Abstract

Abstract: The leadership skills of a school principal are very significant in increasing the motivation of teachers. The professional competence of teachers is one of the strategies to increase the quality of education. The purpose of this study was to determine the efforts made by principals to improve the professional competence of teachers at SDN 2 Banda Aceh. This study used a qualitative approach with descriptive methods. Data was collected through interviews, observation and documentation. Subjects were the principal, deputy principal, head of KKG and teachers at SDN 2 Banda Aceh. The results showed that: (1) the principal’s policy process to improve the competence of teachers at SDN 2 Banda Aceh can be said to be good, the principal in improving teacher competence gave permission to teachers to continue their study, conducted trainings, provided teaching materials in accordance with applicable curriculum; (2) The strategies of the principal in improving the professional competence of teachers at SDN 2 Banda Aceh were good because every teacher is obliged to make a set of learning devides according to the latest curriculum, to adjust to the teacher’s book, and to make a schedule of supervision; (3) There were constraints faced by principals in improving the professional competence of teacher at SDN 2 Banda Aceh, namely the division of duties to teachers was uneven, and teachers were reluctant to express their desire and weaknesses in learning.Keywords: Strategies of the principal and Profefessional Competence of TeacherAbstrak: Kemampuan seorang kepala sekolah dalam memimpin  berpengaruh dalam meningkatkan motivasi kerja guru. Kompetensi profesional guru merupakan  strategi  meningkatkan mutu pendidikan. Tujuan penelitian ini adalah untuk mengetahui upaya-upaya yang dilakukan kepala sekolah dalam meningkatkan kompetensi profesional guru pada SD Negeri 2 kota Banda Aceh. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi dan studi dokumentasi. Subjek penelitian adalah Kepala Sekolah, Wakil kepala sekolah, ketua KKG dan guru di SD Negeri 2 kota Banda Aceh. Hasil penelitian menunjukkan bahwa: (1) Proses kebijakan  kepala sekolah dalam meningkatkan kompetensi guru pada SD Negeri 2 Banda Aceh sudah dikatakan baik,   kepala sekolah dalam meningkatkan kompetensi guru yaitu memberi izin kepada guru untuk melanjutkan kuliah, mengadakan pelatihan, menyediakan bahan ajar yang sesuai dengan kurikulum yang berlaku; (2)  Strategi kepala sekolah dalam meningkatkan kompetensi profesional guru pada SD Negeri 2 Banda Aceh yaitu  sudah baik karena setiap guru wajib membuat perangkap pembelajaran sesuai dengan kurikulum yang terbaru, menyesuaikan buku pengangan guru, membuat jadwal supervisi; (3) Kendala-kendala yang dihadapi kepala sekolah dalam   meningkatkan kompetensi profesional guru pada SD Negeri 2 Banda Aceh yaitu pembagian tugas kepada guru kurang merata, guru tidak berani mengemukakan keinginan serta kekurangannya dalam pembelajaran.Kata Kunci: Strategi Kepala Sekolah dan Kompetensi Profesional Guru

