Abstract

Online media in disaster mitigation has received much attention from researchers. One of the most widely used online media is Twitter. Twitter is a type of social media that has become an effective medium for communication and socialization. The use of social media by the Government can make it easier for the Government to gather new ideas and opinions from the public, especially in this media. The social case related to Covid-19. This study aims to identify the communication of Covid-19 control policies at the City level, which is carried out through social media communication facilities. Samarinda City Government Twitter Account (@ppid_smr) and Balikpapan City Twitter account (@PemkotBPN). This study uses a qualitative method with a Qualitative Data Analysis (QDA) Miner approach used in the content, network, and cloud analysis using Nvivo 12 Plus software. The findings show that the intensity of each account has provided an overview of how the City Government is disseminating information related to the policies they produce. For the highest total tweet intensity and tweet intensity generated by the Samarinda City Government account @ppid_smr with a reasonably significant difference compared to the Balikpapan City Government account @PemkotBPN. In terms of analyzing the content of information shared related to the Covid-19 pandemic theme, each account has disseminated information directly related to the policy for handling and preventing Covid-19 cases in each city.Keywords: Policy communication, policy controlling, Covid-19, Samarinda, Balikpapan ABSTRAKMedia online dalam mitigasi bencana mendapat banyak perhatian dari para peneliti. Salah satu media online yang paling banyak digunakan adalah Twitter, Twitter merupakan salah satu jenis media sosial yang menjadi media komunikasi dan sosialisasi yang efektif. Penggunaan media sosial oleh pemerintah dapat memudahkan pemerintah untuk mengumpulkan ide-ide baru dan opini baru dari masyarakat, khususnya di media ini. Kasus sosial terkait Covid-19. Penelitian ini bertujuan untuk mengidentifikasi komunikasi kebijakan pengendalian Covid-19 di tingkat Kota yang dilakukan melalui sarana komunikasi media sosial. Akun Twitter Pemkot Samarinda (@ppid_smr) dan akun Twitter Pemkot Balikpapan (@PemkotBPN). Penelitian ini menggunakan metode kualitatif dengan pendekatan Qualitative Data Analysis (QDA) Miner yang digunakan dalam analisis konten, jaringan, dan cloud menggunakan software Nvivo 12 Plus. Temuan menunjukkan bahwa intensitas masing-masing akun telah memberikan gambaran bagaimana Pemerintah Kota menyebarluaskan informasi terkait kebijakan yang mereka hasilkan. Total intensitas tweet dan intensitas tweet tertinggi dihasilkan oleh akun Pemkot Samarinda @ppid_smr dengan perbedaan yang signifikan dibandingkan dengan akun Pemkot Balikpapan @PemkotBPN. Dalam hal menganalisis konten informasi yang dibagikan terkait tema pandemi Covid-19, masing-masing akun telah melakukan sosialisasi langsung terkait kebijakan penanganan dan pencegahan kasus Covid-19 di masing-masing kota.Kata Kunci: Komunikasi kebijakan, kebijakan pengendalian, Covid-19, Samarinda, Balikpapan

Abstract

This paper explores public responses through social media to the COVID-19 policy in Indonesia; public response to the COVID-19 policy shows that information about COVID-19 is sourced from crowd sources, thus creating misinformation on health information. To answer the research purpose, this research uses NodeXL to explore policy responses through social media Twitter; data collection was carried out from 3-25 July 2021. The result shows the public response to the COVID1-19 policy in Indonesia through topic distribution on social media Twitter. From these findings, 10 topics on social media became public responses to COVID-19 policies. This topic addresses the public's response to the COVID-19 condition in Indonesia and the policies taken by the government. We classify these topics based on the characteristics of public responses that indicate certain conditions such as vaccine policies, medical device crises, hoax information, collaboration, and political conditions. However, this research has limitations on access to the data taken. Therefore, further research can explore the function of social media in post-COVID-19 policies.

