Abstract

 This research aims to identify the causes of the less than optimal implementation of Bengkulu City Regional Regulation Number 3 of 2008 concerning Peace and Public Order (Study of Handling Street Vendors in Panorama Market, Bengkulu City). The method used in this research is descriptive qualitative. This research aspect uses Ripley and Franklin's theory, namely Compliance and What's Happening. The results of this study indicate that there are several factors that cause less than optimal implementation of Bengkulu City Regional Regulation Number 3 of 2008 concerning Peace and Public Order (Study of Handling Street Vendors in Panorama Market, Bengkulu City) in the Compliance aspects are not in accordance with applicable regulations, namely the implementation is not in accordance with SOP and What's Happening aspect, namely: 1) There are no sanctions given to street vendors who sell on the road and sidewalks in accordance with the provisions of the applicable PERDA, 2) the lack of budget for Satpol PP Bengkulu City to carry out routine or periodic control, 3) The existence of thugs and playing apparatus that hinder the implementation process, 4) There is no measure of success in the implementation process carried out by Satpol PP Bengkulu City, 5) Panorama Market which cannot accommodate the increasing number of street vendors, 6) Lack of awareness of street vendors of the Regulation that prohibits selling on sidewalks and road bodies, 7) People who no longer want to shop in the market. The author recommends that it be better to provide a special place or stall for traders where traders then pay a fee for cleaning and security as well as increasing the budget for the Bengkulu City Satpol PP in handling street vendors.

Abstract

The innovation of Samsat Virtu Bengkulu City is a breakthrough formed in order to provide public services for motor vehicle tax payment more practically, Samsat Virtu is present as alternative place to pay taxes outside of work hours usual. This study aims to describe and find out the implementation of service innovations formed by the SAMSAT Office through the Samsat Virtu service in Bengkulu City seen from the perception of the community in Borril CS et All with aspects of availability, accessibility, affordability, and acceptance. The research method used is a qualitative descriptive research method. The data collection techniques in this study are observation, interviews, and documentation. In this study, the data analysis techniques used are data reduction, data presentation, and conclusion drawn. The results of the research conducted by the author show that the Samsat Virtu Innovation in Bengkulu City has been implemented and implemented well. However, there are still a few shortcomings, namely in the aspect of availability where there are no vehicle parking barrier signs. In terms of accessibility, it’s well available with regard to schedule information and affordable locations so that it’s easy to find. In terms of affordability, it’s in accordance with the applicable SOP where the imposition of PKB payment fees has been adjusted to the specified calculation. In terms of revenue, it has been carried out so well because the presence of competent officers in providing services so that the taxpayer community feels comfortable and safe in making PKB payments at Samsat Virtu.

Abstract

This community service activity aimed to strengthen participatory planning processes in Cahaya Negeri Village, Seluma Regency. Lack of community participation in development planning has resulted in programs that are less responsive to local needs and aspirations. The service implemented a three-pronged approach: raising community awareness about the importance of participation, building capacity in communication and decision-making skills, and facilitating participatory planning processes through Focus Group Discussions. The implementation used Participatory Rural Appraisal (PRA) and Community Development models. Results showed increased community awareness regarding their role in village development planning, improved communication skills among participants, and more active engagement in development planning forums. The participatory approach fostered greater community ownership over development programs and improved relations between village administrators and residents. This initiative demonstrates how a well-designed participatory planning facilitation can enhance local democracy, strengthen village governance, and contribute to more sustainable rural development.

Abstract

Efforts to develop remote villages frequently face complex challenges that require multi-stakeholder collaboration. This research examines the development efforts of Sungai Lisai Village, located in the Kerinci Seblat National Park area of Lebong Regency, Bengkulu, as a Remote Indigenous Community (KAT) using the Pentahelix model. The research objective is to identify stakeholder involvement in Pentahelix elements and analyze their respective roles in the context of village development. The research method used a descriptive qualitative approach with data collection through interviews, document analysis, and direct observation. Data analysis in this study used the Miles and Huberman interactive model. The results showed the involvement of stakeholders from four Pentahelix elements, namely: government (Pemda, Dinsos, PUPR, TNI AD), community (village institutions, residents, NGOs), academics (Bengkulu University), and media (RB TV, RMOL Bengkulu, Bengkulu Ekspress), while business elements have not been identified. Each stakeholder has a specific role, but the synergy between elements is still not very strong. The research also revealed the rejection of the proposal to recognize Sungai Lisai Village as KAT by the Ministry of Social Affairs in 2022, despite ongoing empowerment efforts. The recommendations based on the research results include strengthening collaboration between stakeholders, increasing the capacity of local communities, developing an integrated evaluation and monitoring system, and focusing on improving village accessibility. Thus, the Pentahelix approach can be more effective in supporting the development of Sungai Lisai Village, regardless of its status as KAT or not.

