Abstract

This research is about Optimalization of District Role in Village Financial Management. The purpose of this study is to optimize the role of sub-districts in village financial management. This study uses normative legal research methods (legal research), ie. studies that refer to the principles, norms contained in laws and regulations, ranging from Laws, Government Regulations, Ministerial Regulations, Regional Regulations/Qanun, Governor Regulations and Regents Regulations relating to the duties of sub-districts in the guidance and supervision village finance. The approach used in this study is the state approach, and the concept approach, by examining the research material consisting of primary, secondary and tertiary legal materials. The research material is analyzed by qualitative approach, with the aim to understand the meaning of the legal material that has been collected, which then interpreted normatively, logically and systematically by using inductive method. The results of this study indicate that the function of guidance and supervision that has been carried by the sub-district does not clearly reveal the intent and how the business process runs. The definition of village financial management is evident in 5 aspects: planning, implementation, administration, reporting, and accountability need to be clarified by stating the extent of the role of the kecamatan in each stage. In the planning aspect, the sub-districts need to be involved intensively when the village government processes the village development planning. This is aimed at ensuring that the development planning prepared by the village government is in line with regional development planning. District / city governments need to facilitate kecamatan to increase their role in supervising village financial management. One thing that can be done is to facilitate kecamatan devices to obtain education, training, in the framework of competence development. Provincial governments can play a role in financing aspects to strengthen the capacity of kecamatan equipment through education and training.

Abstract

The effectiveness of implementing the Regional Government Information System (SIPD) is the purpose of this research. The problems that occur in this research are related to the effectiveness of the application of SIPD at the Transmigration and Manpower Office of West Aceh Regency. To see the purpose of the point of the application of SIPD, the authors use research with a qualitative descriptive analysis model. The primary technique used in data collection is conducting interviews with other supporting instruments in observation and documentation. The conclusion that has been obtained by the author based on analytical research on the use of the Regional Government Information System (SIPD) application at the SIPD quality point is that the SIPD application has been practical. Employees feel that work is easier and faster even though 60-70% of system users still do not understand the input clearly, thus requiring more supervision. Before SIPD, PerBup could only be issued at the beginning of the year. However, after the implementation of SIPD in 2020, every January, the PerBup in 2021 can be issued

Abstract

This study aims to describe the factors behind the planned expansion of Meulaboh City as a New Autonomous Region and the perception of the people of West Aceh regarding the planned expansion of Meulaboh City as a New Autonomous Region. The method used in this research is quantitative research with a survey method. From the research results, it can be concluded that the majority of the people of West Aceh stated that the plan for the expansion of Meulaboh City was motivated by factors for regional economic development and regional or city development. In addition, the plan for the expansion of Meulaboh City also aims to bring services closer to the community and to get more development budgets from the Central Government. However, the plan for the expansion of Meulaboh City was not motivated by factors of injustice in the development and filling of political positions in West Aceh District. In addition, the majority of the people of West Aceh agreed to expand Meulaboh City. This attitude is influenced by various reasons including the expansion of Meulaboh City can make the city more advanced, the expansion of Meulaboh City can open new jobs, the expansion of Meulaboh City can accelerate development, and because the area of West Aceh Regency is very large.

Abstract

This study aims to determine the role of the Office of Education in Implementing Early Childhood Education (PAUD) in Nagan Raya Regency. Currently, early childhood education is an important education because this education is a place for the formation of a child's character or the golden age. This research method uses a qualitative method with a case study approach. The informants of this study were the Head of Early Childhood Education (PAUD) of Nagan Raya Regency, DPRK Education Commission of Nagan Raya Regency, Principal of Purwodadi Kindergarten, Manager of Family Planning (KB) Mayang Sari Gampong Purwosari, and Keuchik Gampong Pulo, Kuala Pesisir District. The results of this study indicate that the role of the Education Office in Implementing Early Childhood Education (PAUD) in Nagan Raya Regency, precisely in Kuala Pesisir Subdistrict, has not been fully maximized because the establishment of Early Childhood Education (PAUD) is still not evenly distributed throughout the Gampong in Nagan Raya Regency. In addition, there is still a lack of PAUD supervisors from the Education Office of Nagan Raya Regency, only 2 people to supervise PAUD throughout Nagan Raya Regency so that it is not fully covered and affordable. The role of gampongs in establishing PAUD is still not maximized because some gampongs still have not established PAUD even though the budget for establishing Early Childhood Education (PAUD) is already in the APBG once a year and there is still a lack of synchronization of understanding by the keuchik in the implementation of Early Childhood Education (PAUD) in the village.

