Abstract

Bencana Virus corona (Covid19), membuat tatanan kehidupan manusia berubah menjadi 180 derajat, perubahan ini terjadi secara tiba-tiba dan mengkagetkan sejagat Dunia. Perubahan drastis ini berdampak pada semua line, kesehatan, ekonomi, sosial dan budaya. Selain bidang kesehatan, yang sangat sangat terpuruk, bidang ekonomi melumpuhkan segala aktivitas ekonomi. Bidang ekonomi yang sangat terdampak adalah UKM. Kegiatan UKM menjadi stagnan, tidak produktif, hal ini, terjadi apabila pengelola tidak mampu berinovasi, tidak dapat membaca peluang dan tidak memutar haluan yang semua dilakukan dengan konvensional menjadi pengelolaan yang modern berbasis teknologi. Tata kelola UKM menjadi suatu keniscayaan untuk selalu mengupgrade sesuai kondisi pergeseran pola ekonomi. Salah satu cara upgrade tata kelola UKM adalah dengan selalu meningkatkan kapasitas pemasaran yakni dengan mengoptimalkan teknologi digital. Penggunaan teknologi digital dalam tata kelola UKM diyakini berdampak baik untuk berkelanjutan UKM

Abstract

Penelitian ini bertujuan untuk untuk mengetahui apakah terdapat pengaruh partisipasi masyarakat terhadap pengembangan Desa Wisata Durian Demang Kecamatan Karang Tinggi Kabupaten Bengkulu Tengah. Metode yang digunakan dalam penelitian ini adalah kuatitatif deskriptif untuk memberikan gambaran terhadap masalah penelitian. Indikator penelitian ini diadopsi dari teori Pasaribu dan Simanjuntak yaitu partisipasi buah pikiran, materi, tenaga dan pikiran, serta indikator desa wisata dari Kemenparekraf yaitu regulasi, infstruktur dan sumber daya manusia. Hasil penelitian ini adalah Partisipasi masyarakat (X) berpengaruh positif terhadap pengembangan desa wisata (Y) yang dibuktikan dengan perolehan nilai Sig 0.000 < 0.05. Secara Determinan variabel partisipasi masyarakat (X) mampu mempengaruhi variabel pengembangan desa wisata (Y) dengan nilai R2 0.167 atau dapat dikatakan bahwa partisipasi masyarakat sebesar 16.7%, artinya ada 83.3% faktor lain yang berpengaruh selain partisipasi yang belum di eksplore dalam penelitian. Besaran 16.7% pengaruh partisipasi masyarakat itu pun adanya dalam bentuk mobilisasi sosial warga desa terhadap pembangunan desa wisata.

Abstract

The purpose of this study is to know, describe and understand in depth related to the causes of the non-optimal implementation of administrative and technical protection of migrant workers abroad at the Bengkulu City Manpower Office. To determine the achievement of these goals, this study uses the theory of policy implementation by Riant Nugroho (2017), namely at the implementation stage and guided by Government Regulation of the Republic of Indonesia Number 59 of 2021 concerning the Implementation of PMI Protection, the aspects of this study are: administrative protection and technical protection. The method used in this study is descriptive qualitative. The data collection uses observation, interview, and documentation methods. The results of this study show that the implementation of administrative and technical protection of migrant workers abroad at the Bengkulu City Manpower Office has not been carried out optimally because the technical protection aspect has experienced obstacles where socialization is fully handed over to P3MI, making it difficult for the community to distinguish between legal and safe P3MI. Then the establishment of LTSA, placement and protection of PMI in Bengkulu City has not been carried out.

