Abstract

This article or writing aims to analyze the North Sumatra DPRD Commission E Strategy (Period 2019-2024) in measuring the Development Supervision and Social Welfare Function in North Sumatra Province and analyze the Inhibiting Factors of the North Sumatra DPRD Commission E Strategy (2019-2024 Period) in carrying out the Development Supervision Function And Social Welfare in North Sumatra Province. Data was collected through interviews, observation, and documentation and analyzed qualitatively.  This study concludes that the North Sumatra DPRD Strategy Commission E (2019-2024) in monitoring development and social welfare includes planning strategies, the use of competent human resources, and budget efficiency. However, limited human resources, absence of members at meetings, and lack of understanding of regulations hamper its effectiveness. To increase effectiveness, it is necessary to increase human resource capacity, ensure meeting attendance, and better understand the regulations. Overcoming these obstacles will strengthen Commission E's supervisory function and increase its contribution to development and social welfare in North Sumatra Province.

Abstract

The purpose of this study was to determine the role of the village government in realizing farm tourism as a village innovation program in Melati II Village, Perbaungan District. This question is focused by Labolo's (2010:32) work to get an answer using his Ryaas Rasyid role theory. This theory includes 1) the role of government as regulator, 2) the role of government as dynamist, and 3) the role of government as facilitator and mediator. Political theory by Carl J. Friedrick in Suwitri (2008:5-6). Data obtained in the field were collected by primary and secondary data acquisition techniques and analyzed qualitatively. The study concludes that the role of village government of Melati II in realizing agritourism in Panten Cresset through village innovation program is not yet complete. This has been attributed to a role that has not been performed effectively, a lack of enthusiasm in providing direction, guidance and socialization to the community, and an underutilization in managing the assistance provided by the Ministry. Not due to the role of village government in Melati II. Go to a village in the Republic of Indonesia and pay no attention to access to the target. Panten Creset Farm Tour. The obstacle facing the village government of Melati II is the emergence of Covid-19.

Abstract

This article or writing aims to explore the role of the Village Consultative Body (BPD) in the process of designing and making village regulations (Perdes) in Bangun Village, Parbuluan District, Dairi Regency and identify the obstacles faced by the BPD in carrying out village legislative functions and channeling community aspirations.  The problem focuses on evaluating the role of the BPD in the process of making village regulations in Bangun Village. In order to approach this problem, a reference to the role theory put forward by Soejono Soekanto is used. Data was collected through observation, in-depth interviews, documentation and analyzed qualitatively. This study concludes that the role of the Village Consultative Body (BPD) in Bangun Village, Parbuluan District, Dairi Regency, is very important in making village regulations (Perdes). However, the implementation of BPD has not been optimal due to obstacles such as lack of understanding of regulations, poor communication and lack of training. To increase effectiveness, improvements in local government capacity, training and support are needed. With these steps, it is hoped that the BPD can be more effective in carrying out its functions and improve community welfare.

Abstract

This research has a background with the occurrence of cases that are currently emerging, namely the performance of services for issuing electronic identity cards (KTP-El) at the Karo district population and civil registration service. The purpose of this study was to find out and describe the performance of the publishing service (KTP-EL) in the Karo district population and civil registration service. This study uses a qualitative method that is descriptive using the Sadarmayanti Theory. Observation data collection techniques, documentation, and interviews. The results of this study show how the performance of the service for issuing electronic identity cards (KTP-EL). And obstacles in issuing electronic identity cards (KTP-EL) to the Karo district population and civil registration service. From the results of research on the service of issuing electronic identity cards (KTP-EL) at the Karo district population and civil registration service by directing all people who take care of electronic identity cards (KTP-EL) to take queue numbers, and provide seats for people who are queuing waiting for recording (KTP-EL). Obstacles encountered in issuing electronic identity cards (KTP-EL) at the Karo Regency population and civil registration service. It often happens that the network is unstable so the process of printing and recording electronic identity cards is hampered.

Abstract

The Family Hope Program (PKH) is a conditional cash assistance with the target of Very Poor Families (KSM) with the aim of poverty alleviation. This study aims to analyze the performance of government apparatus in distributing PKH to the poor in Kenangan Baru Village and to find out what are the inhibiting factors in the distribution of PKH in the Village. This study focuses on the suboptimal distribution of PKH funds and the inaccuracy of recipient targets. The Mondy, Noe Premeaux theoretical approach is used with indicators of quantity, quality, independence, initiative, adaptation, and cooperation. Data were collected through observation, interviews, and documentation, and then analyzed in a qualitative descriptive manner. This study concludes that the distribution of PKH is going well, but there are still inaccuracies in targets and delays in funding. The apparatus is not yet fully independent, while PKH companions have shown good initiative and adaptation. However, coordination with the village apparatus is still lacking. The main obstacles include data insynchronization, low participation of KPM, limited human resources to accompany them, and undistributed funds.