Abstract

The Covid-19 pandemic has a significant impact on all aspects of life, especially in this case, its impact on food security conditions. With the imposition of restrictions on activities between regions to minimize the spread of Covid-19, we must put an acceptable food security policy to realize areas that are maintained in food conditions. The purpose of this research is to find out what food security policies the Aceh Provincial government is implementing in the face of the Covid-19 pandemic. The research method used is the qualitative method with a descriptive approach. The data obtained from online media reports are then processed using the Nvivo 12 Plus software to display Aceh Province's current policy issues. This study's findings indicate that the food security conditions of districts/cities in Aceh Province are still classified as green zones, meaning districts/cities in Aceh Province are still classified as healthy food security conditions. Meanwhile, the policy issue present in Aceh Province shows that at the national reporting level, six problems arise, namely farmers, agriculture, health, food, programs, and governance. In contrast, there are issues on rice, farmer, community, government, food policy, program, land, and agriculture at the local level. Furthermore, carried out findings related to food security policies in Aceh province through two programs, namely the Aceh Food Independent Movement (Gampong) program and the Rice Planting Index Improvement Program, or what is known as the IP-300 program. This activity program has been carried out well by the city/district level government through various derivative programs that are in line with the objectives of the Aceh Province food security policy program.

Abstract

This study aims to explore Islamic political parties in major Islamic countries. Previous studies have examined Islamic Political Parties with various topics accompanied by different focuses. However, no research has contributed to mapping the extent of the trend in the study of Islamic political parties. The breadth of space to examine the phenomenon of Islamic political parties offers an excellent opportunity for further researchers to re-examine this issue. To bridge this, trend studies and mapping of problems and themes were carried out. This study uses qualitative methods to analyze working texts on publications related to Islamic Political Parties. Research data is mined from the Scopus academic database using a search strategy to generate data relevant to the problem to be studied. In processing the mined data, we use Qualitative Data Analysis (QDA) software, Nvivo12 Plus. The results of an in-depth analysis of a collection of academic manuscripts mined from the Scopus academy database for two decades (2001-2021) yielded 171 documents for further study. The data analysis findings show that the intensity of documents in each country is different, which can then be further classified based on the type of document, subject area, author with the highest number of records, and distribution of affiliations and publishers. The level of document intensity in each country has been shown, with Turkey being the country that contributed the most documents, followed by Indonesia, Malaysia, and India. The dominant issues and themes of each country have also been identified.

Abstract

Pentahelix concept collaboration as an instrument to accelerate poverty alleviation in the Covid-19 situation in the City of Mataram. The Pentahelix concept is a form of the ability of elements (Government, Academics, Private, Community, Media) to build harmonious synergies in responding to accelerated poverty reduction amid the Covid-19 situation. The research method used is qualitative with a case study approach. Data collection techniques were carried out through interviews and documentation. The research results of the Pentahelix collaboration process (Government, Academics, Private, Community, Media) in poverty alleviation in the City of Mataram have been well established. This can be seen from the negotiations that took place between the government as a policymaker and other Pentahelix elements. Commitment from every element in Pentahelix in every poverty alleviation policy and program in the Covid-19 situation in the City of Mataram which was carried out as the implementation of a joint decision. the involvement of various actors such as the Government, Academics, Private, Community, and Media, especially in alleviating poverty in the City of Mataram due to the Covid-19 Pandemic is going well.

Abstract

This study describes the Indonesian government's policy options in dealing with COVID-19. To explain research policy options using a scientific and adaptive approach in making policies for handling COVID-19. The Indonesian government's response to the handling of COVID-19 is considered slow due to the policy choices taken. In three years, the handling of COVID-19 has faced different policy choices and policy focuses. This study uses a qualitative approach to review government policies through a narrative policy framework analysis by selecting policies at the macro level to find out the government's steps in handling COVID-19. The findings of this study indicate that the approach used by the Government of Indonesia in handling COVID-19 tends to be adaptive. The adaptive policy is seen from the policy goals that are quite a lot that causes the handling of COVID-19 to be slow. This approach option is different from the scientific approach, which tends to have consistent goals and chooses to look at the conditions of the crisis that occurred. The use of this adaptive approach ignores the political process, which is slow and hinders the policymaking process.