Abstract

In facing the challenges of poverty and low education levels in Bengkulu Province, the HOME Learning Center program is an important intervention to increase the capacity of orphans and poor children. In the context of social movements, leadership has a crucial role in inspiring, building commitment, and mobilizing resources. Therefore, this study aims to describe the role of leadership in advancing the Human initiative movement in Bengkulu City, especially in quality education programs for orphans. Through qualitative research methods using observation, interviews, and documentation, this study highlights the contribution of the Head of Human initiative Volunteer (HIVE) Bengkulu in inspiring members, mobilizing resources, and building a wide network to support the program. The results show that the leadership applied by the chairman of HIVE is democratic and participatory, which respects the opinions and abilities of each member, and empowers them according to their respective interests and expertise. The recommendations put forward to maintain the contribution of leadership in advancing the Human initiative movement in Bengkulu City are to develop sustainable leadership training programs and fostering generations of young leaders.

Abstract

The performance of employees within BAPPEDA Bengkulu City was found to have a number of employees who have not been able to carry out their duties properly because their understanding of their main duties and functions is still low, and there is still domination from superiors to subordinates. Therefore, this study aims to describe and describe the managerial role of the head of the field within BAPPEDA Bengkulu City, by adopting the theory of managerial roles proposed by Mitzberg (1990) which divides these roles into three roles namely; interpersonal, informational, and decisional. The approach used in this research is descriptive qualitative, with data collection through observation, interviews, and documentation. Analysis of the data collected was carried out simultaneously through data reduction, data presentation, and conclusion drawing and verification. The results showed that the managerial role of the head of the field at BAPPEDA Bengkulu City has not been optimized due to the constrained implementation of the minformasiomnal role and the decision-making role of the head of the field. This happens because the dissemination of information often does not reach all employees because it is not conveyed in a way that is easily understood and relevant, and there is still dominance by the head of the field in decision making. To optimize the managerial role in decision-making needs to be balanced with increasing subordinate participation and adopting a more collaborative and inclusive approach to optimize the managerial role and improve overall organizational performance

Abstract

The research aims to find the actors who play a role, their perceptions, and how patterns of interdependence work together in implementing anti-bullying policies in the school environment. The research framework adopted the concept of network governance related to actors, perceptions, and patterns of independence and roles in policy implementation. The research was conducted for six months using qualitative methods with 19 informants from regional apparatus organizations, task forces and public and private schools, parents and related organizations. Data were collected through FGDs, interviews, documentation and observation. Triangulation of sources and actors was conducted for data validity and reliability. Data analysis was conducted interactively through data display, reduction, and conclusion drawing. The results showed that the actors involved in reducing the stunting rate in Kaur Regency were identified as 19 actors from the government, semi-government, private sector, and social community The perception of actors related to the field of anti-bullying in the school environment generally regarding the context and content of anti-bullying policies in the school environment found a gap in the form of the reluctance / attitude of victims of bullying to report cases of bullying that occurred. The research recommends strengthening the participation model, increasing campaigns, building an information technology-based complaint system and open government data.

Abstract

Efforts to develop remote villages frequently face complex challenges that require multi-stakeholder collaboration. This research examines the development efforts of Sungai Lisai Village, located in the Kerinci Seblat National Park area of Lebong Regency, Bengkulu, as a Remote Indigenous Community (KAT) using the Pentahelix model. The research objective is to identify stakeholder involvement in Pentahelix elements and analyze their respective roles in the context of village development. The research method used a descriptive qualitative approach with data collection through interviews, document analysis, and direct observation. Data analysis in this study used the Miles and Huberman interactive model. The results showed the involvement of stakeholders from four Pentahelix elements, namely: government (Pemda, Dinsos, PUPR, TNI AD), community (village institutions, residents, NGOs), academics (Bengkulu University), and media (RB TV, RMOL Bengkulu, Bengkulu Ekspress), while business elements have not been identified. Each stakeholder has a specific role, but the synergy between elements is still not very strong. The research also revealed the rejection of the proposal to recognize Sungai Lisai Village as KAT by the Ministry of Social Affairs in 2022, despite ongoing empowerment efforts. The recommendations based on the research results include strengthening collaboration between stakeholders, increasing the capacity of local communities, developing an integrated evaluation and monitoring system, and focusing on improving village accessibility. Thus, the Pentahelix approach can be more effective in supporting the development of Sungai Lisai Village, regardless of its status as KAT or not.