Abstract

Abstract: Children’s moral behavior is influenced by formal and non-formal education. The system of education is also influenced by educational policy. Formulation, implementation of educational policy needs to be evaluated for being appropriate to the objective of education. This research aimed to find out the implementation of educational policy, which included: 1) Program of family education, 2) Implementation of educational policy, and 3) Educational obstacles for improving children’s moral behavior in Aceh Tengah District. The research used a descriptive method with a qualitative approach. Data collection techniques were conducted through interview, documentation and observation. The subjects of research were Head of Education Ministry in Aceh Tengah District and society figure. From the research results, it was found that there was no one of government policy which was established into regional government regulations (qanun) about children’s moral education, and many family education programs were still run based on parents experience by generation to generation. For children’s moral education out of school time, a regional government issued appeals of reading Al Quran after magrib and activating communal Quran reading. The obstacles of family education in Aceh Tengah were that unequal parental education and weak economy so that children’s development was given over to education institutions. There were no programmed, detailed socialization and society mapping,and the role of society in educating a generation had already been decreased since it was oriented materials. It is recommended that a program of family education about children’s moral should be formulated to be a regional policy by involving all stakeholders. Keywords: Educational policy and family education                          Abstrak: Perilaku moral anak dipengaruhi oleh pendidikan formal dan non formal. Sistem pendidikan juga dipengaruhi oleh kebijakan pendidikan. Perumusan, implementasi kebijakan pendidikan perlu dievaluasi agar sesuai dengan tujuan pendidikan. Penelitian ini bertujuan untuk mengetahui pelaksanaan kebijakan pendidikan keluarga dalam memantapkan perilaku anak di Kabupaten Aceh Tengah, mencakup, 1) Program pendidikan keluarga, 2) Pelaksanaan kebijakan pendidikan, dan 3) Hambatan-hambatan pendidikan dalam memantapkan prilaku moral anak di Kabupaten Aceh Tengah. Penelitian menggunakan metode deskriptif dengan pendekatan kualitatif, sedangkan tekhnik pengumpulan data melalui wawancara, dokumentasi dan observasi. Subjek penelitiannya adalah Kepala Dinas Pendidikan Kabupaten Aceh Tengah dan tokoh masyarakat. Hasil penelitian, ditemukan belum adanya satupun kebijakan pemerintah yang ditetapkan ke dalam peraturan pemerintah daerah (qanun) untuk pendidikan moral anak, program pendidikan keluarga masih banyak dijalankan berdasarkan pengalaman orang tua secara turun temurun. Pendidikan moral anak di luar jam sekolah, pemerintah daerah mengeluarkan himbauan mengaji ba’da magrib dan mengaktifkan pengajian-pengajian. Hambatan pendidikan keluarga di Aceh Tengah yaitu tidak meratanya pendidikan orang tua, ekonomi lemah, sehingga perkembangan anak  diserahkan kepada lembaga pendidikan. Sosialisasi dan pemetaan masyarakat yang rinci dan terprogram belum ada, peran masyarakat dalam mendidik generasi sudah mulai berkurang karena berorientasi pada materi. Perlu direkomendasikan, program pendidikan keluarga tentang moral anak harus dirumuskan menjadi kebijakan daerah dengan melibatkan seluruh stakeholder. Kata Kunci: Pendidikan keluarga dan kebijakan pendidikan

Abstract

Abstract: This study will talk about how the curriculum management based School Based Curriculum (SBC) may be walking in vocational schools have a curriculum that is more complex than the other high school. The method used in this study is a qualitative method. This study took place in Public Vocational High School I Sabang which is the only vocational school in Sabang. Although it can be run, after evaluation of the implementation of curriculum management SBC apparently having some problems in the absence of which Congress Subject Teacher (CST) forum to expand the horizons of teachers, lack of media practices and tools, and limited the location of industry practices and qualifications of teachers are not qualified.Keywords: Curriculum, Management and Learning.Abstrak: Studi ini akan berbicara mengenai bagaimana manajemen kurikulum yang berbasis KTSP dapat berjalan di sekolah kejuruan yang memiliki kurikulum lebih kompleks dibandingkan sekolah menengah atas lainnya. Metode yang digunakan dalam penelitian ini adalah metode kualitatif. Penelitian ini mengambil lokasi di SMKN I Sabang yang merupakan satu-satunya sekolah kejuruan di Sabang. Meskipun dapat berjalan, setelah melalui evaluasi ternyata pelaksanaan manajemen kurikulum KTSP mengalami beberapa kendala di antaranya ketiadaan forum MGMP untuk memperluas wawasan guru, kekurangan media dan alat praktik, serta terbatasnya lokasi prakerin dan kualifikasi guru yang belum mumpuni.Kata Kunci : Manajemen, Kurikulum, dan pembelajaran

