The issue of village finance is one of the most crucial issues in the implementation of village laws. Corruption is very dominant with administrative law because acts of corruption will only occur in the context of state finances caused by maladministration in the use of authority. The main form of maladministration is abuse of authority. The Village Head of Gerbang Sari has violated Village law number 6 of 2014 that the Village Head is prohibited from harming the public interest, abusing his authority, duties, rights/obligations and committing corruption. This research uses a qualitative approach with a descriptive method that analyzes in detail about certain situations, phenomena and event based on the facts that appear then further analyzed, namely by presenting the results of research on the practices and causes of abuse of authority by village heads in the management of the 2016 APBDes in Gerbang Sari Village, Tapung Hilir District, Kampar Regency.The results of this study, citing the theory of Jean Rivero & Walline, there are 3 forms of abuse of authority, 1) abuse of authority is carried out for personal gain and harm the public interest, 2) abuse of authority that deviates from the purpose of the authority, 3) abuse of authority by abusing procedures. In the practice of abuse of authority by the Village Head of Gerbang Sari if it is associated with the theory of Jean Rivero & Walline according to type number 1, where the abuse of authority is to take actions that are contrary to the public interest and to benefit private interest. Meanwhile, the causes of the abuse of authority in the management of APBDes in Gerbang Sari Village are based on 2 factors. 1)Internal Factors, namely human resource aspects, 2) External Factors, the aspect found are: 1. The purpose of this study was to determine the effect of public perception of covid-19 and the benefits of covid-19 vaccine on the people of Aur Sati village, Tambang District, Kampar regency. This research has used quantitative research methods. Data collection was carried out using a questionnaire with a sample of 100 people from villages in Tambang District, Kampar Regency. The data were processed by multiple linear regression analysis using the SPSS 23 program. this research has used Frederick’s theory. policy of a series of actions of activities proposed by a person, group or government in a particular environment where there are obstacles and opportunities to the implementation of the proposed policy in order to achieve certain objectives. The results of the study found that respondents' assumptions about public perceptions of COVID-19 were the first majority, 69% of respondents agreed with the belief that Covid-19 disease is contagious. The second majority of 59% of respondents believe that Covid-19 exists. It can be concluded that residents in Aur Sati have a perception that the Covid-19 disease exists. Respondents' assumptions about citizens' perceptions of the benefits of the Covid-19 vaccine are the first majority, 71% of respondents said they agreed with the government's support for providing Covid-19 vaccines in stages. The second majority, 70% of respondents believe that the government's program to administer the Covid-19 vaccine supports the health of the masses. it can be concluded that Aur Sari residents have the perception that they agree with the government's vaccination policy. meanwhile, the results of statistical tests show that there is an influence on citizens ' perceptions of covid-19 and the benefits of covid-19 vaccines on covid-19 vaccine policies with the implementation of covid-19 vaccination policies. The Village Fund Direct Cash Assistance Program aims to reduce the burden on the community, especially the rural poor who are affected by the Covid-19 pandemic, so as to prevent a decline in the welfare level of rural communities. Because the BLT-DD program helps the economy of rural communities who experienced an economic downturn during the Covid-19 pandemic so that they can still meet their basic daily needs. The target of BLT-DD is intended for non-PKH or BPNT poor families, and poor families who are recorded in the DTKS and not recorded. As in Pulau Kecil Village, there was a wrong target due to the village government's lack of wisdom in responding to this. The purpose of this study was to find out how the Village Government coordinated with parties related to BLT-DD beneficiary data and obstacles in village government coordination regarding the BLT-DD program in Pulau Kecil Village.The theory used is the theory of government coordination by Inu Kencana Syafiie regarding the elements of coordination, namely regulation, synchronization, common goals and common interests. The research method used is descriptive qualitative to get a clear picture of the management carried out related to the coordination of the Village Fund Direct Cash Assistance program. Data collection