Abstract

The implementation of education in Indonesia today, cannot be separated from the achievement of goals that become a benchmark for successful implementation. The implementation of education is currently being faced with the COVID-19 pandemic which has forced the government to close face-to-face teaching and learning activities and create a new policy, namely online learning. This study aims to determine and describe how the implementation of online learning at UPT SMP Negeri 20 Gresik. The research method used is a qualitative method. The location of the research was conducted at UPT SMP 20 Gresik. The focus of this research is based on the theory of implementation of George C. Edward III which includes 1.) Communication, 2). Resources, 3). Disposition, 4). Bureaucratic Structure. Data collection techniques were obtained through observation, interviews and documentation. The results obtained in this study are: 1). Communication in the implementation of online learning is not optimal on the transmission factor, because the socialization given seems sudden so that the preparation problem has not been maximized. 2). Resources in the implementation of online learning are also still constrained by the quota assistance provided by the government. 3). The disposition of the implementor regarding online learning has not been implemented optimally, because there are still constraints on the cognitive indicators experienced by students. 4). The organizational structure in the implementation of online learning refers to the technical guidelines for the implementation of online learning, with the RPP being made by the teacher as a guide in carrying out learning. The conclusion in this study is that the implementation of online learning at UPT SMP Negeri 20 Gresik has not been implemented properly, because there are still obstacles in several indicators of successful implementation.

Abstract

Kementerian Pendidikan dan Kebudayaan (Kemendikbud) mengeluarkan PermendikbudNo 17 Tahun 2017 tentang adanya kebijakan baru mengenai sistem Penerimaan Peserta Didik Baru (PPDB) berbasis zonasi. PPDB berbasis zonasi adalah suatu sistem penerimaan siswa baru yang didasarkan pada wilayah tempat tinggal siswa yang bersangkutan, bertujuan untuk pemerataan pendidikan dengan menghapuskan predikat sekolah favorit.Kota Surabaya merupakan salah satu kota yang pertama kali menerapkan sistem zonasi pada tahun ajaran 2019/2020, yang diatur dalam Peraturan Walikota (Perwali) No. 25 Tahun 2018. Dalam peraturan tersebut dijelaskan sistem PPDB zonasi di Surabaya berbeda dengan kota lain, khususnya pada tingkat Sekolah Menengah Pertama (SMP) yang menggunakan 2 jalur yaitu sistem zonasi khusus dan zonasi umum. Pada penerapannya, banyak menuai pro kontra di kalangan masyarakat sehingga memerlukan evaluasi untuk mencapai tujuan kebijakan yang diharapkan. Penelitian ini ditujukan untuk mengevaluasi kebijakan sistem zonasi pada PPDB tingkat SMP di Kota Surabaya yang dapat dijadikan acuan untuk memperbaiki kebijakan ke arah yang lebih baik. Hasil dari penelitian ini menunjukkan bahwa penerapannya belum dapat di katakan efektif.Pemerintah masih belum siap menerapkan sistem zonasi karena keterbatasan jumlah sekolah dan persebarannya tidak merata. Kebijakam ini hanya menguntungkan siswa yang memiliki tempat tinggal dekat dengan sekolah negeri. Sedangkan siswa yang memiliki tempat tinggal yang jauh dari jangkauan sekolah negeri tidak dapat lolos dalam seleksi. Kebijakan tersebut menimbulkan kekecewaan bagi siswa yang berprestasi tetapi memiliki keterbatasan jarak rumah dengan sekolah negeri. Abstract

The Covid-19 outbreak has spread rapidly throughout the world, including in Indonesia. In this case the government is taking steps towards public policies such as Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM) to stop the spread of this virus. In deciding on its spread, the government needs public participation. Kelurahan Jelakombo participated in breaking the chain of spreading this virus. The purpose of this scientific article is to determine the form of public participation in implementing public policies designed to cut the spread of the virus. The method used is descriptive qualitative data collection in the form of interviews and direct observation. The theory used in this article is Community Participation by Mardikanto & Soebianto which describes the forms of participation divided into four forms, starting with the planning, implementation, evaluation and utilization of results. The results of this study are that community participation in Jelakombo Village has been involved in the planning, implementation, benefit involvement and evaluation stages of Community Activity Restriction (PPKM) to prevent Covid-19 transmission. The people of Jelakombo Village have followed the policy of Restricting Community Activities (PPKM) well, because the positive number of Covid-19 in Jelakombo Village from March 2020 to March 2021 was only 27 cases.

