Abstract

The phenomenon shows that some government apparatus up grade their education level for the sake of certificate not for self development. It raises the question of what really motivates them. Those all drive this study. The study aims at finding out the relationship between motivation and academic performance of the students of the National Agency for State Administration - School of Administration (STIA LAN) Bandung. The result shows that the students (who are all government apparatus), both assigned and consented, hold higher intrinsic motivation than extrinsic motivation. However, it proves no significant difference on their academic performance. The research result also demonstrates significant and positive relationship between motivation and academic performance.

Abstract

Each organization has its own characteristics, depending on its goals. This research tries to find out how the job characteristics of local government, local state owned enterprises, and military organizations differ based on their services. Data are collected through STIA LAN Bandung students who work for those organizations. The indicators for job characteristic are job variety, autonomy, feedback, task identity, interaction with others, and friendship. The result shows that both friendship and feedback within local government organizations are significantly different from those within local state owned enterprises whereas autonomy within local state owned enterprises is significantly different from those within military organizations.

Abstract

Coolaborative Planning is planning practice co-existing with collaborative governance in public administrative perspective. Inclusiveness and participation of stakeholders are important aspects. Stakeholders do authentic dialogue which results in consensus. This activity is initiated bu the government. Consensus then is implemented by all stakeholders for achieving the main goal. The steps of collaborative planning for waste management are deciding when to collaborate, setting up a successful process, determining who will participate, organizing the process, creating a decision-making structure, helping participants work together, sharing information, and implementing agreements.

Abstract

Up to now, the government efforts concerning the waste problem remain unsolved. To deal with, three parties involved, namely, government, society and private sector, should work simultaneously and support each other. What has been done by the local government by means of Environment Office or Local Corporate as the responsibility holder of local environment has not performed optimum results.  On the other hand, the society and private sector as the biggest contributors of concrete waste are potential to be involved in solve this environmental problem. Thus, the waste management will be effective when initiated from its source.

Abstract

Kartu Identitas Anak adalah program pemerintah berdasarkan Permendagri No 2 tahun 2016. Program ini merupakan program kebijakan yang hadir dalam upaya melindungi hak anak secara hukum. Dengan Kartu Identitas Anak ini hak-hak anak terlindungi, diharapkan bisa menekan kejahatan-kejahatan yang melibatkan anak. Dalam implementasinya masih banyak kendala yang dihadapi, permendagri tersebut tidak secara khusus mengatur manfaat dan kegunaan KIA. Pemanfaatan KIA diserahkan kepada daerah masing-masing untuk mengembangkan inovasi nya dalam rangka pemanfaatan KIA tersebut. Di sebagian daerah mempunyai manfaat luar biasa, akan tetepi tidak sedikit daerah mengesampingkan manfaat KIA tersebut. Sehingga KIA minim manfaat. Dari minim manfaat inilah pencapaian penerbitan KIA tidak maksimal, daerah seolah-olah hanya menjalankan permendagri saja tanpa melihat output atau manfaat dari KIA tersebut. Hasil penelitian menunjukkan bahwa program KIA belum diimplementasikan secara maksimal di Kabupaten Purwakarta terbukti pencapaian penerbitan KIA msih dibawah 20%, untuk itu perlu strategi khusus untuk meningkatkan pencapaian KIA tersebut. Berdasarkan analisis dengan menggunakan SWOT bahwa strategi untuk meningkatkan pencapaian KIA tersebut adalah menjalin kerjasama dengan pihak atau instansi lain dalam hal pemanfaatan KIA tersebut selain itu untuk memudahkan masyarakat pengurusan KIA bisa dilakukan secara online. Keywords: Implementasi Kebijakan, Kartu Identitas Anak