Abstract

Penelitian ini bertujuan untuk mengetahui dan memberi gambaran terkait alasan Implementasi Program bank sampah di Kota Bengkulu Belum Berjalan Dengan Baik. Penelitian ini menggunakan metode kualitatif deskriptif. Aspek penelitian ini menggunakan teori Nugroho serta berpedoman pada Peraturan Menteri Lingkungan Hidup Dan Kehutanan Republik Indonesia Nomor 14 Tahun 2021 Tentang Pengelolaan Sampah Pada Bank Sampah. Teknik pengumpulan data terdiri dari teknik observasi, teknik wawancara, teknik dokumentasi, studi pustaka (library research). Hasil penelitian menunjukkan bahwa implementasi program bank sampah di Kota Bengkulu masih kurang efektif karena masih banyaknya kendala mulai dari aspek pra-implementasi, implementasi, dan pasca implementasi. Pada aspek pra-implementasi masih terdapat kurang meratanya sosialisasi kepada masyarakat namun dalam tahap policy refinement sudah cukup baik. Pada aspek implementasi, program bank belum bisa berjalan secara optimal karena berbagai kendala yang belum dapat dipenuhi dari kriteria pengelolaan, fasilitas, dan tata kelola program bank sampah. Pada aspek pasca implementasi, program bank sampah dinilai belum dapat dikatakan solusi efektif karena masih sedikitnya sampah yang dikurangi, rendahnya partisipasi masyarakat, banyaknya bank sampah yang tutup, serta masih sangat terbatasnya peran pemerintah..

Abstract

This study aims to analyze the effectiveness of the implementation of the Community-Based On-site Domestic Wastewater Grant Program in Teladan Village, Curup Selatan District, Rejang Lebong Regency. The program is intended to improve access to safe and adequate sanitation, particularly for low-income communities. The research employs a descriptive qualitative approach, using Riant Nugroho’s policy effectiveness theory, which includes five aspects: policy accuracy, implementation accuracy, target accuracy, environmental suitability, and process accuracy. Data were collected through interviews, observation, and documentation involving village government officials, program implementers, and beneficiary communities. The results show that the program has successfully provided sanitation facilities that meet technical standards, significantly reducing open defecation practices. Positive impacts are also seen in the improved quality of life and public awareness of sanitation issues. However, several challenges remain, such as limited community understanding of proper maintenance, reluctance to change old habits, and a lack of labor during the construction phase. Therefore, continuous education and reinforcement of human resources are essential to ensure the program's long-term effectiveness and sustainability.

Abstract

Abstrak Pengelolaan keuangan desa yang transparan, efisien, dan akuntabel merupakan elemen penting dalam mendukung pembangunan desa yang berkelanjutan. Penelitian ini bertujuan untuk menganalisis penerapan prinsip value for money dalam pengelolaan keuangan desa pada program pembangunan sumber air bersih di Desa Air Petai, Kecamatan Sukaraja, Kabupaten Seluma tahun 2024. Prinsip value for money, yang meliputi aspek ekonomis, efisiensi, dan efektivitas, digunakan sebagai pendekatan untuk mengevaluasi sejauh mana program ini berjalan sesuai dengan tujuan yang telah direncanakan. Penelitian ini berdasarkan pada Peraturan Menteri Dalam Negeri Nomor 13 Tahun 2006 tentang Pedoman Pengelolaan Keuangan Daerah. Adapun metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif yang berupaya memberikan deskripsi secara komprehensif terhadap masalah penelitian. Selanjutnya untuk memperkuat argumentasi maka penulis melakukan pengumpulan data dengan menggunakan metode observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa pada aspek ekonomis, pemerintah desa telah melaksanakan pengelolaan anggaran secara hemat dan cermat, termasuk melalui musyawarah bersama masyarakat dan survei harga untuk memastikan pemilihan material yang berkualitas. Pada aspek efisiensi, pelaksanaan kegiatan dilakukan secara terstruktur dengan pendekatan gotong royong untuk mengurangi biaya tanpa mengorbankan hasil. Sementara itu, pada aspek efektivitas, program berhasil mencapai tujuan pembangunan sumber air bersih, namun pemanfaatannya belum optimal akibat keterbatasan pipanisasi ke rumah-rumah warga.

Abstract

Bullying in the school environment is a serious issue that threatens the well-being of students in the City of Lubuklinggau, prompting the establishment of anti-bullying policies in schools. This research aims to identify and analyze the factors influencing the formulation of such policies. By adopting a descriptive qualitative approach, data were collected through participatory observation, document analysis, and in-depth interviews with relevant stakeholders. The findings indicate that the primary determinants in policy formulation are political will and strong synergy among three main institutions: the Department of Education as the initiator and initial draft writer, the Regional House of Representatives (DPRD) in discussion and legislation, and the Mayor in directing and facilitating inter-agency coordination. This collaboration creates a solid foundation for developing comprehensive policies that are responsive to community needs and aligned with the regional development vision. This research contributes to a deeper understanding of the dynamics of educational policy formulation at the regional level, particularly in addressing bullying issues.

Abstract

The research aims to find the actors who play a role, their perceptions, and how patterns of interdependence work together in implementing anti-bullying policies in the school environment. The research framework adopted the concept of network governance related to actors, perceptions, and patterns of independence and roles in policy implementation. The research was conducted for six months using qualitative methods with 19 informants from regional apparatus organizations, task forces and public and private schools, parents and related organizations. Data were collected through FGDs, interviews, documentation and observation. Triangulation of sources and actors was conducted for data validity and reliability. Data analysis was conducted interactively through data display, reduction, and conclusion drawing. The results showed that the actors involved in reducing the stunting rate in Kaur Regency were identified as 19 actors from the government, semi-government, private sector, and social community The perception of actors related to the field of anti-bullying in the school environment generally regarding the context and content of anti-bullying policies in the school environment found a gap in the form of the reluctance / attitude of victims of bullying to report cases of bullying that occurred. The research recommends strengthening the participation model, increasing campaigns, building an information technology-based complaint system and open government data.