Abstract

Abstract: Teacher empowerment is an effective strategy to produce professional teachers in islands area. This study aimed to obtain about the effectiveness of teacher empowerment in excellent schools of Sabang City. This study used qualitative approach and descriptive method. Data were collected through observation, interview, and documentation study. Subjects of the study were principals, school committees, head of education agency, and local government. The data was analysed through data reduction, display, decision taking, and verification. The results of the study showed that: (1) teacher empowerment in excellent schools in Sabang City was prepared based on need assessment, ability to solve teacher’s problems in the field, and stakeholders’ support, (2) the implementation of teacher empowerment in excellent schools of Sabang City has met the criteria of the implementation of an activity and it has implemented various strategies, (3) the local government and all related parties in the development of excellent schools in Sabang City had a high commitment to improve the education quality in Sabang City, and (4) teacher empowerment system implemented was the system that has been existed in the schools such as providing training, activating teacher professional development networks (MGMP), conducting effective learning supervision, giving opportunity for teachers to obtain a higher education and supporting teachers to participate in scientific meetings.Keywords: Teacher Empowerment and Excellent SchoolsAbstrak: Pemberdayaan guru merupakan salah satu strategi yang efektif untuk menciptakan guru profesional pada sekolah unggul, khususnya di wilayah kepulauan. Penelitian ini bertujuan untuk mengetahui efektivitas pemberdayaan guru pada sekolah unggul di Kota Sabang. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dengan observasi, wawancara dan studi dokumentasi. Subjek penelitian adalah pengawas, kepala sekolah, komite sekolah, kepala Dinas Pendidikan dan pemerintah daerah. Data dianalisis dengan cara mereduksi, display, mengambil kesimpulan dan verifikasi data. Hasil penelitian menunjukkan bahwa: (1) Program pemberdayaan guru disusun berdasarkan hasil analisis kebutuhan (need asesment) sekolah dengan melibatkan seluruh unsur terkait dan pakar pendidikan. Program yang direncanakan meliputi merekrut guru dengan cara memutasikan guru yang berprestasi ke sekolah unggul, peningkatan kompetensi guru dan memberdayakan guru yang sudah berada di sekolah unggul. (2) Pelaksanaan program pemberdayaan guru dilakukan secara efektif, transparan, dan akuntabilitas. Setiap guru diberikan deskripsi tugas untuk dijadikan sebagai pedoman dalam melaksanakan tugasnya serta diberikan motivasi secara terus menerus untuk meningkatkan kompetensinya. (3) Pemerintah Kota Sabang memiliki komitmen untuk pengembangan sekolah unggul dengan memberikan dukungan berupa moral, kebijakan, finansial serta memenuhi fasilitas, baik sarana maupun prasarana. (4) Sistem pemberdayaan guru yang diterapkan adalah memberdayakan guru yang sudah ada pada sekolah unggul dengan cara memerikan pelatihan, mengaktifkan MGMP, mengefektifkan supervisi pengajaran, memberi kesempatan bagi guru yang ingin melanjutkan pendidikan dan mendorong guru untuk mengikuti pertemuan-pertemuan ilmiah.Kata Kunci: Pemberdayaan Guru dan Sekolah Unggul

Abstract

teacher performance improvemens in the implementation of strategic management, strategy and principals in improving teacher performance. To achieve these objectives, this study uses descriptive qualitative approach. Data was collected through interviews, observation and documentation. The procedure of data analysis is data reduction, data display, and verification. While the subject of research is principals, vice-principals, and teachers. The results showed that:(1) The procedure improved performance carried out in accordance with the teachers' work rules in Aceh; (2) Improving the teachers performance in the implementation of strategic management is done in stages and follow the development of the situation as desired by the state management and time; and (3) The principal obstacle in the performance improvement teacher strategy include not involve efforts aimed at transforming strategic objectives into action in the form of the organization of the school program, so that the form of the implementation of educational programs take place with less supervision.Keywords: Strategic Management, and Teacher Performance.Abstrak: Peneli­tian ini bertujuan untuk mengetahui prosedur peningkatan kinerja guru, peningkatan kinerja guru dalam implementasi manajemen strategik, dan strategi kepala sekolah dalam meningkatkan kinerja guru. Untuk mencapai tujuan tersebut, penelitian ini mengunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Prosedur analisis data adalah reduksi data, display data, dan verifikasi. Sedangkan subjek penelitian adalah ketua komite sekolah, kepala sekolah, wakil kepala sekolah, dan guru. Hasil penelitian menunjukkan bahwa: (1) Prosedur peningkatan kinerja guru dilakukan sesuai dengan aturan kerja sebagaimana tercantum dalam aturan pengelolaan pendidikan; (2) Peningkatan kinerja guru dalam implementasi manajemen strategik dilakukan secara bertahap dan mengikuti situasi perkembangan manajemen sebagaimana diinginkan oleh keadaan dan waktu; dan (3) Hambatan kepala sekolah dalam strategi peningkatan kinerja guru di SMK Negeri 3 Lhokseumawe antara lain kurang melibatkan upaya-upaya yang bertujuan mentransformasi tujuan strategik ke dalam aksi dalam bentuk penyelenggaraan program sekolah, sehingga bentuk pelaksaan program pendidikan berlangsung secara dengan kurang pengawasan.Kata kunci : Manajemen Stratejik, dan Kinerja Guru

