Abstract

ABSTRAKThe objective of this study is aimed at fiding out the performance of civil servants/employees of the medical clinic atwenam district, lanny jaya regency, in providing services to community/ society.This study is conducted using qualitative method. The informants involved in this study are: 4 civil servants/ employeesof wenam medical clinic. (1. Person who is in charge, 2. Nurses and I midwife), and 2 (two) resindents of wenam village. Thedata collection and interview technique. The analysis used is the interactive model by miles and hu berman.Based on the findings of the data analysis, it is concluded that the performance of the employees at wenam medicalclinic is still not good or low viewed from: 1.The quality providing healthcare service to community, of work (exactness, spacd,and accuracy in providing healthcare service to community, 2. Quantity of work/ the execution of healthcare service tocommunity. 3. The use of working hours (absences, slowness, the lost of effective working hours), and 4. The conaboration withco-worker in carrying out the job of healthcare service to community.Based on the study,s findings it is recommended that more efforts or actions should be done to increase theperformance of employees at the wenam medical clinic amons ofhers;1. To increace the infrastructure of wenam medical clinic,Particularhy the provision of medical equipment and ofher health facilities, 2. To enhance the motivation of employees byproviding then special or additional allowances, 3. Providing the facilityof heusing to the employees of wenam medical clinicwhich is located near the clinic.Key words: Employees performance healthcare service

Abstract

Abstract : This study aims to describe the quality of service of public complaints in the State electricalCompany in the area of Manado in a bid the development science of public administration. The complaintsservice funded by the State power company based on the provisions of article 29 of Act No. 30 of 2009 aboutelectric power, was founded to help the problems in terms of electricity. In this study uses the dimensions ofservice quality measurement kotler, where the quality of service in public complaints in the State electricalcompany in Manado area about power outages related to aspects of the Tangibles, Reliability, Responsiveness,Assurance, and can be said to have not been fullest emphaty. It is proven by the provision of the facilities, suchas the location of the parking of vehicles is not adequate, the community's lack of seating room, pitted a smallcustomer service, lack of employees down kelokasi, the lack of information of a power to the people and thelack of responsibility of the PLN. Research method used is descriptive qualitative research method throughinterviewing to 9 informant, observations directly, and search documents related to quality of service , even inthis research aided by the existence of guidelines for interviewing, recording device, and stationery to write.The results of the peneleitian in General makes it clear that the quality of service public complaints in the Stateelectrical company in manado area about a power outage has not been run with the maximum.Keywords: Quality Of Service, PLN Area Manado.Keywords: quality of service, PLN Area Manado)

Abstract

Surat izin usaha perikanan merupakan salah satu layanan yang diberikan Kementrian Kelautan danPerikanan kepada masyarakat (perorangan/ koperasi/ perusahan swasta nasional) yang inginmengajukan permohonan perizinan kegiatan usaha perikanan tangkap di Wilayah PengelolaanPerikanan Republik Indonesia dan laut lepas, yang meliputi izin usaha perikanan, izin penangkapanikan, izin pengangkutan ikan dalam satuan armada penangkapan ikan. Setiap masyarakat(perorangan/ koperasi/ perusahan swasta nasional) yang melakukan usaha perikanan di bidangpenangkapan, pembudidayaan, pengangkutan, pengolahan, dan pemasaran ikan di wilayahpengelolaan perikanan Republik Indonesia wajib memiliki Surat Izin Usaha Perikanan. Olehkarena itu Bupati/Walikota berwenang menerbitkan Penerbitan Bukti Pencatatan Kapalsebagaimana dimaksud dalam pelaksanaannya dilakukan oleh Kepala Dinas. Penelitian inibertujuan untuk mengetahui implementasi kebijakan penerbitan surat izin usaha perikanan ProvinsiSulawesi Utara. Kemudian beberapa hal yang bisa disarankan adalah kepada kepala dinas dapatmeningkatkan kinerja pegawai dalam menjalakan tugas dan tanggungjawab dalam prosespenerbitan surat izin usaha perikanan, sehingga proses penerbitan surat izin usaha perikanan dapatberjalan sesuai dengan waktu yang sudah ditetapkan.Kata Kunci: Implementasi Kebijakan, Surat Izin, Usaha Perikanan

