Abstract

Pemerintah Kabupaten Tuban kembali meraih Penghargaan Piala Natamukti dari International Council for Small Business (ICSB) Indonesia dan Kementerian Koperasi dan Usaha Kecil dan Menengah (KUKM). Penghargaan tersebut diraih karena Pemerintah Kabupaten Tuban dinilai sukses mendorong keberlangsungan Usaha Mikro Kecil Menengah (UMKM). Penghargaan ini sebagai tanda bukti keberhasilan pemerintah daerah dalam memasarkan dan mendorong peningkatan kualitas, serta membangun Usaha Mikro Kecil Menengah di daerahnya, dan juga Kabupaten Tuban masuk dalam daftar lima Kabupaten yang berhasil mengekspor dagang usaha mikro, kecil, dan menengah. Metode penelitian yang digunakan adalah metode penelitian Kualitatif dengan pendekatan deskriptif dengan menggunakan Teori dari Gede Diva dalam pemberdayaan Usaha Mikro, Kecil, dan Menengah di Kabupaten Tuban yang efektif dan optimal. Metode deskriptif adalah metode yang mendeskriptifkan suatu keadaan atau fenomena dengan tujuan untuk menggambarkannya berdasarkan fakta. Oleh karena itu, penelitian ini bertujuan untuk mendeskripsikan peran pemerintah daerah dalam pengembangan Usaha Mikro, Kecil, dan Menengah di Kabupaten Tuban dalam memasarkan produk-produk unggulan usaha mikro kecil dan menengah (UMKM). Kesimpulan penelitian ini adalah Pemerintah Kabupaten Tuban sudah melaksanakan tugas sebagai fasilitator, regulator, dan katalisator dalam proses pemberdayaan usaha mikro, kecil, dan menengah. Tetapi pemberdayaan tersebut belum dilakukan seacara menyeluruh di setiap desa dan kecamatan di Kabupaten Tuban.Kata kunci: Kabupaten Tuban; Peran Pemerintah Daerah; UMKM

Abstract

Challenges in accessing education remain a significant obstacle, especially in urban areas such as Surabaya City, which has the lowest School Participation Rate (SPR) in East Java for the 7-12 age group. One of the government's efforts to improve educational access is through the Kampunge Arek Suroboyo Friendly to Women and Children Program (KAS-RPA) under the Learning Village category. This study aims to analyze and describe the implementation of this program in Gebang Putih Village, Sukolilo District, Surabaya City, using the public policy implementation theory that involves four key factors influencing the success or failure of policy implementation: communication, resources, disposition, and bureaucratic structure. The research method is qualitative with a descriptive approach to deeply analyze and describe the program's implementation. The unit of analysis is the KAS-RPA Learning Village Program in Gebang Putih Village, with informants including representatives from DP3APPKB Surabaya City, the Village Head, the Chairperson of RW 01 Gebang Putih Village, the program coordinator, program educators, and families or parents of program participants. Data validity was tested through credibility checks using source triangulation and member checking. The findings show that the implementation of the KAS-RPA Learning Village Program in Gebang Putih Village was relatively successful. This success was measured through direct observation, in-depth interviews with program implementers, documentation, and analysis of primary data collected during the implementation process. The success was driven by effective communication, adequate availability of resources, positive disposition from the implementers, and a clear and flexible organizational structure. However, challenges remain, including limited funding to ensure sustainability and optimization of the program, as well as improving formal documentation to support future program evaluations. This study contributes to understanding the key factors in implementing educational programs that impact the improvement of access and quality of education.

Abstract

This study aims to analyzed the policy control of Minister of Trade No. 40 of 2022 by Tanjung Perak Customs in Surabaya City. Despite the policy that used clothing is prohibited from being imported, the phenomenon of thrifting and circulation of imported used clothing is still found, including in Pasar Pagi Tugu Pahlawan Surabaya. This research uses a qualitative method with data collection through observation, interviews, and documentation of Tanjung Perak Customs employees and imported used clothing traders. Data analysis used the Miles and Huberman interactive model, and triangulation for data validity. The results showed that policy control by Tanjung Perak Customs was carried out through three dimensions according to Riant Nugroho's theory, namely: (1) Monitoring, has reflected early detection efforts for the entry of imported used clothing through document and physical checks in the Customs area; (2) Evaluation, comparing the results of supervision that are close to policy objectives, system improvements, and increased enforcement that reflects the intensity of supervision; and (3) Rewards carried out in the form of confiscation and destruction of imported used clothing as a form of administrative sanctions for violations, as well as news in the mass media and customs classes to overcome challenges from the importer side such as the principle of “ignorance”. The conclusion is that although policy control in the Customs area has been implemented, it is necessary to strengthen coordination between institutions in the field and the strong economic motives of imported used clothing traders cause the policy to not be fully implemented properly in the field.

