Abstract

Abstract.Achieving good governance requires an active participation from the community. One of the tangible forms ofcommunity participation is in realizing tersb traffic. Bitung City which is an industrial city is faced with theproblem of orderly traffic that requires the participation of the community in its participation in planning,implementation, acceptance and utilization as well as in development evaluation in order to realize the trafficorder. This research is conducted to analyse the cause of the lack of good public participation in realizing theorderly traffic in the effort of scientific development in the study of resource management. By using qualitativeapproach found that the participation of Bitung City community in realizing the orderly traffic has not runwell because so far only the transportation business group and the leader of the organization of the driverinvolved in the planning process, the general public does not have awareness in the implementation of orderlytraffic and in acceptance and utilization Bus stops, ferry terminals and no evaluation of the development of thetransportation sector.Keywords: Participation, Community, Orderly Traffic.

Abstract

Abstract : ACV Agency's consultative village is an institution which is a manifestation ofdemocracy in the Organization of the Government of the village. The function of the ACV is setting therules of the village along with the head of the village, as well as accommodating and channeling theaspirations of the community. Based on the existing realities of the villagers still belongs to the educationlevel of the Kumo and democracy at the village of Kumo can run well, it is affected by the performance ofthe Agency's consultative village (ACV) in organizing a Government of democratic Village in the village ofKumo, sub district of Tobelo, Halmahera Regency or Halmahera Utara.The problem in this research are (1) how does the exercise of the functions of Government in thevillage of ACV, (2) what are the obstacles faced by the Government in the village of ACV, (3) any effortsthat had been undertaken ACV to overcome barriers arising in organized governance. The purpose of thisresearch is (1) to know the implementation function of ACV, (2) to find out whether the obstacles faced bythe ACV, (3) to know what efforts had been made to overcome the existing barriers.Research methods used are qualitative research methods, data collection Methods used in thisresearch include observation, interview and documentation, to know the validity of the data by using thedata analysis technique performed with several stages, namely data reduction stage, the presentation of data,and the withdrawal of the conclusion or verification.The results showed, that the ACV has run both its functions properly. Barriers faced by ACV in theexercise of its functions caused by internal and external barriers, have been addressed positively by the ACV.Advice that can be given are (1) the need for cooperation between the Governments of North HalmaheraRegency with the Government to provide a supply of the village of ACV, (2) it needs to be a more adequatefunding allocation for the operational activities of ACV (3) the Government needs to consider the existenceof reward, namely in the form of allowances to the ACVKeywords: Village Government , Agency's consultative village

Abstract

This study aims to determine the role of local governments in promoting Tanjung Baong tourismobjects in Soasio Village, Galela Subdistrict, North Halmahera Regency, which is reviewed in planningin promoting an object and implementing and evaluating. Promoting tourism objects aimed at attractingtourists who come by sebap that there must be clear information and the government must also have astrategy to influence tourists to be interested and interested in visiting these attractions. The role of the bloodgovernment is very important to realize the wishes of the village government and the community to introduceTanjung bongo out and to be better known by the outside community. Abstract

Abstrak : Implementasi kebijakan pendistribusian dana bantuan sosial banjir bertujuan untukmembantu masyarakat yang terkena bencana banjir dengan memperbaiki pemukiman warga yanghancur dan sudah tidak layak untuk di tempati namun kenyataannya kebijakan yang dilakukanbelum berjalan dengan maksimal, oleh karena itu penelitian ini dimaksudkan untuk menjawabpertanyaan tentang bagaimana implementasi kebijakan pendistribusian dana bantuan sosial banjir diKecamatan Tikala. Dalam penelitian ini peneliti menggunakan model implementasi dari Donald VanMeter dan Carl Van Horn, dimana dalam implementasi kebijakan dilihat dari 6 variabel yangberpengaruh besar dalam implementasi kebijakan. Standar dan tujuan kebijakan adalah pentingkarena implementasi kebijakan yang berhasil bisa jadi gagal ketika para pelaksana tidak sepenuhnyamenyadari terhadap standar dan tujuan kebijakan. Sumber daya yang memadai baik sumber dayamanusia maupun sumber daya finansial akan berpengaruh terhadap tingkat keberhasilan kebijakan.Komunikasi merupakan informasi bagi pemerintah untuk menginformasikan kebijakan kepadamasyarakat sebagai kelompok sasaran. Karakteristik agen pelaksana meliputi organisasi formal danorganisasi informal yang terlibat dalam mengimplementasikan kebijakan. Disposisi adalah sikap yangdimiliki oleh pelaksana kebijakan seperti etika dan komitmen untuk membuat kebijakan ini berhasil.Kondisi sosial ekonomi dan politik adalah menilai kinerja implementasi sejauh mana lingkunganeksternal turut mendorong keberhasilan kebijakan publik. Dalam penelitian ini menggunakan metodepenelitian kualitatif deskriptif yaitu melalui wawancara kepada 7 orang informan, observasi secaralangsung dan penelusuran dokumen yang ada kaitannya dengan kebijakan, bahkan dalam penelitiandibantu dengan adanya pedoman wawancara, alat perekam dan alat tulis menulis. Hasil penelitiansecara umum menjelaskan bahwa Implementasi Kebijakan Pendistribusian Dana Bantuan SosialBanjir di Kecamatan Tikala belum berjalan dengan maksimal.Kata Kunci: Implementasi Kebijakan, Pendistribusian Dana Bantuan Banjir

