Abstract

Penelitian ini dilatar belakangi permasalahan kemiskinan, khususnya yang dialami kepala rumah tangga perempuan, serta adanya kebijakan pemerintah yang berbentuk Program Jalan Lain Menuju Mandiri Dan Sejahtera yang merupakan produk pemerintah pusat, dimana dalam pelaksanaannya melibatkan Pemerintah Provinsi Jawa Timur, Kota Batu dan Desa Pendem. Hal ini merupakan wujud komitmen pemerintah pusat untuk menjalankan program berkelanjutan dengan sasaran rakyat miskin khususnya Kepala Rumah Tangga Perempuan.  Penelitian ini menggunakan metode kualitatif, Teknik pengumpulan data menggunakan: observasi, wawancara dan dokumentasi, dengan  teknik penentuan  sample mengunakan purposive sampling. Analisis data menggunakan:  reduksi data, penyajian data dan penarikan kesimpulan. Serta keabsahan data menggunakan triangulasi. Hasil penelitian ini menunjukkan, secara umum Program-Jalin Matra mampu mengurangi kemiskinan di wilayah Kota Batu. Hal ini dibuktikan dengan adanya alokasi anggaran sebesar dua setengah juta pertahun untuk setiap kepala rumah tangga perempuan, serta ditunjang dengan tim pendamping yang memfasilitasi sarana dan prasarana yang dibutuhkan oleh Kepala Rumah Tangga Perempuan sesuai dengan bidang usaha yang ditekuninya. Tim pendamping akan membantu mengarahkan kepala rumah tangga perempuan sebagai sasaran program ini untuk mengembangkan usaha yang dimilikinya sehingga mampu memberdayakan kepala rumah tangga perempuan sebagai sasaran program tersebut mencapai tarap kehidupan yang mandiri dan sejahtera.

Abstract

This research is motivated by the many complaints from the implementation of online learning at various levels of education caused by the Covid-19 pandemic. What is felt is that in the education sector, learning is carried out face-to-face into online learning. The purpose of this study was to determine how the implementation of online learning at SD Negeri Gedangan Sidoarjo Regency and what are the supporting and inhibiting factors for implementing online learning at SD Negeri Gedangan Sidoarjo Regency. This research used descriptive qualitative research methods by observing, interviewing, and documenting. The results of this study indicate that online learning delivery communication is considered good enough, resources in online learning still have several problems with facilities that are still not fulfilled. The disposition is good with the assurance of the implementation of online learning by being given an internet quota, but it is still not optimal and still has some obstacles. The bureaucratic structure has gone well with the formation of the team. There are supporting factors, namely providing internet quotas, high participation, and conducting bureaucratic arrangements. Meanwhile, the inhibiting factor is inadequate facilities.

Abstract

This research is motivated by the increasing number of package delivery services other than the post office which results in intense competition. While the object chosen in this study is the customer of the Jemur Andayani Post Office, Surabaya, where there has been a decrease in the level of package delivery at the Jemur Andayani Post Office and an increasing number of competitors. The purpose of this research was to determine the influence of service on satisfaction at Jemur Andayani Post Office. After literature review and formulating hypotheses, data were collected through quantitative methods using a questionnaire to 100 customers of the Jemur Andayani Post Office. This research uses an analytical method is simple linear regression analysis. The results of the hypothesis test show that the t value is 25.249. T value (25.249)> t table (1.660), then Ho rejected and H1 accepted. So there is a significant influence between package service quality on satisfaction at the Jemur Andayani post office, Surabaya

Abstract

The food delivery program is an effort to meet basic food needs for low-income and displaced people in Surabaya in order to obtain a decent life. This research aims to provide an overview of changes before and after the existence of food programs in the Village Kapas Madya Tambaksari district reviewed from the economic and social aspects located in the city of Surabaya. This study uses qualitative descriptive approach with qualitative descriptive data analysis tool. From the results of the research obtained that the implementation of food programs in the Village Kapas Madya Tambaksari district Surabaya produced a positive impact for the community this is due to the improvement of quality of life and life expectancy to the beneficiaries of the food program, data analysis using a single programme evaluation study before-after comparism using indicators of program achievement Raider Dale's theory is intended objectives that lead to program output.