Abstract

A leader must be a good example and role model for his subordinates in completing his work, because all actions, behavior, and policies of a leader greatly affect the performance of his subordinates. The aim of this article is to examine the influence of a sub-district head on the work efficiency of his subordinates at the Bubon Regional Office, West Aceh. The research used quantitative research techniques with correlational calculations which emphasizes the analysis of statisticsdata. The results showed that the correlation between the influence of a sub-district head and the work effectiveness of the Bubon sub-district office employees was 0.826 (R) which means that the correlation between the sub-district leadership style and the employee work effectiveness at the Bubon sub-district office has a very close relationship. In this study, every change in the influence variable of a sub-district head by 1 point will affect the change in the work effectiveness of the Bubon sub-district office employee by 8.261 points. It showed that a sub-district head does have an influence on increasing the effectiveness of employees' work at the bubon sub-district office.

Abstract

This study aims to find out what strategies the South Aceh DPRK Secretariat has implemented in providing services in accordance with their respective functions and duties and to analyze the extent to which the implementation of the strategy has been carried out. The research method used is a qualitative method. The data sources used are primary and secondary. Data analysis techniques used in the study include: data reduction, data presentation and drawing conclusions. The results showed that the Secretariat of the DPRK Aceh Selatan had implemented various strategies in solving the problems faced, both from the structure development strategy, the development strategy or simplification of the procedure system, the infrastructure development strategy and the culture development strategy. However, in several programs in the strategy items, the implementation has not been fully maximized, including the employee comparative study program which has not been maximally implemented and in the aspect of giving awards to employees who excel, there has not been a written reward set, there are still problems with processing time in proposing damaged facilities and infrastructure so that interfere with employee work. The conclusion that can be drawn from the research is that the secretariat has implemented a service strategy, but its implementation has not been fully maximized.

Abstract

Implementation of public policies in the development of village SDGs in the aspect of achieving goal-II which prioritizes food security for the community in the COVID-19 era in a sustainable manner. This area is also an agricultural base where there are always conflicts over land grabs between farmer groups and planting plans according to local cultural demographics. Ironically, the government has provided a village development budget every year in the management of agricultural aspects, but this cannot be understood on a continuous basis by SKPK and village officials in achieving the objectives of the strategic plan. Qualitative research methods that focus on social solutions in real life, both individual practical problems or community groups and the impact can be felt directly by the community. Technical data collection through primary data and secondary data. Primary data, FGD. Interviews in this study are semi-structured (Semi-Structured Interview) and are carried out individually and in groups. The results of the study show that the implementation of village SDGs development policies in the aspect of achieving goals-II in the covid19 era is not optimal, there are still challenges in communication patterns that are not in the direction of the government and village governments, resources are not competent and the budget is still limited. However, the Goal-II village SDGs policy has an opportunity in community development that is normally understood and realized by the local government of the presence of customary institutions in accordance with Qanun Number 8 of 2010 in Aceh. This position will be strengthened by village government organizations in the future so that food security development can be achieved according to community expectations

Abstract

The Gampong Registration Officer (PRG) is a person assigned by the village head to take carenof all population administration matters relating to the administration of birth certificates and community death certificates in the village. This activity is a form of state presence in protecting and giving recognition to the personal status and legal status of every population administration affair and other important matters experienced by Indonesian citizens. birth and death certificates in Aceh Barat District. Performance evaluation is very important in assessing the performance of the Gampong Registration Officer (PRG) for the benefit of the community. Qualitative method with descriptive approach is the method used in this research. The location of this research was conducted in West Aceh Regency. Data was collected through observation, interviews, and supporting documentation. The informants interviewed in this study were selected using non-probability sampling or the researcher determined the informants themselves with the aim of digging up information related to the research problem that had been determined by the researcher. The results showed that the performance of the Gampong Registration Officer (PRG) was good, as evidenced by the resulting increase, but this was not maximized because the establishment of Gampong Registration (PRG) was still relatively new in several villages. In addition, there are Gampong Registrations (PRGs) that have not been actively working because they have just been appointed (in SK-kan) and PRGs who have their respective activities.

