Abstract

The Indonesian government's implementation of import quotas for manufacturing raw materials serves as a strategic policy to enhance domestic industrial capacity and increase the Domestic Content Ratio (DCR). This study investigates the effect of import quota policy on DCR levels, aiming to constrain import flows and encourage import substitution industries. Using a conditional input demand function framework, the analysis evaluates DCR changes resulting from import quota implementation. Panel data from manufacturing industry companies between 2007–2013 indicate that import quotas significantly raise DCR by 6.73 percent in affected sectors. Further estimates confirm a notable DCR increase in industries influenced by the policy. However, findings reveal that domestic and imported raw materials are complementary, implying that the import quota policy does not stimulate genuine import substitution industry growth. This limitation arises from the absence of viable domestic alternatives for manufacturing-grade raw materials. Consequently, while import quotas effectively boost DCR, they fall short in fostering import substitution industrialization. Policy implications highlight that import quota effectiveness is restricted by domestic supply constraints, necessitating complementary measures focused on upstream industrial development and improvement of domestic raw material quality.

Abstract

Purpose ― This research investigates the relationship between ASEAN's industrialization, renewable energy, and CO2 emissions. The primary objectives are to assess the existence of the Environmental Kuznets Curve (EKC) in ASEAN and to explore the potential mediating effect of renewable energy in the relationship between industrialization and CO2 emissions. Methods ― The study utilizes the PMG-ARDL estimation method in nine ASEAN countries from 1990 to 2019, providing short- and long-term analyses of the variables involved.Findings ― The finding reveals the presence of the EKC in ASEAN in the short term for most member states. It also finds that renewable energy mediates the relationship between industrial value-added and CO2 emissions, with renewable energy adoption altering the turning point of per capita CO2 emissions during industrialization in several ASEAN nations.Implication ― The findings suggest that transitioning to renewable energy can help mitigate the environmental impact of ASEAN’s industrial development. Thus, member states committed to energy targets should prioritize deploying renewable energy in their industrial sectors to achieve environmental benefits.Originality ― This research contributes to the existing literature by specifically examining the interplay between industrialization, renewable energy, and CO2 emissions in ASEAN. The use of the PMG-ARDL estimation method and the focus on the mediating role of renewable energy add originality to the study.

Abstract

Abstract

Illegal cigarettes are very dangerous, both for health and for state revenue, so DJBC, as the agency authorized to oversee the circulation of cigarettes, must catch illegal cigarettes to suppress the circulation of illegal cigarettes in the future. The purpose of this study was to determine the effect of supervision, excise tariffs, and minimum HJE limits on illegal cigarette catches in Indonesia. The authors carried out a descriptive analysis of the realization of supervision budget data, number of DJBC employees, excise rates, minimum retail selling price limits, and catches of illegal cigarettes. The authors obtained these data from the Directorate General of Customs and Excise and from the Central Bureau of Statistics. The result is that the increase in excise rates and the minimum HJE limit in Indonesia so far have not had a significant impact on illegal cigarette catches. The only thing the government can do to suppress the circulation of illegal cigarettes is to strengthen supervision by increasing the supervision budget and human resources, both in terms of quantity and quality. Tightening the overall supervision will be able to optimize the catch of illegal cigarettes and reduce the circulation of illegal cigarettes in the future.

Abstract

The high dropout rate and low school participation rate at higher levels of education indicate low opportunities for continuing education. It will have an impact on the quality of human capital. In this case, improving the quality of human capital through education could be initiated from children as the generation who will play a role in future development. Several studies have found that education is associated with the mother's bargaining power. However, previous studies used indirect proxies. This research aims to provide evidence regarding the relationship between maternal bargaining power and the continuity status of children's educational levels using a direct proxy measure of the mother’s bargaining power. This study uses the decision-making information from IFLS 2000-2014 as the mother's bargaining power. Using the probit method, the mother's bargaining power based on household decisions has not been proven to be related to the continuity status of children's educational levels. For specific decisions regarding children's education, the mother's bargaining power has a significant and positive relationship.

Abstract

This study aims to see whether appreciation and depreciation have asymmetric impact on Indonesia's industrial exports and which impact is greater. The researcher uses disaggregated panel of Indonesian industrial product export HS Code 10 digit level with all partner country of export. Acquired domestic appreciation has a negative impact and depreciation has a positive impact on exports, where the impact is both asymmetric. The negative impact of appreciation is greater than the positive impact of depreciation. While domestic appreciation, export demand is more elastic due to competition in international markets which makes other countries turn to domestic products in their destination countries or even import goods from other countries and export supply less elastic or less elasticity due to avoiding risk due to reduced export demand even though the price of imported goods is cheaper. Meanwhile, when the depreciation due to competition in the international market resulted in an increase in elasticity of export demand is smaller than when domestic appreciation occurs. In addition, the export supply become more elastic as the industry sees imported goods becoming more expensive which can increase production costs.