Abstract

Kedungrejo,Waru,Sidoarjo is a village between Sidoarjo and Surabaya city. Kedungrejo is a village with the third-highest trade sector development in the Waru sub-district. With the potential have to support from the village government, especially the village head, so the development of Kedungrejo village can be better. The village have close relationship with the community so that the leadership role of the village head has a very strategic role in increasing the success of village development. This study aims to describe the leadership role of the village head in development the obstacles in village development.This study uses a descriptive qualitative research method leadership theory from Tjokroamidjojo leader as Motivator, Facilitator, and Mobilizer. Data collection techniques using interviews, observation, and documentation.Data analysis used an interactive model proposed by Miles & Huberman(2019) with Observation Persistence and Triangulation Techniques in testing the validity of the data. The results of the research analysis show that the role of the village head is good improving development in the village of Kedungrejo, the village head has carried out his role as a motivator, facilitator, and mobilizer following his duties, authorities, and functions to improving village development, although there are still some obstacles but can be overcome properly.

Abstract

Gombengsari Village is one of the tourist areas in Banyuwangi Regency, many tourist area and MSME in the Gombengsari District, but still cannot be search using the Google Map application. Utilization of Information Technology today is a process of community empowerment in strengthening the community to master technology and information. The development of technology Geographic Information System is expected to improve the performance of an organization or agencies to be more effective and efficient information as well as easy in receipt of things to say in this case is performance pokdarwis in gombengsari village. Spatial data this is what found focus group disscussion from residents and pokdarwis, produces maps of thematic KML data, and export to jpg, which can be used for Static Maps. Spatial data has reached 93% of the 5 Environment in the Gombengsari Kelurahan that have been understood by the Gombengsari POKDARWIS, which will then be socialized to the community, how important it is to live in ecotourism.

Abstract

Pemerintah Kabupaten Tuban kembali meraih Penghargaan Piala Natamukti dari International Council for Small Business (ICSB) Indonesia dan Kementerian Koperasi dan Usaha Kecil dan Menengah (KUKM). Penghargaan tersebut diraih karena Pemerintah Kabupaten Tuban dinilai sukses mendorong keberlangsungan Usaha Mikro Kecil Menengah (UMKM). Penghargaan ini sebagai tanda bukti keberhasilan pemerintah daerah dalam memasarkan dan mendorong peningkatan kualitas, serta membangun Usaha Mikro Kecil Menengah di daerahnya, dan juga Kabupaten Tuban masuk dalam daftar lima Kabupaten yang berhasil mengekspor dagang usaha mikro, kecil, dan menengah. Metode penelitian yang digunakan adalah metode penelitian Kualitatif dengan pendekatan deskriptif dengan menggunakan Teori dari Gede Diva dalam pemberdayaan Usaha Mikro, Kecil, dan Menengah di Kabupaten Tuban yang efektif dan optimal. Metode deskriptif adalah metode yang mendeskriptifkan suatu keadaan atau fenomena dengan tujuan untuk menggambarkannya berdasarkan fakta. Oleh karena itu, penelitian ini bertujuan untuk mendeskripsikan peran pemerintah daerah dalam pengembangan Usaha Mikro, Kecil, dan Menengah di Kabupaten Tuban dalam memasarkan produk-produk unggulan usaha mikro kecil dan menengah (UMKM). Kesimpulan penelitian ini adalah Pemerintah Kabupaten Tuban sudah melaksanakan tugas sebagai fasilitator, regulator, dan katalisator dalam proses pemberdayaan usaha mikro, kecil, dan menengah. Tetapi pemberdayaan tersebut belum dilakukan seacara menyeluruh di setiap desa dan kecamatan di Kabupaten Tuban.Kata kunci: Kabupaten Tuban; Peran Pemerintah Daerah; UMKM

Abstract

Kelurahan Jeruk merupakan salah satu wilayah yang mengimplementasikan program Urban Farming pada masa pandemi Covid-19. Adapun penelitian ini dilakukan dengan tujuan untuk mendeskripsikan Implementasi Program “Urban Farming” Sebagai Upaya Pemenuhan Kebutuhan Pangan Pada Masa Pandemi Covid-19 (Studi Di Kelurahan Jeruk Kecamatan Lakarsantri Kota Surabaya). Metode penelitian yang digunakan dalam penelitian ini yaitu pendekatan kualitatif Hasil penelitian yang diperoleh yaitu: (1) tujuan kebijakan dan standar yang jelas dari program urban farming ini telah ditetapkan (2) sumberdaya manusia, finansial dan waktu sudah terimplementasi secara keseluruhannya (3) karakteristik badan pelaksana telah terimplementasi dengan optimal (4) kualitas hubungan interorganisasional telah terimplementasi namun belum optimal pada komunikasi yang tepat, akurat dan konsisten (5) lingkungan politik, sosial dan ekonomi telah terimplementasi tetapi belum optimal dari segi lingkungan politiknya. (6) disposisi telah terimplementasikan tetapi belum optimal pada pemahaman dan pendalaman yaitu masih adanya masyarakat yang belum mengerti dan paham mengenai program urban farming.