Abstract

The aim of the Kalimasada Program is to increase public awareness regarding the importance of population administration. This program makes it easier to administer population administration services. This research aims to measure the effectiveness of the Kalimasada Program which is implemented through the Citizen Compassion Service in Gebang Putih Subdistrict, Surabaya City. The research method involves qualitative descriptive data analysis. The results of the research show that 1.) The success of the Kalimasada Program has been running quite well, and the community is quite enthusiastic about taking care of the population registration documents that they don't yet have because they don't have to come all the way directly to the Surabaya City Population and Civil Registration Office. 2.) The success of the Kalimasada Program targets has not been on target. , people who are elderly or who don't understand technology don't know what the Kalimasada Program itself is, making it difficult for them to take care of the population administration documents they need. 3.) Satisfaction with the Kalimasada Program can be said to be quite satisfied because people are really helped in taking care of population registration documents without having to come to the Dispendukcapil Office with very easy procedures, although people who are elderly and who don't understand technology have a little difficulty in understanding the Kalimasada Program.4. ) The output produced by the Kalimasada Program is greater than the input provided, even though the Surabaya City Population and Civil Registration Department has to prepare inputs such as various supporting facilities for the Kalimasada Program, it can produce greater output, namely fast, easy, and time-efficient services. 5.) Program Kalimasada has been quite successful in achieving its goals. This can also be seen from the number of people who take care of population administration which increases every year compared to before the Kalimasada Program was launched. The conclusion is that the effectiveness of the Kalimasada Program is quite effective in making a positive contribution to the community of Gebang Putih Subdistrict, Surabaya City. The community is quite helped in processing the population registration documents without having to come to the Surabaya City Population and Civil Registration Department.

Abstract

In the practice of Adaptive Governance carried out by the Village Government by utilizing the potential of natural resources that have built the democratization of the village economy or turning potential into profit through BUMDes. The approach method used in the research is descriptive qualitative. Data were obtained through observation, interviews, documentation. From the results obtained, it shows that the practice of adaptive governance carried out by BUMDes Desa Sekapuk has been effective in achieving the desired cooperation, because in the output assessment, namely the existence of (1) in the system, BUMDes Desa Sekapuk can be said to be part of a polycentric and multi-layered institution because in a polycentric system there is a multi-stakeholder governance pattern. (2) participation and collaboration since the BUMDes was reactivated after a long period of non-operation is now quite good and effective in collaboration. (3) independent and networked organization, the governance of BUMDes Desa Sekapuk can be said to be an arena for all parties to offer ideas, ideas, and innovations. (4) learning and innovation have been very good where Mr. Abdul Halim himself as the Village Head and also the actors of BUMDes Desa Sekapuk learned a lot from an experience at that time.

Abstract

  This research aims to describe in more detail the distribution of social assistance (bansos) carried out by the Sidoarjo Regency Government to residents of Waru District who were affected by the flood disaster. Using qualitative research methods, this research refers to David C. Korten's Implementation Theory with three indicators, namely 1) Conformity between the program and utilization, 2) Conformity between the program and the implementing organization, and 3) Conformity between the user group and the implementing organization. This research uses a three-stage data collection technique, namely interviews, documentation, and literature study involving the Sidoarjo Regency Government, stakeholders involved, and residents of Waru District who were affected by the flood. The research results show that the distribution of social assistance for flood disasters in Waru District has operated well, with indicators 1) The suitability of the social assistance program which has been right on target, namely distributed to flood disaster victims in Waru District; 2) Suitability of the program that has been implemented by the appropriate officer according to their field; and 3) Suitability for the people of Waru District who receive social assistance from the Sidoarjo Regency Government in a structured and coordinated manner.

