Abstract

Solution of Raperda in regional parliament has entangled governmental element, parliament and society. Involvement of society assessed before existence of formal solution of Raperda is at hearing public process and empirical facts analysis by SKPD. When solution of Raperda, society can follow to involve actively at level I, II and of IV in plenary meeting. Besides that, after perda have done, society still enabled to involve in public test. In this case, legal status between woman and men is same.  The women's involvement in making of regional law, especially in Banyumas, still experience of various constraint. In this case, role of woman (generally) still assumed lower or not yet maximal. Opportunity have been given by government but woman still not yet earned the rights maximally. There are role of woman in attendance  but role in input form is not yet maximal. In general, arising out constraint to women involvement in making regional law is come from society mindset concerning woman, cultural and quality of the Human Resources.  Kata Kunci : Keterlibatan Perempuan, Produk Hukum Daerah

Abstract

Kebudayaan menjadi aset bagi daerah. Pengelolaan kebijakannya seringkali tidak terlepas dari upaya komoditas dan hegemoni politik, sosial, dan ekonomi. Kabupaten Banyumas adalah wilayah yang memiliki kekhasan budaya Jawa pesisir dan memiliki ragam jenis budaya inklusi. Proses politik dalam penentuan arah kebijakan kebudayaan seringkali ditunggangi oleh kepentingan politik. Kehadiran pokok pikiran anggota dewan (PPAD) menjadi salah satu faktor dilematisasi organisasi perangkat daerah (OPD) dalam menentukan arah kebijakan kebudayaan. Penelitian ini menggunakan pendekatan kualitatif dan metode studi kasus. Hasil penelitian menunjukkan pertama, pengelolaan kebijakan kebudayaan di Kabupaten Banyumas sesuai dengan prosedur melalui aturan perundangan yang berlaku. Negosiasi usulan dilakukan di dalam perumusan kebijakan yang seringkali dimaknai sebagai black box policy area. Kedua, dalam proses negosiasi terjadi tarik ulur kepentingan antara eksekutif dan legislatif. Tarik menarik kepentingan membuat penyelerasan program dimaknai menjadi kepentingan politis akibat keterbatasan anggaran daerah dan pembentukan citra anggota legislatif. Dilema dalam penentuan program membuat OPD melakukan upaya diskresi.

Abstract

This article aims to investigate the policy shift of local cultural management in Banyumas Regency during the Covid-19. The pandemic has brought a wide impact beyond the health issues including cultural activities that tend to be overlooked. The local culture of Banyumas was selected because local cultures other than Javanese somehow failed to be noticed by the experts since the New Order Era. This paper is library research that examines cultural policies. The result reveals that the Banyumas local culture has been managed by the local government of Banyumas through the culture and tourism office. In cultural activities, there are two patterns, namely cultural activities held by the Banyumas Regency government and cultural activities held by the village administration. During the pandemic, nonetheless, more activities are carried out by the village administration and local society. It shows that the social-cultural bond between the local people and the village administration is strong in the attempt of preserving their customs and traditions. The value of mutual assistance is a pivotal contribution to support the cultural activities amid the less favorable situation due to the Covid-19 pandemic. This outcome also confirms that a study of cultural policy cannot be separated from the necessity of understanding how the village administration as the lowest government unit plays a significant role in cultural preservation along with the local society.
