Abstract

Layanan klaim Program Jaminan Hari Tua (JHT) merupakan salah satu layanan utama BPJS Ketenagakerjaan yang memberikan manfaat tunai kepada peserta yang memasuki usia pensiun, mengalami cacat total tetap, atau meninggal dunia. Meskipun program JHT berperan penting dalam perlindungan finansial pekerja, masih banyak pekerja di Kota Bengkulu yang belum tercakup sebagai peserta. Selain itu, jumlah pengajuan klaim JHT menunjukkan penurunan dalam beberapa tahun terakhir, yang mengindikasikan adanya permasalahan dalam efektivitas layanan klaim. Penelitian ini bertujuan untuk menganalisis efektivitas layanan klaim JHT di Kantor BPJS Ketenagakerjaan Cabang Bengkulu. Penelitian ini menggunakan teori efektivitas layanan Borril CS et al. (2001) yang meliputi empat indikator, yaitu ketersediaan, aksesibilitas, keterjangkauan, dan akseptabilitas. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi terhadap petugas layanan dan peserta JHT. Hasil penelitian menunjukkan bahwa efektivitas layanan klaim JHT belum optimal. Keterbatasan sumber daya manusia, kendala akses layanan terutama bagi peserta lanjut usia, adanya biaya tidak langsung, serta keterlambatan layanan dan kurangnya kejelasan informasi menjadi faktor utama yang memengaruhi rendahnya efektivitas layanan klaim JHT.

Abstract

The research aims to find the actors who play a role, their perceptions, and how patterns of interdependence work together in implementing anti-bullying policies in the school environment. The research framework adopted the concept of network governance related to actors, perceptions, and patterns of independence and roles in policy implementation. The research was conducted for six months using qualitative methods with 19 informants from regional apparatus organizations, task forces and public and private schools, parents and related organizations. Data were collected through FGDs, interviews, documentation and observation. Triangulation of sources and actors was conducted for data validity and reliability. Data analysis was conducted interactively through data display, reduction, and conclusion drawing. The results showed that the actors involved in reducing the stunting rate in Kaur Regency were identified as 19 actors from the government, semi-government, private sector, and social community The perception of actors related to the field of anti-bullying in the school environment generally regarding the context and content of anti-bullying policies in the school environment found a gap in the form of the reluctance / attitude of victims of bullying to report cases of bullying that occurred. The research recommends strengthening the participation model, increasing campaigns, building an information technology-based complaint system and open government data.

Abstract

Efforts to develop remote villages frequently face complex challenges that require multi-stakeholder collaboration. This research examines the development efforts of Sungai Lisai Village, located in the Kerinci Seblat National Park area of Lebong Regency, Bengkulu, as a Remote Indigenous Community (KAT) using the Pentahelix model. The research objective is to identify stakeholder involvement in Pentahelix elements and analyze their respective roles in the context of village development. The research method used a descriptive qualitative approach with data collection through interviews, document analysis, and direct observation. Data analysis in this study used the Miles and Huberman interactive model. The results showed the involvement of stakeholders from four Pentahelix elements, namely: government (Pemda, Dinsos, PUPR, TNI AD), community (village institutions, residents, NGOs), academics (Bengkulu University), and media (RB TV, RMOL Bengkulu, Bengkulu Ekspress), while business elements have not been identified. Each stakeholder has a specific role, but the synergy between elements is still not very strong. The research also revealed the rejection of the proposal to recognize Sungai Lisai Village as KAT by the Ministry of Social Affairs in 2022, despite ongoing empowerment efforts. The recommendations based on the research results include strengthening collaboration between stakeholders, increasing the capacity of local communities, developing an integrated evaluation and monitoring system, and focusing on improving village accessibility. Thus, the Pentahelix approach can be more effective in supporting the development of Sungai Lisai Village, regardless of its status as KAT or not.
