Abstract

presence of hawkers at Jakarta Capital Special Region (DKI Jakarta) does not fit with the vision of thecity, which mostly emphasizes the cleanliness,beauty and neatness of the city, therefore the policy of publicorder on the ban of hawkers. This policy is implemented throughout the Cityof Jakarta including in Tanjung Priok sub-district which on thisoccasion became the focus of the research. This research intend toexplain the implementation of public order policy on the ban ofhawkers In Tanjung Priok Sub-District, North Jakarta. Abstract

Abstract: Education is a key to reducing poverty in the medium and long term and one of the mostimportant elements in national development, because with education for the community to be promisingpeople more advanced in his thinking. Thought developed societies to form a Human Resources (HR) ofhigh quality. in the District of Siau Tagulandang Biaro of school age who have not been able to get aneducation, in junior high school education who do not finish school amounted to 51 students from thedata taken at the Department of Education Youth and Sports District Siau Tagulandang Biaro. The causeof the children who dropped out of school As well as some elementary school and junior high school inthe district of Siau Tagulandang Biaro still not being prasyrarat terselenggaraya education among othersdamaged classrooms and the uneven ketersebaran teachers is a problem facing education in the DistrictSiau Taguladang Biaro. Conditions as described previously prompted the authors to determine the depthon the performance of the Department of Education, Youth and Sports District Siau Tagulandang Biaroin implementing the nine-year compulsory education program. From the results of research and analysisconcluded that the Performance Department of Education Youth and Sport in the Nine-Year CompulsoryEducation Program which terihat on five aspects, namely. Productivity, quality of service,responsiveness, responsibility and accountability. Abstract

Abstract: the problems that often arise in instances of Government clinicsespecially in this regard contained in management functions such as planning,organizing, implementing, and monitoring at regular intervals. Based on thepermasalahaan that occur in the context of Pererencanaan, organizing,implementing and monitoring. Aspects of management became a very importantthing to note. Departing from the importance of the required management withinthe Organization, so that the researcher is interested in lifting and discussingand researching the title research on the management of health services at theClinic, and forms the Southeast Minahasa Regency Striped Subdistrict. Thisstudy uses qualitative methods because it is done in a natural condition.Sugiyono (2013) suggested that the research methods qualitative researchmethods are used to examine the conditions of natural objects, whereresearchers are as a key instrument, techniques of data collection conducted inthe combined inductive in nature, data analysis, and the results of the qualitativeresearch emphasizes the significance of on generalities.The number ofinformants 11 people, consisting of 1 head of clinics, 1 poly head General, I headthe poly Poly 1 head gear, maternal and child health, seven patients.Keywords: Health Services Management

Abstract

Improvement and empowerment of community resources in a planned and systematic way will greatlyaffect the improvement of people's welfare in Tompaso Barat District. This study uses quantitative research,which is trying to answer the magnitude of the effect of variables Empowering Small and MediumEnterprises to the Welfare Society.The data were collected with careful observation, including questionnaires in detailed contexts andin-depth interviews, as well as analysis results. Descriptive Statistics describes the mean and standarddeviation of the dependent and independent variables, the average public welfare being 31.87 means withthe standard deviation of 2,980. The average empowerment is 28.70 means with the standard deviation of2,902. Contribution of empowerment variable to welfare is obtained 48,0% it means that variation of societyprosperity change also influenced by variation of change of empowerment variable and the rest equal to52,0% which influenced by other factor. By empowering Small and Medium Enterprises in West TompasoSubdistrict will affect the welfare of the community as well as increase economic growth in each village.Keywords: Small and Medium Enterprise Empowerment, Public welfare

Abstract

Abstract : This study aims to determine how Professionalism of the apparatus in the distribution of prosperous rice in the eastern malalayang village. This research was conducted in may 2017. This research used qualitative method that is research type used to research on natural object condition where the researcher is a key instrument, data collection technique is done by tringulation (merges), data analalysis in inductive and the results of research qualitative emphasizes the meaning of gener-lation. Infomants in this study amounted to 12 people, namely head of urban village 1 person, head of environment 3 people, implementing unit of distribution and citizen counted 7 people. The results of this study note that the pofessionalism of the apparatus in the distribution of prosperous rice in the eastern malalayang village seen from the aspect of creative, innovation and responsiveness is good enough, but if measured in terms of ablitity can not be said professional. Based on existing research in view of the accuracy of the administration has not been met well, still found data collection that has not been right target due to lack of coordination and cooperation between urban village apologists. Referring to some of the results of this study, then as a suggetion and solution and problem solving in this research are: (1). The goverment should be more critical in responding to any good public complaints between the village government on beneficiary households (3). Every year needs to be done data collection again because poverty it self is relative meaning in the moon alone can move from poverty to prosper or vice versa (4). The availability of a box complaints or suggestions in each village, because considering there are people who may be embarrased or afraid to submit complaints and suggestions. (5) the importance of socialization between the community and the village apparatus regarding the distribution of propperous rice.Key word: Pofessionalism, Apparatus

