Abstract

 ABSTRAKBerdasarkan Dokumen Kajian Risiko Bencana Kota Bandar Lampung tahun 2016 – 2020, Kecamatan Teluk Betung Selatan yang berlokasi di Kota Bandar Lampung memiliki tingkat bahaya banjir tinggi. Keadaan lahan yang berupa dataran rendah dengan kemiringan lereng relatif datar, merupakan faktor pemicu akan adanya bahaya banjir di lokasi tersebut. Tujuan dari penelitian ini yaitu untuk menganalisis hub ungan antara kerentanan bahaya banjir terhadap daya dukung lingkungan yang dilihat dari kondisi kemampuan lahan di daerah penelitian. Metode pengumpulan data berupa survei. Metode analisis penelitian ini adalah analisis asosiasi korelatif yang dalam penelitian ini menggunakan Koefisien Sommer (d). Nilai yang dihasilkan oleh Koefisien Sommer (d) memiliki rentang antara -1 (hubungan tidak searah sempurna) sampai 1 (hubungan searah sempurna). Hasil penelitian menunjukkan bahwa daya dukung lingkungan berdasarkan kemampuan lahan di Kecamatan Teluk Betung Selatan tergolong dalam kelas d yang berarti memiliki kemampuan pengembangan agak tinggi dalam aspek fisik dan lingkungannya, di mana kelas tersebut berada pada lima kelurahan (Kelurahan Talang, Kelurahan Gedong Pakuon, Kelurahan Pesawahan, Kelurahan Teluk Betung, dan Kelurahan Gunung Mas). Tingkat kerentanan banjir di daerah penelitian yang termasuk dalam kelas sedang tersebar di empat kelurahan yaitu Kelurahan Gedong Pakuon, Talang, Pesawahan, dan Teluk Betung. Berdasarkan hasil analisis asosiasi korelatif, diketahui bahwa terdapat hubungan yang cenderung erat atau kuat antara daya dukung lingkungan yang ditinjau berdasarkan kemampuan lahan dengan tingkat kerentanan banjir di daerah penelitian yang ditunjukkan oleh aspek sosial, fisik, ekonomi, dan lingkungan.Kata kunci: analisis asosiasi korelatif, daya dukung lingkungan, kemampuan lahan, kerentanan banjir ABSTRACT Based on the 2016 - 2020 Bandar Lampung City Disaster Risk Study Documents, Teluk Betung Selatan District, located in Bandar Lampung City, has a high flood hazard level. The condition of land (lowlands) with a relatively flat slope is a triggering factor for hazards in that location. This study aims to analyze the vulnerability of floods to the carrying capacity of the environment as seen from the conditions of the research area. The training method is in the form of survey data. The research analysis method is correlative association analysis in the study using Sommer's coefficient (d). The value generated by the Sommer coefficient (d) has a range between -1 (the relationship is not perfectly aligned) to 1 (the relationship is perfectly unidirectional). The results showed that the carrying capacity of the environment based on the land capability in Teluk Betung Selatan District is classified in class d which means it has a rather high development capability in terms of its physical and environmental aspects, where the class is located in five subdistricts (Talang Subdistrict, Gedong Pakuon Subdistrict, Pesawahan Subdistrict, Teluk Betung Subdistrict, and Gunung Mas Subdistrict). The level of flood vulnerability in the research area which is included in the medium class is spread across four subdistricts, namely Gedong Pakuon, Talang, Pesawahan, and Teluk Betung. Based on the results of the correlative association analysis, it shows that there is a relationship that tends to be close or strong between the carrying capacity of the environment as seen based on the capacity of the land and the level of flood vulnerability in the study area, which is indicated by social, physical, economic, and environmental aspects.Keywords:  correlative association analysis, environmental carrying capacity, land capability, flood vulnerability

