Abstract

Implementasi strategi Joint Development BUMNIP dalam sektor industri pertahanan melibatkan kolaborasi beberapa BUMN. Namun, perbedaan dalam kepentingan dan struktur organisasi setiap BUMN menyulitkan penyelarasan tujuan, strategi, dan keputusan bersama yang efektif dan efisien. Untuk mengatasi hal ini, BUMN industri pertahanan perlu menerapkan prinsip-prinsip GCG, memperkuat industri pertahanan nasional, dan mempertimbangkan kebijakan negara serta revitalisasi industri pertahanan. Selain itu, kerjasama pertahanan dan joint development dengan mitra dalam­ dan luar negeri, serta perkembangan kebijakan industri pertahanan juga perlu dipertimbangkan. Penggunaan drone dalam industri pertahanan, kemandirian alutsista, dan peran holding company juga menjadi faktor penting. Implementasi kebijakan pengadaan alutsista dalam kerangka MEF, strategi government relations, serta pembentukan kerjasama industri pertahanan dan pemberdayaan industri mikro dan kecil juga relevan. Konsep kerjasama industri pertahanan mitra laut, revitalisasi industri pertahanan melalui alih teknologi, dan pengembangan industri pertahanan mandiri juga diperlukan. Kerjasama dengan mitra seperti Korea Selatan, peningkatan kemampuan industri pertahanan untuk kemandirian, dan kerjasama Indonesia-Turki dalam pembuatan medium tank juga menjadi strategi penting bagi BUMN industri pertahanan

Abstract

This study examines civilian experiences during the 2025 Thailand–Cambodia border conflict using a User Experience (UX) approach. Through diary studies and the experience sampling method (ESM), supported by an adapted HEART framework, the research shows that F-16 strikes created anticipatory fear, BM-21 rockets disrupted essential daily activities, and white phosphorus caused long-term trauma and reduced trust in state institutions. The findings highlight that military technology assessment must consider humanitarian impacts and civilian experiences rather than focusing solely on tactical effectiveness.

Abstract

This study develops a conceptual framework for maintenance decision-making in the defense sector by considering two key dimensions, namely operational readiness and industrial capacity. In practice, decision-making related to maintenance in complex systems is influenced not only by technical aspects but also by various supporting factors, such as system reliability, spare parts availability, logistics readiness, human resource competence, industrial support, technological capability, maintenance costs, and supply chain capability. However, current approaches often have a limited scope and are insufficient in capturing the interdependencies among these factors. To address these limitations, this study proposes a framework based on Multi-Criteria Decision Making (MCDM) using the Fuzzy Analytic Hierarchy Process (FAHP). This approach was chosen because it can handle uncertainty and subjectivity in criterion assessment. The developed framework is expected to serve as a basis for establishing maintenance decision-making priorities in a more systematic manner and to provide direction for future empirical research.

Abstract

This study aims to analyze the existence of eigenvalues in the min-plus algebra matrix structure and to explain their relevance to shortest path problems in defense logistics systems. The method used is a literature study of sources discussing the theory of eigenvalues, eigenvectors, precedence graphs, minimum mean weight of elementary circuits, and the application of eigenvalues in the min-plus algebra matrix structure to shortest path determination. The results show that eigenvalues in the min-plus algebra matrix structure always exist due to the existence of the minimum mean weight of elementary circuits in the precedence graph of the min-plus algebra matrix structure. These eigenvalues have a mathematical interpretation as the minimum cycle time of a system, making them relevant for application in optimizing defense logistics distribution routes. The conclusion of this study shows that the existence of eigenvalues in the min-plus algebra matrix structure can serve as a mathematical basis for more efficient shortest path planning, particularly in minimizing delays in logistics distribution in the defense sector.   Keywords: Min-plus Algebra, Precedence Graph, Defense Logistics, Eigenvalues, Shortest Path