abstract: the condition of the implementation of public services is still faced with the government systemthat has not been effective and efficient and the quality of human resources apparatus not yet adequate.Based on the background of the problem, this study aims to find Accountability Performance of Civil StateApparatus in Public Service Implementation at Kawangkoan District Office of Minahasa Regency.The method used in this research is research method descriptive qualitative. To describe State Civil StateApparatus Performance Accountability in Public Service Implementation at Kawangkoan District Office ofMinahasa Regency. Collection techniques are conducted through: Observation, Interview, Document StudyThe results showed that each apparatus can perform and complete the tasks carefully, both the task ofreporting to the superior, as well as the task of service to the community, the way the officers work is inaccordance with SOP and Tupoksi respectively; Kawangkoan District Office Apparatus always do goodservice to society in discipline, good discipline in terms of time, nature or character, or discipline incommunicating.Keywords: Accountability, Performance, State Civil Service and Public Service

Abstract

This research aim to find out the effectiveness of the use of the village Fund programcommunity empowerment didesa Kanawong on fiscal year 2017. Research methods used in thisresearch is qualitative. The data used are composed of primary data and secondary data. Withthe technique of collecting data through observation, interview and documentation, dataobtained from various sources and analyzed with data reduction steps, the presentation of thedata and the withdrawal of the conclusion. Results of the study showed that the use of the fundsin the village of Kanawong sub-district of the Western Islands Regency Siau SITARO programeffectiveness to achieve the empowerment of communities in the measure of the transparency ofboth the program less efektiv village Government does not explain about the use of the villageFund, on aspects of participation is already running on the community through involvement inactivities of the integrated service post, while on the Government less look real on the trainingprogram the village chief and the posyandu activities, device already running and can beenjoyed by society, in contrast to training activities yet can be enjoyed. Posyandu program canbe completely accountable, but less on the training can be accounted for. Empowermentprogram on training does not continue the Government's work plan is seen from the village ofthe year 2018, posyandu empowerment as well as the budget continues to increase. Theconclusions and suggestions of transparency on the activities of the training of village chief anddevices as well as the activities of posyandu in village Kanawong less effective, participation isalready a real run on the society, training activities the village chief and the village has yet to bebe enjoyed while at posyandu activities can be enjoyed, the less training activities can beaccountable, the activities of posyandu can be accountable. Abstract

Abstract: The realization of village funds is a follow-up to the government's program of building Indonesiafrom the periphery by strengthening the regions and villages within the framework of the Unitary State of theRepublic of Indonesia aimed at improving the welfare and equity of development through improving publicservices, promoting the economy, overcoming the inter-village development gap and strengthening thecommunity as subject of development. The purpose of this study is to determine the extent of effectiveness ofvillage fund management in Kalinaun Village, East Likupang District, North Minahasa District. This researchis a descriptive research with qualitative approach. Technique of collecting data in this research is usingobservation method that is direct observation to research location and do interview and documentation. Thefocus of research is the achievement of goals, integration and adaptation. Based on the results of the research,the effectiveness of the management of village funds in Kalinaun Village, East Likupang District, NorthMinahasa Regency, can not be said to be effective because the development done by the government still findssome problems and the development is not done evenly, making social jealousy among the community. TheKalinaun Village Government is also inconsistent with what it deliberates so that people are reluctant to worktogether.Keywords: Effectiveness of Village Fund Management.

Abstract

ABSTRACT: The purpose of this study was to determine the effect on the performance of the ethics office at theState Secretariat of Civil Administrative Region city of Manado.The method used is the method of quantitative research korelasional.Responden are 36 people ASN / PNS taken byrandom sampling technique of structural official and executive employees / staff at the Regional SecretariatManado.Data used is primary data collected using questionnaires and assisted with interview techniques. Theanalysis technique used is a simple linear regression analysis and simple correlation / product moment.The result showed: (1) variable regression coefficient ethics office to the level of performance of the apparatus isvery significant posifive and (2) the correlation coefficient and the coefficient of determination variables ethicsoffice to the performance of the apparatus is high / strong and highly significant.Based on the results of these studies conclude is ethics office have functional relations / positive and significantimpact on the performance of the State Civil Apparatus (PNS) in the Regional Secretariat of Manado.According to the conclusion that the ethics office let be used as a tool or a means to improve the performance of theState Civil Apparatus.Keywords: ethics office, the performance of the apparatus.
