Abstract

Kehadiran pedagang kaki lima memberikan keuntungan untuk menekan jumlah pengangguran, serta penyediaan berbagai keperluan masyarakat dengan harga relatif terjangkau. Pada sisi lain pedagang kaki lima sering dikaitkan dengan dampak negative bagi lingkungan dengan munculnya kesan kemacetan dan tidak tertib. Di Surabaya dibangun Sentra PKL sebagai wadah pemberdayaan pedagang kaki lima. Salah satu sentra PKL yang dibangun adalah sentra PKL Taman Prestasi. Penelitian ini bertujuan untuk mengetahui strategi pemberdayaan yang dilakukan dalam memberdayakan pedagang kaki lima di sentra PKL Taman Prestasi. Hasil penelitian ini dapat dilihat dari fokus penelitian, yaitu: 1) Pengembangan sumber daya manusia dilakukan melalui bimbingan teknis telah berhasil meningkatkan pendapatan pedagang kaki lima. 2) Pengembangan kelembagaan kelompok yang dilaksanakan telah berhasil menguatkan koperasi simpan pinjam. 3) Pemupukan modal swadaya telah dapat meningkatkan permodalan pedagang kaki lima. 4) Pengembangan usaha produktif yang dilakukan telah berhasil meningkatkan pendapatan pedagang kaki lima. 5) Penyediaan informasi tepat guna tersedia, akan tetapi masih belum tersedianya informasi tepat guna yang diberikan oleh paguyuban dan Dinas Koperasi dan UMKM Kota Surabaya. Abstract

Undang-Undang No.14 Tahun 2008 tentang Keterbukaan Informasi Publik (KIP) memberi jaminan kepada masyarakat untuk dapat mengakses informasi publik secara luas, serta memberi kewajiban kepada Badan Publik untuk melaksanakan keterbukaan informasi publik, tidak terkecuali bagi Pemerintah Provinsi Jawa Timur. Pemerintah Provinsi Jawa Timur melaksanakan Kebijakan Keterbukaan Informasi Publik melalui Dinas Komunikasi dan Informatika Provinsi Jawa Timur. Implementasi Kebijakan Keterbukaan Informasi Publik dilakukan sebagai upaya mewujudkan good governance di Pemerintah Provinsi Jawa Timur. Penelitian ini menggunakan metode deskriptif kualitatif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa Implementasi Kebijakan Keterbukaan Informasi Publik di Dinas Komunikasi dan Informatika Provinsi Jawa Timur telah berhasil mewujudkan good governance di Pemerintahan Provinsi Jawa Timur. Selain itu, faktor-faktor yang mempengaruhi keberhasilan implementasi kebijakan yaitu faktor komunikasi, sumber daya, disposisi dan struktur birokrasi sudah terpenuhi dengan baik. Hanya saja ada sedikit kekurangan yaitu pada faktor komunikasi, yaitu masih ada beberapa Informasi Publik di web PPID Provinsi Jawa Timur yang belum diperbarui, khususnya informasi yang termasuk kategori Informasi yang Wajib Diumumkan dan Disediakan Secara Berkala. Abstract

Inovasi merupakan bentuk terobosan baru atau ciptaan baru pada pelayanan yang kreatif dan beradaptasi serta modifikasi untuk memberikan manfaat bagi masyarakat. Pelayanan simPADU-PMI merupakan inovasi untuk meningkatkan kualitas pelayanan bagi pencari kerja ke luar negeri. Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisa Inovasi Pelayanan Sarana Informasi dan Pelayanan Terpadu-Pekerja Migran Indonesia (simPADU-PMI) dalam Meningkatkan Kualitas Pelayanan di Unit Pelaksana Teknis Pelayanan dan Perlindungan Tenaga Kerja Indonesia (UPT P2TK) Provinsi Jawa Timur menggunakan metode penelitian kualitatif dengan tipe deskriptif dan teknik pengumpulan data dengan cara observasi, wawancara/interview, dan dokumen. Hasil penelitian: (1) berdasarkan tipologinya tergolong dalam inovasi produk, dengan adanya 3 perubahan yaitu dari aspek produk, aspek metode, dan aspek teknologi. (2) berdasarkan level inovasinya tergolong dalam inovasi inkramental dimana dalam pelaksanaannya terdapat perubahan – perubahan kecil dan termodifikasi dari layanan sebelumnya. (3) berdasarkan kategori inovasinya tergolong dalam kategori sustaining innovation (inovasi terusan) dengan adanya perubahan – perubahan baik pada inovasi ini dan membawa pada kebutuhan masyarakat, inovasi ini patut untuk diteruskan keberadaannya. Abstract