Abstract

Abstract: Quality education can be achieved if school implements appropriate strategic management. Based on the assumption and the weakness of school management nowadays, the writer is interested in conducting a study with the objective to describe and analyze the profile, implementation, and evaluation of strategic management in the effort to improve education quality in SMAN 10 Fajar Harapan State Senior High School. Subjects of the study were principal, vice principal, treasurer, school administrative office personnel, school committee, and teachers. Data were collected through observation, interview, and documentation study. The results of the study showed that the profile of the school described the visions, missions, goals, targets and school resources. The strategies were implemented through internal and external school activities described through school structural organization, teamwork, and the distribution of job, day and time of study, cost asset, curriculum, school promotion, new student enrollment, school culture, ethic code, school policy, geographical environment, demography, environment culture and community appreciation, government regulation, development of science and technology, involvement of school committee, partner institution and alumni, and strategy implementation in achieving national education standard. The evaluation was conducted continuously by involving top management and all personnel either in short, medium, or long term by using school and teacher self-evaluation instruments, and benchmarking in order to improve school performance and education quality.Keywords: strategic management and quality of education.Abstrak: Pendidikan bermutu dapat terlaksana bila sekolah mengimplementasikan manajemen strategi yang tepat. Beranjak dari asumsi tersebut dan permasalahan lemahnya manajemen sekolah dewasa ini, penulis tertarik melakukan penelitian dengan tujuan untuk mendeskripsikan dan menganalisis profil, implementasi dan evaluasi manajemen strategik dalam upaya meningkatkan mutu pendidikan. Penelitian ini merupakan penelitian deskriptif kualitatif yang dilakukan pada SMAN 10 Fajar Harapan dimana yang menjadi subyek penelitian adalah kepala sekolah, wakil kepala sekolah, bendahara, tenaga tata usaha, komite sekolah dan guru. Teknik pengumpulan data dilakukan melalui observasi, wawancara dan studi dokumentasi. Hasil penelitian menunjukkan bahwa profil SMAN 10 Fajar Harapan mendeskripsikan visi, misi, tujuan, sasaran dan profil sumber daya sekolah. Implementasi strategi pada SMAN 10 Fajar Harapan dilakukan melalui aktivitas lingkungan internal dan eksternal sekolah yang dideskripsikan melalui struktur organisasi sekolah, teamwork dan pembagian tugas sekolah, hari dan waktu belajar, aset pembiayaan, kurikulum, promosi sekolah, penerimaan siswa baru, budaya sekolah, kode etik, kebijakan sekolah, keberadaan lingkungan geografis, demografis, lingkungan budaya dan apresiasi masyarakat, regulasi pemerintah, perkembangan ilmu pengetahuan dan teknologi, keterlibatan komite sekolah, lembaga mitra, alumni dan implementasi strategik dalam upaya memenuhi standar pendidikan nasional. Pelaksanaan evaluasi pada SMAN 10 Fajar Harapan dilakukan secara terus menerus melibatkan manajemen puncak dan seluruh personil sekolah baik jangka pendek, menengah dan panjang melalui instrumen evaluasi diri sekolah, guru dan Benchmarking untuk meningkatkan kinerja sekolah dan mutu pendidikan.Kata kunci: manajemen strategik dan mutu pendidikan

