Abstract

Abstract Innovation in the public sector is one way or even a breakthrough to overcome bottlenecks and stalemate organizations in the public sector. Public sector innovation has become an important discourse in various countries, especially in developing countries because public sector innovation is able to contribute to improving the quality of public services and being a solution in solving public problems. Public sector innovation is very identical and often associated with changes made by the government which is known as the concept of e-government. The main thing that is an indicator that public service providers are responsive to the community is the emergence of service innovation. In the delivery of public services, innovation can also be interpreted as a process of thinking about and implementing original, important and impactful public policies. Keywords: innovation, e-government, public sector Abstrak Inovasi di sektor publik adalah salah satu jalan atau bahkan breakthrough untuk mengatasi kemacetan dan kebuntuan organisasi di sektor publik. Inovasi sektor publik telah menjadi wacana penting diberbagai negara, terutama di negara berkembang karena dengan adanya inovasi sektor publik dianggap dapat berkontribusi dalam peningkatan kualitas pelayanan publik dan menjadi solusi dalam pemecahan masalah publik. Inovasi sektor publik sangat identik dan sering dikaitkan dengan perubahan yang dilakukan oleh pemerintah yang dikenal sebagai konsep e-government. Hal utama yang menjadi indikator bahwa penyedia layanan publik telah responsif terhadap masyarakat adalah munculnya inovasi pelayanan. Dalam penyelenggaraan pelayanan publik, inovasi juga bisa diartikan sebagai proses memikirkan dan mengimplementasikan kebijakan publik yang original, penting, dan berdampak. Abstract

This study investigates the effect of employee support policy effectiveness, collaborative leadership, and work rewards on organizational innovation in the manufacturing industry in West Java. Using a quantitative analysis approach, data was collected from 135 employees across various manufacturing firms. Structural Equation Modeling (SEM) with Partial Least Squares (PLS) was employed to analyze the relationships between the variables. The results reveal significant positive relationships between employee support policy effectiveness, collaborative leadership, work rewards, and organizational innovation. The findings underscore the importance of prioritizing employee well-being, fostering collaborative leadership practices, and implementing effective reward systems to promote innovation within organizations. These insights offer valuable implications for managerial practices and strategies aimed at enhancing organizational innovation and competitiveness in the manufacturing sector.

Abstract

Accelerating bureaucracy can be performed by e-governance present in order to improve the quality of government administration in the world. E-governance draft is closely related to the development of information and communication technology (ICT) globally. One form of embodiment of e-governance is the implementation of a smart city. smart cities are expected to be able to become a liaison between the demands of the community in appropriate, effective, and efficient services from the city government, by utilizing ICT. There are various related definitions of smart city in this world. One of them is as explained by Nam and Pardo who state "A smart city is a city that can identify various city problems ranging from social infrastructure to disasters. The results of the study that implementation E-Governance in the social welfare information system next generations The implementation is optimal and supportive if seen from the program, it is very good and in accordance with the vision and mission. However, there are still many obstacles related to unstable networks or server downtimes when proposing data as Integrated Social Welfare Data. Efforts must be made to integrate more with application users when proposing and verifying data so that it is valid and structured.

Abstract

This study aims to explain the running of digital governance in one-stop integrated services carried out at the Bandung Regency Investment and One-Stop Integrated Services Office (DPMPTSP) which has been running since the issuance of Regional Regulation Number 15 of 2018 concerning Amendments to Regional Regulation Number 12 of 2016 concerning the Formation and Composition of Regional Apparatus. The research method used in this study is a descriptive research method with a qualitative approach. where the researcher describes the facts about the problem that is the focus and is ringed with accurate interpretation through in-depth interviews. The digital governance model used in this study is the Welchaman Model (2015). The results of this study show that the Bandung Regency Government, through the One-Stop Investment and Integrated Services Office (DPMPTSP), implements an electronic licensing system through the SAMIRINDU - PASTI BEDAS application with the aim of simplifying the licensing process and improving the accessibility of services for the community. This application allows applicants to apply for permits online and print their permits through the application once approved. The digital governance of one-stop integrated services in Bandung Regency has been implemented quite well, but there are several disruptions to the server and a lack of understanding of licensing procedures are obstacles. So that the goal of integrated services, namely fast and precise, has not been achieved optimally.