Abstract

Abstract: The majority of women are still confined within the limitations or poverty , whether caused bystructural poverty , cultural and natural . If when viewed from the standpoint of structural poverty , thepoverty caused by discriminatory policies or regulations , it is the reality of women's groups to bemarginalized . This is evident from the persistence of the treatment was discriminatory , either in theprovision of access to education , economic access ( including access to the world of work , salary , accessto the distribution of economic independence ) , as well as access in the political field .The research method is basically determined by the research question . Based on the researchquestions , the research was conducted using qualitative and quantitative research methods . Qualitativeresearch methods focus to see the pattern of the empowerment of women coastal conducted by theDistrict Government of Sangihe while quantitative method for measuring the success of the results(intermediate outcomes) women's empowerment programs coast at the same time to see the impact (finaloutcomes) change perceived by women after getting the programs carried out by the TechnicalImplementation Unit of PNPM Mandiri , especially in improving the living standards of families ofwomen who benefit from the program.Results of analysis of data obtained from the results of Questionnaire ( questionnaire ) to 60respondents women / mothers of households spread across three sample villages in the subdistrict of WestTahuna Regency of Sangihe Islands . Results of the study are presented in three parts: the first part ,presenting the results of research concerning the description of women's empowerment factors , whichinclude : ( 1 ) educational factors ; and ( 2 ) factors training / skills ; The second part , presenting theresults of research on the condition of the family living standards ; while the third section presents theresults of statistical analysis and discussion of the influence of factors of women's empowerment on thecondition of the living standards of families .Keywords : Coastal Women's Empowerment Policy .

Abstract

Abstract :The changing work environment is so dynamic, many faced by every organization. Organizations and structures are always required to adapt and move with those changes, automatically changes in the organizational structure also have an impact on the career development of individual employees. In the case of regional personnel, in the implementation of personnel management, especially promotion, mutation and demotion is a phenomenon that often occurs in a regional organization.The process of appointment of echelon IV structural officials in their implementation is technically less relevant to the qualifications required by the organization. The irrelevance of the the position and educational background and the expertise of the appointed officials so it deemed necessary to examine why the personnel management of the regional personnel agency, education and training of the Sangihe islands districts on the appoinment of the echelon IV structural officials has not gone wellThis research is descriptive qualitative research using POAC management function theory proposed by George R.Terry as the guideline of this research, but the problems encountered in the related field are the indicators of planning and organizing while the indicators of actuating and controlling there is no problem in the field.                The results showed that the implementation of the appoinment of echelon IV structural officials was not fully in accordance with the mechanism and procedure of appointment of civil servants in structural positions as regulated in the government regulation because in the process of conducting the assesment subjectively, and not apart from the policy of position consideration agency and the rank and officer of staffing officers who accommodate officials through the proximity of the relationship and  family                From the results of this study then suggested some things include : local goverment sangihe archipelago should minimize the policies and interventions that cause the appoinment of structural officials to be not objective. Staffing officers should develop the mechanism of appoinment of officials through the stages in accordance with existing rules by merit system, by placing the right people, and optimizing the implementation of education and training for stuctural officials by allocating more funds for education and training activities so that through the provision of education and training will be positively correlated to impact on improvements to quality improvement, the ability of echelon IV structural officials in carrying out the work so as to give a tangible contribution to the region. Abstract

The aim of the research was to explain the effectiveness of village administration in Molobog village ofMotomgkad district of East Bolaang Mongondow. The study uses qualitative approach methods. Theinformant is one person as the head of the village, four as a village officer/device, and four people as awhole society as much as 9 Informans. Data collection using interview guidelines, while the analyticaltechniques used are interactive model analyses of Miles and Hubernan. Based on the results of analysis ofdata drawn conclusions: The aim of this research is to explain the effectiveness of village administration inMolobog village of Motomgkad district of East Bolaang Mongondow. Based on the results of the researchthat has been done by the author, it can be concluded as follows: (1) Production or realization of programsand government activities of Molobog village of Motomgkad regency of East Bolaang Mongondow Whichis planned or about the work of the government of Molobog villages Motomgkad district of East BolaangMongondow in administration is already very good. According to the work or task given with the ability ofthe village government employees in the administrative administration with guidance on the regulation orregulation of government that has been established and administrative guidelines. (2) The efficiency oraccuracy of the use of organizational resources, especially human resources and the cost in achieving therealization of the program and activities Pemerinah the village that has been planned/determined alreadyshowed excellent timeliness this is facilitated Because of the innovations that the village government has.(3) Adaptation or flexibility in this case the ability of the village government in response to the developmentof tasks/employment or in the face/handling of issues that arise already good. Abstract

The accountability issues of financial management based on the overall activities including planning,implementation, administration, reporting, accountability and supervision are important aspects of localfinancial management so that this study aims to know the accountability of financial management inBanggai Island District Youth and Sports Education Department. This research uses qualitative descriptiveresearch method through data collection technique that is observation, interview and documentation. Withdata analysis techniques namely reduction, data presentation and conclusion. The findings of this studyindicate that budget users do not have integrity over their delegated positions, lack of strict supervision, lackof support facilities, and lack of administrative capability so that the tasks in the service are still slow.Various programs that are needed in part have been met to support the continuity of the existing education.With accountability of financial management has been submitted and evaluated by the authorities such asInspectorate, KPK, Attorney, BPK and implementations is in accordance with the required Department ofEducation Youth and Sports Banggai Islands in performing duties and functions. To improve theaccountability of financial management to realize accountable financial management while maintainingaccountability, participatory, responsive, and transparent principles as budget users should pay moreattention to and understand the tasks and functions of the delegated positions in accordance with the rulesand applicable laws. Abstract