In making development equitable, the Government of Indonesia issued a policy called regional autonomy. This regional autonomy is Law Number 32 of 2004 which has the function to regulate and manage governmental affairs in the surrounding area. So this regional autonomy aims to accelerate economic growth and regional development. At present there are still many developments that are still less profitable for the community, due to the lack of socialization in the implementation of development. In the absence of participation from the surrounding community, the implementation of development is not necessarily going well, because if the community does not provide participation such as proposals to the government about what is needed for life and daily life, then the government will also not know the implementation of development that is really needed by Public. As well as the factors that are driving the obstacles to the implementation of community participation. This research aims to find out the extent of the community participation in Semolowaru village in developing human resources. The method used in this research is descriptive qualitative method, the data collection technique is carried out using the literature review approach from several previous journals that can be used as a reference or reference in conducting research. The results of this study indicate that community participation in the development of human resources in Semolowaru Urban Village, Sukolilo Sub-district, Surabaya City, has resulted in a good implementation of development. With the proposals from the community and willingness to participate as well as the principle of mutual cooperation and heterogeneous living, making Semolowaru village in 2011-2012 was once one of the best kelurahans. And has a record of winning quite a lot of rewards. Keywords: Participation, Community, Development

Abstract

Indonesia is a country that has quite a large population, one of which is the largest population in the city of Surabaya as a metropolis. With this large number of people, the poverty rate for families in the community is high, so the government provides a program to break the poverty chain, the Family Hope Program (PKH). The purpose of this study is to determine the implementation of social empowerment in the city of Surabaya through the family hope program that can make the community / beneficiary socially and economically independent life and measure the family hope program as a manifestation of community independence. This study used descriptive qualitative method. Data sources consist of primary data and secondary data. Primary data sources were obtained from observations and interviews. Data processing is done through the process of data reduction, data presentation, and conclusion checking or verification. The analysis used in this research is to use the basic principle model of community independence. The results of this study, show that social empowerment through the family of hope program by using a model of community independence is still not going well to create an economically and socially independent community. This can be seen from the data of the community / beneficiaries can live independently after receiving a family of hope program. Through the basic principle model of community independence from Sunyoto Usman (2003) which includes: creating climate, strengthening power, and protecting.Keywords: Human Development Index, Social Empowerment,Welfare

Abstract

In Indonesia, currently there has been progress in the field of information technology. Along with the development of sophisticated and advanced technology, there are more and more demands of need. By utilizing the sophistication and advancement of existing technology, the government makes electronic-based policies, namely e-government. From the existence of this new electronic-based system, it makes easier to carry out the implementation of services carried out by the state apparatus to public. The objective of this study is to measure the level of public awareness of Surabaya people towards the application of the E-ticket system related to frequent violations. The scope of the study is the city of Surabaya. The problem is focused on the level of public awareness about the e-ticket system that has been running. In order to approach this problem, a theoretical reference from Soerjono Sukanto was used regarding public awareness. The data were collected through questionnaires spread across 31 districts in Surabaya and analyzed quantitatively with a descriptive approach. This study concludes that Surabaya people had awareness and knew a new system in ticketing, namely the electronic ticketing system, but for its application, many violations still occured. It is indicated by the percentage of 55% which is included in the fairly high category with a percentage of 70.5% regarding the existence the new system.