Abstract

This study aims to analyze the application of good governance principles in poverty reduction in Maja District, using a qualitative approach. Through in-depth interviews with government officials and relevant stakeholders, this research explores the five main dimensions of good governance: rule of law, transparency, equality, effectiveness and efficiency, and accountability. The results show that upholding the rule of law is critical to ensuring fairness in the distribution of social assistance. The Maja sub-district government has conducted regular monitoring and evaluation to maintain transparency in the use of funds, as well as involving law enforcement agencies in supervision. Transparency of information to the community is also sought through various communication channels, so that the community can actively participate in the decision-making process. In addition, this study identified challenges such as nepotism and differences in poverty data between agencies that can interfere with program effectiveness. Thus, this study concludes that multi-stakeholder collaboration and a systematic approach to monitoring and evaluation are key to improving the effectiveness of poverty reduction programs in Maja District. This research is expected to provide recommendations for policy development that is more inclusive and responsive to community needs.

Abstract

Digitalization has become a crucial aspect of public administration reform in Indonesia, including efforts to enhance the performance of the Dinas Cipta Karya, Bina Konstruksi, and Tata Ruang (Cipta Bintar) in Bandung City. This article outlines the urgency of optimizing three main elements: data management, digital performance evaluation, and digital discipline as the pillars of technology-based governance in this agency. Through the implementation of an integrated information system, the Dinas Cipta Bintar can manage spatial planning and construction data more efficiently, objectively evaluate the performance of civil servants, and enforce discipline through transparent digital mechanisms. The article also highlights key terms such as digital transformation, administrative efficiency, and performance accountability, while discussing strategies for implementation, challenges, and recommendations to maximize the benefits of digitalization in the Dinas Cipta Bintar.

Abstract

Education is an essential need for every individual who continues to adapt to the development of the times, technology, and culture. The quality of education is the foundation for forming the character of the next generation who are ready to face challenges. Law Number 20 of 2003 regulates the national education system to ensure equal opportunities, quality improvement, and relevance of education. In Bandung City, the Education Office has a vital role in improving the quality of education and forming competitive human resources. Policies and programs to improve the quality of education focus on budget management, curriculum development, improving teacher quality, and learning facilities. The challenges faced include the mismatch between the skills of educators and job needs, which can hinder the achievement of educational goals. Therefore, evaluation and improvement of policies are needed to produce better education.

Abstract

This research aims to analyze the efficiency of the public service system in good governance and employee performance organized by the Cidadap District Office, Bandung City in improving service quality in accordance with the expectations of the community as service users. The implementation of good governance can be seen from the application of the principles of participation, rule of law, transparency, responsiveness, consensus orientation, fairness, effectiveness and efficiency, accountability and strategic vision. Employee performance can be seen from productivity, service quality, responsiveness, responsibility and accountability for public sector performance. This research uses a literature study research method. The results of the research show that the Cidadap District Office, Bandung City has implemented good governance well, so that the services provided to the community can be carried out better. The obstacles experienced include the fact that not all people understand the applicable Standard Operating Procedures, so it is necessary to carry out communication and outreach through various outreach to the community so that service requests and service delivery can be carried out better. Through analysis, service quality is generally good, including employees who have a neat appearance, adequate infrastructure and friendly employee attitudes.

Abstract

The Sabilulungan program, implemented by the Bandung City Government, is an effort to enhance transparency and public participation in the management of digital-based social assistance. This study aims to analyze how the public participates in this program and the factors that influence its success. Through a qualitative descriptive approach with literature study, this research finds that service quality and digital literacy are the main factors affecting public participation levels. Additionally, the active role of the government in providing education and outreach related to technology usage is key to improving public understanding. The findings suggest that although Sabilulungan provides significant opportunities for public involvement, challenges related to service quality and technology comprehension still require further attention. This study recommends improving the service quality of the digital platform and increasing digital literacy outreach to expand public participation.

Abstract

This article discusses the implementation of E-Government in Indonesia as an effort to enhance the efficiency and effectiveness of public services through the digitalization of government processes. This study employs a literature review method to analyze policies, benefits, challenges, and case studies from regions like Denpasar and Pare-Pare that have successfully implemented E-Government. The findings indicate that E-Government can accelerate administrative processes, improve service transparency, and expand public access to information. However, its implementation faces challenges such as limited infrastructure in remote areas, a lack of human resources with technological expertise, and data security risks. To address these obstacles, strengthening telecommunication infrastructure, providing technology-based human resource training, integrating systems across institutions, and implementing stricter data security regulations are recommended. These measures aim to support an inclusive and sustainable digital transformation through E-Government.