Abstract

In the post-COVID-19 era, Indonesia’s aviation industry faces two major human resource challenges: pilot shortages and technician fatigue. High costs of type rating have left many pilot graduates unemployed despite strong airline demand, while long working hours increase maintenance fatigue risks that threaten flight safety. This study aims to analyse the safety risks arising from pilot shortages and technician fatigue in Indonesia’s post-pandemic aviation industry and to identify relevant policy implications from a human factors perspective. This study applies a qualitative descriptive approach, drawing on secondary data from official reports, academic publications, and aviation regulations, complemented by brief stakeholder interviews. While previous studies generally address pilot shortages and technician fatigue separately, this research integrates both issues within the Indonesian post-pandemic context. The findings reveal strong links between structural barriers, such as high training and certification costs, and operational risks, such as fatigue, which together create a significant aviation safety gap. Policy recommendations include expanding access to type rating programs, enforcing Fatigue Risk Management Systems (FRMS), and strengthening technician certification standards. This integrative analysis contributes a novel perspective to aviation safety literature and offers actionable strategies to support Indonesia’s post-pandemic aviation recovery.

Abstract

This study investigates the alignment between current land use and the official spatial pattern plan (RTRW) of South Lampung Regency, concentrating on Kalianda District, a region characterized by significant economic activity and environmental sensitivity. The study addresses the deficiency in empirical assessments of land use compliance in coastal areas susceptible to land conversion and disaster risks. A Geographic Information System (GIS)-based overlay analysis was applied to compare 2024 satellite-derived land use maps with the RTRW 2011–2031 spatial pattern. The results show that 75.99% (13,301.57 ha) of the district follows the spatial plan, while 24.01% (4,202.65 ha) does not. The biggest difference is that dryland agriculture has been turned into paddy fields, which make up 1,538.17 ha (8.79%). These mismatches are driven by population growth, economic expansion, and limited public awareness of spatial policy. The study contributes to urban and regional planning by demonstrating the need for adaptive RTRW revisions, integrated spatial monitoring systems, and participatory governance to balance development with environmental protection. Findings provide practical input for policy refinement, particularly in aligning spatial plans with dynamic socio-economic and environmental realities.

Abstract

Water is a natural resource that has a vital role and function to fulfill the basic needs of all living things, especially humans, which need to be maintained. Korpri Jaya Village, Sukarame Sub-District, Bandar Lampung City is an area affected by the development of higher education institutions, namely UIN Raden Intan and the Sumatra Institute of Technology, which is characterized by a growing population and housing needs. There is a potential imbalance between water demand and water availability. Water demand is increasing due to population growth, while water availability is decreasing due to changes in land use and a lack of green open spaces. Even Bandar Lampung City has been identified as being in a state of water deficit based on the Strategic Environmental Assessment (KLHS). Therefore, it is necessary to identify the carrying capacity of water in Korpri Jaya Village. The analysis methods used in this study include a grid system approach and calculations of the environmental service index (IJLH) for water providers, which refer to surface water discharge to determine water carrying capacity. The results showed that Korpri Jaya Village has a water carrying capacity of 465,467 m³/year. Water carrying capacity is used as a reference point in spatial planning to anticipate potential water deficits in the future, along with increasing population and land use changes.

Abstract

This study examines land-use suitability and tsunami disaster mitigation in Rajabasa District, one of the areas most severely affected by the 2018 Sunda Strait tsunami. Indonesia’s high coastal disaster exposure underscores the urgency of integrating spatial planning with risk reduction. Using a quantitative-descriptive spatial approach, this research assesses the conformity between existing land use and the spatial allocation defined in the Regional Spatial Plan (RTRW) of South Lampung Regency. Land-use mapping, RTRW extraction, and spatial overlay were conducted using QGIS, complemented by field observations of evacuation routes, signage, assembly points, and coastal protection structures. Results indicate that 74.77% (3,998.50 ha) of land use aligns with RTRW, while 25.23% (1,349.38 ha) shows nonconformity, mainly due to changes in agricultural and forest areas. In terms of tsunami mitigation, Rajabasa has breakwaters, evacuation paths, and temporary assembly points; however, the distribution remains uneven and no vertical evacuation shelters exist. A 1,300-meter buffer analysis reveals that several settlements lie outside effective evacuation coverage. All analytical outputs were integrated into an interactive WebGIS platform developed using QGIS, qgis2web, GitHub, and Netlify. This platform enhances data transparency and supports evidence-based decision-making related to land suitability, hazard exposure, and mitigation infrastructure. The study concludes that strengthening spatial-plan enforcement, improving mitigation facilities, and enhancing community preparedness are essential for building coastal resilience aligned with disaster risk reduction principles and the Sustainable Development Goals.