Abstract

Central Aceh is one of the districts in Aceh, the Indonesian province of world-famous coffee producers. Almost the average MSMEs in Central Aceh does business with coffee as a product. To carry on this business SOPs has a big role for the success of a company. The purpose of this study was to determine the feasibility or effectiveness of 15 MSMEs data obtained by researchers in the preparation of SOPs for MSMEs in Central Aceh, by analyzing the preparation of SOPs owned by these businesses. Based on the results of the analysis, the researchers found that there were several MSMEs that did not have SOPs and there were several MSMEs that had effective and ineffective SOPs. The ineffectiveness (appropriateness) of SOPs owned by Central Aceh business actors is due to incomplete procedures, both in terms of SOPs for cleaning and inspection and so on. This study used a descriptive qualitative method with a population of 15 MSMEs actors and the data collection technique used an open questionnaire. The subject of this research is MSMEs in Central Aceh and the research object is SOPs (Standard Operational Procedure).INTISARI Aceh Tengah merupakan salah satu kabupaten di Aceh, provinsi Indonesia penghasil kopi terkenal di dunia. Hampir rata-rata UMKM Aceh Tengah berbisnis kopi sebagai produknya. Untuk melangsungkan usaha tersebut SOP mempunyai peranan besar untuk kesuksesan sebuah perusahaan. Tujuan penelitian ini adalah untuk mengetahui penyusunan SOP UMKM Aceh Tengah yang memiliki kelayakan atau efektivitas dari 15 data UMKM yang diperoleh peneliti, dengan cara menganalisis penyusunan SOP yang dimiliki usaha tersebut. Berdasarkan hasil analisis peneliti menemukan ada beberapa UMKM yang tidak memiliki SOP dan ada beberapa UMKM yang memiliki SOP efektif dan tidak efektif. Ketidak-efektivan (kelayakan) SOP yang dimiliki pelaku usaha Aceh Tengah dikarenakan prosedur yang dumilikinya tidak lengkap, baik itu dari segi SOP kebersihan maupun pemeriksaan dan lain-lain. Penelitian ini menggunakan metode kualitatif deskriptif dengan populasi 15 pelaku UMKM dan teknik pengumpulan datanya menggunakan kuesioner terbuka. Adapun subjek penelitian ini adalah UMKM Aceh Tengah dan objek penelitiannya adalah SOP (Standard Operasional Prosedur).

Abstract

Kinerja THL (Tenaga Harian Lepas) dan ASN (Aparatur Sipil Negara) dalam Meningkatkan Efektifitas Kinerja di BKPSDM (Badan Kepegawaian dan Pengembangan sumber Daya Manusia) Kabupaten Aceh Selatan Sudah Baik ,di mana Kinerja Pegawai Tenaga Harian Lepas dan Pegawai Aparatur Sipil Negara telah mencapai efekytivitas kinerja, namun ada beberapa yang masih belum mencapai standar efektivitas kinerja seperti kedisiplinan terutama kehadiran, pegawai Badan Kepegawaian Pengembangan Sumber Daya Manusia kabupaten Aceh Selatan masih membiasakan hal buruk seperti keluar disaat jam kerja telat masuk kantor dan pulang sebelum jam waktu pulang. Tujuan penelitian ini ialah untuk memberikan informasi serta untuk mengetahui kinerja THL dan ASN dalam meningkatkan efektifitqs kinerja. Penelitian menggunakan metode kualitatif dengan pendekatan studi kasus dimana peneliti sebagai instrumen penting dalam mencari informasi dan data-data, dimana pengumpulan data menggunakan teknik survey atau observasi dan wawancara meliputi informasi berupa perkataan atau tulisan dari pelaku atau orang yang diamati.
