Abstract

The implementation of e-Government for better public service delivery has recently attracted government agents. This research aims at finding out the availability and types of services electronically provided by local governments. From 22 local government websites, it is revealed that the websites mostly display one-way announcement/information regarding demography and licensing services. Only few display interaction menu, provide two way/interactive page, and/or alredy possess transaction page.

Abstract

The phenomenon shows that some government apparatus up grade their education level for the sake of certificate not for self development. It raises the question of what really motivates them. Those all drive this study. The study aims at finding out the relationship between motivation and academic performance of the students of the National Agency for State Administration - School of Administration (STIA LAN) Bandung. The result shows that the students (who are all government apparatus), both assigned and consented, hold higher intrinsic motivation than extrinsic motivation. However, it proves no significant difference on their academic performance. The research result also demonstrates significant and positive relationship between motivation and academic performance.

Abstract

Penelitian ini mengenai penilaian kinerja berdasarkan perspektif balanced scorecard untuk penerapan remunerasi pada RS. Mata Cicendo Bandung. Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis penilaian kinerja pegawai dan organisasi pada RS. Mata Cicendo Bandung dengan mengunakan 4 (empat) perspektif balanced scorecard. Selain itu juga untuk mengetahui bagaimana penerapan remunerasi pada Pusat Mata Nasional RS. Mata Cicendo Bandung. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data melalui studi kepustakaan, wawancara dan studi dokumenter. Secara umum, penilaian kinerja dengan menggunakan empat perspektif balanced scorecard pada RS. Mata Cicendo Bandung menunjukan hasil kinerja baik. Hal ini dapat terlihat dari capaian pada setiap indikator dalam empat perspektif balanced scorecard tersebut

Abstract

Penelitian ini adalah Model Pola karier Tenaga Kependidikan di Institut Seni Budaya Indonesia Bandung. Metode penelitian yang digunakan adalah metode penelitian kualitatif bertujuan untuk menganalisis Pola karier pegawai berdasarkan manajemen karier maupun perencanaan karier, menganalisis faktor-faktor penghambat yang terjadi dalam pelaksanaan pola karier tenaga kependidikan serta membuat model yang mendukung proses pola karier pegawai tenaga kependidikan di ISBI Bandung sehingga dapat menunjang dalam proses penentuan jabatan karier seseorang pada jabatan pelaksana yang sesuai dengan kompetensi dan juga mendukung dalam pola organisasi. Hasil penelitian menunjukkan bahwa pola karier pegawai di ISBI Bandung baik dari sisi manajemen karier dan perencanaan karier di ISBI Bandung masih belum optimal walaupun terdapat bagian-bagian tertentu yang telah dilaksanakan dan menjadi bagian dari proses dukungan terhadap perkembangan karier pegawai di ISBI Bandung. Dari Hasil penelitain menghasilkan dua model pola karier ditawarkan untuk membantu program Pola karier di ISBI Bandung oleh penulis yaitu Model Pola karier berdasarkan rumpun jabatan dan Model Pola Karier zig - zag.

Abstract

Pembangunan industri memberikan dampak positif terhadap ekonomi dan dampak negatif terhadap kesehatan dan lingkungan. Implementasi kebijakan pengawasan dalam pengelolaan limbah B3 di Kabupaten Purwakarta belum optimal. Hal ini ditandai dengan adanya pengaduan pencemaran limbah B3 dari masyarakat, industri yang belum menyampaikan laporan pengelolaan limbah B3 kepada Dinas Lingkungan Hidup Kabupaten Purwakarta, banyaknya industri yang belum memiliki izin pengelolaan limbah B3, dan masih adanya industri yang berada dalam pengawasan DLH Kabupaten Purwakarta terkait pelanggaran pengelolaan limbah B3. Penelitian ini menggunakan metode kualitatif deskriptif. Hasil penelitian ini diperoleh pemberian insentif berupa Properda, pemberlakuan sanksi bersifat administratif, metode dan teknis pengawasan dilaksanakan secara internal dan eksternal. DLH Kabupaten Purwakarta memiliki keterbatasan sumber daya dan otonomi. Selain itu, informasi yang disampaikan secara luring dan belum terintegrasinya sistem informasi pengelolaan lingkungan hidup, khususnya pengelolaan limbah B3 antar stakeholder terkait. DLH Kabupaten Purwakarta belum memiliki peraturan daerah turunan dari UU Cipta Kerja. Pada implementasi kebijakan pengawasan dalam pengelolaan limbah B3 di Kabupaten Purwakarta diperoleh faktor penunjang adalah pemberian insentif dan faktor penghambat adalah keterbatasan sumber daya, otonomi, dan informasi. Oleh karena itu, diharapkan DLH Kabupaten Purwakarta menggunakan konsep collaborative governance pada implementasi kebijakan pengawasan dalam pengelolaan limbah B3.