Abstract

The Surabaya City Government is developing a tourism program, namely Kampung Wisata. Kampung Lawas Maspati is one of the tourism potentials to be used as leading heritage tourism in the city of Surabaya. However, the Covid-19 pandemic has had an impact on the decline in tourists. This study aims to describe and analyze the development carried out so that tourism can continue to run in the midst of a pandemic by using the concepts of good tourism governance principles, Bambang Sunaryo (2013). This type of research is qualitative research with data collection techniques in the form of observation, interviews, and documentation. The research location is in the Kampung Wisata Lawas Maspati Surabaya. The focus of the research is the application of the principles of good tourism governance in the development of Kampung Lawas Maspati. Research data sources, primary data and secondary data. The results of the study indicate that in the application of the ten principles of good tourism governance, there are two principles that have not been achieved and implemented properly, namely the principle of environmental carrying capacity and the principle of Program Monitoring and Evaluation.

Abstract

Currently, there are still many people with disabilities who face various problems in welfare. Likewise in Jombang Regency there are still many people with disabilities who experience welfare problems. Seeing the problems faced by people with disabilities, the central government and local governments both provincial and district/city continue to pay attention to people with disabilities to overcome their welfare problems. Jombang District Social Service in an effort to overcome social welfare , persons with disabilities have the duty and function to provide social protection and capacity building for persons with disabilities . The purpose of this research is to find out The Role of the Social Service of Jombang Regency in Social Protection and Capacity Development for Persons with Disabilities in Jombang Regency. The type of research used in this research is descriptive qualitative. The data sources used in this research are primary data and secondary data . Data collection techniques used in this study , namely observation , interviews , and documentation related to information in the field. The results showed that the Social Service of Jombang Regency had carried out its role in providing Social Protection and Capacity Development for Persons with Disabilities in Jombang Regency. Based on the results of field analysis, the role of the Jombang District Social Service refers to the theory of Gede Diva (Putra, 2015) , which states that an effective and optimal government role includes the role of facilitator, regulator, and catalyst, which is adjusted to Jombang Regent Regulation Number 49 of 2018 Regarding the Position, Organizational Structure, Main Duties and Functions and Work Procedures of the Jombang Regency Social Service.

Abstract

Street vendors in the Jombang Regency Square have lost their places to sell due to a policy that prohibits selling in the square. This policy was implemented by the Jombang Regency Government with the aim of breaking the chain of spreading COVID-19. As a result, there are many vendors selling on the road shoulders and sidewalks. The decrease in income was also experienced by street vendors from the former square. This study aims to analyze and describe the role of the Department of Trade and Industry in effort to foster former street vendors of Jombang Regency Square. This type of research is descriptive qualitative research with data collection techniques through observation, interviews, documentation, and literature study. The concept used is the role of local government according to Gede Diva (2009:15). The results of this study indicate that the role of the Department of Trade and Industry in effort to foster former street vendors of Jombang Regency Square has not been carried out properly, because there are still street vendors who return to selling in the square area, there is no training program for street vendors, no partnership facilities, and business gathering activities for street vendors have not been carried out.

Abstract

BPJS Ketenagakerjaan merupakan salah satu organisasi publik yang menyediakan layanan jaminan sosial bagi seluruh pekerja di Indonesia.Tujuan dari penelitian ini adalah untuk mengetahui seberapa baik kualitas pelayanan publik di BPJS Ketenagakerjaan Cabang Karimunjawa Surabaya menggunakan metode SERVQUAL (Service Quality) yang terdiri dari lima dimensi yaitu dimensi tanggapan (responsiveness), empati (empathy), bukti fisik (tangible), jaminan (assurance), dan kehandalan (reliability).  Metode penelitian menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif dengan pengambilan data melalui wawancara, observasi dan dokumentasi. Hasil penelitian menunjukan bahwa kualitas pelayanan di BPJS Ketenagakerjaan Cabang Karimunjawa Surabaya berada dalam kategori baik. Hal ini terlihat dari adanya pemenuhan empat dimensi dari lima dimensi SERVQUAL yang sudah baik yakni pada dimensi tangible, reability, assurance, dan responsiveness. Sementara pada dimensi empathy, hasil penelitian menunjukkan bahwa pemenuhan dimensi tersebut masih kurang baik.