Abstract

Program Pamsimas merupakan salah satu program Pemerintah untuk meningkatkan akses jumlah warga miskin perdesaan yang dapat terlayani perbaikan pelayanan fasilitas air minum dan sanitasi serta untuk meningkatkan nilai dan perilaku hidup bersih dan sehat menggunakan pendekatan partisipasi masyarakat. Penelitian ini dilakukan untuk memberikan kontribusi kajian evaluasi Pamsimas dengan tujuan utama mengevaluasi Pelaksanaan Kebijakan Program Pamsimas tahun 2018-2019 di Desa Cikadu Kecamatan Cibatu Kabupaten Purwakarta. Evaluasi pelaksanaan kebijakan program Pamsimas dianalisis dengan menggunakan enam aspek evaluasi program yaitu efektivitas, efisiensi, kecukupan, perataan, responsivitas dan ketepatan. Metode penelitian yang digunakan pendekatan kualitatif dengan strategi penelitian studi kasus. Validasi data diperoleh dari observasi, wawancara, dokumentasi dan studi pustaka. Hasil penelitian menunjukan bahwa pelaksanaan program Pamsimas tahun 2018-2019 di Desa Cikadu Kecamatan Cibatu belum memberikan pengelolaan program Pamsimas dengan optimal sehingga belum bermanfaat secara menyeluruh untuk masyarakat Desa Cikadu Kecamatan Cibatu. Program Pamsimas baru mencapai sebanyak 45 KK dengan jumlah penduduk 132 jiwa dari data awal berdasarkan Rencana Kerja Masyarakat (RKM) yang telah disepakati adalah 322 KK, maka pencapaian kinerja pada penyediaan air minum/bersih sangat rendah yaitu baru mencapai 14 %. Hambatan yang paling utama mempengaruhi dalam keberhasilan pelaksanaan program Pamsimas Di Desa Cikadu yaitu kurang terjalinnya koordinasi dengan baik antar anggota Pokja AMPL Kabupaten Purwakarta. Kegiatan kolaborasi, peran program Pamsimas sangat penting untuk mendorong SKPD terkait melakukan percepatan pengembangan akses air minum dan sanitasi perdesaan. Abstract

The implementation of the domestic liquid waste disposal control policy in Purwakarta Regency has not been implemented because there are no regulations regarding its management. So far, domestic wastewater is discharged directly into drainage channels / rivers due to the unavailability of facilities and infrastructure for domestic wastewater management, lack of public understanding of the impact of domestic wastewater on water pollution. In addition, there are no operational level regulations regarding the implementation of domestic wastewater management policies. The method used is a qualitative approach with information from policy implementers at the Environmental Agency and related sub-district. Analysis of policy implementation uses the George C. Edward III approach which includes communication, resources, dispositions and bureaucratic structures. The results showed that in order to solve the problem of implementing the domestic liquid waste disposal control policy, the Purwakarta Regency Government needs to carry out several actions in controlling domestic liquid waste disposal pollution to receiving water bodies. The steps that can be taken are optimizing the performance of limited human resources, provision of a budget, and cooperation between the government, the private sector and the community. Policy implementation can be carried out if Purwakarta Regency already has references including inventory data and identification of sources of domestic liquid waste pollutants, Standard Operational Procedure (SOP) for Domestic Wastewater Disposal Control, and regent regulations on domestic liquid waste management.

Abstract

Libraries Social inclusion-based library transformation is an approach to library services that is committed to improving the quality of life and welfare of the library user community. The role of the librarian in the transformation program for library development to be more beneficial to the community is carried out by various strategies. The aim of the study is to analyze the role of librarians in library services based on social inclusion, analyze internal and external factors in developing the role of librarians in social inclusion-based library services, and formulate a strategy for developing the role of librarians in social inclusion-based library services at the Regional Library and Archives Service of West Java Province. The results showed that the development of the role of librarians in social inclusion-based library services has not been maximized, there are still people and users who do not know and utilize social inclusion-based library services. Utilization and strengthening of collaboration between users, the synergy team and the community is the strategy that is most likely to be carried out in the near future and the use of budget and policy stipulation is minimal.Keywords: librarians, library services, social inclusion, literacyABSTRAKPerpustakaan Transformasi perpustakaan berbasis inklusi sosial merupakan suatu pendekatan pelayanan perpustakaan yang berkomitmen meningkatkan kualitas hidup dan kesejahteraan masyarakat pengguna perpustakaan. Peran pustakawan dalam program transformasi pengembangan perpustakaan agar lebih bermanfaat bagi masyarakat dilakukan dengan berbagai strategi. Tujuan Penelitian menganalisis peran pustakawan dalam pelayanan perpustakaan berbasis inklusi sosial, menganalisis faktor-faktor internal dan eksternal pengembangan peran pustakawan dalam pelayanan perpustakaan berbasis inklusi sosial serta merumuskan strategi pengembangan peran pustakawan dalam pelayanan perpustakaan berbasis inklusi sosial di Dinas Perpustakaan dan Kearsipan Daerah Provinsi Jawa Barat. Hasil penelitian menunjukkan pengembangan peran pustakawan dalam pelayanan perpustakaan berbasis inklusi sosial belum maksimal, masih ada masyarakat dan pemustaka yang belum mengetahui dan memanfaatkan layanan perpustakaan berbasis inklusi sosial. Pemanfaatan dan penguatan kerjasama antar pemustaka, tim sinergi dan masyarakat merupakan strategi yang paling mungkin dilakukan dalam waktu dekat dan pengunaan anggaran maupun penetapan kebijakan yang lebih minim.