techniques were carried out by means of interviews and documentation. The results of this study are that the coordination of the Village Government with parties related to BLT-DD program beneficiary data in 2020 has not been maximized, this can be seen from the coordination of the Village Government itself with the RT as the party carrying out the data collection where communication is still not good, this This has become an inhibiting factor in coordinating village governments in implementing the BLT-DD program due to the obstruction to movement due to the high spike in cases of the Covid-19 pandemic. Identification of Problems in Collaborative Research with village government and traditional leaders in preserving Rimbo Larangan, Seberang Teratak Air Hitam Village, Sentajo Raya District 2018-2019, namely the fading of meetings held by traditional institutions in carrying out activities in efforts to preserve the forbidden jungle, the status of prohibited forest which is still recorded as APL (Other Use Area) making it difficult to manage or transfer the function of area utilization, the lack of the role of the Regional Government in efforts to preserve the prohibition forest. This study uses a qualitative research method that describes the data obtained through interviews and documentation. While the data source used is primary data obtained directly from the research location in the form of information submitted by informants, and supported by secondary data, namely documents related to research. The results of the collaboration of the village government and traditional leaders in the preservation of Rimbo Larangan Seberang Village of Teratak Air Hitam, Sentajo Raya District 2018-2019, are that in terms of formal agreements and missions there is no formal agreement but, the agreement agreed upon by all parties that Rimbo Larangan Seberang Teratak Air Hitam Village is a customary forest managed by traditional institutions and the people of Seberang Teratak Air Hitam Village. Besides that, in terms of leadership that the Customary Institution holds authority and leadership in the preservation of Rimbo Larangan, then in terms of legitimacy there is no Written Regulation regarding the management of the Rimbo Larangan area, as for law enforcement and management regulations still use the applicable Customary Law. This study is motivated by the capability of the Pekanbaru City government in responding to community diseases. It's modern in the use of technology that has a negative impact on society, through the MiChat application, many women sell services called Open BO. So that news circulated about the rise of prostitution using online media facilities in Pekanbaru City under the guise of massage parlors. This study uses the theory of Government Organizational Capability according to Kusumasari which has indicators 1) Institutional 2) Human resources 3) Policy 4) Finance 5) Technical resources 6) Leadership. This study seeks to determine the capability of Pekanbaru City in responding to prostitution using online media facilities in 2020 - 2022. This research uses a qualitative approach with a descriptive method. In collecting data, the writer uses interview and documentation techniques. The results of the study explain that the capacity of the Pekanbaru City Government in responding to prostitution uses online media facilities, in collaboration with the Civil Service Police Unit, the Social Service, and the Ministry of Communication and Information. The Civil Service Police Unit carried out raids on hotels, boarding houses, guest houses and other places where prostitution was arranged using online media. After being secured by the Civil Service Police Unit, they were taken to the Civil Service Police Unit office for data collection and then taken to the Pekanbaru City Social Service shelter to carry out rehabilitation or coaching. The Ministry of Communication and Informatics in its role conducts education regarding the wise use of the internet and social media wisely so as not to fall into prostitution using online media facilities. Articulation of community interests is the activity of a group of people who have a goal to unite to achieve a common goal. In the process of articulating the interests of the community, they carry out movements or actions to convey demands to the government. So that people get the policies they want. Alternative dispute resolution outside the court by means of arbitration and mediation, in which there is an arbitration agreement made by the parties, is carried out by discussing the differences that arise between the disputing parties through "consensus deliberation" with the aim of achieving a win-win solution. The research method used is a qualitative method by explaining descriptive data. The type of research data used is primary in the form of data obtained from research informants and secondary in the form of data obtained