Abstract

The leadership role which prioritizes the element of exemplary behavior by the commander is essential in the implementation of unit development at Arhanud 003/ARK Detachment. This is related to unit members who are required to maintain their operational readiness to protect the unit against all increasing air attacks. Quantitative research conducted on all members of the Detachment aims to explore the implementation of Exemplary Leadership through practices (Model the Ways, Challenge the Process, Inspire a Shared Vision, Enable Others to Act, and Encourage the Heart) by the Commander in the unit development at the Arhanud 003/ARK Detachment and knowing the implementation of Exemplary Leadership from these five indicators which are the most influential in unit development at Arhanud 003/ ARK Detachment. Multiple regression analysis using the Stepwise method shows differences in the application of Exemplary Leadership according to Battery A, Battery B, Missile Platoon, and Maintenance Platoon. This condition has an impact on unit development at the Arhanud 003/ARK Detachment. The results of the analysis show that unit development is positively influenced by the implementation of Exemplary Leadership in the practices of Challenge the Process and Encourage the Heart, while other factors (Model the Ways, Inspire a Shared Vision, Enable Others to Act) are not that influential. This is because there are still obstacles and barriers in the unit development at the Arhanud 003/ARK Detachment which require innovative strategies and ideas as well as members who are always optimistic in improving the unit development at the Arhanud 003/ARK Detachment.

Abstract

Policy on military posture development is a vital element of defense forces policy, which contains of national commitment to allocate all resources to build military strength and capabilities. Every country has unique military posture development policy, which is differ one to other due to its perception of threats and strive for its nation’s interests. Indonesia enacted the policy of minimum essential forces (KPM TNI) of Indonesia armed forces to safeguarding the sovereignty and territorial integrity of Indonesia. The KPM TNI is targeting to have capabilities to handle two trouble spots at the same time caused by invasion of foreign armed forces or domestic rebellion. The KPM TNI policy has started in 2010 and should be finish in 2024. But, after two decades of its implementation the progress of the KPM TNI policy is fall behind schedule. For that reason, this research is aimed to find out the main factors that hampers the progress of the KPM TNI Policy. By doing it, hopefully able to recommend the best alternative to expedite the KPM TNI Policy to achieve the target within remaining time.

Abstract

The Kulawi-Marena community is one of the communities with customary law units located in Sigi Regency, Central Sulawesi.They have inhabited the area around the forests of the Lore Lindu National Park (TNLL) long before Indonesia became a country. The Katuvua customary law system is a mechanism for effective natural resource management in preserving forests and ensuring social order, rather than the governance applied by national park managers. The writing of this article is based on research conducted by the author with the Indonesian Institute for Forest and Environment (RMI) with the support of FAO funds in 2018. Qualitative methods were used in the data collection process through Participatory Rural Appraisal (PRA), in-depth interviews, and Focus Group Discussions (FGD). This article describes the customary forest management practices by the Kulawi-Marena community based on the Katuvua customary law system. Furthermore, this article shows that this practice is a form of grassroots institutional innovation that reflects "sodality" according to the understanding that has been formulated by Prof. Tjondronegoro which in this case is for the context of people outside Java. This kind of grassroots innovation in forest management based on customary law can be used as a lesson for efforts to resolve agrarian conflicts around conservation areas.

Abstract

This article tries to analyze the acculturation process and acculturation strategies of Chinese students in Indonesia, particular in Yogyakarta. In recent years, the number of Chinese students studying abroad has increased rapidly, and Indonesia has also become one of the destinations. In response to the call of the “One Belt, One Road” policy, Chinese universities have established Indonesian language majors. More and more Chinese students come to Indonesia as exchange students, and at the same time are experiencing the process of acculturation. This research uses Yogyakarta as a research base and aims to propose strategies for the acculturation of Chinese students in Yogyakarta. The research uses ethnographic methods; literature reviews, participant observation, and structured interviews for data collection. The study found that in the early period, Chinese students had quite a lot of difficulty in adapting and acculturating with local people and culture. In the process of adaptation, Chinese students should improve the initiative of acculturation, cultivate new ideas and value systems, and learn to enjoy Indonesian customs.