Abstract

ABSTRACT. The Karepe Dimesemi Bojo (Independent Prosperous Mental Disability Rehabilitation Area of Jombang Regency) program is one of the innovations of the Jombang Regency Social Service which successfully became a finalist of the 2019 KOVABLIK. The Karepe Dimesemi Bojo program refers to poverty alleviation with the aim of increasing the role of people with mental disabilities in all areas of Jombang Regency in productive activities. This article aims to analyze the Evaluation of the Karepe Dimesemi Bojo Program for Persons with Mental Disabilities at the Jombang Regency Social Service. The theory used is the evaluation theory from William N Dunn (2003), which consists of Effectiveness, Efficiency, Adequacy, Equity, Responsiveness, and Accuracy. Data analysis uses analysis techniques from Miles, Hubernman and Salda (2014). The informants in the study included key informants, including the Head of the Social Rehabilitation Division and Mental Nurses, while secondary informants from the families of patients with mental disabilities who participated in the Karepe Dimesemi Bojo program. The results showed that the effectiveness and equity factors are not optimal because there are no independent shelters for people with mental disabilities. The adequacy factor is insufficient because the grant is still found to be a failure so that it needs to be re-evaluated. However, the efficiency, responsiveness, and accuracy factors show good results. Keywords: Evaluation; Karepe Dimesemi Bojo program ABSTRAK. Program Karepe Dimesemi Bojo (Kawasan Rehabilitasi Penyandang Disabilitas Mental Sejahtera Mandiri Kabupaten Jombang) merupakan salah satu inovasi Dinas Sosial Kabupaten Jombang yang berhasil menjadi finalis dari KOVABLIK tahun 2019. Program Karepe Dimesemi Bojo merujuk pada pengentasan kemiskinan dengan tujuan untuk meningkatkan peran masyarakat disabilitas mental di seluruh wilayah Kabupaten Jombang dalam aktivitas produktif. Artikel ini bertujuan untuk mengetahui Evaluasi Program Karepe Dimesemi Bojo Bagi Penyandang Disabilitas Mental Di Dinas Sosial Kabupaten Jombang. Artikel ini bertujuan untuk mengetahui Evaluasi Program Karepe Dimesemi Bojo Bagi Penyandang Disabilitas Mental Di Dinas Sosial Kabupaten Jombang. Teori yang digunakan adalah teori evaluasi dari William N Dunn (2003), yaitu Efektivitas, Efisiensi, Kecukupan, Perataan, Responsivitas, dan Ketepatan. Analisis data menggunakan teknik analisis milik Miles, Hubernman dan Salda (2014). Adapun informan pada penelitian meliputi informan kunci yaitu Kepala Bidang Rehabilitasi Sosial dan Perawat Jiwa, sedangkan informan tambahan dari keluarga pasien peyandang disabilitas mental yang mengikuti program Karepe Dimesemi Bojo. Hasil penelitian menunjukkan pada faktor efektivitas dan perataan belum optimal hal ini karena belum terdapat shelter mandiri bagi penyandang disabilitas mental. Pada faktor kecukupan dikatakan belum cukup karena bantuan yang diberikan masih ditemukan kegagalan sehingga perlu dilakukan evaluasi kembali. Namun, pada faktor efisiensi, responsivitas, dan ketepatan menunjukkan hasil yang baik. Kata kunci: Evaluasi; Program Karepe Dimesemi Bojo

Abstract

The existence of a country cannot be separated from the existence of it’s population. Population growth in Indonesia continues to increase from year to year in almost every region. The large population causes problems regarding the fulfillment of rights, needs, protection and public services. In the current era, public services have great demands from the public, the public sector is asked to provide excellent service by showing high professionalism. However, the demands and hopes of the community have not been fully realized. Based on data released by the Central Statistics Agency (2024), in 2015-2023 the number of civil servants in Indonesia continued to decline, this was also a factor causing the workload carried out by each employee to increase. Several factors that hinder public services are part of the Government's regulations regarding Bureaucratic Reform. Bureaucratic reform is a need that needs to be fulfilled in ensuring the creation of good governance. In the Rungkut Subdistrict Work Unit, there are complaints that there are not enough employees to carry out the large workload. With these complaints, the author feels it is necessary to carry out an analysis of the workload in the Rungkut District Work Unit by referring to PermenPANRB No. 1 of 2020 concerning Guidelines for Job Analysis and Workload Analysis, so that the results of the workload analysis are expected to provide information regarding the ideal number of employees according to the workload.

Abstract

This study aims to analyze the implementation of the TIKASIM (Tirta Kencana Siap Minum) program in Class II B Correctional Institution Jombang Regency. Using the theory according to George C. Edwards III by looking at four indicators which include communication, resources, disposition, and bureaucratic structure. This research was compiled using a qualitative approach. Obtaining primary data sources from interviews and observations is complemented by secondary data such as images, journals, reports, previous research, and other archives that have relevance. The research locus is in Class II B Correctional Institution of Jombang Regency. The results of the study show that the communication indicators in the implementation of the TIKASIM Program have been running well, explained by the clear and consistent transmission of information between Perumdam Tirta Kencana Jombang and Class II B Jombang Correctional Facility. Then the resource indicator is also quite well supported by a sufficient number of staff and adequate facilities. The disposition or attitude of policy implementers also shows communication and commitment among the entire implementation team. The bureaucratic structure has been running according to the guidelines of PERMENKUMHAM number 40 of 2017 concerning Guidelines for the Implementation of food for Prisoners, children and Prisoners.

Abstract

This research aims to analyze the implementation of child protection policies for victims of violence in Kediri Regency, focusing on four key variables according to George C. Edwards III's theory: communication, resources, disposition, and bureaucratic structure, using a qualitative approach. Data were gathered from interviews, observations, documentation, and relevant secondary sources such as books and scholarly articles. The research was conducted at the Office of Population Control, Family Planning, Women's Empowerment, and Child Protection (DP2KBP3A) in Kediri Regency. The findings indicate that 1) Communication success in policy implementation has been effective, marked by clear and consistent information transmission between the head of DP2KBP3A Kediri, PPA department staff, and the community. 2) Challenges persist in the resources variable concerning staff numbers and facilities like the absence of a shelter, which does not align with Edwards III's theory of implementation success. However, existing resources have been optimally utilized through information and authority. 3) Disposition has been effectively implemented, evidenced by policy implementers' high commitment to policy execution. 4) Bureaucratic structure at DP2KBP3A Kediri has been well-implemented, supporting the smooth implementation of child protection policies for victims of violence.
