Up to now, the government efforts concerning the waste problem remain unsolved. To deal with, three parties involved, namely, government, society and private sector, should work simultaneously and support each other. What has been done by the local government by means of Environment Office or Local Corporate as the responsibility holder of local environment has not performed optimum results.Â On the other hand, the society and private sector as the biggest contributors of concrete waste are potential to be involved in solve this environmental problem. Thus, the waste management will be effective when initiated from its source.

Coolaborative Planning is planning practice co-existing with collaborative governance in public administrative perspective. Inclusiveness and participation of stakeholders are important aspects. Stakeholders do authentic dialogue which results in consensus. This activity is initiated bu the government. Consensus then is implemented by all stakeholders for achieving the main goal. The steps of collaborative planning for waste management are deciding when to collaborate, setting up a successful process, determining who will participate, organizing the process, creating a decision-making structure, helping participants work together, sharing information, and implementing agreements.

Each organization has its own characteristics, depending on its goals. This research tries to find out how the job characteristics of local government, local state owned enterprises, and military organizations differ based on their services. Data are collected through STIA LAN Bandung students who work for those organizations. The indicators for job characteristic are job variety, autonomy, feedback, task identity, interaction with others, and friendship. The result shows that both friendship and feedback within local government organizations are significantly different from those within local state owned enterprises whereas autonomy within local state owned enterprises is significantly different from those within military organizations.

The implementation of e-Government for better public service delivery has recently attracted government agents. This research aims at finding out the availability and types of services electronically provided by local governments. From 22 local government websites, it is revealed that the websites mostly display one-way announcement/information regarding demography and licensing services. Only few display interaction menu, provide two way/interactive page, and/or alredy possess transaction page.

The phenomenon shows that some government apparatus up grade their education level for the sake of certificate not for self development. It raises the question of what really motivates them. Those all drive this study. The study aims at finding out the relationship between motivation and academic performance of the students of the National Agency for State Administration - School of Administration (STIA LAN) Bandung. The result shows that the students (who are all government apparatus), both assigned and consented, hold higher intrinsic motivation than extrinsic motivation. However, it proves no significant difference on their academic performance. The research result also demonstrates significant and positive relationship between motivation and academic performance.

The regional innovation index (IID) is a collection of regional innovations that spur innovation practice. IID encourages local governments to make innovative policies for the welfare of their people. Involvement between actors is needed in the implementation of regional innovations. Collaboration can overcome organizational in implementing innovation. The assessment of the regional innovation index among regional apparatus is still not optimal. The problem faced is the decline in the value of the regional innovation index in 2020. The purpose of this research is to analyze the collaboration between the regional innovation index. This research uses descriptive qualitative method. The data were obtained through interviews, observations and document studies. Data analysis techniques were carried out through data reduction, data presentation, and conclusions. Test the validity of the data using the credibility test, transferability test, dependability test, and confirmability test. The researchers used the collaborative governance model from Ansell and Gash (2007). Formulate research strategies using SWOT analysis techniques. The results of the study indicate that collaboration is still not optimal. To overcome this problem, the researcher proposes strategies including technical training, socialization of regional innovation, collaboration with LAN RI,, strengthening regional innovation policy regulations, and building cooperation Regional Work Units.

ABSTRACTChanges in people's mind set regarding waste must be carried out consistently and continuously. Improve awareness education and skills with the innovation model to foster social entrepreneurship of citizens for waste management in pioneering the Waste Bank as an effort to apply the principles of reduce, reuse, recycle and replant (4R). Use the emancipatory-participatory method. The service that collaborates between Polytechnic STIA LAN Bandung with the community of environmental activists in RW 07, Sekejati sub-district, Buah Batu District, Bandung, has succeeded in raising awareness in waste management, which was a problem that became a blessing with economic value.ABSTRAKPerubahan mind set masyarakat mengenai sampah harus dilakukan secara konsisten dan berkelanjutan. Meningkatkan Edukasi kesadaraan dan keterampilan dengan model inovasi menumbuhkan social Entrepreneurship warga untuk pengelolaan sampah dalam merintis Bank Sampah sebagai upaya penerapan prinsip reduce, reuse, recycle dan replant (4R). Menggunakan metode partisipasi-emansipatoris. Pengabdian yang berkolaborasi antara Politeknik STIA LAN Bandung dengan masyarakat penggerak lingkungan di RW 07 kelurahan Sekejati Kecamatan Buah Batu Kota Bandung berhasil menumbuhkan kesadaran dalam pengelolaan sampah yang tadinya masalah jadi berkah bernilai ekonomis.

Pandemi Covid-19 telah mempengaruhi berbagai aspek dalam kehidupan masyarakat. Hal tersebut sekaligus menjadi ujian dan tantangan untuk dapat menghadapi dampak yang muncul. Salah satu isu yang mencuat adalah mengenai ketahanan pangan dimana dimasa pandemi ada permasalahan dalam pemenuhan kebutuhan keluarga. Inovasi Keluarga Berkebun merupakan sebuah terobosan untuk mendorong agar keluarga dapat memaksimalkan potensi dalam memenuhi kebutuhan pangan keluarga secara mandiri. Dalam pelaksanaannya, keterlibatan dan kolaborasi dengan berbagai stakeholder menjadi kunci keberhasilan inovasi ini.

Penelitian ini bertujuan untuk mengevaluasi efektifitas program pelatihan Pembelajaran Inkuiri bagi Guru IPA SMP tahap perubahan perilaku dan tahap hasil pelatihan. Pendekatan yang digunakan yaitu pendekatan deskriptif dengan metode kuantitatif. Alat pengumpulan data yang digunakan adalah kuisioner dan sampel pada penelitian ini adalah alumni pelatihan Pembelajaran Inkuiri bagi Guru IPA SMP bersama-sama dengan siswa, kepala sekolah dan guru sejawat yang berjumlah 90 orang. Hasil penelitian menunjukan bahwa tingkat perubahan perilaku alumni diklat setelah mengikuti pelatihan berada pada kategori tinggi dan menunjukkan efektifitas atau keberhasilan program pelatihan dengan koefisen korelasi sebesar 0,791. Begitu pula dengan evaluasi tahap hasil pelatihan berada pada kategori tinggi dan menunjukkan efektifitas program pelatihan dengan koefisien korelasi sebesar 0,643. Dengan demikian maka evaluasi pada tahap perubahan perilaku dan tahap hasil pelatihan secara bersama-sama mempengaruhi efektifitas keberhasilan program pelatihan Pembelajaran Inkuiri bagi Guru IPA SMP. Namun hasil ini belum bisa mendeskripsikan secara keseluruhan keberhasilan program pelatihan. Hal ini dikarenakan masih ada persepsi yang belum baik dari siswa, kepala sekolah, guru sejawat dan alumni diklat itu sendiri berkaitan dengan perubahan perilaku alumni diklat dan hasil dari pelatihan tersebut. Selain itu saat implementasinya dalam pembelajaran di kelas, ditemukan kendala dan hambatan sehingga diperlukan kemampuan dari para alumni diklat untuk mengatasinya.