Penelitian ini beranjak dari adanya dugaan bahwa prestasi kerja pegawai pada DinasKependudukan dan Pencatatan Sipil mengalami penurunan dan hal ini ada kaitannya dengan belumoptimalnya upaya pengembangan SDM pegawai itu sendiri. Dengan demikian penelitian inibertujuan untuk menganalisis pengaruh Pengembangan Sumber Daya Manusia (SDM) terhadapprestasi kerja pegawai di Dinas Kependudukan dan Pencatatan Sipil Kota Manado. Denganmenerapkan metode deskriptif kuantitatif, data dikumpulkan melalui intrumen kuesioner dandianalisis menggunakan teknik analisis persentasi dan teknik analisis korelasi product moment sertaregresi linear sederhana.Hasil penelitian menunjukkan bahwa (1). Distribusi jawaban responden terhadap pengembanganSDM pegawai bervariasi antara tinggi ke sedang, namun cenderung terkategori “tinggi”, sementaravariabel prestasi kerja pegawai berada pada kategori “sedang” atau menengah; (2). PengembanganSDM pegawai mempunyai pengaruh yang sangat signifikan dan berkorelasi secara linier positifdengan prestasi kerja pegawai pada tingkat signifikansi 1 %.Disimpulkan bahwa belum optimalnya prestasi kerja pegawai, khususnya pada Dinas Kependudukandan Pencatatan Sipil Kota Manado merupakan konsekuensi logis dari belum optimalnya upayapengembangan SDM pegawai. Disarankan bahwa (1). untuk memacu peningkatan prestasi kerjapegawai pada Dinas Kependudukan dan Pencatatan Sipil Kota Manado, diperlukan pemimpin yangpeduli terhadap upaya pengembangan SDM pegawai, terutama melalui pendidikan dan pelatihan. (2).Untuk lebih memacu peningkatan prestasi kerja pegawai, maka selain upaya pengembangan SDMpegawai melalui pendidikan dan pelatihan, juga diperlukan adanya promosi jabatan yang adil danproporsional bagi pegawai yang telah memenuhi persyaratan, baik administrative maupunkompetensinya.Kata Kunci : Pengembangan SDM, Prestasi kerja pegawai.Abstract: Research is moving on from the existence of allegations that employees work on theachievements of the Office of civil registration and the Population experienced a decline and it has to dowith its optimal HUMAN RESOURCE development efforts has not been an employee of itself. Thus thisstudy aims to analyse the influence of the development of human resources (HR) against theachievements of the work of employees in the service of the population and Registration of the city ofManado. By applying quantitative descriptive method, the data collected through questionnaires andanalyzed using the instruments of technical analysis and correlation analysis techniques presentationproduct moment and simple linear regression.The results showed that (1). The distribution of the answers of the respondents towards the developmentof HUMAN RESOURCES employees varied between a high to medium, but tend to be "high fashion",while the variable work achievement officers are on the category of "medium" or medium; (2)Development of HUMAN RESOURCES officers have a very significant influence and correlatedpositively with finite work achievement employees at the level of significance of 1%.It was concluded that have not been optimal work achievement employees, especially in the Departmentof population and civil registration Manado is a logical consequence of its optimal HUMAN RESOURCEdevelopment efforts have not employees. It is recommended that (1). to spur an increase in employee'swork achievements in the service of the population and Registration of the city of Manado, requiredleaders who care about the HUMAN RESOURCES development efforts of employees, mainly througheducation and training. (2) to further spur the improvement of employee's work achievements, then inaddition to the efforts of HUMAN RESOURCES employee development through education and training,is also required the existence of a promotional position fair and proportional for employees who have metthe requirements, both administrative as well as competencies.Keywords: development of HUMAN RESOURCES, employee work achievement.

Liquid health services every effort held alone or together in an organizationto maintain and promote health, prevent and cure disease and restore the health ofindividuals, families, groups or communities. Looked at that hospital patientsshould be more capable in providing health services in the quest of healing andrestoration of quality, fast on the outside top of the complaints as well as theprovision of health services.This research uses qualitative research methods, descriptive, the number ofinformants will be interviewed in this study amounted to 8 (eight) theinformant; 1 person head of sub-division of The HOSPITALS of thecity of Kotamobagu, 1 Staff Officer, 6 people of the communitywho are receiving services (patient). Data collection techniques are in use;interview techniques, techniques of observation, and data collection techniques,with documents.