Abstract

Mutasi masuk PNS merupakan langkah penting yang dilakukan Instansi untuk mendapatkan PNS dari luar instansi yang sesuai dengan kebutuhan organisasi dalam rangka mengakselerasi pencapaian tujuan organisasi.  Tujuan penelitian ini adalah untuk menghasilkan rekomendasi pengembangan mekanisme mutasi masuk PNS berbasis manajemen talenta ke lingkungan Pemerintah Daerah Provinsi Jawa Barat. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan jenis penelitian deskriptif dengan teknik pengumpulan data melalui wawancara secara mendalam, observasi dan dokumentasi serta untuk menguji validatas data digunakan triangulasi teknik dan sumber. Hasil penelitian ini menunjukkan bahwa pelaksanaan seleksi mutasi masuk PNS ke lingkungan Pemerintah Daerah Provinsi Jawa Barat masih terdapat beberapa permasalahan dikarenakan regulasi yang dipakai tidak relevan sehingga mekanisme mutasi masuk PNS tersebut belum sesuai dengan implementasi manajemen talenta. Kendala yang dihadapi adalah kurangnya SDM untuk memperbaharui regulasi, belum adanya sistem aplikasi serta belum adanya instrumen kompetensi teknis. Alternatif perbaikan mekanisme mutasi masuk PNS tersebut adalah pengembangan mekanisme mutasi masuk PNS berbasis manajemen talenta melalui penyusunan regulasi yang relevan, penyusunan aplikasi mutasi, penyusunan instrumen kompetensi teknis serta penambahan mekanisme seperti seleksi assesmen kompetensi, penyusunan makalah inovasi dan wawancara akhir sehingga mampu memberikan pelayanan publik yang optimal kepada masyarakat Jawa Barat.

Abstract

This research is a Model of Educational Personnel Career Patterns at the Indonesian Art and Culture Institute Bandung. The research method used is a qualitative research method aimed at analyzing the career patterns of employees based on career management and career planning, analyzing the inhibiting factors that occur in the implementation of educational personnel career patterns and creating models that support the career pattern processes of educational personnel at ISBI Bandung so that support in the process of determining one's career position in an executive position in accordance with the competence and also support the organizational pattern. The results showed that the career pattern of employees at ISBI Bandung, both in terms of career management and career planning at ISBI Bandung, is still not optimal even though there are certain parts that have been implemented and become part of the support process for the career development of employees at ISBI Bandung. From the results of the study, two models of career patterns are offered to help the career pattern program at ISBI Bandung by the author, namely the career pattern model based on job clumps and the zig-zag career pattern model.

Abstract

This research is about performance assessment from the balanced scorecard perspective in the framework of remuneration implementation at the Eye Hospital Cicendo Bandung. It aims to identify and analyze the employee performance at the Eye Hospital Cicendo Bandung by using 4 (four) balanced scorecard indicators. It also tries to figure out the remuneration implementation at the Eye Hospital Cicendo Bandung. This research employed a descriptive qualitative method. The data were collected through library research, interviews, and document reviews. In general, the performance assessment using the four balanced scorecard perspectives at Cicendo Eye Hospital Bandung showed good performance results. This can be seen from the achievements of each indicator in the four balanced scorecard perspectives.

Abstract

Industrial development has a positive impact on the economy and a negative impact on health and the environment. The implementation of monitoring policies in hazardous waste management in Purwakarta Regency has not been optimal. This is marked by complaints of hazardous waste pollution from the public, industries that have not submitted hazardous waste management reports to DLH Kabupaten Purwakarta, many industries do not yet have a hazardous waste management permit, and there are still industries that are under the monitor of DLH Kabupaten Purwakarta regarding violations of hazardous waste management. This research uses descriptive qualitative method. The results of this study obtained the provision of incentives in the form of Properda, the application of administrative sanctions, methods and technical monitoring carried out internally and externally. DLH Kabupaten Purwakarta has limited resources and autonomy. In addition, the information submitted offline and the environmental management information system has not yet been integrated, particularly hazardous waste management among related stakeholders. DLH Kabupaten Purwakarta does not yet have regional regulations derived from the work copyright law. In the implementation of monitoring policies in hazardous waste management in Purwakarta Regency, the supporting factors are the provision of incentives and the inhibiting factors are limited resources, autonomy, and information. Therefore, it is hoped that the DLH Kabupaten Purwakarta will use the concept of collaborative governance in the implementation of monitoring policies in hazardous waste management.

Abstract

The Mutation of civil servants is an important step taken by the agency to get civil servants from outside the agency following the organization's needs to accelerate the achievement of organizational goals. The purpose of this study was to produce recommendations for developing a transfer mechanism for civil servants based on the talent management transfer mechanism for the West Java Provincial Government. The research method used is a qualitative research method with the type of descriptive research with data collection techniques through in-depth interviews, observation, and documentation to test the validity of the data using triangulation techniques and sources. The results of this study indicate that the implementation of the selection of mutations for entering civil servants to the Regional Government of West Java Province still has several problems. The problem because the regulations used are not relevant to the transfer mechanism for civil servants and are not following the implementation of talent management. The obstacles faced are the lack of human resources to update regulations, the absence of an application system, and technical competency instruments. An alternative solution to improving the mechanism for entering civil servants is the development of a talent management-based transfer mechanism for civil servants through the preparation of relevant regulations, preparation of transfer applications, preparation of technical competency instruments, as well as additional mechanisms such as selection of competency assessments, preparation of innovation papers and final interviews to provide optimal public services to the West Java Community.