Abstract

This study aims to analyze the implementation of the principles of good governance in improving the quality of public services at PT PLN (Persero) ULP Medan Kota, Medan Petisah District. The principles of good governance, which include transparency, accountability, community participation, effectiveness, efficiency, and law enforcement, are important factors in increasing customer satisfaction with PLN's services. The research method used is qualitative with a descriptive approach, where data is collected through in-depth interviews, observations, and documentation. Source triangulation techniques and methods are applied to ensure the validity of the data. The results of the study show that even though PLN ULP Medan Kota has implemented the principles of good governance, there are still several obstacles, such as lack of public understanding of the complaint mechanism, limited technological infrastructure, and slow response in handling customer complaints. To overcome these obstacles, PLN needs to increase service socialization, strengthen the digitalization system, and increase the capacity of human resources. With continuous improvement, it is hoped that the quality of PLN's services will increase, so that it can provide more transparent, accountable, and efficient electricity services for the community.

Abstract

This study aims to analyze the role of Baja Village-Owned Enterprises (BUMDes) in improving the community's economy through the agricultural sector in Bangun Village, Parbuluan District, Dairi Regency. The research method used is a qualitative approach with data collection techniques in the form of literature studies, observations, in-depth interviews, and documentation. The informants in this study consisted of eight people who were directly involved in the management of BUMDes. The results of the study show that Baja BUMDes play a role in providing business capital for farmers, improving labor skills through training programs, and providing more affordable production facilities. However, several factors hinder the optimization of the role of BUMDes, including limited capital, low use of technology, lack of community participation in training, lack of synergy with the government, and the impact of climate change. Therefore, cooperation between BUMDes, local governments, and the community is needed to strengthen sustainable agriculture-based economic development strategies.

Abstract

The sub-district head has a strategic role in improving the performance of employees at the sub-district level to support the effectiveness of government administration and public services. This study aims to analyze the role of the sub-district head in improving employee performance at the Percut Sei Tuan Sub-district Office, Deli Serdang Regency, as well as identify the inhibiting factors in the implementation of the policy. The research method used is a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and documentation. The research informants consisted of the sub-district head, the secretary of the sub-district, the head of the general and personnel subdivision, as well as employees and the community as additional informants. The results of the study show that the sub-district has implemented various strategies to improve employee performance, including performance supervision, motivation, improvement of work discipline, and training and skill development of employees. However, several obstacles hinder the effectiveness of the role of the sub-district, such as low employee discipline, lack of work facilities, lack of training programs, weak communication and coordination systems, and budget limitations. This obstacle affects the efficiency of employee work and the quality of public services.

Abstract

This study aims to evaluate the effectiveness of the Village Fund policy in improving community welfare in Bangun Rejo Village, Tanjung Morawa District, Deli Serdang Regency. The Village Fund is a government program that aims to support infrastructure development, economic empowerment, and the improvement of public services at the village level. This study uses a qualitative method with a descriptive approach, where data is collected through observation, in-depth interviews, and documentation. The informants consist of village officials and the community who have experience in managing the Village Fund. The results of the study show that the Village Fund policy has had a positive impact on infrastructure development, such as the improvement of village roads and public facilities, as well as in economic empowerment through business capital assistance and skills training. However, the effectiveness of this policy still faces obstacles, such as limited capacity of village officials, lack of transparency in budget management, and low community participation in supervision. Therefore, it is necessary to increase the capacity of the apparatus, technology-based transparency, and community involvement so that the management of the Village Fund is more optimal and sustainable.

Abstract

This Community Service Program (PKM) aimed to improve leadership and public speaking skills based on English literacy among members of Forum Cinta Muda Kota Medan. The activity was initiated in response to the limited ability of forum members to lead and communicate in public, particularly in English, which hampers their participation in both local and international forums. The program was conducted over two days using a participatory-educative method, involving participants actively through material delivery, practice sessions, simulations, and evaluations. The training materials included fundamental concepts of leadership, public speaking, the relationship between both skills, and presentation techniques in English. Participant abilities were evaluated through pre-test and post-test questionnaires. The analysis results showed a significant improvement in participant abilities, with an average N-gain score of 0.72, categorized as high. This improvement was evident in aspects such as knowledge of leadership principles, public speaking concepts, presentation stages, and confidence in delivering ideas in English. The program’s impact extends not only to individual participants but also strengthens the organizational capacity of Forum Cinta Muda in addressing global communication challenges. For sustainability, it is recommended to hold regular classes, internal competitions, and establish collaborations with English-speaking communities and related networks.
