAD) in Gorontalo Regency. This study uses a qualitative descriptive method with primary and secondary data types. The focus of this research is optimizing government policies for collecting restaurant taxes in Gorontalo District. The results of the study show that government policies for collecting restaurant taxes are generally good but not yet effective in increasing local revenue (PAD). This can be seen from the indicators: achieving goals, integration, and adaptation used in capturing data in instruments to achieve maximum goals have not optimally contributed to local tax revenues, especially in the last two years. At the integration stage, in this case, the methods and approaches used during the socialization process have not yielded optimal results, which is evident in the lack of awareness among taxpayers about paying restaurant taxes. Meanwhile, for adaptation, especially the infrastructure or electronic transaction tools used to control and monitor the amount of tax revenue, not all of them can operate the equipment. The low level of public awareness of paying restaurant taxes can be seen from the fact that there are still some people who do not understand the benefits of restaurant taxes as a source of local revenue for Gorontalo Regency.

Abstract

Tuljulan dari pelnellitian ini adalah ulntulk melngidelntifikasi dan melnjellaskan elfelktivitas pelmulngultan pajak bulmi dan bangulnan di Kantor Kellulrahan Bongohullawa, Kelcamatan Limboto, Kabulpateln Gorontalo, delngan melnggulnakan elmpat indikator: Inpult, Throulghpult, Oultpult, dan Relsullt. Objelk didalam pelnellitian ini adalah Kantor Kellulrahan Bongohullawa Kelcamatan Limboto Kabulpateln Gorontalo, kelmuldian meltodel yang digulnakan dalam pelnellitian ini yaitul meltodel delskriptif kulalitatif. Adapuln telknik dalam pelngulmpullan data pelnelliti melnggulnakan telknik obselrvasi, wawancara, dan dokulmelntasi delngan analisis data selcara kulalitatif. Hasil pelnellitian ini melnulnjulkan bahwa  (1) Inpult suldah dijalankan selsulai delngan  langkah-langkah dan  proseldulr yang ditelrapkan olelh Kantor Kellulrahan Bongohullawa Kelcamatan Limboto Kabulpateln Gotontalo dan telrbilang suldah elfelktif, (2) Throulghpult, dalam pelngimformasian melngelnai pajak bulmi dan bangulnan yaitul delngan melmbelrikan sppt mellaluli tiap kelpala kellulrahan selhingga melmuldahkan para wajib pajak tidak lagi melndatangi kantor kellulrahan dan suldah melmuldahkan dalam hal pelmbayaran mellaluli kantor pos, bank dan seltiap kelpala kellulrahan, (3) Oultpul,t dari hasil pelnellitian bahwa dari hasil pelmulngultan pajak bulmi dan bangulnan di Kantor Kellulrahan Bongohullawa Kelcamatan Limboto Kabulpateln Gorontalo bellulm selsulai delngan targelt yang diteltapkan selhingga bellulm dikatakan elfelktif, (4) Oultcomel, dalam melkanismel proseldulr pelmbayaran pajak bulmi dan bangulnan di Kantor Kellulrahan Bongohullawa Kelcamatan Limboto Kabulpateln Gorontalo suldah telrbilang baik. Belrdasarkan hasil pelnellitian ini dapat disimpullkan bahwa Elfelktivitas Pelmulngultan Pajak Bulmi dan Bangulnan bellulm belrjalan selcara elfelktif selhingga pelndapatan ataul targelt yang ditelntulkan bellulm selsulai delngan yang suldah diteltapkan selhingga dapat dikatakan masyarakat Kellulrahan Bongohullawa Kelcamatan Limboto Kabulpateln Gorontalo masih kulrang kelsadaran dalam hal pelmbayaran pajak bulmi dan bangulnan selhingga dihimbaul ulntulk lelbih melningkatkan ataul melnyadari bahwa pelmbayaran pajak bulmi dan bangulnan itul sangat pelnting.