Abstract

Penelitian ini tentang Kualitas Pelayanan Publik di Mal Pelayanan Publik Nyawiji Kabupaten Nganjuk. MPP merupakan upaya pemerintah dalam meningkatkan kualitas dari layanan terpadu. Namun, pada kenyataannya pelayanan publik di MPP Nyawiji belum sepenuhnya berjalan baik dengan tujuan yang diinginkan karena masih banyaknya keluhan dan pengaduan dari masyarakat ke pemerintah. Tujuan penelitian ini untuk mengetahui kualitas pelayanan publik di MPP Nyawiji Kabupaten Nganjuk. Penelitian ini menggunakan metode deskriptif kualitatif. hasil penelitian kualitas pelayan publik di MPP Nyawiji Kabupaten Nganjuk berkualitas baik dengan ditunjukkan: 1) self-esteem, cukup baik dikarenakan terbatasnya jumlah pegawai dan belum terintegrasinya pelayanan MPP Nyawiji. 2) exeed expectation, kualitas pelayanan MPP baik dikarenakan penyesuaian standar pelayanan, walaupun masih ditemukan keterlambatan pelayanan. 3) recovery, sangat baik ditandai adanya uji coba standart pelayanan dan adanya tempat kritik dan saran. 4) improve, kualitas pelayanan sangat baik dikarenakan menyesuaikan perubahan pelayanan yang diwujudkan pada jemput bola dan mobil keliling 5) vision, penerapan sudah baik ditandai berhasil mensentralkan pelayanan satu tempat 6) care, memberikan pelayanan dengan sikap baik, ramah, informatif, simpatik dan berfasilitas 7) empower, pemberdayaan dan pelatihan untuk meningkatkan kualitas pelayanan walaupun belum ada reward pegawai berprestasi.

Abstract

Sidoarjo is a SMEs city that has a number of industrial quite a lot, one of which is a small industry of batik artisans that located in Kampung Batik Jetis and Intako Cooperative Craftsmen in Tanggulangin, Sidoarjo. How is the empowerment program that supports the development of batik craftsmen and intako craftsmen in Sidoarjo? And what are the factors inhibiting and supporting batik craftsmen and intako craftsmen?; Empowerment to those carried out by the Department of Cooperatives, SMEs, Industry, Trade, and Energy and Mineral Resources Sidoarjo conducted with various efforts, namely (1) facilitation of capital, (2) support the ease of obtaining raw materials and support facilities in the production process, (3) education and training to improve managerial capability and production, and other types of education and training that can support the empowerment of Micro, Small and Medium Enterprises, (4) involvement in trade fairs to expand market access, (5) facilitation of IPR. Four of five attempts have been made and the results still needs to be improved. The existence of barriers and support needs to be a concern for local governments to increase the empowerment of MSME

Abstract

This research was conducted from February to April 2018 with qualitative descriptive methods. The data sources consist of: primary data sources and secondary data sources, primary data sources obtained from observations, and interviews. Interview with informants (purposive sampling) based on the interview guides as instruments, and the researchers as research instruments. While secondary data is obtained from documentation. Data analysis used the Miles and Huberman models of Sugiyono, 2017 whose activities include: data reduction, data display and conclution drawing / verification. The results of this study, the implementation of the Keluarga Harapan Program (PKH) effort to alleviate poverty in the Social Service Office of Batu City has been going well. Communication is established well with PKH Facilitators, and PKH Participants. The Social Service involves the Facilitators in meetings coordination, as provisions for improving professionals seminars and matrices in to help the Facilitators to assist PKH Participants in providing counseling to tell the terms and conditions that must be fulfilled by the Participants. The Government's Social Service of Batu City has exercised its authority both from aspects: communication, resources, disposition, and bureaucratic structure with PKH Assistants in the implementation to alleviate the PKH Participants' poverty. Therefore the implementation is being well because of the determined terms and conditions in education terms (permanent school participants) and in the health terms (long term health insurance), so that social assistance through PKH cash can be received by the Participants through the BNI account of each PKM Participant. Furthermore, the PKH Assistants help the Participants to counseling provide to PKH Participants in skills possessed develop by the each Participant. Therefore, for the long term PKH implementation in poverty alleviation efforts will be able to be realized by the Government's Social Service of Batu City.