from related documents. Then, the location of this research was carried out in Sei Mencharim Village, Kutalimbaru District, Deli Serdang Regency, North Sumatra. The results of this study are to determine the process of articulating the interests of the Sei Mencharim community to the government and the demands of the community to the government, and government policies in resolving overlapping lands that occur between Sei Mencharim Village and PTPN II. The Covid pandemic has had a huge economic impact. The enactment of the PSBB and PPKM rules to stop the chain of transmission of Covid 19 actually had a big impact on people's lives, especially the economic aspect. This research focuses on analyzing the impact of the Covid 19 Direct Cash Assistance during the past pandemic. The purpose of this research is to find out in detail how the cash advance assistance program mechanism works for the community and MSMEs and what impact it has. The aim of this program is to help people's lives in dealing with difficult pandemic situations. Especially in meeting daily needs. The method used in this study is qualitative accompanied by field observations. This study used a qualitative method, conducted by interviewing Nagori Officials, as well as the Community who received Direct Cash Assistance. From the results of the research, it was found that the Covid 19 BLT policy in Nagori Karang Rejo, Mount Maligas, Simalungun Regency, was very beneficial for the community, and had a positive impact on the people's economy. However, there are obstacles faced, namely the lack of proper targeting of the distribution of aid, and also the limited aid funds. While BPUM assistance for MSMEs has problems, BPUM recipients are only for those who have officially registered their business. While those with informal status are still difficult to get help. ABSTRACT Latar belakang masalah penelitian. Dalam peraanan pemerintah desa dalam meningkatkan partisipasi masyarakat bertujuan untuk mengetahui peranan pemerintah desa dalam meningkatkan partisipasi masyarakat konteks pembangunan pertanian melalui kearifan lokal di Desa Rambah Hilir Tengah dan untuk mengetahui kendala pemerintah desa dalam meningkatkan partisipasi masyarakat di Desa Rambah Hilir Tengah. Desa dikatakan berhasil apabila tingkat partisipasi masyarakat dalam pembangunan pertanian meningkat dan bertujuan untuk memajukan perkembangan desa. Jenis data yang digunakan adalah metode penelitian kualitatif dengan tipe penelitian deskriptif. Teknik pengumpulan data menggunakan wawancara, dokumentasi dan studi kepustakaan. Informan dalam penelitian ini terdiri dari 6 (enam) orang yang ditentukan menggunakan purposive. Hasil penelitian membuktikan bahwa peranan pemerintah desa meningkatkan pastisipasi masyarakat dalam konteks pembangunan pertanian ada 3 yaitu Peranan Dinamisator yaitu peranan kepala desa dalam meningkatkan partisipasi masyarakat dalam pembangunan yang telah diadakan, Peranan Katalisator yaitu peranan yang membentuk suatu kegiatan dalam perencanaan pembangunan pertanian yang ada di desa, Peranan Pelopor yaitu peranan yang menunjukkan bahwa hasil kerja yang telah dilaksanakan dengan adanya partisipasi masyarakat desa. The FISIP UNRI online election is the first election for the governor and deputy governor of FISIP UNRI students to be carried out by way of online voting. Compared to FISIP UNRI online election 2018 FISIP UNRI online election 2020 shows a higher level of participation. Even though the e-voting system is still relatively new and the system still has a low level of credibility. Therefore, the author is interested in studying further with the formulation of the problem "How Does the Advancement of Information and Communication Technology Influence Student Political Participation in the 2020 General Election of the Faculty of Social and Political Sciences, University of Riau?" This study aims to describe the Effect of Advances in Information and Communication Technology on Student Political Participation in the General Elections of the Faculty of Social and Political Sciences, University of Riau in 2020. This research is a type of descriptive research using a quantitative approach. The data collection technique in this study used an online survey technique by taking a sample of 97 people from FISIP students at the University of Riau, the margin of error was 10%, the data analysis used was quantitative analysis. The results of the study can be concluded that the results of each indicator question on the use of social media as a means of student political participation in FISIP UNRI online election in 2022 show almost all descriptive results of high participation. That is, it can be concluded that there is a relationship between progress in information and communication technology and student political participation in the 2020 general election of the Faculty of Social and Political Sciences, University of Riau.