Abstract

Abstrack: Village funds used for village community empowerment are directed to the improvement orconstruction of village physical facilities and infrastructure that include the improvement of public facilities on asmall scale and environmental and road improvements, the roles of the village funding team and thestrengthening of village institutions and other village activities considered important . Certainly in this case mustinvolve the community from all the process because the purpose of the village funds to improve the villageeconomy. The main purpose of this research is to know the transparency of village fund management in PaslatenVillage Kauditan Subdistrict of North Minahasa Regency. In this research used qualitative research method, withprimary and secondary data source, with data collection technique, direct observation, interview anddocumentation study. In this study using data analysis in the form of data reduction, data presentation, dataverification or conclusion.The results obtained from this study are evident in the provision of village funds so far not done in a transparentmanner, this is evident from the various problems that arise such as access to documents that are still limited,lack of clarity of information about village funds provided by the government to the community, publicknowledge in legislation about the village fund is still minimal, so in reality the community cannot properlyguard the fund raising village. The main solution is the need for transparency from the village government to thecommunity about the village funding in detail by utilizing the electronic government system so that people caneasily access the village fund data, in addition the local government must work together with relevant parties inproviding socialization to the community and the village government about rules governing village funds,transparency of village funds and information disclosure to the community about village funds.Keywords: Transparency, Village funds

Abstract

Abstrack : At the level of making a rule, from the government side certainly considers the various policies issued such as Government Regulation. The Government Regulation is a legislation in Indonesia that set or issued by President to execute the rule as it should be. In Government Regulation material is a material to execute the constitution, of which inside the legislation was stated that the Government Regulation is an organic rule rather than constitution according to the hierarchy its should not overlap or be in contrast. The Government Regulation was made with purpose to restrain society of group and opinion freedom and also to fill in the blanks of rules that don’t exist yet. Local Parliament is regional people’s representative institutions who executes the Local Government function as the Regional Government Partners. And certainly in executing this function, there are also main duty and main function of the Local Parliament which of the duties and authorities was about: to form the Local Regulation about District Revenue and Expenditure Budget that submitted by the Regional Leader. And it is inseparable to be a supervision of the implementation of Regional Regulation and District Revenue and Expenditure Budget that submitted by the Regional Leader. And it has functions as Legislation Function, Budgeting Function, and Supervision Function.

Abstract

Abstract: This research moved from the initial observation that the application by the amah VillageAutonomy Law. No. 6 Year 2015 About the Village is not optimal so that the impact on the low participation ofrural communities, especially in the district of South Sorong Regency Saifi. Thus, this study aimed to analyzethe effect of implementation of village autonomy to public participation in the development of Saifi village inthe district of South Sorong regency. Denagn applying the method of descriptive and quantitative approachesand applying imntrumen questionnaire, distributed to 46 people selamnjutnya government officials Kampungdistributed into five villages. After the data and information collected, then processed and analyzed by usingfrequency tables and analysis product moment correlation analysis and simple linear regression to test thehypothesis.The results of data analysis menunkkan that (1). The implementation of village autonomy is in thecategory "medium" tend to be "low", while the level of community participation in rural development are inthe category of "moderate" tend to be "high". (2). The implementation of village autonomy as one of the factorsthat influence people's participation in rural development. The implementation of village autonomy contributepositively and significantly on the level of participation of rural communities, especially in the district of SouthSorong Regency Saifi. Thus, it can be concluded that the hypothesis can be tested by empirical validity as wellas to justify the underlying theories.It is necessary to give some suggestions, among others: (1). Not optimal application of Village Autonomy,it is expected that the government (district / city and province) is committed to delegate authority under thelegislation in force regarding some matters that are directly handled by the village government so as toencourage an increase in the intensity of the implementation of village autonomy. (2). It is recommended thatthe local government encourages well as streamline the functions of village institutions as a partner with thevillage government through education and functional training.Keywords: Autonomy village, community participation, rural development