Abstract

Abstract: Academic supervision is a series of activities to help teachers to develop their ability in managing learning process in order to achieve the learning goals. This study aimed to find out the description of academic supervision implemented by principal in State Junior High School 1 Lhoknga. This study used qualitative approach with descriptive method. The subjects of this study were principal, vice principals, and teacher. The results of this study showed that: (1) the principal involved all school personnel in designing academic supervision program. The designing process was conducted at the beginning of school year and the program was applied for two semesters. (2) The principal’s strategies in implementing academic supervision were preparing academic supervision instrument, providing socialization about the program plans to all teachers, carrying out a direct academic supervision to all teachers, and delegating the supervisor’s responsibility to all vice principals and some senior teachers that have been supervised. (3) The principal conducted follow-up academic supervision by giving guidance and trainings or Teacher Education Consensus Points to unprofessional teachers. The follow-up included the follow-up program of academic supervision, learning situation and factors that influence the students’ achievement, and some improvement that should be done. (4) The obstacle factors were the teachers who were unable to attend the supervision because of the reason they were sick and asked permission to follow training, the teachers who were not ready when the supervision was conducted. Keywords: Academic Supervision and PrincipalAbstrak: Supervisi akademik merupakan serangkaian kegiatan membantu guru mengembangkan kemampuannya mengelola proses pembelajaran demi pencapaian tujuan pembelajaran. Penelitian ini bertujuan untuk memperoleh gambaran tentang bagaimanakah  kepala sekolah SMP 1 Lhoknga dalam melaksanakan supervisi akademik. Penelitian ini merupakan penelitian kualitatif, dengan metode deskriptif. Pengumpulan data dilakukan dengan mengadakan pengamatan (observasi), wawancara dan dokumentasi. Subjek penelitian adalah kepala sekolah, wakil kepala sekolah dan dewan guru. Hasil penelitian menunjukkan bahwa: (1) kepala sekolah dalam menyusun program kerja supervisi akademik dengan melibatkan peran serta seluruh personel sekolah, penyusunan program supervisi dilakukan pada awal tahun ajaran untuk dua semester. (2) strategi kepala sekolah dalam melaksanakan implementasi supervisi akademik yaitu: mempersiapkan instrumen supervisi akademik, dengan dilakukan teknik yang secara individual dan kelompok baik secara langsung, tidak langsung maupun kolaboratif. (3) melaksanakan tindak lanjut supervisi akademik kepala sekolah dengan memberikan pembinaan, mengikuti kursus-kursus maupun MGMP kepada guru yang belum profesional. (4) faktor hambatan, guru yang berhalangan hadir waktu pelaksanaan supervisi yang disebabkan karena sakit, izin dan mengikuti pelatihan.Kata Kunci: Supervisi Akademik dan kepala sekolah