Abstract

Penelitian ini bertujuan untuk mengkaji efektivitas program pendaftaran sistematik lengkap (PTSL) di Kelurahan Sememi Kota Surabaya sebagai agenda prioritas pemerintah untuk menyelenggarakan pendaftaran tanah seluruh Indonesia. Peneliti memilih lokasi penelitian di Kelurahan Sememi karena Kelurahan Sememi menjadi objek PTSL terbanyak. Untuk mengetahui tujuan tersebut, maka penelitian ini menggunakan pendekatan penelitian deskriptif kualitatif. Informan dalam penelitian ini berjumlah 5 orang dengan menggunakan teknik pengumpulan data yang dilakukan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa pelaksanaan PTSL di Kelurahan Sememi telah efektif dan membawa hasil yang bermanfaat bagi masyarakat. Terdapat bukti bahwa sertifikat hak atas tanah yang diterima masyarakat dapat menjadi sarana untuk menghasilkan produktifitas ekonomi masyarakat yaitu akses permodalan lebih mudah mengingat adanya kepastian hukum dan perlindungan hukum hak atas tanah masyarakat secara pasti. Waktu yang dibutuhkan masyarakat untuk menerima sertifikat yakni 3 bulan. Meskipun program PTSL ini gratis, namun terdapat biaya diluar tahapan program PTSL yang ditentukan berdasarkan kesepakatan bersama antar masyarakat untuk mempersiapkan berkas administrasi pendaftaran PTSL. Demikian pula dengan perintah yang dilakukan oleh Tim Pelaksana PTSL di Kelurahan Sememi kepada RT dan RW disampaikan dengan jelas dan mudah dipahami oleh seluruh elemen masyarakat.

Abstract

Keberadaan pedagang kaki lima sebagai salah satu sektor informal merupakan bagian yang tidak dapat terpisahkan dari pembangunan perkotaan. Pemerintah Kota Surabaya melalui Dinas Koperasi dan Usaha Mikro telah berupaya dalam melakukan pemberdayaan terhadap para pedagang kaki lima pada sentra wisata kuliner wiyung. Penelitian ini bertujuan untuk mengetahui dan menganalisis strategi pemberdayaan pedagang kaki lima pada sentra wisata kuliner wiyung yang dilakukan oleh Dinas Koperasi dan Usaha Mikro Kota Surabaya. Metode penelitian yang digunakan dalam penelitian ini yaitu deskriptif kualitatif yang menghasilkan data berupa kata-kata tertulis dari hasil wawancara, observasi dan dokumentasi. Fokus penelitian yang digunakan dalam penelitian ini menggunakan pendekatan analisis SOAR. Hasil penelitian ini menunjukkan bahwa: 1) aspek strengths memiliki keunggulan penerapan kasir tunggal. 2) aspek opportunities dilakukan dengan bimbingan keterampilan memasak dan manajemen produk melalui kerjasama antara pemerintah dan swasta. 3) aspek aspirations yang disampaikan oleh para pedagang kepada Dinas Koperasi dan UMKM yakni peningkatan promosi usaha pada SWK Wiyung. Akan tetapi, masih ada keluhan dari pada pedagang terkait promosi usaha yang kurang maksimal. 4) aspek results telah dirasakan oleh para pedagang dibuktikan dengan peningkatan pendapatan melalui pembinaan, pendampingan, dan monitoring serta evaluasi secara berkala