Abstract

This study analyzes the process of electronic services at the Surakarta City Land Office and the role of digital leadership in improving service quality. The research used a descriptive qualitative method with data obtained through in-depth interviews with 18 informants, observations, and document studies. Data triangulation is carried out to ensure the validity of the information. The results of the study show that electronic services, such as electronic mortgage (HT-El), elimination of Mortgage Rights/electronic roya (Roya-El), and electronic land registration certificate (SKPT-El) increase efficiency, transparency, and accuracy in the management of land services. Digitization is carried out gradually through the conversion of physical documents into electronic documents with encryption technology for data security. The electronic dashboard integrated with the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) allows for direct supervision, increasing accountability and accelerating services. The success of digitalization depends heavily on visionary digital leadership. The Head of Office not only acts as a decision-maker, but also as a driver of change, motivates employees, and builds external collaboration. This leadership creates a strong digital culture, strengthens relationships with stakeholders, and encourages a change in digital mindset. Innovations such as electronic certificates, Certificate Printing Platform, and the “Sentuh Tanahku” application improve the quality of electronic-based services, especially in the E-S-Qual and E-Recs-Qual dimensions, providing an efficient, transparent, and responsive experience for users.

Abstract

Dinamika perkembangan global berbasis teknologi digital turut mempengaruhi para pelaku kegiatan di berbagai sektor. Tidak terkecuali pada dunia Pendidikan, penggunaan teknologi informasi telah menjadi bagian dalam kegiatan sehari-hari. Di Lembaga Pendidikan Akademi Militer sejak tahun 2018 telah menerapkan penggunaan program jaringan fiber optic dari komando atas. Selanjutnya para peserta didik dapat menggunakan fasilitas tersebut termasuk akses internet. Pada pelaksanaannya penggunaan internet bertujuan untuk memfasilitasi para taruna dalam mengakses ilmu pengetahuan dan informasi lainnya yang dibutuhkan dalam menunjang proses belajar mengajar. Tujuan dari penelitian ini adalah: (1)  untuk mengetahui penggunaan internet oleh Taruna Darat di Lembaga PendidikanAkademi Militer, dan (2) untuk mengetahui persepsi Taruna tentang peran internet dalam menunjang pembentukan Tripola Dasar taruna Akademi Militer. Penelitian ini adalah penelitian kuantitatif. Objek penelitian adalah peran internet dalam peningkatan prestasi belajar Taruna Darat Akademi Militer. Subjek yang diteliti pada penelitian ini adalah mahasiswa/Taruna Akademi Militer tingkat III/Madya.Populasi dalam penelitian ini adalah seluruh Taruna Akademi Militer. Jumlah sampel penelitian adalah sebanyak 150 orang. Pengumpulan data dilakukan melalui penyebaran kuesioner. Analisis data penelitian dilakukan melalui analisis deskriptif dan analisis tabulasi silang.Hasil penelitian menunjukkan bahwa penggunaan internet dan media social oleh taruna darat memiliki pengaruh  yang signifikan terhadappembentukan Tripola Dasar terutama pada aspek Ilmu Pengetahuan & Ketrampilan dan aspek Kepribadian. Secara parsial, hasil dari penggunaan waktu dalam mengakses internet dan media social dapat meningkatkan nilai-nilai; kedisiplinan, kemandirian, kreatifitas dan keberanian berpendapat. Hasil analisa tabel silang menunjukkan bahwa 97,3 % ilmu pengetahuan taruna meningkat dengan penggunaan akses internet. Yang berdampak pada peningkatan prestasi belajar Taruna Darat.

Abstract

Given the unprecedented global economic and operational disruptions caused by the COVID-19 pandemic, which led to significant declines across various industries, particularly the mining sector, a critical question emerges regarding the effective strategies companies employed to ensure their survival and continuity. This study investigates how Amman Mineral Nusantara (AMNT) successfully navigated the unprecedented challenges of the COVID-19 pandemic, focusing on the critical role of agile leadership. Utilizing a qualitative research approach with in-depth interviews and documentation from AMNT's Batu Hijau site, the study examines the interplay of agile leadership, strategic commitment, integrated risk management, and market adaptation. Findings reveal that AMNT's resilience stemmed from its adaptive and transformative leadership, which fostered a culture of rapid response, uncertainty management, and robust communication and collaboration. The company's commitment to human resources and ESG principles, alongside comprehensive risk management and crisis-driven innovation, enabled sustained operational continuity, financial stability, and employee welfare. Key determinants of agile leadership effectiveness—individual responsibility, trust, self-organized teams, pioneer spirit, and focus—were crucial in navigating the crisis and promoting organizational resilience, particularly within the Indonesian work culture. This research highlights agile leadership as a vital model for effective crisis management and a catalyst for long-term organizational transformation and growth.