Abstract

Abstract: School based management is one of management concepts which aims to increase the quality of education by giving a broad autonomy to a school. This research aimed to find out the implementation of school based management in State Senior High School 5 Banda Aceh. This research used a qualitative approach with a descriptive method. The techniques of data collection were carried out through interview, observation, and documentation study. The subjects of research were the principal, the vice principal, the teachers, the administrative staffs and the committee of State Senior High School 5 Banda Aceh. The results of research showed that: (1) the implementation of school based management in curriculum affairs was begun from designing vision, mission, school objectives, learning program, division of task, extracuricular and curricular activities, syllabus development, lesson plan, teaching schedule, structure, and academic calendar; (2) student affair has been appropriate to the program, which includes acceptance of new students, activity of student orientation period, determination students in a particular class, students’ attendance and discipline at school eventhough there were still students who were not discipline; (3) in field personnel, the recruitment was still managed by a local government; coaching and professional development of teachers were implemented through training activities, subject teachers’ forum, giving a permission for higher education and doing a supervision; meanwhile, mutation and pensioners were still managed by a local government; (4) financial management was carried out by establishing source of funds and analysing needs, budget allocation, supervision and reporting which invoved school stakeholders; and (5) in terms of relations with the community, it has been run well, and it is directed to achieve school objectives and to do a socialisation about school-based management as an effort to involve a community for its active participation to help school.Keywords: School-based Management and Quality of EducationAbstrak: Manajemen Berbasis Sekolah merupakan salah satu konsep manajemen dalam upaya untuk meningkatkan mutu pendidikan dengan memberikan otonomi luas pada sekolah. Penelitian ini bertujuan untuk mengetahui  pelaksanaan manajemen berbasis sekolah pada SMA Negeri 5 Banda Aceh. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan studi dokumentasi. Subjek penelitian adalah kepala sekolah, wakil kepala sekolah, guru, tata usaha dan komite SMA Negeri 5 Banda Aceh. Hasil penelitian  menunjukkan bahwa: (1) penerapan manajemen berbasis sekolah dalam bidang kurikulum dimulai dari penyusunan visi, misi, tujuan sekolah, program pembelajaran, pembagian tugas, kegiatan ekstrakurikuler, pengembangan silabus, rencana pelaksanaan pembelajaran (RPP), jadwal pengajaran, struktur dan kalender pendidikan; (2) bidang kesiswaan, sudah sesuai dengan program meliputi penerimaan siswa baru, kegiatan masa orientasi siswa, penetapan siswa pada kelas tertentu, kehadiran dan disiplin siswa di sekolah. namun masih adanya siswa yang kurang disiplin; (3) bidang personalia, rekruitmen masih diatur oleh pemerintah daerah, pembinaan dan peningkatan profesional guru dilaksanakan melalui kegiatan pelatihan, MGMP, memberikan izin untuk pendidikan lanjutan dan melakukan supervisi, sedangkan mutasi dan pensiunan juga masih dikelola oleh pemerintah daerah; (4) dalam pengelolaan keuangan dilakukan dengan penetapan sumber dana, menganalisis kebutuhan, alokasi anggaran, pengawasan dan pelaporan dengan melibatkan stakeholder sekolah; dan (5) dalam bidang hubungan dengan masyarakat sudah berjalan dengan baik, diarahkan untuk mencapai tujuan sekolah dan melakukan sosialisasi tentang manajemen berbasis sekolah sebagai upaya melibatkan masyarakat untuk berpartisipasi aktif membantu sekolah.Kata Kunci: Manajemen Berbasis Sekolah dan Mutu Pendidikan

Abstract

Supervisor is a profession, therefore it is expected that supervisors can provide guidance to teachers in improving teacher pedagogic competence. The supervisory strategy greatly influences the teacher's pedagogical competence, which is done by coaching and providing opportunities for teachers to improve their competence. Thus, supervisors in Madrasah Ibtidaiyah are expected to 1) increase the competence of teachers, 2) know the strategies used by the supervisor, 3) know the supervisor strategy in evaluating the teacher's success in developing the learning, and 4) to know the obstacles faced by the supervisor. The approach used is descriptive qualitative approach, with observation data collection techniques, interviews and documentation studies, with the object of research is the supervisor. From the research results can be concluded that the strategies used by supervisors in improving the competence of teachers in Madrasah Ibtidaiyah Negeri Bungcala by doing KKG activities, Training, Scientific activities, seminars and Tem teaching.Keywords: strategy, superintendents, pedagogical competence and teacher

Abstract

The objective of this research was to find out the employee planning, the development strategies, and the obstacles found by a number of division and sub-division heads in the employee development of Administrative Office of Syiah Kuala University, Banda Aceh. The data for this qualitative research were collected by doing interview, observation, and documentation. The analysis consists of three activities, namely data reduction, data display, and verification. The subjects of this research were the vice-rectors, the heads of divisions and sub-divisions, and the employees. The results of this research indicated that: (1) The employee planning was done by arranging several programs of development and empowerment and adjusting the educational background of an employee with his position; (2) The strategies of employee development consist of coaching dan giving the chances to the employees to be the participants of education and training programs organized by Syiah Kuala University or other related institutions and agencies; (3) The obstacles found by the heads of divisions and sub-divisions were the internal factors such as the internal aspects, namely the elderly, limited funding for the development of education and should use their own cost, and sometimes inconsistency in program implementationcaused by the priority scale. In addition, there are also problems of external whom the government rules that restrict employees to continue their education.Keywords: employee development, educational resource management.