Abstract

This study aims to obtain an overview and analyze public perceptions in implementing technology-based health insurance service innovations in the Mobile National Health Insurance (JKN) application conducted by the Indonesian Health Social Security Administration Agency (BPJS). This study used descriptive qualitative method. This research data is generated from the comments column of the JKN mobile application in the AppStore and Play Store. Data collection is done by data mining and data extraction. The data analysis used in this research is Qualitative Data Analytics (QDA). The analytical tool used in this study is Qualitative Data Software Analysis (QDSA) Nvivo 12 Plus. The results of the study show several things, namely the first is related to the features available in the Mobile JKN application. The second is related to the number of downloaders and the number of active users of the Mobile JKN application, and the third is related to the perception generated by users while using the Mobile JKN application. Where it was found that overall public perception of the application of technology-based health insurance service innovations through the JKN mobile application by the Indonesian BPJS Health obtained a perception that tended to be negative. This is shown by the five indicators that mostly get a bad perception from the public, and only two indicators that fully capture good or positive perceptions. Apart from that, other findings also show the dominant sentiment generated while this application is used by the public in obtaining health services.

Abstract

The internet revolution has brought significant transformation to the government in providing services to the public. Since the 1990s, governments worldwide have launched projects to simplify the service delivery process through electronic means. These channels are known as E-government or electronic government. One form of E-Government transformation provided by the City Government of Samarinda is by presenting the SANTER application. SANTER stands for One Integrated Application, an embodiment of E-Government in supporting applications for the City of Samarinda. The SANTER application, which is still being developed, needs to improve its features according to the needs of public services. One way to get a complete picture of how this application has been running is to research the various features provided and interpret the results to give an in-depth description of the utilization of the services offered. The method used in this research is qualitative. Data was collected through the trial process of the SANTER application, which was carried out jointly by 51 students of the Information Systems & E-Government course at the Faculty of Social and Political Sciences, Widya Gama Mahakam University, Samarinda. The research findings show an overview of the application, the available features, and the advantages and disadvantages of the SANTER application. Based on the processed results of this research data, it can be concluded that the SANTER application is still not maximal in providing the services the community wants.

Abstract

Penelitian ini menjelaskan dinasti politik Kota Bontang. Penelitian akademik ini juga membahas terkait model dan prestasi keluarga politik dalam memimpin Kota Bontang. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan metode deskrifitip terhadap fenomena yang sedang terjadi, penekanan penelitian ini bersifat interpretif. Hasil dari pada penelitian ini menemukan bahwa keluarga politik Andi Sofyan Hasdam dan Neni Moerniaeni serta anaknya Andi Faisal Sofyan Hasdam telah menjadi keluarga politik yang eksis di Kota Bontang. Sementara itu untuk Model dinasti politik yang dimiliki kota bontang ialah model arisan dan model lintas kamar, dimana model arisan diwujudkan dengan pemberiaan regenerasi kekuasaan kepada keluarga politik, sementara itu model lintas kamar diwujudkan dengan pembagian penguasaan oleh suami dan istri serta ibu dan anak didalam tampuk kekuasaaan eksekutif dan legislatif di Kota Bontang. Penelitian akademik ini juga menemukan bahwa kepemimpinan dari keluarga politik memberikan dampak yang baik terhadap pembangunan Kota Bontang hal ini dilihat dari berbagai macam prestasi dan penghargaan yang diterima Kota Bontang selama keluarga politik ini berkuasa.

Abstract

Multi-stakeholders governance (MSG) is a new governance design that involves many experts from multiple stakeholders to participate in dialogue, decision-finding (and possibly decision-making) and solution to common problem that occur. This article aims to analyze and identify topics on multi-stakeholder governance with a focus on social science disciplines. In particular, this article takes qualitative research with a literature study approach. The approach adopted in this paper consists of an initial selection of articles based on keywords of "multi-stakeholder governance" in social science disciplines in the Scopus database - limited to titles, abstracts, keywords, and in English and using articles published from early to 2020. Several stages are then identified; The first stage is analyzing the number of citations and analysis by country, and analysis of cumulative citations. The second stage analyzes the primary approaches, strategies, and scope used in MSG learning. Finally, the primary topic analysis of several previous studies on MSG. Therefore, the study results illustrate that there are eleven main topics in MSG in social science disciplines; some of the propositions on these topics are summarized.
