English grows fast in Southeast Asia due to the importance of it as the language of modernization and international communication. Thailand and Indonesia are both located in Southeast Asia with their own national language, Thai and Bahasa Indonesia and thus English in both countries functions as a foreign language. This research tries to reveal English in higher education context by focusing on university students’ perception on English. The respondents of this research are the student of Jenderal Soedirman University and Burapha University It investigated 120 students consisting 30 male Indonesia students, 30 female Indonesia students, 30 male Thailand students, and 30 female Thailand students. Several aspects are investigated to capture students’ perception based on the following aspects (1) students perception on English as a compulsory subject, (2) students’ preference on their English teacher, (3) English hour in university, (4) the level of difficulties of English features, and (5) students’ preferable ways to improve their English.

Studi ini bertujuan melakukan analisis gender terhadapketerlibatan perempuan perajin batik dalam menjaga warisan budaya serta peran pentingnya sebagai pencari nafkah dalam keluarga. Sebagai pekerjainformal, mereka bekerja dalam mekanisme putting out-system yang longggarsehingga hak-hak sebagai tenaga kerja terabaikan. Penelitian gender inimenggunakan teknik analisis Harvard untuk mengkaji aspek akses, kontrol,serta manfaat terkait peran perempuan perajin batik dalam sektor domestikrumah tangga dan produksi batik. Hasil studi menunjukkan bahwa dalamsektor domestik perempuan mengerjakan hampir semua urusan domestik darimenyiapkan makanan sampai mengurus anak. Dalam hal ini, peran sebagaipencari nafkah tidak menghilangkan pekerjaan dalam ruang domestiknya. Disisi lain, perempuan dalam memproduksi batik memiliki akses, kontrol danmanfaat yang terbatas mengingat keterbatasan perempuan dalam aksesmodal, upah dari juragan yang kurang layak, waktu kerja yang tidak terkontrol,serta akses jaringan dan pemasaran yang rendah. Di samping itu, aspekgender dalam ketenagakerjaan telah menempatkan perempuan perajin batiksebagai pekerja yang mengalami subordinasi dan marginalisasi. Pekerjaanperempuan dalam membatik dianggap bukan pekerjaan utama sehingga hakhak mereka terabaikan. Abstract--Coronavirus first emerged and spread to humans from Wuhan city, China at the end of December 2019 and spread to Indonesia and became a serious concern in Indonesia since March 2020 as it was stated as a nationaloutbreak. The Indonesian Constitution asserts that the purpose of formation of the State of Indonesia is to protect the whole people of Indonesia and the entire homeland of Indonesia, to promote general prosperity, to develop the nation’s intellectual life, and to contribute to the implementation of a world order based on freedom, lasting peace and social justice. The Covid-19 pandemic is not only occurring in Indonesia, but also in other countries, and each country certainly issues different policies. The state with its authority should respond to the condition in the community, which this research is based on. This research employed a normative legal method and used secondary data as its main data. Various policies are issued by the Indonesia Government from Government Regulation in Lieu of Law No. 1 of 2020 which has become Law No. 2 of 2020, Government Regulation No. 21 of 2020 on the Large Scale Social Restriction in Coronavirus Disease 2019 (COVID‑19) Response Acceleration to technical regulations issued by ministers to solve Covid-19 related issues. Judges supervision in Indonesia’s constitutional system in the future will only be performed by Judicial Commission. Judicial Commission involves Judicial Commission, Provincial Judicial Commission and District/City Judicial Commission based on each authority. The research discusses model of judges supervision to implement an independent judicial power for the future Indonesia. This research is a normative juridical research with statute approach and conceptual approach. The results show Local Judicial Commission has duties and authorities to; First, monitor and surpervise Judges’ behavior. Second, receive report from the people related to the violence of Ethic Code and/or Judges Code of Conduct. Third, verify, clarrify, ad investigate report related to presumption of violation of Ethic Code and/or Judges Code of Conduct covertly. Fourth, take legal action and/or other actions to individual, group or legal entity that degrade the honor and dignity of Judges.Keywords: Judicial Commission, judicial power, supervision

Article 143 section (2) Law Number 32 Years 2004 concerning Local Government contending that by law can load six-month coop crime threat at longest or maximun Rp. 50.000.000,00 ( fifty million rupiah). While in section ( 3) the law give authority to local goverment to load the crime in the out off the this regulation. This regulation by itself give authority at local government to specify crime threat or maximal penalty. Even give crime threat besides the crime serve a sentence and penalty. The Result this research that in the reality Rule of Crime in Local Regulation in Purbalingga still not yet applied the mentioned, is even found also not clear of arrangement of rule of crime in Local Regulation Sub-Province of Purbalingga, like: boundary inexistence upper and lower in rule of crime, there is no him clarity of qualifikasi glare at alternative, or cumulative or alternatif-cumulatif, there is no him rule of attempt penalization. This paper discusses about the model of protection children of migrant workers that most appropriate and can be used as a reference for the model of child protection that more comprehensive. The approach used in this study is a qualitative action research approach. The selected research location include two villages that representing the rural and semi-urban areas of two districts which they are the basis of migrant workers, such as Kedondong Village District of Sokaraja (semi-urban) and Dawuhan Kulon Village District of Kedungbanteng (rural). Data were selected by using purposive sampling method. Base on research, Model of child protection of migrant workers can be done by more empowering form of social workers in the district by establishing a new institution, the Board for Child Protection of Migrant Workers (BCPMW) at sub-district and district levels. Membership BCPMW at district level consisting of components Dinsosnakertrans, prospective migrant workers migrant workers, recruitment agency, social worker and observer problems of migrant workers. In carrying out its functions and duties, BCPMW have partnered with Dinsosnakertrans and BapermasPPKB. Keywords: children of migrant workers, child protection model of migrant workers

