Abstract

This study discusses agrarian reform strategies as efforts to restructure land ownership and strengthen the rights of indigenous peoples in the face of threats from large investments and corporations in Indonesia. Through a literature review, the study examines policies, regulations, and practices related to land redistribution, asset legalisation, and the protection of indigenous peoples' customary lands. The results of the study show that agrarian reform has great potential to reduce land ownership inequality and strengthen the position of indigenous peoples if implemented with cross-sector coordination and strong political commitment. However, threats from large corporations seeking land expansion continue to pose a serious challenge, making the protection of indigenous peoples' rights through legal recognition, the principle of free, prior and informed consent (FPIC), and socio-economic empowerment very important. This study provides strategic recommendations so that agrarian reform and the protection of indigenous peoples' rights can work synergistically to achieve social justice and sustainable development.

Abstract

The National Health Insurance Program (JKN) regulated by Law No. 40 of 2004 concerning the National Social Security System (SJSN) is a strategic step by the Indonesian government to provide comprehensive health protection for the entire community. This study aims to evaluate the effectiveness of the implementation of the JKN policy by highlighting the alignment of implementation with the principles and legal mandates of the SJSN. The research method used is a literature review. The evaluation results indicate that the JKN has expanded coverage and access to health services, particularly for vulnerable groups. However, several challenges remain, such as administrative barriers, disparities in health facilities between regions, and quality and financing constraints. The recommendations emphasise the need for improved governance, harmonisation of central and regional regulations, digitalisation of services, and strengthening of the education and supervision systems to ensure that the principles of equity and equity in health services are realised in a sustainable manner in accordance with the mandate of Law No. 40 of 2004.

Abstract

The effectiveness of social welfare programmes in a time of economic crisis refers to the ability and success of government policies and initiatives in providing assistance, support and protection to people, especially vulnerable groups, to mitigate the negative impacts of economic instability. This includes the extent to which programmes can meet their objectives of maintaining living standards, reducing poverty, and sustaining people's social welfare amid significant economic challenges. The research method used in this study is literature review. The results show that social welfare programmes have a significant role in protecting people from the worst impacts of the economic crisis. Programmes such as cash transfers, food subsidies, and health insurance have proven effective in maintaining basic consumption levels and preventing an increase in poverty. However, research also identified several challenges in implementation, including budget constraints, difficulties in targeting beneficiaries, and distribution problems in remote areas. Therefore, despite these challenges, social welfare programmes remain a crucial policy instrument in dealing with the economic crisis.