Abstract

Abstract: As one of the programs in place, Smart Indonesia Card is a help from the government forunderprivileged / poor students, in the hope of reducing dropouts. Smart Indonesia Program is a priorityprogram of the President of the Republic of Indonesia Ir. Joko Widodo specially designed to help children frompoor families or unable to continue to get education services to finish secondary education or equivalent incooperation with the Ministry of Education and Culture (Kemendikbud), Ministry of Social Affairs (Kemensos)and Ministry of Religious Affairs (Kemenag). Through Indonesia's smart program, smart Indonesian cardshave been designed which is a card given to poor and vulnerable poor families whom they wish to send theirchildren to where the child is 6 - 21 years old for free. Already Many high schools in the district BolaangMongondow North, one of SMK Negeri 1 Kaidipang. Schools with this vocational base can help as soon aspossible the graduates to be able to find a job, but in education is certainly not far from the word cost.Approximately 45% of the students of SMK Negeri 1 Kaidipang who are classified as inadequate families havenot received assistance from the Smart Card Indonesia program and those who get the aid do not use the aidwith the best. What is the principle of the Smart Indonesia Program in permendikbud number 19 of the year2016 some less well done. Based on these facts then this research is very important considering the number ofchildren in SMK Negeri 1 Kaidipang who need help to take education. A policy / program is created in responseto a problem, which is to solve, reduce, prevent problems from being solved. However, the implementation of aprogram will not be far from the word problem to be faced in the field, there will be various obstacles to realizethe ideals that have been designed. Abstract

Abstract : Study is based on initial observations that the leadership of Camat in improving the performance of the State Civil Apparatus within the government of West Galela District has not been running well. This condition is suspected to have something to do with the lack of optimal decision-making, delegation of authority, supervision, and communication has not been well overnight. This research applies qualitative research method with informant that set as many as 6 people. After the data collected the analysis is done by applying data analysis techniques namely, data reduction, data presentation, and data verification or conclusion.The research shows that (1) In leadership of Camat to improve the performance of Civil State Apparatus apparatus is one of indicator that decision making has not run as expected of Civil State Apparatus in District of Galela Barat. This is because the decision making which is often done by the Camat is not involving the participation of the staff, so there are employees who feel the need for involvement in decision making. (2) Leadership indicators Camat in improving job performance Civil Service Apparatus one of them is the delegation of authority. As per the result of research that indicator have not run well. Due to the reality, there is still less Camat's confidence in subordinates / employees, so that in delegation of authority more in submitted to the Secretary of the Camat in comparison with other employees. (3) One indicator of leadership of Camat that needs to be done is supervision on employee performance. According to the results of the research that the supervisory system Camat on employee performance has not gone well, because seen from the fact that there are still employees who are not disciplined in performing duties as a public servant. (4) As the result of research indicate that communication aspect has been running well, be it communication vertically (Up-Down) or horizontally (Interview).Based on the conclusion above, the researcher suggests that the Camat leadership needs to improve in terms of decision making, delegation of authority, supervision and communication. It is expected that the Camat as the leader to involve the participation of the State Civil Apparatus in the subdistrict of Galela Barat, the delegation of the authority of the Subdistrict Head should see the educational background of the officer who will assume the position temporarily, in order to be able to carry out the tasks according to the instruction of the Camat based on the stated objectives. (3) The sub-district head as the representative of the district government in the kecamatan should further improve the supervisory function on ASN performance. Because in Government Regulation No. 46 of 2011 on the assessment of the performance of civil servants, that one indicator of employee performance is seen from the level of self-discipline employees. By that, the Camat is expected to further tighten supervision in terms of employee discipline in performing duties as a public servant. Abstract

Prosperous rice is a food subsidy in the form of rice intended for low-income households as an effort from thegovernment to increase food security and provide social protection to targeted households. The success of theProsperous Rice Program is measured by the level of achievement of the 6T indicator, namely: on target. Exactamount, right price, timely, proper quality, and proper administration. This program aims to reduce the burdenof Household Goal expenditure (RTS) through the fulfillment of some basic food needs in the form of rice andprevent the decline in energy and protein consumption. The purpose of this study is to determine the extent ofeffectiveness of Rice Prosperous Program in improving Pre-Prosperous People's Welfare in District JailoloWest Halmahera District. Data Collection Techniques in this study are through: Observation ie directobservation to the location of research, conduct Interview and Documentation.The results showed that the prosperous rice program in Kecamatan Jailolo has not been effective because thereare still some inappropriate things such as the data of the recipient of the program has not been updated, thegovernment does not involve the community so that the community does not know clearly the price and theactual amount of rice. Likewise, there are additional budgets that are imposed on the community by reason oftransportation money for rice transport vehicles and supervision from sub-district governments that are stilllacking in the level of coordination between the government and the community.Keywords : Effectiveness, Improving, Living Level