Abstract

Implementasi berfungsi sebagai suatu proses penerapan berbagai ketercapaian tujuan dan sasaran yang sudah ditetapkan. Untuk mengetahui ketercapaian tujuan tersebut maka dalam skripsi ini peneliti mengadopsi teori implementasi yang dikemukakan oleh Riant Nugroho sekaligus sebagai aspek penelitian yang terdiri dari : Sosialisasi, Implementasi, Kontrol, dan Evaluasi. Adapun metode penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif yang berupaya memberikan deskripsi secara komprehensif terhadap masalah yang diangkat dalam penelitian ini. Selanjutnya untuk memperkuat argumentasi maka peneliti melakukan pengumpulan data dengan menggunakan metode observasi, wawancara, dan dokumentasi.Hasil penelitian ini menunjukan bahwa pelaksanaan website ppid.dpr.go.id oleh Pejabat Pengelola Informasi dan Dokumentasi DPR RI dalam mewujudkan keterbukaan informasi publik sudah berjalan dengan cukup baik. Dalam aspek sosialisasi, belum berjalan secara optimal hal tersebut dibuktikan dengan masih kurangnya partisipasi dan pengetahuan masyarakat tentang website ppid.dpr.go.id. Dalam aspek pelaksanaan, informasi yang ada dalam website sudah memenuhi aturan keterbukaan informasi publik. Peneliti menyimpulkan bahwa pelaksanaan website PPID DPR RI dalam upaya mewujudkan keterbukaan informasi publik sudah berjalan dengan cukup baik. Adapun rekomendasi peneliti untuk website ppid.dpr.go.id adalah (1) Melibatkan influncer dalam proses sosialisasi website PPID DPR RI. (2). Mendesain website PPID DPR RI lebih menarik dan user friendly. (3). Optimalisasi dan modifikasi program secara berkala.

Abstract

Job Fair program of the Manpower and Transmigration Office of Bengkulu Province is present with the aim of reducing the increasing unemployment rate, namely by bringing together job seekers with companies that are opening job vacancies. The purpose of this study is to know, understand and describe the implementation of the Job Fair program of the Manpower and Transmigration Office of Bengkulu Province. To determine the achievement of these goals, this study uses research aspects from Nugroho's implementation theory (2017), which consists of Pre-Implementation, Implementation, and Post-Implementation stages. The method used is qualitative descriptive with data collection using observation, interview and documentation methods. The results of this study show that the implementation of the Job Fair program at the Manpower and Transmigration Office of Bengkulu Province has not run optimally. This is because the evaluation aspect has not run optimally, namely in the process and final achievement (output) where the Manpower and Transmigration Office of Bengkulu Province does not have data on the number of people accepted for work in the Job Fair program, so it cannot measure the success of the implementation of the Job Fair programIn reducing unemployment in Bengkulu Province.

Abstract

The purpose of this study is to describe the causes of the suboptimal implementation of village financial system applications (siskeudes) in Bukit Makmur Village, Pinang Raya District, North Bengkulu Regency. This research uses BPKP guidelines on Siskeudes Application and Law Number 17 of 2003 concerning State Financial Management. The four main aspects that are the focus of this study are the planning stage, the budgeting stage, the administration stage, and the reporting stage. The method used is a descriptive qualitative method. Data collection techniques through observation, interviews, and documentation. The results of this study show that the implementation of the village financial system application (siskeudes) in Bukit Makmur Village, Pinang Raya District, North Bengkulu Regency has not been carried out optimally, because in the aspects of the planning stage and the administration stage, there are obstacles, namely the community does not understand about the Village RPJM, the development of RKP is not in accordance with the current village fund regulations and minutes and order letters have not been integrated into the siskeudes application.