Abstract

This paper is compiled to analyze the opportunities and challenges of community-based tourism, in facing the adaptation of a new life in the midst of the Covid-19 pandemic, tourism potential which is the capital for tourism development and the participation of local communities as the stakeholders main tourism. The choice of research focuses on community participation in tourism, especially in the new normal era due to tourism activities where all activities are carried out by prioritizing the movement from the area of origin to the destination area, making tourism an activity that is vulnerable to the spread of covid - 19. The main challenge in tourism today is more to the level of public awareness of health protocols, opportunities that greatly support Tamansari Tourism Village in the form of a variety of tourist attractions in one tourism destination. The research method approach used is descriptive qualitative research instruments with in-depth interviews, documentation study and involved observation. Tourism in the new normal era is expected to be able to adapt CHSE Cleanliness, Health, Safety, and Environmental Sustainability in order to maintain tourists' confidence in tourist attraction in reducing covid-19 transmission.Keywords: Community Participation, Tourism Village, CHSE

Abstract

This article aims to determine the effect of five dimensions of service quality for making electronic ID Card, which consists of reliability, responsiveness, assurance, empathy, and physical evidence partially and simultaneously on community satisfaction at the Candi Sub District, Sidoarjo Regency. Problems is focused in the five main indicators that affect the quality of service such as reliability, responsiveness, assurance, empathy, and tangible. If the services provided have the following characteristics, it can be stated that the needs have been met which causes residents who use public services to get satisfaction. To approach this problem, it is used as a theoretical reference from Tjiptono, 2016 which states that there are five main indicators that have an influence on service quality. The data were collected through questionnaires distributed to 72 respondents who visited the Candi Sub District Office and analyzed quantitatively. This study concludes that there is a positive and significant partial and simultaneous influence of the five dimensions of service quality on community satisfaction at the Candi Sub District Office, Sidoarjo during the Covid-19 pandemic.

Abstract

The Agricultural Development Strategic Command Program (Kostratani) emerged as the government's effort to realize national food sovereignty. Sidoarjo Regency, which has an area of 71,424.3 km2 and an area of 23,566 hectares of rice fields, with the agricultural sector being a leading commodity, seeks to realize the objectives of the program through the District Agricultural Extension Center (BPP), one of which is in Sukodono. The purpose of this study is to determine the extent of the implementation of the Strategic Agricultural Development Command Program (Kostratani) in Sukodono District, Sidoarjo Regency. This research uses descriptive qualitative research methods with data collection techniques through interviews with related parties and data observation. The theory used in this study is the theory of policy implementation from Merilee S.Grindle. The results of this study are expected to provide knowledge of public administration related to agriculture, especially the Strategic Agricultural Development Command Program (Kostratani). In addition, it is hoped that this research can help farmers to further increase agricultural potential and the urgency of agricultural progress in supporting the realization of national food sovereignty.

Abstract

Kampung Genteng Candirejo is a village that is included in the category of tourist villages in Surabaya. Kampung Genteng Candirejo is characterized by its processing of herbal products and environmental-based village management to achieve sustainable tourism management. The development of Kampung Genteng Candirejo as an alternative for tourism involves community participation in the formation of tourism village institutions as well as the existence of herbal product business units that can improve the community's economy. The purpose of this research is to identify the management of Kampung Genteng Candirejo in the perspective of community based tourism as sustainable tourism. The method used in this research is descriptive qualitative using the theory of community based tourism. Data collection techniques are carried out through observation, interview and documentation techniques. The results showed that community based tourism has been applied to tourism management in Genteng Candirejo Village, the application of community based tourism is applied in the form of active community participation, the formation of tourism village management agencies, the existence of herbal product processing business activities that improve the community's economy, and village management through an environmentally friendly program.