Diundangkannya UU No. 6 Tahun 2014 tentang Desa memberi peluang bagi pengembangan otonomi desa yang demokratis. Penelitian ini mengangkat dua permasalahan, yakni pertama bagaimana pelaksanaan partisipasi masyarakat desa dalam penyelenggaraan pemerintahan desa?, kedua bagaimanakah implikasi pelaksanaan Undang-Undang No. 6 Tahun 2014 tentang Desa terhadap pengembangan model partisipasi masyarakat dalam penyelenggaraan pemerintahan desa? Metode penelitian yuridis empiris. Penelitian dilakukan di tiga kecamatan yaitu Kecamatan Sumpiuh, Banyumas dan Gumelar. Hasil penelitian menunjukkan bahwa pertama, partisipasi masyarakat diwujudkan dalam bentuk interaksi langsung melalui rembug desa di tingkat RT, maupun melalui unsur keterwakilan seperti BPD, PKK. Kedua, partisipasi masyarakat mengarah pada bentuk keterwakilan, maka disarankan untuk dilakukan peningkatan kualitas SDM lembaga kemasyarakatan di desa.

Janggolan village is a village with limited locally generated revenue. In Sumpiuh sub-district there are 14 villages, 3 of which are the village of Janggolan. Village Fund Provision Policy in Law Number 6 Year 2014 on Villages affect on the performance of village apparatus and the quality of village community participation, while the Village Consultative Board (BPD) is expected to be an institution capable of playing role in village development. The problem is how the role of BPD in the implementation of Village Governance in the Janggolan village. The research was conducted by applying qualitative method with action research strategy. The results show that the Village Funds assisted the physical village development and work scheme but did not change the people attitude. BPD makes use of rembug warga (deliberation), selapanan (a traditional ceremony to commemorate a 35-day-old baby), and village meetings to accommodate aspirations and control the village. Yet they do not solve the village problems. The role of BPD in Janggolan village more focused on the absorption of people's aspirations. The internal constraints are low quality of members of BPD while the external constraints that BPD has not effectively performed. Keywords : deliberation, governance, societal participation.

Sektor pariwisata merupakan salah satu andalan daerah sebagai sumber Pendapatan Asli Desa. Kabupaten Banyumas memiliki sumber utama Pendapatan Asli Desa untuk sektor pariwisata yaitu dari Lokawisata Baturraden di Kecamatan Baturraden. Keberadaan Lokawisata Baturraden sangat mendukung kemajuan desa pendukung di sekitar lokasi Loka Wisa, Sesuai amanat Pasal 18 UU No. 6 Tahun 2014 tentang Desa, bahwa Desa memiliki kewenangan di bidang penyelenggaraan Pemerintahan Desa, penyelenggaraan Pembangunan Desa, pembinaan masyarakat Desa, dan pemberdayaan masyarakat Desa berdasarkan prakarsa masyarakat. Artinya desa dan seluruh elemen kelembagaan yang ada memiliki peluang untuk membangun desa berdasarkan potensi yang ada. Salah satu unsur penting dalam penyelenggaraan pemerintahan dan pembangunan desa adalah Badan Permusyawaratan Desa. BPD berperan dalam merumuskan arah kebijakan pembangunan desa termasuk menginisiasi program pembangunan yang mendukung pengembangan sektor pariwisata di Kabupaten Baturraden. Peran Badan Permusyawaratan Desa adalah menyalurkan aspirasi masyarakat dalam proses penyusunan RPJM Desa, musyawarah Badan Permusyawaratan Desa, musyawarah desa, koordinasi dengan Pemerintah Desa, Pembahasan Peraturan Desa. Badan Permusyawaratan Desa berkoordinasi secara kelembagaan dengan pemerintah desa untuk menata potensinya dalam mengembangkan desanya, terutama untuk mendukung pariwisata. Kegiatan Pengabdian ini bertujuan untuk meningkatkan kapasitas BPD Loka Wisata Baturraden dalam mengembangkan potensi pariwisata desa. Hasil pengabdian menunjukkan bahwa anggota BPD memahami peran untuk memberikan masukan pada pemerintah desa dalam menyusun rencana pembangunan Desa untuk mengembangkan potensi desa.

Restorative justice is a pattern of dispute resolution which emphasizes the responsibility of the perpetrator for the consequences of his actions while at the same time paying attention to the position of the victim. This is not simply about punishing the offender; it is about obtaining justice through discussion outside of the criminal justice system to ensure the situation can be returned to its prior state. Islamic law offers a concept of restorative justice called islah, which is a technique to resolve conflicts between parties by forgiving one another. Salatiga City, the most tolerant city in Indonesia, is where this study is being conducted. The idea of restorative justice is used to resolve disputes through the role of a lurah (head of neighborhood), who is responsible for upholding communal order. It is intriguing to investigate whether the reality of restorative justice in Salatiga City can achieve the three main objectives of the law as outlined by Gustav Radburch: justice, benefit, and legal certainty. This study employs a qualitative methodology and a socio-legal research design. Interviews with the offenders, victims, and the lurah who served as the government's mediator resulted in the gathering of data. The findings of this study demonstrate that Salatiga City's restorative justice method to conflict settlement has achieved the goals of justice and legal advantage and can even foster good will among the parties. The absence of lurah's legal standing in the resolution of this issue, however, does not satisfy the requirement of legal clarity. For Salatiga City residents, a legal foundation is required for restorative justice-based legal dispute settlement