Abstract

The dominant practice of independent notaries in Indonesia is systematically vulnerable, causing service disruptions and losses for clients when a notary is unable to perform their duties. Although a superior alternative model, namely civil partnerships (maatschap), has a legal basis, its adoption rate is very low. This failure to innovate creates a market gap that is exploited by illegal actors and erodes public trust. Therefore, through a qualitative approach with a multi-site case study design, this article aims to uncover the root causes of this paradox and formulate policy recommendations to encourage professional transformation. The overall results of the study show that strong resistance to the adoption of maatschap is caused by a complex interaction between high-risk perceptions (especially loss of autonomy), a significant deficit of trust among peers, and the pressure of individualistic professional cultural norms. Four main determinants were identified as barriers: (1) ambiguous and unsupportive regulations, creating legal uncertainty; (2) low capacity for collaboration due to difficulties in building trust and a shared vision; (3) the complexity of technology management and integration; and (4) the failure of the socialisation process in building legitimacy and instilling new norms within the professional community.

Abstract

The COVID-19 pandemic has impacted the decline in tourism activities, both those managed by companies, individuals, villages, and Village-Owned Enterprises (BUMDes). The decline in tourism activities has had a secondary impact on small-scale businesses related to the tourism sector. The heavy dependence on the tourism sector and limited other business opportunities have hit the tourism industry's economy hard. Therefore, efforts are needed to enable them to survive and rise from the downturn in these activities. As one of the institutions that carry the Tri Darma of Higher Education, the campus world should have moved to carry out community service dharma. With community service, empowerment programs can be carried out for BUMDes and these business actors to increase resilience. The empowerment program is carried out as (1) workshop facilitation support and discussions with BUMDes managers and business actors in mapping problems and (2) formulating an action plan to reduce the impact and economic recovery of the COVID-19 pandemic. This empowerment program succeeded in mapping out problems and action plans to increase economic resilience during a pandemic and economic recovery through developing multiple economic businesses, such as preserving the tourism business while advancing farming, animal husbandry, mushroom cultivation, and herbal home industries. ==== Pandemi Covid-19 telah berdampak pada merosotnya aktivitas pariwisata baik yang dikelola oleh perusahan, perorangan, desa dan juga Badan Usaha Milik Desa (BUMDes). Kemerosotan kegiatan pariwisata membawa dampak ikutan terhadap usaha skala kecil yang terkait dengan sektor pariwisata. Ketergantungan yang besar terhadap sektor pariwisata dan keterbatasan peluang usaha lain telah memukul perekonomian pelaku wisata secara telak. Oleh karena itu, diperlukan upaya-upaya yang memungkinkan mereka tetap survive dan bangkit dari keterpurukan aktivitas tersebut. Dunia kampus sebagai salah satu institusi yang mengusung Tri Darma Perguruan tinggi sudah semestinya bergerak untuk melakukan darma pengabdian kepada masyarakat. Dengan pengabdian pada masyarakat dapat dilaksanakan program pemberdayaan bagi BUMDes dan pelaku usaha tersebut agar dapat meningkatkan resiliensi. Program pemberdayaan dilakukan dalam bentuk dukungan fasilitasi workshop dan diskusi pengelola BUMDes dan pelaku usaha dalam melakukan pemetaan masalah, dan perumusan rencana aksi untuk mengurangi dampak dan pemulihan ekonomi pandemi Covid-19. Program pemberdayaan ini berhasil memetakan masalah, dan rencana aksi untuk peningkatan resiliensi ekonomi pada masa pandemi dan pemulihan ekonomi melalui pengembangan usaha ekonomi ganda, seperti melestarikan usaha di pariwisata sambil memajukan usaha tani, peternakan, budidaya jamur dan industri rumah tangga herbal.
